1. PURPOSE

PETRONAS intends to build a grass root integrated Refinery and Petrochemicals Complex by
developing the RAPID PROJECT (Refinery and Petrochemical Integrated Development) to
meet both domestic and Asia's energy and chemicals demand. The RAPID PROJECT consists
of a world scale integrated site which includes Refinery with a deep conversion scheme, 300
000 barrels per stream day capacity, Naphtha Steam Cracker of 1.28 million tons of ethylene
per year capacity; Petrochemical Derivative Units, utilities, off site and jetty installations.

The RAPID PROJECT is a fundamental component of the Pengerang Integrated Complex


(PIC) which also includes the following major projects Pengerang Cogeneration Plant (PCP), a
New LNG Regasification Terminal (RGT2), Raw Water Supply Project (PAMER),Pengerang
Deep Water Terminal (PDWT) and Air Separation Unit (ASU) which provides oxygen and
nitrogen gases to the Complex and to the local market.

The RAPID PROJECT is located at Pengerang, Mukim of Pengerang, Kota Tinggi District,
Johor and is in close proximity to the international shipping lane connecting the Straits of
Malacca, Singapore and the South China Sea

3. ACRONYM AND DEFINITIONS

OWNER : PRPC Utilities and Facilities Sdn. Bhd.

EPCM CONTRACTOR : OUI JV: Joint venture appointed by OWNER with specified
authority to perform the EPCM Services of the UIO Project.

CONTRACTOR : MPEI (Mechanical, Piping, Electrical and Instrument)


contractor engaged by the EPCM contractor to carry out works
at site.

PROJECT or UIO PROJECT EPCM of Utilities, Interconnecting and Offsite facilities (UIO)
Package 14 for RAPID PROJECT at Pengerang, Johor.

EPCM : Engineering, Procurement and Construction Management.

PACKAGE WORK : The works, services or supplies, or any or all of the foregoing,
to be undertaken by a PACKAGE CONTRACTOR or
PACKAGE VENDOR as applicable.
“SCOPE OF WORK” may also be used instead of “PACKAGE
WORK” to facilitate the understanding of all the parties.

PACKAGE : Refer to each package of works or supplies forming parts of


the PROJECT.

PACKAGE VENDOR : Refer to any vendor engaged by OWNER to supply equipment


and materials or spare parts, which may include associated
services.

PACKAGE CONTRACTOR : Refer to any contractor engaged by OWNER to undertake the


PACKAGE WORKS for a PACKAGE.

4. INTRODUCTION

The purpose of this document is to list loose supplied components to be erected/installed at


site for Custody Metering System (6900-CMH-921) for UIO by others to ensure all the loose
supplied components can be correlated for correct erection/installation.

The list covers the following parts of the loose supplied components for Custody Metering
House, 6900-CMH-921:
• HVAC unit, supply air ducting, return air ducting & fresh air stack.
• Canopy
• Drain Gutter Pipe
• Lightning Arrestors
• Fire Extinguisher
• HVAC Power & Signal Cables (Cables between HVAC unit and CMH)
• Cable Trays

5. LIST OF COMPONENTS TO BE ERECTED / INSTALLED AT SITE

6900-CMH-921 is constructed with dimensions 6.0 M (L) x 3.2 M (W) x 3.4 M (H). On the
external it has canopy, gutter, gutter pipe, cable trays, lights, HVAC unit panel, supply air
ducting, return air ducting and fresh air stack

The canopy, gutter, gutter pipe, HVAC unit, supply air ducting, return air ducting & fresh air
stack will be dismantled for transportation to RAPID, Pengerang site along with its bolts, nuts,
support brackets and sealants for the canopy as required.

Refer Attachment 1 for loose item Bill of Material for further details.

5.1 CANOPY

Each canopy has been labelled in accordance to the List & Drawing as in attachments for
reference. Contractor to check labels prior to installation the canopy to each respective section.
Contractor to refer Attachment 1, Figure 5 to 7 for the canopy layout prior to installation.

Contractor to apply adhesive/sealant supplied by CMH vendor on gasket face so it sticks to the
mating canopy and ensure no leakage during raining.

5.2 GUTTER

Each section of the canopy or CMH has its own designated rain gutter. Contractor to refer
Attachment 1, Figure 8 to 10 for the gutter prior to installation.

Contractor to install rain gutter with the support brackets come with bolts and nuts.

5.3 GUTTER PIPE

Each Rain Gutter comes with Gutter Pipe to drain the rain water to OUIJV drain pipe connected
to the drain system. Contractor to refer Attachment 1, Figure 11 to 14 for the gutter pipe prior to
installation.
Contractor to install gutter pipe with support brackets come with bolts and nuts.
5.4 HVAC UNIT

Contractor to install HVAC UNIT & Air Stack on a flat surface concrete for proper alignment
and then followed by Return Air & Supply Air Ducting come with bolts & nuts.

Contractor to refer Foundation Layout and Loading Plan for 6900-CMH-921, RAPID-P0014-
5007-CVS-DWG-6900-2012 & Attachment 1, Figure 15 for the HVAC Unit prior to installation.

5.5 AIR STACK

Contractor to install the Air Stack on flat surface by bolting the Air Stack mounting base plate to
the ground with anchor bolt by others and erect the Air stack vertically. The steel wire support
is use to anchor the Air Stack after final alignment. Contractor to refer Attachment 1, Figure 16
& 17 and section 5.12 for the air stack prior to installation.

5.6 SUPPLY AIR DUCTING

The supply air ducting will distribute the cooled air from HVAC to CMH. Contractor to install /
tight in the supply air ducting by bolt and nut between the CMH, ducting and HVAC. Contractor
to refer Attachment 1, Figure 18 for the supply air ducting prior to installation.
Contractor to refer List & Drawing for designated items prior to installation.
5.7 RETURN AIR DUCTING AND DAMPER

The return air ducting will distribute the hot air from CMH to the air stack through damper.
Contractor to install / tight in the return air ducting and five (5) pieces of damper by bolt and
nut. Contractor to check labels prior to installation of the return air ducting and the damper to
each respective section. Contractor to refer attachment 1, Figure 19 & 20 for the return air
ducting and damper prior to installation.

5.8 CABLE TRAYS There is no Section B


for 6900-CMH-921.
The Cable Trays for the interface cable is supplied loose as the cable trays need to be pre-
setup at site before termination of the interface cable been take place. Contractor needs to
pre-setup the cable trays to support the interface cable by suit at site from the CMH to HVAC
termination at Section B. Contractor to refer Attachment 1, Figure 21 & 22 for the cable trays
prior to installation.
Kindly identify by number which is for Power and which is for Signal.
5.9 INTERFACE CABLE (CABLE BETWEEN HVAC UNIT & CMH)

The interface cable between HVAC Unit and CMH function as connecting the signal and power
to both HVAC and CMH. The cable is temporarily been disconnected from HVAC and rolled at
CMH Section B wall as per illustrated in Attachment 1, Figure 23. Contractor need to lay the
interface cable on the cable trays and do the termination on the HVAC. The minimum distance
for Signal and Power Cable shall be 300mm.
For termination, refer to HVAC Control Panel GA & Wiring Drawing for 6900-CMH-921, RAPID-P0014-5007-INC-DWG-6900-2122.
5.10 LIGHTNING ARRESTOR

The 6900-CMH-921 package comes together with two (2) unit typical lightning arrestor 15mm
in diameter x 2m long for the lightning strike prevention plan. The lightning arrestor come with
male threaded and the female threaded located at top of Air Stack and CMH. Contractor need
to install the lightning arrestor on the Air Stack before the air stack been erected vertically.
Contractor to refer Attachment 1, Figure 24 for the lightning arrestor prior to installation.

There is no Section B
5.11 FIRE EXTINGUISHER for 6900-CMH-921.
The 6900-CMH-921 package come together with four (2) unit 5kg Portable CO2 extinguisher
been supplied as loose component (External Fire Extinguisher). The fire extinguisher’s
designated bracket is mounted on the CMH external wall at Section B. Contractor required to
install the loose supplied fire extinguisher on the dedicated location by referring the Attachment
1, Figure 25.

5.12 STEEL WIRE SUPPORT FOR THE AIR STACK

The 6900-CMH-921 is provided with the steel wire support been provided as loose components
as per Figure 26 in Attachment 1. Contractor required to install the steel wire support to the 4
holes M10 tie guide wire provided on the air stack as per details configuration in Figure 2 to 4
and GA Drawing for 6900-CMH-921, RAPID-P0014-5007-INC-DWG-6900-2002.

Support on the ground shall be provided by OUI JV at Site. Guide wire with holder
shall be provided by PACKAGE VENDOR. Suitable xxx on the ground to match the
guide wire holder shall be supplied and installed by OUI JV.
