CONTRACT SPECIFICATION - SECTION III

The "Standard Specification for Drainage Works" and “Code of Practice on Surface Water Drainage”
(latest editions), issued by the Employer shall form part of the Contract Specification.

1 DEFINITION

The terms "approved" and "directed" mean the approval and direction of the Employer.
(a) The letters "S.S.", "B.S." and "A.S." mean the respective latest Singapore Standard,
British Standard and Australian Standard (including any amendments) in force at the
time of quotationing. Should no standard be quoted, the materials or fittings shall be to
the approval and satisfaction of the Employer. Materials and Fittings specified to be in
accordance with "S.S.", "B.S." or "A.S.", shall be branded or a certificate provided where
and as prescribed in the particular "S.S.", "B.S." or "A.S." when required by the
Employer. Materials will be accepted when supplies to any Standard where the quality
specified is equal or superior to the Singapore, British or Australian
Standards or other equivalent International Standards.

2 EXTENT OF WORK

(a) The Contractor is advised that it shall be deemed to be his sole responsibility to
ascertain for himself the extent of Work that is required to be done on site and to
generally obtain his own information on all matters affecting the execution of the whole
of the Work involved in this Contract to the entire satisfaction of the Employer. No
claim for extras in consequence of any alleged ignorance in any respect will be
entertained by the Employer. It must be clearly and definitely understood that the
Contractor shall be held solely responsible for making all necessary arrangements with
and co-ordinate with all relevant Authorities, Specialist, Sub-Contractors, etc. to ensure
satisfactory completion of this Contract.

(b) The Contractor shall except where otherwise specified , find provide and do everything
of every kind at his own cost and expense including labour, materials, plant, transport,
tools, water, the provision, erection and dismantling of any temporary structures, plant
and all else necessary to carry out the works to the true intend of the drawing and
specification. All temporary staging or timbering which may be erected by the Contractor
to facilitate the execution of the Contract is to be removed in such a manner so as to
avoid damage to properties.

(c) Further drawings relating to or in amplification therefore may be issued from time to
time during the progress of the Works where the need arises.

3 SITE CLEANLINESS

The Contractor shall comply with the following requirements in addition to other that
may be necessary to achieve thorough site cleanliness:-

(a) Approved covered dustbins shall be provided at site office, canteen and any other
temporary buildings erected by the Contractor. The dustbins shall be emptied daily or as
and when directed by the Employer.

(b) The floors and furniture of all the above-mentioned structures shall be swept daily and
kept spotlessly clean at all times to the entire satisfaction of the Employer.

(c) All materials at the site shall be stacked or stockpiled at designated locations in a neat
and tidy manner without creating any health or safety hazards.

(d) All waste materials shall be carted away to the Contractor's own disposal ground
immediately. No piling up at site beyond the short period of time awaiting disposal is
permitted.

(e) All grass and vegetation in areas occupied by the Contractor shall be cut and maintained
regularly by the Contractor.

(f) Proper bulk bins of adequate size at the site for the storage of construction waste and
debris must be provided by the Contractor. Necessary arrangements are also to be made
for the disposal of the waste and debris to approved dumping grounds.

4 PROTECTION OF WORKS AND CLEANING UP ON COMPLETION

The Contractor shall allow in his rates for protecting completed work from all subsequent
operations, making good damage to completed work due to any cause whatsoever, for cleaning
away rubbish as it accumulates and leaving the site in a tidy condition to the satisfaction of the
Employer.

5 CONTINUOUS WORKING

(a) If, in the opinion of the Employer it is necessary, by reason of the safety of the works, or
the restoration of interrupted services or any other reason whatever, the Contractor shall,
when so ordered carry out the works or any portion thereof continuously by day and by
night without extra charge.

(b) The Contractor, if he considers that it may become necessary to cause overtime to be
worked on site in order to complete the contract by the date for completion, shall request
for written permission and allow for such contingency in his quotation price.

(c) It shall be clearly and definitely understood by the Contractor that no claims in respect
of any of the above shall be allowed in the settlement of the Final Account.

6 SPECIAL OPERATIONAL METHOD

The Contractor shall particularly note that poor soil conditions may be encountered along the
proposed drainage lines requiring special operational method to complete the excavation,
protection measures for nearby structures and services, and such other operations needed to
complete the Works. He shall allow in his rates for employing special operational method, such
as chemical grouting, diaphragm walls or any other method approved by the Employer to
overcome difficulties during the construction works.

7 TREES AND STRUCTURES WITHIN SITE

The Contractor shall not disturb, damage or pull down any hedge, tree, building or structure
without the written permission of the Employer.

8 REINSTATEMENT OF DAMAGED TURFING

All reinstated turf areas shall be maintained by the Contractor for a period of three (3) months
until properly established and to the satisfaction of the Employer. Disturbed tree planting / service
verges should be planted with 50mm thick Axonopus compressus (cow grass) in close turfing,
with provision of 125mm depth planting mixture. The planting mixture should make up of 3 parts
of loamy soil and 1 part of organic matter (processed woodchips or compost). The gradient of
planting verge should not be steeper than 1:40. The finish soil level of the verge is to be 25mm
below the footpath. Any planting verge of less than 0.5m wide should be paved with cement.
Any planting area less than 1m2 should be paved.

9 REINSTATEMENT OF SURFACES, ROADS AND FOUNDATIONS

(a) The Contractor's work shall include the reinstatement of the foundation and surfaces of
any road, kerb, cycle track, footway tile and grass area whether public or private
disturbed or damaged by the work both within and without the actual working area.

(b) The Contractor will be paid for reinstatement of the excavation shown in the drawings
at the rates given in the Bills of Quantities but no payment will be made for any surfaces
disturbed outside the excavation, the reinstatement of all such surfaces shall be entirely
the responsibility of the Contractor.

(c) The Contractor shall also allow for the complete reinstatement of all surfaces damaged
in sidetables’, and all other Private or State Lands to the approval of the Employer and
generally to a condition at least same as the original ground surface before the Works
commenced.

(d) The Contractor shall comply with the "Conditions of Openings within Road Reserve"
and shall obtain all necessary drawings and/or other relevant specifications from Roads
Management (Land Transport Authority) in order to comply with those requirements. In
this respect the Contractor shall bear all costs and carry out all such works on behalf of
the Employer in complying with these requirements. An application has to be submitted
to the Land Transport Authority for permission to carry out works on public streets if the
works involve parking of a vehicular crane on the road to carry out hoisting
work or a boom lift on the road, or any other works that affect the public streets/areas.

(e) The Contractor shall be required to comply with all requirements and specification
stipulated in the latest edition of LTA’s Code of Practice; and any other specifications as
specified by LTA.

10 REQUIREMENTS OF ROAD OPENINGS WITHIN ROAD RESERVE

10.1 General
(i) These requirements apply generally to opening within road reserve under normal
circumstances. The Contractor shall comply with all the requirements of the
Street Work (works on public streets) Regulation 1995 the Code of Practice for
Road Opening Works and Code of Practice for Temporary Traffic Control issued
by LTA. LTA may at his discretion impose additional conditions at any time to
safeguard the interest of LTA and the general public.

(ii) The conditions of Road Opening shall apply automatically and unconditionally
whenever opening is approved by LTA and the Employer to all contractors
carrying out works within the Road Reserve. Contractor who has been granted
permission by LTA and the Employer to open the road reserve is deemed to have
read through these conditions and agree to abide by such conditions.

(iii) LTA or the Employer may at any time, after informing the Contractor that the
reinstatement work (to roads, footpath, drain etc.) is of substandard or poor
workmanship, step in to reconstruct or repair the same without the consent of the
Contractor. The Contractor shall indemnify LTA or the Employer all the
expenses incurred for carrying out such work. Under these circumstances, the
Contractor shall be given at least 7 days advance notice in writing before LTA
or the Employer steps in to carry out the work.

(iv) Notwithstanding to Sub Clause (iii) above, LTA or the Employer may step in at
any time without the consent of the Contractor to carry out any emergency repair
work to the damages within the road reserve if such damages, in the opinion of
LTA or the Employer, are of danger to the life and properties of the public and

immediate repair to such damages is necessary. The Contractor shall indemnify
LTA or the Employer all expenses arising from carrying out such emergency
repair work.

(v) The Contractor shall take up an insurance policy indemnifying the Employer
from all liabilities, losses, claims or proceedings whatsoever arising in respect
of personal injury, the death of any person or damage to any properties in the
course of work or caused by the execution of their work and during the
maintenance period of the reinstated work.

(vi) The Contractor shall inform LTA and the Employer in writing seven (7) days in
advance of the actual date of commencement, and within seven (7) days after
completion of work. Should the Contractor fail to comply with this requirement,
LTA and the Employer may consider suspending future applications submitted
by the same Contractor.

(vii) Approvals shall be regarded as invalid in any of the following situations:

(i) When the work does not start within four (4) weeks from the estimated
commencement date or the date of approval, whichever is later

(ii) When there is a change of contractor carrying out the work.

(iii) When the work carried out extends beyond the approved completion
date.

(viii) Fresh applications shall be submitted to LTA for reconsideration.


Maximum demerit points will be awarded against the Contractor if he
proceeds to work, when the approval has been invalided.

(ix) During the progress of work, the Contractor shall not violate the
conditions stated in the approval and shall comply with instructions
issued by Roads Management. If the Contractor is instructed by LTA to
stop work at any unauthorised opening within road reserve, he shall
comply with the instruction and stop working immediately. If any work
proceeds thereafter, maximum demerit points will be awarded against
the Contractor, and all applications from the same Contractor will be
suspended until the matter is resolved.

(x) Any request for extension of work beyond the approved completion date
shall be made in writing to LTA at least two (2) weeks before the
approved completion date.

(xi) Working Hours


(i) No opening works shall be carried out on major roads during
the Peak Hours tabulated below :

7.30am to 9.30am
On Saturdays 12 noon to 2.00pm

Note : Peak Hour period do not apply on Sundays and Public


Holidays.

(ii) Notwithstanding the Peak Hours and the type of
affected road, the road-opening works are to stop if the
continuation of works will create traffic congestion or
adversely affected the traffic condition. Remedial
action shall immediately be taken to allow traffic to
flow freely again.

(iii) The Contractor shall be deemed to have included in his


rates / prices for compliance with the above
requirements.

10.2 Warning Sign And Safety Measures

(a) It is the responsibility of the Applicant who applies for the opening within road
reserve to ensure that adequate and proper traffic signs are placed at/around their
worksite to guide motorists and pedestrians. If in the opinion of LTA that the
Contractor fail to place proper and adequate number of signs, or substandard
traffic signs are used, LTA reserves the right to install adequate numbers of signs
and all cost incurred will be recoverable from the Contractor.

(b) General arrangement and location of all traffic warning signs etc. shall be strictly
in accordance with the current edition of the "Code of Practice for Temporary
Traffic Control". This Code of Practice is issued by LTA.

(c) All signs displayed must carry the respective department logo and name of
Contractor.

(d) Information on works being carried out e.g. "Drainage Works Ahead" or
"Sewerage Works Ahead" must be displayed in lieu of "Road Works" sign.

(e) All workmen working on the road are required to wear approved retro-reflective
safety vests at all times. Failure to meet this requirement by Contractors will
result in the withdrawal of permits issued to them.

10.3 Road Opening - Concurrence from Other Authorities

(a) Concurrence in writing from OC Traffic Police regarding the permitted working
hours must be obtained for all excavation works on carriageways before work
can be commenced.

(b) Where bus stops, taxi stands and bus services are affected by trenching works,
the Contractor shall seek and obtain the prior approval from the LTA.

(c) When trenching work falls within MRT's reserve, approval must be sought from
LTA.

(d) For trenching works to be carried out within the vicinity of Changi Airport e.g.
Wing Loong Road, Northest Road, Upper Changi Road, Tangmere Road,
Cranwell Road, Netheravon Road, etc. Clearance has to be sought from Civil
Aviation Authority of Singapore.

(e) When surveillance camera detector loops are affected, approval shall be sought
from OC Traffic Police.

(f) The approval of Manager, Traffic System, (GLIDE Control Centre) LTA must
be sought when cable detector loops are affected.

10.4 Testing Of Trench

(a) On request of LTA or the Employer, the Contractor shall arrange all the
necessary equipment and labours to carry out tests on the reinstated trench and
road. One group of the tests may cover part or total of the following:

(i) Thickness test of the pavement structure.

(ii) Compaction test of the backfilling material and the subgrade.

(iii) Quality test of backfilling material.

(iv) Gradation, Bitumen Content and Marshall Stability. Tests for Premix in
accordance with LTA’s latest requirements and Specifications.

All tests shall be carried out by an approved laboratory, e.g. CPG Lab.

(b) However, LTA and the Employer reserve the right to request for further or
additional tests to be carried out at the expense of the Contractor.

10.5 Specifications For Turfing Of Road Sidetables And Centre Dividers

Notwithstanding the Clause 160 and 161 of the "Standard Specification for Drainage
Work", the following Clause shall apply to turfing work on road sidetables and centre
dividers.

(a) Type Of Grass To Be Used

Axonopus compressus (known as Carpet Grass, Cow Grass and Football Field
Grasses).

(b) Supply Of Planting Material

(i) All turves used shall be Axonopus compressus, which shall be healthy, vigorous
and green

(ii) The grass or turf shall be cut neatly in squares. The dimensions of each cut sod
shall be 0.3 m x 0.3 m, with a thickness of not less than 50 mm

(iii) Each sod of turf (0.3 m x 0.3 m x 50 mm) shall be free from Mimosa pudica,
Imperata cylindrica (lallang), Eleusine indica and other weeds.

(c) Preparation of Ground to Be Turfed

(i) The area to be turfed shall be clean weeded and all weeded materials, together
with stones, wood, rubbish and other undesirable excavated materials, shall be
removed and deposited in the approved dumping grounds.

(ii) The ground shall be levelled.

(iii) Good quality topsoil, free from rubbish, roots, stumps, stones and other
extraneous materials, shall be spread evenly to a thickness of 125 mm and lightly
watered. The topsoil shall be tamped and consolidated with wooden tampers.
The finished area should be level and uniform.

(iv) Turfing should commence as soon as the topsoil is spread. If delayed, and should
there be wet weather, the topsoil will be washed away or eroded. If this happens
the topsoil will have to be replaced, before the commencement of turfing.

(d) Fixing Of Turf Sods

(i) Turf sods shall be laid adjacent to each other, with a gap not exceeding 30 mm
between sods, to provide sufficient space for even growth of grass between the
sods.

(ii) Each sod of turf, after it is placed in position on the ground, shall be properly
pegged down to prevent displacement of any kind. Topsoil mixed with sludge in
1:1 ratio, shall be spread evenly on top of the turf, up to 25 mm thickness. After
turfing, the area turfed shall be tamped down and rolled with a suitable hand
roller. The area where the turfing is completed will present an uniform and
regular appearance.

(e) Maintenance Of Turf Until Established

(i) The area turfed shall be watered regularly, that is daily except for wet weather
until the turf is established.

(ii) Patches of poor turf or bare areas, shall be returfed and maintained until the turf
is established.

(iii) As soon as the grass has grown sufficiently, it should be cut closely following
the general contour of the ground. The grass after the cut, shall not be higher
than 20 mm above the ground. The initial round of grass cutting shall be
followed by other rounds at regular intervals of two (2) weeks.

(iv) Weeding: Prior to each round of 'grass cutting' all weeds like Mimosa pudica
and other shall be pulled by the roots.

(v) All cut grass, pulled out weeds, together with rubbish, stones and other
extraneous materials, should be collected, transported and deposited, in
approved dumping grounds. This should be done immediately after each cutting.

11 ROAD MARKINGS

The Contractor shall ensure that all road markings are painted with thermoplastic material to
LTA’s requirement.

12 CABLE DETECTION WORK

(a) The Contractor shall, as required under the Electricity Act (Cap 89A 2001 Edition)
engaged a licensed cable detection worker to perform cable detection work within the
vicinity of electrical cables before the commencement of any excavation work or
earthwork on site.

(b) The Contractor shall allow for the cost of such work at the Contractor’s own expenses in
his quotation price. No extra claim shall be entertained by the Employer.

13 DIVERSION OF SERVICES

(a) A considerable number of mains and services will be encountered along the proposed
drainage work. Approximate position of the services may be indicated on the Contract
Drawing. The Employer accepts no responsibility for the accuracy or reliability of the
information. The Contractor is solely responsible for locating the exact positions of the
mains and services and shall exercise all necessary precautions when doing so.

(b) The Contractor shall be required to determine the exact locations of the existing services
by means of trial trenches within two weeks after possession of site and shall execute all
such works with utmost care to ensure absolute protection for all the existing services.
The Contractor shall be fully responsible for any damage caused to the services as a
result of his Work.

(c) The Contractor is to keep the site free from obstruction and encumbrances for the
relevant Services Department to carry out the diversion work.

(d) The Contractor is required to programme his construction work to the approval of the
Employer such that construction of the other sections of the drain not affected by any
diversion work could proceed.

(e) The Contractor shall allow for the above inconvenience and work in his rates for the
excavation work and he is reminded that no claim for any delay and inconvenience will
be entertained by the Employer.

14 REMOVAL OF EXISTING SERVICES IN DRAINS/CULVERTS

(a) As a result of services diversion, some existing services which were laid in existing
drains/culverts or which have been cast in new drains/culverts constructed under this
Contract may be decommissioned and become abandoned services. The Contractor shall
be required, when instructed by the Employer, to remove the services, including the
sections within drain walls, in the drains/culverts. In addition, he shall seal up the holes
left on the drain walls and make good all affected area to the satisfaction of the Employer.

15 NUISANCE CAUSED BY THE LITTERING OF PUBLIC HIGHWAYS WITH


EARTH, ETC.

(a) The Contractor shall be responsible for, and shall not create any nuisance caused as a
result of the public highways being littered with earth, mud, debris, etc. by the
Contractor's vehicles and/or the Sub-Contractors' vehicles used for the purpose of this
Contract. To prevent littering of the public highways by vehicles moving out of a muddy
site with mud and earth stuck on the wheels, the Contractor shall provide for such
facilities and labourers to wash off the said mud and earth before vehicles leave the said
site and/or station sweepers at positions where indicated along the highways.
Alternatively timber, planks or gravel chipping may be laid at the site so as to prevent
the earth/mud adhering to the tyres of the vehicles or any other precautions as directed
by the Employer.

(b) The Contractor's attention is drawn to the mandatory requirement of the Environmental
Public Health Division's that all vehicles carrying/loaded with construction earth, mud,
debris etc. shall be covered with plastic sheets to prevent littering.

(c) The Employer may employ labourers and/or take whatever necessary actions to comply
with this requirement and the cost incurred thereof shall be deducted from any monies
due or to become due to the Contractor.

16 PEDESTRIAN CONSIDERATIONS

(a) Road works will often interfere with the free movement of pedestrians causing them to
be diverted from their usual path and even on to the carriageway. Obstructions on the
footway must be well guarded by continuous barriers, with the addition of flashing
lamps/blinkers by night.

(b) Pedestrian routes diverted on to the carriageway should be clearly defined by continuous
barriers. Where a temporary footway is provided, its surface must be of an adequate
standard. Well secured timber planking, compacted fine-grained materials are
acceptable. Footways should always be kept clean of mud and other loose materials and
should be of a minimum width of one metre.

(c) Where the normal pedestrian route is severely interrupted, pedestrian directional signs
should be provided.

17 SITE DRAINAGE

(a) The Contractor shall note that no existing watercourse shall be filled up until proper
diversion drains are provided. The Contractor shall ensure that there is no chokage or
blockage in the existing drains and storm water can be effectively drained to the sea.

(b) The Contractor shall keep all excavations clear of water. He shall also take care that at
all stages of the Work the sites are kept properly drained and that standing pools of
surface water are not allowed to form.

(c) The Contractor shall provide and maintain an approved system of temporary drains, cut-
off drains, sumps, pumps, well-points, dewatering equipment and all other measures
necessary to keep surface water out of the excavation and to remove from the excavations
surface water, sub-soil water or water from any other sources.

(d) The Contractor shall convey water from the works in such a manner as not to cause any
nuisance or injury to the public.

(e) The Contractor shall be responsible for preventing silt or debris of any kind from entering
the drains. Any silting of the watercourses and drains arising from the Contractor's failure
to comply with this clause shall be removed at his own expense whether or not within
the site.

(f) On completion of the work, all temporary drains, ditches, sumps, etc. shall be demolished
and the ground shall be reinstated to it original condition and to the Employer’s
satisfaction.

18 FLOOD HAZARD AND FLOOD PROTECTION

(a) It must be clearly and definitely understood that the Contractor shall be responsible for
taking all precautionary measures to prevent flooding of the worksite and the adjacent
areas during the course of the Work.

(b) The Contractor shall indemnify the Employer against any claims for damages or losses
due to any flooding arising as a direct or indirect result of the works being executed. The
Contractor’s attention is drawn to the Excess Claim for Public Liability Insurance under
the Blanket Insurance Scheme arranged by the Employer. The Contractor shall take up
additional insurance to cover the insurance excess for all losses, destruction or damages
to third party property.

(c) The Contractor shall allow in his quotation for all the above requirements.

19 BACKFILLING MATERIALS AND BACKFILLING WORKS

(a) The Contractor may reuse the selected and approved excavated materials for backfilling
works. Any unsuitable and unwanted excavated materials shall be carted away to
approved dumping grounds.

(b) The Contractor shall import approved granular or other filling materials for the
backfilling works as and when required by the Employer. He shall be paid at the rates in
the Fixed Schedule of Rates.

(c) All backfilling works must be carried out in layers as directed by and to the satisfaction
of the Employer. Backfilled materials should be mechanically compacted.
(d) 'Unsuitable Material' shall mean those materials included but not limited to the
following :

(i) Material from swamps;

(ii) Peat, logs, stumps, perishable material and soft clay;

(iii) Material susceptible to spontaneous combustion; and

(iv) Soil of liquid limit exceeding 70 and/or plasticity index exceeding 35.

20 DISPOSAL OF SURPLUS EXCAVATED MATERIALS AND UNWANTED


MATERIALS

(a) The surplus excavated materials left after refilling of excavations and consolidating and
all unwanted materials such as construction waste materials shall be carted away from
the site of the works and deposited at the Contractor's own approved dumping ground at
his own cost. It is prohibited to deposit surplus excavated materials and unwanted
materials on private land adjacent to the site of the works unless the Contractor can
produces the written authority of both the owner and occupier of the land. No surplus or
other excavated materials may be removed from the site. When surplus excavated
material is carted to tips provided by the Contractor, such tips shall be approved by the
Employer.

(b) Removal Of Surplus Excavated Material And Cleaning up of Transportation Route

(i) The Contractor shall allow in his excavation prices for the removal and disposal
of all surplus excavated material and all other unwanted materials. The
Contractor is prohibited from dumping excavated material and all other
unwanted materials on any vacant land, roadside or drains. The Employer may
employ another party to remove and dispose of the excavated materials or
unwanted materials and all costs incurred thereof shall be deducted from any
monies due or to be due to the Contractor.

(ii) When removing surplus soil, as directed by the Employer, the Contractor shall,
with dispatch, clear up all carriageways, footways and verges interfered with,
and leave the site of the works free. If surplus soil is tipped into or removed from
private property, the operation shall be executed with the least possible amount
of inconvenience to the owner and occupier of the same.

(c) Ownership of Surplus Excavated Material

(i) Surplus excavated material will not become the property of the Contractor and
nothing in this Specification shall be constructed so as to give the Contractor the
right of ownership of it.

(ii) The Contractor will not be permitted to use gravel, sand, puddle clay, or other
materials arising out of the excavations, for incorporation in the permanent
works, except with the special permission in writing of the Employer.

(d) Haulage Route On Land

(i) The Contractor shall obtain permissions from the Land Transport Authority,
Traffic Police, National Environment Authority (NEA) and other relevant
authorities on the use of public roads for haulage purposes and pay all fees in
connection thereto. The Contractor shall comply with all the requirements/
directions issued from time to time by the aforesaid authorities and the Employer
throughout the contract period. The Employer or any of the aforesaid authorities
reserves the right to withdraw his permission for the use of the public roads as
haulage routes. No extension of time and/or extra claim arising therefrom will
be entertained by the Employer.

(ii) The Contractor shall be responsible for all damages to the roads caused by his
vehicles and to rectify them to the satisfaction of the Employer and Land
Transport Authority.

(iii) The Contractor shall at all times maintain adequate workers to keep the haulages
routes clean of droppings by scraping, sweeping, watering or by any other
methods as may be directed by the Employer.

21 POWERGRID LTD REQUIREMENTS

The Contractor’s attention is drawn to the Electricity Act ( Cap 89A 2001 Edition) and all
relevant PowerGrid Ltd’s requirements pertaining to the detection, notification and protection
etc of electrical cables. The Contractor shall comply fully with such Acts and requirements which
shall include but not be limited to the following:

(a) Low Voltage Cables

The Contractor shall note that Low Voltage Cables (LV) consist of cable of the following
use and voltages:

(i) PL or Public Lighting Cables


(ii) LV(S)
(iii) LV(M)

(b) High Voltage Cables

The Contractor shall note that High Voltage Cables (HV) consist of cables of the
following voltages:

(i) 6.6kV
(ii) 22kV
(iii) 66kV
(iv) 230kV
(v) 400kV

(c) The Contractor is to engage a Licensed Cable Detection Worker (LCDW) to perform
cable detection prior to earthworks.

(d) For earthworks carried out in the vicinity of HV cables, the Contractor must: -

(i) Submit to PowerGrid Ltd 7 days in advance a Notice for Commencement of
Earthworks. The Contractor is to note that a fee will be charged for each notice
and an additional fee for consultation will be also charged by the PowerGrid Ltd.
The Contractor is deemed to have included these fees in his quotation price and
no claims whatsoever will be entertained by the Employer;

(ii) Engage a LCDW to perform cable detection prior to earthworks;

(iii) Obtain necessary information; and

(iv) Consult PowerGrid Ltd.

(e) It shall be the duty of the Contractor to: -

(i) comply with all reasonable requirements of PowerGrid Ltd;

(ii) ensure that reasonable precautions are taken when carrying out
earthworks; and

(iii) allow officers from PowerGrid Ltd reasonable access to the work site.

(f) Precautionary Measures

The Contractor shall comply with the following precautionary measures:-

(i) Do not use a mechanical excavator when working in the vicinity of


service mains especially after identification markers such as cable
slabs have been exposed.

(ii) Do not remove or throw away any identification markers or cable slabs.

(iii) Do not attempt to lift up or divert cable mains.

(iv) Do not hide or cover up any damage to cables or mains.

(v) Do not carry out make shift repairs on any damaged portion of cable or
main.

(vi) Steel plates are to be placed on top of cables to support heavy machinery

(vii) Precautionary signage and barricades are to be put up to create a cable


corridor to prevent unauthorised work and to alert workers of cables.

(viii) There should be a full-time site supervisor for works in the vicinity of
HV cables.

(ix) Shuttering is to be used to avoid soil movement which could cause cable
joints to fails.

(x) Sandbags are to be placed on the top of exposed cables to prevent


accidental hit by any means.

(xi) Trial holes are to be carried out to determine the actual cable location
on site.

(g) Contractor to satisfy himself that he has taken all steps to comply with all subsequent
revisions to the Public Utilities Act. Information in this clause is given with good
intentions to the Contractor. The Contractor shall take all steps to find out whether there
have been any subsequent changes to the Act or to any other requirements of PowerGrid
Ltd and shall comply with all those changes also. The Contractor shall allow for
compliance with this in his pricing and no request for any additional payment will be
entertained.

22 SINGAPORE TELECOMMUNICATIONS LTD. REQUIREMENTS

The Contractor is to comply strictly with the Singapore Telecommunications Ltd requirements
which are as follows:-

(a) Do carry out the following procedures BEFORE commencing excavation, piling, soil
investigation and earthworks:-

(i) Refer to Singapore Telecom’s service layout plan;

(ii) Carry out trial holes by manual digging when working in or near the vicinity of
Singapore Telecom’s plants to determine its depth and alignment;

(iii) Seek Singapore Telecom’s assistance to ascertain the location of its plants;

(iv) Provide visible and distinctive markings such as poles, tapes, painting, etc to
indicate the actual positions of Singapore Telecom’s plants within the
construction site and inform Singapore Telecom for site inspection.

(b) Do note that the time required to carry out plant diversion ranges from 6 to 18 months.
Such requirement shall be taken into consideration during the planning stage of the
project.

(c) Do submit to Singapore Telecom the method of support and protection to those exposed
Singapore Telecom’s plants for approval in the cast that Singapore Telecom’s plants are
to be supported during the construction work at site.

(d) Do sever tree roots before grubbing up the tree stump.

(e) Do inform Singapore Telecom on the dismantling of supports.

(f) Do inform Singapore Telecom on the backfilling procedure for Singapore Telecom’s
plants.

(g) Do disseminate information regarding Singapore Telecom service layout to your main
contractor, subcontractors or machine operators because it has been found that failure to
do so is one of the main causes of damage to Singapore Telecom’s plants.

(h) Do note that the depth of Singapore Telecom’s plants varies due to the site conditions.

(i) Do submit a work schedule where works are to be carried out in the vicinity of
Singapore Telecom’s plants.

(j) Do report immediately on any damage done at telephone No. 1800-2884099 during
office hours and at telephone No. 900 after office hours as early report could reduce the
extent and cost of the damage.

(k) On request, Singapore Telecom can arrange to give a presentation to the developer,
project consultant and main contractors to provide detail information of all Singapore

Telecom’s plants within the work site and also precautions to be taken by the contractors
while working at the site.

(l) Do note the consequences of damaging Singapore Telecom’s plants. Besides delaying
the progress of site work, the offender is liable upon conviction under the TAS Act 1992
Section 85 to a fine not exceeding $200,000 or imprisonment for a term not exceeding 3
years or to both.

Don’ts

(n) Don’t dig trial holes with JCB or excavator.

(o) Don’t carry out any excavation, soil investigation, piling and earthworks in the vicinity
of Singapore Telecom’s line without confirming the actual positions of Singapore
Telecom’s plant.

(p) Don’t open any Singapore Telecom’s manholes.

(q) Don’t cover up any Singapore Telecom’s manholes with earth or building materials.

(r) Don’t fence up any Singapore Telecom’s manholes inside your work area.

(s) Don’t grub up tree stump without severing its roots.

(t) Don’t take for granted that Singapore Telecom’s lines are in straight run.

(u) Don’t cover up damages but report them immediately.

(v) Don’t dismantle any support for Singapore Telecom’s plants without informing
Singapore Telecom.

(w) Don’t assume that Singapore Telecom’s plants are not deeper than 1.5 meter.

(x) Don’t remove any concrete encasement around Singapore Telecom’s pipeline after
exposing it unless prior approval from Singapore Telecom is given.

23 NATIONAL PARKS BOARD’S REQUIREMENTS

The Contractor should note that he should comply with NParks requirements which are as
follows:

(a) On no account are plants to be removed without their prior approval.

(b) All excavation should be kept 2.0m away from the collar of any tree.

(c) There should be no dumping of excavated soil and storage of materials/equipment within
a distance of 2m from tree bases.

(d) Reinstatement of the site should be carried out immediately after excavation or in stage
and not left to the last when all the cables, pipes etc. have been laid. The standard of
reinstatement must meet with National Parks Board requirement.

24 COMPLYING WITH THE REQUIREMENTS OF TOWN COUNCILS

The Contractor shall be deemed to have allowed in his quotation for complying with the
requirements of Town Councils within the HDB estates including any levies or charges imposed
by the respective Town Council for site offices/stores erected by the Contractor at common areas.

25 REQUIREMENTS ON PRECAST UNITS

(a) Lifting

i. The Contractor is required to submit to the Employer for approval prior


to the construction, his proposal for handling and lifting these precast
units. His proposal shall include detailed drawings and calculations
certified by a Professional Engineer to be engaged by him. The lifting
arrangement shall be so designed so that no undue stresses will be
induced on the precast units.

ii. If the lifting arrangements are so designed that additional reinforcements


are required to be provided in the precast units shown in the Contract
Drawings, the Contractor shall provide the additional reinforcements
required to the approval of the Employer and he will not be allowed to
claim for the additional reinforcements provided. The Contractor shall
take note of the above and shall allow in his rates to comply with the
requirements.

(b) Joints

The Contractor shall ensure that all faces of the precast units which adjoinduring
construction shall be of such form and finish that the interior surface of the precast unit
is continuous and uniform and the joints between precast units shall be such as will
facilitate the assembly of the precast units and ensure the accurate and permanent
location of the precast units. Unless otherwise stated, the joint between adjacent precast
sections may be a rebated joint.

(c) Tolerances

The Contractor shall ensure that the actual internal dimensions of a precast section shall
not differ from the designated dimension by more than 5mm, the actual thickness by
more than plus 5mm or minus 3mm and the actual length by more than 6mm.

(d) Workmanship and Finish

The Contractor shall ensure that the concrete shall be dense and hard and substantially
free from chipped edges, laitance and surface roughness, the precast sections shall be
free from fractures and cracks wider than 0.15mm and residual test cracks wider than
0.08mm, and from other defects arising from faulty material or faulty methods of
manufacture. Dents not exceeding 3mm deep and bulges not exceeding 3mm high shall
be permitted provided that they do not extend over the surface for a distance greater than
twice the thickness of concrete where they occur.

(e) Marking

The date of manufacture of the precast units shall be clearly stencilled on the interior of
each unit near the top.

(f) Load Test

From each twenty units of the precast sections of each type size manufactured, the
Employer may select one unit for load test. The load test will be carried out as directed
by the Employer and in accordance with the requirements as spelt in the Standard
Specification for Drainage Work.

(g) Casting Yard

The Contractor shall also note that he is required to find his own casting yard for
producing the precast units at his own cost. The Contractor shall then notify the
Employer of the location of his casting yard. The Employer and his representatives shall
have access to the casting yard at all reasonable hours. The Contractor shall make
arrangement for the testing of the concrete cubes for the precast units in accordance with
the procedure as stipulated in the Standard Specification for Drainage Works. The cost
of making, curing, transporting and testing of all the cubes shall be borne by the
Contractor.

(h) Defective Units

Any unit which is found to be defective or damaged during handling shall be rejected.
All rejected units must be removed away from the site. The rejection of any precast unit
shall be at the full discretion of the Employer. No payment shall be made for the precast
units which are rejected.

(i) Laying Of Units

The Contractor shall ensure that the precast units are laid to the correct line and level.
The Contractor shall be required to take out and adjust the precast units at his own cost
if there is any movement or settlement of the units during and after construction. The
Contractor is to allow in his rates for cement grouting or equivalent approved filling of
the gaps between the adjacent precast units to the full satisfaction of the Employer.

(j) Method Of Construction

The Contractor shall be required to submit a detailed description of the method of


construction of the precast units including the type of machinery to be used for the
approval of the Employer before commencement of work.

26 EMPLOYMENT OF CERTIFIED SKILLED WORKERS

(a) The Contractor shall employ certified skilled workers for the various trades required for
the Works. These certified workers shall possess one or more of the following certificates
for the relevant trades issued by the Building and Construction Authority (BCA),
Institute of Technical Education (ITE) or other approved local institutions:

Certificate of Competency (COC)


Builder Certificate (BC)
Advanced Builder Certificat (ABC)
National Trade Certificate 3 (NTC3)
National Trade Certificate 2 (NTC2)
Skill Evaluation Certificate (SEC)

(b) The Contractor shall produce original copies of the relevant trade certificates of the
workers as and when requested by the Employer.

(c) The Contractor shall be deemed to have included in his rates for compliance with the
requirements stipulated in this clause.

27 ENVIRONMENTAL CONTROL OFFICER (ECO)

(a) Environmental Public Health Requirements The Contractor shall comply with all the
provisions of the Environmental Public Health (Employment of Environmental Control
Officers) Order 1999, the Environmental Public Health (Qualifications of Environmental
Control Officers) Notification 1999 and the Environmental Public Health (Registration
of Environmental Control Officers) Regulations 1999.

(b) The Contractor shall be deemed to have allowed for complying with all relevant current
requirements in his prices, regardless of whether those are different from the
requirements specified in paragraphs (a) above.

28 TAKING OF BEFORE AND AFTER PHOTOGRAPHS OF DRAINAGE WORKS

(a) Contractor shall take photos before works have commenced and after the improvement
works have been completed.

(b) The pre-condition survey is to record photographic evidence including description of all
existing cracks, defects, etc. prior to the commencement of the Works. A pre-condition
survey report with two complete sets of photographs shall be submitted to the Employer
within 1 month from the date of the site possession and prior to the commencement of
the Works.

(c) Every attempt shall be made to survey all premises likely to be affected by the
construction work, and the Contractor shall remain responsible for any damage arising
from the construction work irrespective of whether the survey was carried out for the
damaged premises.

(d) All photographs submitted to the Employer shall contain in appropriate album with
appropriate title.

(e) All photographic work shall be the best quality and approved by the Employer. All
charges and costs incurred shall be borne by the Contractor.

29 THE WORKPLACE SAFETY AND HEALTH ACT

The Contractor’s attention is drawn to all the prevailing requirements of the Workplace Safety
and Health Act and its Subsidiary Legislations, the Code of Practice for Safety Management
System for Construction Worksites and the Code of Practice for Entry into and Safe Working in
Confined Spaces

29.1 The Workplace Safety and Health Act (WSHA) and its Subsidiary Legislations

29.1.1 The Contractor shall in addition to complying with the Workplace Safety and Health Act
(WSHA) and its Subsidiary Legislations, comply with the requirements in the Specifications.

29.1.2 Before the commencement of any work under this Contract, the Contractor shall notify the
Commissioner for Workplace Safety and Health on the occupation of the worksites under this

Contract as a factory. The Contractor shall ensure that the certificate of registration of the factory
is valid for the contract period or any extended period thereof and the Defects Liability Period
specified in the Contract and shall expire only if and when all shrinkages, other faults and
damages shall have been rectified and make good by the Contractor to the entire satisfaction of
the Employer.

29.2 Workplace Safety and Health (Construction) Regulations

Some key requirements of the Regulations are highlighted below:

29.2.1 Safety and Health Management System

The Contractor shall put in place Safety and Health Management System and conduct a
review/audit of the system at least once every six months.

29.2.2 Site Co-ordination Meeting

The Contractor shall conduct regular site co-ordination meetings to be presided by the Project
Manager of the worksite for the purpose of co-ordinating works at the worksite so as to ensure
the Safety, Health and Welfare of persons at work in the worksite

29.3 Permit to work system


The Contractor shall implement a Permit to work system for the following types of work:-

(a) Demolition Work;

(b) Excavation and trenching work in a tunnel or hole in the ground exceeding
1.5m depth;

(c) Lifting operations involving tower, mobile or crawler crane;

(d) Piling work;

(e) Tunnelling work

(f) Work on a scaffold where a person could fall more than 2m; and

(g) Work involving entry into a confined space.

29.4 Workplace Safety and Health (WSH) Co-ordinator and WSH Officer

29.4.1 The Contractor shall employ a WSF Co-ordinator and a WSH Officer (as defined in the WSHA)
for this Contract as stipulated in the following table:

29.4.3 The WSH Co-ordinator shall be a qualified person who has successfully completed a training
course to equip him to become a WSH Co-ordinator and shall have at least 2 years’ practical
experience relevant to the work to be performed by a WSH Coordinator. The WSH Co-ordinator

shall also have been involved in used water projects such as a sewer construction projects for at
least 3 years.

29.4.4 The WSH Co ordinator shall be a qualified person who has successfully completed a training
course to equip him to become a WSH Co-ordinator and shall have at least 2 years’ practical
experience relevant to the work to be performed by a WSH Coordinator. The WSH Co-ordinator
shall also have been involved in used water projects such as a sewer construction projects for at
least 5 years.

29.4.5 To Contractor shall submit copies of the relevant certificates of the WSH Co-ordinator and WSH
Officer to the Employer before the start of any work on site

29.4.6 The duties of the WSH Co ordinator shall include the following:-

(a) To assist the occupier to identify any unsafe condition in the worksite or any unsafe work
practice which is carried out in the worksite;

(b) To recommend to the occupier to implement such reasonable practicable measures to


remedy the unsafe condition or unsafe work practice ;

(c) To assist the occupier to implement such reasonably practicable measures to referred to
in sub paragraph (b)

29.5 The duties of the WSH Officer shall include the following:-

(a) To assist the occupier to identify and assess any foreseeable risk arising from the
workplace or work processes;

(b) To recommend to the occupier reasonably practicable measures to eliminate any


foreseeable risk to any person who is at work at the workplace or may be affected by the
occupier’s undertaking at the workplace;

(c) To recommend to the occupier such reasonable practicable measures to minimize the
risk and such safe work procedures to control the risk;

(d) To assist the occupier to implement the measure and safe work procedure referred to in
sub-paragraph (b) or (c) as the case may be.

29.6 The Contractor shall allow in the Quotation for the engagement of the WSH Officer and WSH
coordinator at the Contractor’s own expenses for the duration of the contract.

30 SIGNBOARD

The Contractor shall provide and maintain on site one (1) number of metal sheet signboard
including all necessary metal framing and stand, foundation, paintings and description of the
project to the approval of the SO. The signboard shall be dismantle/clear away whole from site
as directed within one week of completion of theContract. The general dimension and layout of
the signboard are as stated in the drawing. The signboard shall bear the name and logo of the
project, Superintending Officer, Employer, Contractor and other information as provided by the
SO. Drawings and calculation of the signboard is to be submitted to the SO for approval before
fabrication and installing on site.
