MEMORANDUM

Subject: Modalities for inviting tenders by Central Tender Management Unit under
Public Works department

The Government in Public Works Department has decided to constitute


centralized Tender Management Unit to invite tenders for Civil and Road works for
estimated value of Rs.10.00(ten) crores and above; and for Electrical/IT works, for
estimated value of Rs.1.00 (one) crore and above. A notification no. 243 dated 21.08.2017
has already been issued by the Public Works Department in this respect.

Now after careful consideration of the matter, the Governor has been pleased to
prescribe the following modalities for inviting tenders by Central Tender Management Unit
under Public Works department.

1. In case of Civil/Road works, the concerned Superintending Engineer shall submit


three copies of the estimates along with the DPR for any Civil/Road work with initial
estimated value Rs.10.00 (ten) crores and above to the concerned Chief Engineer,
Planning for Technical sanction and onward transmission for administrative
approval.
In case of Electrical/IT works, the concemed Superintending Engineer (Electrical)
shall submit three copies of the estimates along with the DPR, for estimated value
above Rs.2.00 (two) crore to the concemed Chief Engineer, Electrical (Planning) for
Technical sanction and onward transmission for administrative approval. For
Electrical/IT works with estimated value of Rs.1.00(one) crore to Rs.2.00(two) crore,
the concemed Superintending Engineer (Electrical) shall technically sanction the
estimate and submit two copies to the Chief Engineer, Electrical for taking necessary
action in respect of issuance of Administrative approval.
DPR should include time period of the project for execution; Defect Liability Period of
the Project; list of prime machineries; and addenda & corrigenda no. of SOR on
whose basis the estimate is prepared/ technically sanctioned.

2. After issuance of Administrative approval, the following documents would be sent to


the Superintending Engineer and Project Director, PIU-I, P.W.(Roads) Dte. being
Central Tender Inviting Authority, by the Government for inviting e-NIT-

i) Government Order conveying the Administrative approval and Financial


sanction; and
ii) Technically sanctioned estimates along with the DPR.

3. The Central Tender Inviting Authority shall prepare BOQ at e-tender portal with
necessary assistance from working circle and division and invite e-NIT. For any

deviation of summation of amount of BOQ and amount of technically sanction
estimate, the Central Tender Inviting Authority shall bring it to the notice of the
authority for technical sanction.

4. It would be clearly mentioned in the e - NITthat after issuance of tender acceptance


Govt. Order; Letter of Acceptance (LOA)and work order shall be issued by the
Concerned Superintending Engineer of construction wing and formal contractual
agreement shall be executed with the Concerned Superintending Engineer of
construction wing as per prevailing government rules and norms by purchasing the
tender documents from the concerned Division office of construction wing with the
requisite amount.

5. The concerned Superintending Engineer of construction circle and Executive


Engineer of construction division shall allow the willing agencies to visit the site and
collect information/drawing etc. related to the project after issuance of e-NIT
published by the Central Tender Inviting Authority.

6. Pre-bid meeting, if any, shall be convened by the Superintending Engineer and


Project Director, PIU-I, P.W.(Roads) Dte.. The concerned Superintending Engineer of
the Circle and Executive Engineer of concerned divisions would be present in pre-bid
meeting. Reply in respect of related queries, if any, shall be taken up by the Central
Tender Inviting Authority, with necessary assistance from working/planning/design
circles and divisions.

7. The bids for the said e-NIT shall be evaluated by bid evaluation committee
constituted under the Central Tender Management Unit.

8. After processing and completion of the tender formalities the Central Tender
Management Authority shall place all the documents along with recommendations to
the concerned Chief Engineer, Head Quarter of respective directorates for placing it
before concerned Tender Committee.

9. After issuance of tender accepting G.O., the Central Tender Management Authority
shall send the copies of all relevant tender related documents to the concerned
Superintending Engineer of the construction wing for next course of action e.g.
issuing letter of acceptance and award of contract and execution of the work.

10.The concerned Superintending Engineer of the construction wing shall send a copy
of the work order to the Central Tender Management Authority for uploading the
same to e-tender portal.

Procedures in case of other Department's Works

11.For works valued Rs.10(ten) crores in case of Civil/Road works and Rs.l.O(one) crore
in case of Electrical/IT works, where administrative approval has been issued from
other department for execution of works by Public Works Department, the concerned
Superintending Engineer of the construction wing should submit to Central Tender
Inviting Authority the administrative approval order; the technically sanctioned
estimate along with DPR mentioning time period of the project for execution; Defect

Liability Period of the Project; list of prime machineries; and addenda & corrigenda
no. of SOR, on whose basis the estimate is prepared/ technically sanctioned.

12. Thereafter the procedure as laid down in para 3 to 10 of this memorandum would
be followed mutatis-mutandis.
