Solid waste management is defined as the collection, transportation or disposal and treatment
of waste materials. It relates to materials produced to human activities and the process generally
undertaken to endure its effects on health, the environment and aesthetics( Margarita C. Paghasian,
2017). All of the methods of waste management and waste prevention require public participation like
segregation at source, reduction, recycling, re-use and composting, in order to promote environmental
awareness and action among the citizenry. Solid waste refers to the things that are called refuse,
garbage , rubbish or trash like paper and plastics products, bottles and cans, food scraps and junked
automobile and if not disposed of properly, it looks unattractive and smells foul. It may contaminate the
environment (Melody J. Hunt, Ph.D. ,2018) Segregation at source is a solid waste management practice
of origin in order to promote recycling and re-use of resources and to reduce the volume of waste for
collection and disposal. Reuse is the process at recovering materials intended for the same or different
purpose without the alternation of physical and chemical characteristics. Recycling saves landfill space
and also rescues the resources that were used to make another new product. So waste mismanagement
like littering has serious environmental effects making the passage of the Republic Act 9003( Aquino,
Deriquito and Festejo, 2013). Waste generation has been a serious problem since the mankind found
settlement in communities. The constant population growth and the consumption pattern have led
people to social and environmental collapses in metropolitan areas. A typical solid waste management
system in a developing –country displays an array of problems, including low collection coverage and
irregular collection services, crude open dumping and burning without air and water pollution control,
the breeding of flies and vermin, and the handling and control of informal waste picking or scavenging
activities. Open dumps provide a poor method of waste disposal. They harm the environment and cause
human health risks. They can ruin an area’s appearance and may produces bad odors(Hunt, Ph.D. 2018).
Waste dismanagement can lead to Environmental Pollution. As cited by Maratha E. Richmond, 2018
environmental pollution refers to harmful chemicals and other contaminants tah damage the natural
environment. Some pollution can easily been seen. Examples include an open garbage dump or an
automobile pouring out black smoke. However, pollution can also be invisible, odorless, and tasteless.
Such forms of pollution do not obviously dirty the land, air, or water. But they reduce the quality of life
for people and other living things. For instance, many countries have been forcing severe sanitary
problems because of outbreaks of dengue fever via proliferation of Aedes aegypti mosquito (Fagnani
Guimaraes, 2017). The Philippine economy is suffering from a linear (take, make, use and dispose)
economy. This is one of the major reasons for environmental degradation, along with corruption and
lack of political will(Architect Felino A. Palafox, Jr. , 2018)

Waste mismanagement has serious environmental effects making the passage of the Republic
Act(RA 9003 or the Ecological Solid Waste Management Act of 2000 a landmark environmental
legislation in the Philippines. RA 9003 describes solid waste management as a discipline associated with
the control of generation, storage , collection, transfer and transport, processing, and disposal of solid
waste (Aquino, Deriquito and Festejo, 2013). Section 55-56 of Republic Act 9003 or the Ecological Solid
Waste Management Act stipulates the national government in coordination with Department of
Education (DepEd), Technical Education and Skills Development Authority (TESDA) ; Commission on
Higher Education (CHED) and Philippine Information Agency (PIA), should conduct a continuing
education and information campaign on solid waste management and strengthen the integration of
environmental concerns in school curricula at all levels.

In Holy Name University, the campus is provided with garbage bins having categorized in papers
and cartons, cellophane and Styrofoam and plastic bottles. Holy Name University instills a culture of a
responsible waste management among student under the rules and regulations of the Junior High
School Department, stated in Article VII, Section I, Littering is considered as a minor offense. The
Institutional solid waste management committee formulated some policies yet its full implementation
and monitoring were so lax for some reasons.
