Dear Honourable Catherine McKenna,

This letter provides formal notice of a constitutional challenge against the Government of
Canada, for state action and intentional inaction causing multiple infringements upon Section 7
of the Charter of Rights and Freedoms. These repeated fundamental violations of my security
of the person described forthwith, wherefrom I will be seeking remedy in the form of several
court ordered injunctions against Her Majesty the Queen in Right of Canada.

The United States of America under Donald Trump has recently funded 19 projects to develop
then transform the coast of the USA to massive kelp farms for fuel and food, inter alia, whereas
the Canadian government has funded absolutely zero. Enclosed is a heavily referenced letter
and presentation to Dr. James E Hansen describing novel drone based kelp-to-liquid-fuel and
milfoil-to-liquid-fuel energy systems, wherein the Canadian coastline and Great Lakes can
competitively provide massive amounts of carbon neutral to carbon negative replacement fuel
for gasoline, diesel, and jet fuel, such system possessing an inherent scalability to eventually
replace all petroleum through global implementation. The proposed energy system would
meaningfully lower atmospheric carbon dioxide levels, clean the ocean and lakes of nutrient
pollution currently causing epidemic proportions of algae in Lake Erie, inter alia, create fish and
invertebrate habitat to provide large amounts of zero to low carbon food for Canadians et alia,
provide well paying Canadian jobs in many sectors which rival or exceed the petroleum
industry, provide a continual use for recycled plastic, would likely be among the safest forms of
energy generation, while undercutting the price of conventional petroleum fuels.

Whereas, the House of Commons recently declared a national climate emergency seemingly
the day before our prime minister approved the Trans-Mountain Pipeline, equivalent to publicly
acknowledging a massive crime against humanity, then immediately announcing active and
increased participation in the very same crime. Further, the National Research Council of
Canada’s previous refusal to fund or develop the technology described within, while this
federal government continues to escalate petroleum output, is a fundamental violation of
Section 7 of the Charter, whereas my locus standi exists from breathing smoke causing
respiratory complications from forest fires directly attributed to anthropologic climate change,
notwithstanding the fact I am the inventor of the proposed environmental pollution reversing
energy system.

This Canadian government is hereby given 60 days notice, having one last opportunity to
commit to at least research and if shown viable, develop the technology described within,
whereas I am now actively seeking affidavits in support of said application from several experts
as to the proposed energy system’s scientific, environmental, safety, and economic merits.

I am uncertain if this current Liberal government is suffering from an internal conflict over
energy policy, or if your statements condemning many government’s continued failures to act,
which precipitated the declaration of a national climate emergency, is intended as an
instrument to force increased taxes. Soon, the truth will be ubiquitously known.

This letter has been made public, will further be made public, will remain public, and will be
provided to every scientist and related expert I approach regarding the merits of the energy
system described within, regardless whether this government responds to this letter with
commitment to research and develop the enclosed technology. I submit this government is
solidifying the proof of its continued crime against humanity, to which I promise you there will
be no quiet settlement in a forthcoming court application. The truth about the Government of
Canada must and will be publicly known, wherein the inevitable development of this energy
system by some entity is only a function of time. This is your opportunity to be known in history
as either a hero who lives up to her words, or a hypocrite that seeks higher taxes to build
expensive windmills that can only solve a minor fraction of the problem. However, creating a
public illusion of meaningful reductions in carbon emissions, while simultaneously skyrocketing
petroleum emissions. Hence, you actually accomplish nothing.

As Ontario and Germany have already proven, wind and solar energy are too expensive, lack
energy density, have no efficient means of generating liquid fuel for the current transportation
system, do not sequester any carbon, and have no realistic expectation of ever satisfying
global energy demand. Antithetically, the energy system described within may undercut
petroleum prices aggressively, has the highest potential for scalability, mitigates and/or
reverses various major forms of environmental pollution, and can create a massive clean
energy sector of jobs. And even generate your damn taxes!

I respectfully submit there is no way you can with integrity, call yourself the “Minister for
Environment and Climate Change” without initiating a basic effort from your ministry to
research this technology, and if the technology proves viable, develop the energy system
described within. If you compel me to pursue the aforementioned court action, I will be
seeking in addition to a permanent mandatory injunction ordering the Canadian government
develop and implement the technology described within, a permanent injunction prohibiting
the Canadian government from supporting the expansion or construction of any future
petroleum pipeline or project. Wherein, this action is based on very similar principles to James
Hansen’s granddaughter’s legal pursuit, only my argument is two pronged, and our constitution
is inherently stronger. Your government’s combined actions and inactions are destroying
human kind’s route of survival, notwithstanding I am one of the minority who understand this.
