below mentioned officers/ officials working in PHE Division Budgam/ Flood
Spill Channel Division Narbal may please be spared from General Lok Sabha
Elections-2019. The listed staff of PHE Division Budgam is pivotal for
manning the water supply to the general public at large & therefore
indispensable. The staff of Flood spill channel are connected with prestigious
Flood Management Programme and they have to regular follow up with
Central Water Ministry which being monitored from highest level. This apart,
the staff has been kept as subsidiary for assisting the undersigned in election
process as well, which is in full swing now.

All team members are hereby directed to ensure that they report for election duty right
from 16-04-2019 onwards without fail. Any negligence in this behalf shall be viewed seriously
and reported to DEO Budgam for punitive action.
Besides the master trainers associated with AC Beerwah shall also provide necessary
assistance to the ARO staff for conduct of elections and shall make themselves available all
time.

Today on 14-04-2019, the undersigned along with SDM Beerwah had
threadbare interaction with the Presiding Officers of various Polling parties of
AC 28 –Beeerwah at our designated Distribution & Collection Centre located
inside the premises of Hr. Sec. School, Magam. The participating presiding
officers raised issues, which need to be addressed on priority as the same are
reflected below party wise .

Subject: General elections to Lok Sabha 2019- Complaint of Bogus Voting at


PS. 43-Aripanthan “B”
Ref: Your letter No. ADC/LS-Elec/2019/1190-92 Dt: 18-04-2019
Sir,
This has reference to the cited subject, wherein your office has received
a complaint of bogus voting from Chief election agent of Dr. Farooq Abdullah.
It is submitted that on the poll day, the u/s had established a control room at
Hr.Sec. School, Magam to monitor the conduct of Elections in AC 28-
Beerwah.In afternoon of the poll day, the u/s received a call from observer
regarding the complaint of bogus voting at PS43.Theconcerned Zonal/Sectoral
magistrates were promptly directed to rush to the PS43 and convey the veracity
of the complaint. The u/s was apprised on phone that the polling is going on
peacefully in an appropriate way. The visit sheet & poll day report concerned
Zonal/Sectoral magistrate are on record.The presiding officer was also
contacted subsequently who also conveyed that polling is going normally at
the concerned PS43. This apart, the micro-observor report of the said polling
station has not also revealed anything adverse as far as poll process is
concerned.
As directed, along with above documents, the PO’s diary and Form 17C
are also transmitted for your kind perusal but on examining these documents
no specific observations regarding bogus voting has been recorded in PO’s
diary. The other allied documents, which include declaration at the start & end
of poll by PO, mockpoll certificate, PS05 are also being shared herewith.

In continuation to this office letter no. under reference, it is further
submitted that presiding officers of two no. Polling stations PS No. 72 -
Malpora Khag & PS No. 115-Rusoo "A" had reported that votes polled during
mock poll from CU have not been erased by them before start of actual poll.
In case of PS No. 72 -Malpora Khag, a total of 345 votes have been casted during
actual polling as reflected in form 17C while as the CU has recorded total 395
votes including 50 votes polled during mock poll. Similarly, in case PS No.
115-Rusoo "A", a total of 103 votes have been casted during actual polling as
reflected in form 17C while as the CU has recorded a total 153 votes including
50 votes polled during mock poll. The candidate wise bifurcation of 50 votes
