Project Activity Design

I. IDENTIFYING INFORMATION:

Project Title : SAVE MANLAMBUS CREEK CASH FOR WORK PROGRAM

II. PROJECT RATIONALE/OVERVIEW:

In previous years, major disasters have been happening in the country more regularly,
frequently and of unpredictable magnitude. It has been subjected to various types of hazards and
has been observed to be increasing throughout the years. Its geographical location and physical
environment make it vulnerable to natural hazards such as tropical cyclones, floods, extreme
rainfall, thunderstorm, storm surges, strong winds, tornado and others. Every year, these hazards
bring havoc to life and property, seriously disrupt our agriculture-based economy and disturb the
lives of millions of Filipino families.

In Escalante City for example, is now experiencing extreme weather conditions causing
immediate flooding and occasional landslides in barangays identified as “ Hazard Prone
Areas.” Likewise, occasional earthquakes and tremors are also being experienced making
disaster preparedness an important priority.

Disasters cannot always be prevented, but its disastrous effects can certainly be mitigated if
appropriate measures are adopted. This can be achieved by proper understanding of the hazards
and the threat posed by them. The importance of setting clear strategic directions, strategies,
identifying results, and clarifying roles and responsibilities among the different stakeholders
has become very important.

R.A. 10121 institutionalizes the disaster risk reduction and management system not only in the
national government but also to all Local Government Units in the country. One of the important
features of this new law is the comprehensive utilization of 5% calamity fund and now the disaster
Risk Reduction and Management Fund (DRRMF). It is very clear to us to all government units that
5% calamity fund before can only be used if there is a declaration of one area under the state of
calamity. Based on the Section 21 of R.A. 10121, the 70% of LDRRM Fund can be used for pre-
disaster activities that can make the LGU’s more proactive in disaster risk reduction. In order for the
LGU to be efficient and effective in the utilization of the LDRRM Fund the law requires them to
formulate a comprehensive DRRM Plan as basis for the disbursement of the fund.

The bridge along Manlambus Creek, an inlet of the sea, a narrow channel/small stream located at
Barangay Old Poblacion, Escalante City is in dire need of protection and preservation due to
flooding especially during inclement weather and high tide. There is already a resolution requesting
the national government for funds through the DPWH for an engineering intervention for a feasible
flood control project to mitigate the effect of flooding making the bridge at Manlambus Creek
passable.
There is a need for the crafting of a Cash for Work Program for the affected families residing on this
Manlambus Creek. They will be provided with financial assistance in exchange of their work done
to save Manlambus Creek at Barangay Old Poblacion, Escalante City.

There are two types of projects and activities covered under the Cash for Work (CFW) Program, as
follows:

1) Labor work, for instance, digging, dredging, de-silting canals and drainage systems,
planting trees, clearing pathways, shelter/facility repair; demolition of illegal infrastructure;
clearing debris, garbage collection, installation of support facilities; and, other similar work.
Those who will be working in relatively hazardous activities will be provided with the
necessary protective gear and tools;

2) Technical or office work, i.e. assisting in enumeration tasks/profiling; report preparation;


preparation of replenishment and liquidation reports; disbursement during actual payment
operations; camp management; operations center work;

III. PROJECT OBJECTIVES:


1. To show our humanitarian concern for the vulnerable and affected families living in the
Manlambus Creek, Barangay Old Poblacion, Escalante City;

2. To provide Cash for Work assistance for the vulnerable and affected families living along
this “Flood Prone Area”.

IV. PROJECT DESCRIPTION / MANAGEMENT / ACCOUNTABILITY:


The proposed project amounted to Sixteen Thousand pesos ( 16,000.00) pesos for the
proposed Cash for Work Program for the vulnerable and affected families living along the
Manlambus Creek, Barangay Old Poblacion, Escalante City, Negros Occidental.
It shall observe the proper government accounting and auditing rules and procedures in the
disbursement of funds and shall faithfully comply with the prescribed government
procurement processes in implementing the project, including observance of the mandated
accountabilities in the project implementation.

V. PROJECT BUDGETARY REQUIRMENTS:


The total project cost is Sixteen Thousand pesos ( 16,000.00) pesos for the proposed Cash for
Work Program for the vulnerable and affected families living along the Manlambus Creek,
Barangay Old Poblacion, Escalante City, Negros Occidental. The fund will be utilized for the
following expenses:

VI. PROJECT MONITORING & EVALUATION:


The proponent shall conduct its own monitoring and evaluation of the project in coordination
with proper departments/agencies and shall submit pertinent documents as may be required by
the Office of the City Mayor and the City Planning and Development Office.
