01 INTRODUCTION
TO DUBAI AIRPORTS

02 DXB KEY FACTS

Dubai International became the world’s busiest airport for international passengers in 2014 when it welcomed
more than 70 million passengers – just five and a half decades after it opened as nothing more than a refueling
stop with a sand-compacted runway. DXB has since cemented its position at the top of the list of busiest hubs
with total traffic exceeding 88.2 million passengers in 2017, and an estimated 90.2 million passengers expected
in 2018.
The airport connects 240 destinations around the world through 75 international airlines. DXB currently has
capacity to accommodate more than 90 million passengers annually and work is underway to expand it to 118
million by 2023 without adding any additional infrastructure under a technology and process improvement
programme called DXB Plus.

This service will be based at the Departures Check-in area and will provide a
dedicated shipping service (by courier) for passengers who do not wish to

05 OPEN TENDER INVITATION

Dubai Airports hereby invites experienced and resourceful baggage related services operators having experience
in executing similar operations in airports and meeting the eligibility criteria mentioned herein with the capability
to complete the aforesaid operations with good quality in the stipulated time.

MINIMUM ELIGIBILITY CRITERIA

Operators who fulfill all the following requirements shall be eligible to apply:
a) Airport or high footfall hub experience.
b) Experience: Chain of 3 outlets in UAE or International.
c) Financial managerial and operational capability (in AED): Minimum annual turnover of AED 10 million and
managing verticals of operations (Build, Manage & Operate).
d) National or international credentials: Should have 3 years proven experience in dealing with concept (i.e.
baggage related services, Postal & or shipping) in UAE or international.

OTHER CONDITIONS
• Dubai Airports reserves the right to accept or reject any or all submissions without assigning any reasons.
• Dubai Airports reserves the right to change and/or cancel the tender process or review/revise the pre-
qualification criteria at any time without prior notice or without assigning any reasons whatsoever and
without prejudice to its right to re-tender at any time in the future and in such case no applicant/intending
applicant shall have any claim arising out of such action.
• Dubai Airports reserves the right to issue amendments to the tender and/or these detailed terms and
conditions by issue of an addendum, at any stage, without liability or any obligation for such invitation
and without assigning any reason.
• This invitation does not give rise to any rights and is not an offer or an invitation to offer.
