MEMORANDUM
Subject: Modalities for inviting tenders by Central Tender Management Unit under
Public Works department
Now after careful consideration of the matter, the Governor has been pleased to
prescribe the following modalities for inviting tenders by Central Tender Management Unit
under Public Works department.
3. The Central Tender Inviting Authority shall prepare BOQ at e-tender portal with
necessary assistance from working circle and division and invite e-NIT. For any

deviation of summation of amount of BOQ and amount of technically sanction
estimate, the Central Tender Inviting Authority shall bring it to the notice of the
authority for technical sanction.
7. The bids for the said e-NIT shall be evaluated by bid evaluation committee
constituted under the Central Tender Management Unit.
8. After processing and completion of the tender formalities the Central Tender
Management Authority shall place all the documents along with recommendations to
the concerned Chief Engineer, Head Quarter of respective directorates for placing it
before concerned Tender Committee.
9. After issuance of tender accepting G.O., the Central Tender Management Authority
shall send the copies of all relevant tender related documents to the concerned
Superintending Engineer of the construction wing for next course of action e.g.
issuing letter of acceptance and award of contract and execution of the work.
10.The concerned Superintending Engineer of the construction wing shall send a copy
of the work order to the Central Tender Management Authority for uploading the
same to e-tender portal.
11.For works valued Rs.10(ten) crores in case of Civil/Road works and Rs.l.O(one) crore
in case of Electrical/IT works, where administrative approval has been issued from
other department for execution of works by Public Works Department, the concerned
Superintending Engineer of the construction wing should submit to Central Tender
Inviting Authority the administrative approval order; the technically sanctioned
estimate along with DPR mentioning time period of the project for execution; Defect

Liability Period of the Project; list of prime machineries; and addenda & corrigenda
no. of SOR, on whose basis the estimate is prepared/ technically sanctioned.
12. Thereafter the procedure as laid down in para 3 to 10 of this memorandum would
be followed mutatis-mutandis.
