To Whom It May Concern:

This is with reference to the Decision as regards the invalidation of my appointment under case
number 190115, under DOMINGO, MATTHEW E. which I received last July 3, 2019. I am
personally writing for an appeal for this case, in the hopes that I could shed light on my
employment.

I held the position of Clerk III from 2000-2013 at salary grade 6, and in August 2013, the PCSO
Rationalization Plan (RATPlan) started. I was then placed at Product Standard and
Development Department as Marketing Analyst I, salary grade 11, and was validated.

Sometime in February 2014, the RATPlan closed and then the Promotion and Selection Board
Convened, and positions were published for promotions.

I then applied and submitted my application for the Southern Tagalog and Bicol Region
Department (STBR) for the position of Administrative Officer (AO) II, SG15, Item 602. I was
promoted and assumed the position on July 2014 until December 2019.

I wanted to clarify a matter that in the Decision, there was no mention that I was promoted
from SG11 to SG15, and not from SG6 to nine (9) levels higher, at SG15. It was also worth to
mention that I was validated at my position at SG11, and after the decision of invalidation, I
reverted back to this former position at SG11. I value my work, and the responsibilities and
benefits attached to every promotion, to every level, and this invalidation breaks my heart.

I submitted all requirements and went through all the interviews as mandated, and followed
everything that was asked of me. Pending the appeal to be filed by my employer, I would like to
seek this opportunity to explain myself, as this directly affects the livelihood of me and my
family.
