About Delhi Pollution Control Committee (DPCC)

The Delhi Pollution Control Committee (DPCC) is an autonomous regulatory body established on 1.06.1991, by the Delhi

Government under the supervision of Central Pollution Control Board. The Central Pollution Control Board has delegated all

its powers and function to DPCC. It is an organization with the main motto to create awareness about sustainable

development by ensuring improvement in “environment quality” of National capital Region through the contribution of all the

stakeholders.

Main Functions of the Delhi Pollution Control Committee (DPCC)

Provide recommendation to the Delhi Government on any matter concerning prevention and control of water and air

pollution and improvement of the quality of air.

Organize the consumer awareness programmes on the prevention and control of air and water pollution and waste

management through mass media.

Collect, compile and prepare technical and statistical data related to air and water pollution.

Lay down the standard of sewage and trade effluents and for emission from industrial plant, automobiles and Health

Care Establishment .

To help on the development of new technology for treatment of sewage, trade effluents and control equipment.

Issuance of consent certificate to industries falling in different categories such as Orange, Green and White.

Issuance the Authorization to industries and health care establishments, falling in Bio-Medical waste Authorization,

Hazardous waste Management Authorization, Plastic Waste Management, Battery waste Management, and E-waste

DPCC Categories & Classification of Business Activities
Categories Classification Of Delhi Polluton Control Committee:

The industries in Delhi has been classified in Red, Orange, Green, and white category as per the list, indicating the

classification of 649 industries as per new guidelines.

The industries categorized under Red, Orange and Green category only need to apply for Consent to Establish (CTE) and

Consent to Operate (CTO) under the Air & Water Act. The industries categorized under white category are not required to

obtain Consent to establish and operate, it is required only to intimate Delhi Pollution Control Committee(DPCC) within 30

days from Establishment of business with an undertaking.

Delhi Pollution Control Committee (DPCC) Orange and Green Category:-


Authorized Person Pan card

Authorized Person Aadhar card must be linked with updated Mobile No.

Pan card of the unit in case of Partnership/Company

Authorization letter (except Proprietorship)

All the above documents and information are required except CA letter, layout plan and project report for intimation under this

category.

What is The Validity Of DPCC NOC/Consent Order:

Consent to Established (CTE )and Consent to Operate (CTO) under Orange category shall be issued for maximum five years

and in the Green category shall be issued for maximum ten years. After the particular period, it is liable for renewal. Any

business entity undergoing change in business activity, expansion etc is required to file for fresh consent/CTO from Delhi

Pollution Control Committee.

What are the Businesses requiring DPCC Consent?

Any business activity or an institution which generates, collects, receives, stores, transports, treats, disposes and/or handles any kind of
industrial or commercial or individual waste in any manner, except clinics, dispensaries, pathological laboratories, blood banks providing
treatment / service to less than 1000 (one thousand) patients per month, is required to make an application in Form I to the prescribed
authority (Delhi Pollution Control Committee) for grant of Consent to Establish (CTE) and Consent to Operate (CTO)

Procedure for DPCC Consent/NOC

After setting up the required waste management facilities, the applicant is required to make an application in Form-I, to State Pollution
Control Board for grant of Consent to Establish or grant of Consent to operate. The DPCC uon the receipt of the application will make
inquiries and inspections as demanded by the predefined code of procedures. After it is satisfied that the applicant possesses the
necessary capacity to handle bio-medical waste in accordance with the Rules, it will grant or renew the consent as the case may be. The
DPCC authorization is provided for a period of 5 years, after which the it is to be renewed.

What is the Govt fee for DPCC Consent for private health care establishments?

For clinics, Path Labs and Blood Banks Rs. 1000/-per annum.
For Vet.Instt., Dispensaries & Animal Houses Rs. 1000/- per annum.
For Hospitals,Nursing Homes &Health Care Establishments upto 4 beds Rs. 1000/- per annum and additional Rs. 100 per bed per annum
from fifth bed onwards.
For Operator of the facility of Bio Medical Waste(excluding transportation), Rs.10,000/-per annum.
For Transporter of Bio Medical Waste Rs .7500/-per annum
Fee for State Board Consent for Health Care Establishments / Units run by Govt. / Govt. Body/ Non Profit Organization is Rs. 100 /- per
year

How much time is required for DPCC Consent?

The time between application for DPCC Consent and obtaining the same is 60 to 90 working days.

What are the criteria used for issuance of State Pollution Control Board Consent?

The General criteria for issuance of State Board Consent are:


Location of the unit
Permissibility of the activity as per MPD-2001
Completeness of information given in the form
Installation of Effluent Treatment Plants (ETPs)/Emission Control System (ECS), if required
Status of D.G. Sets and enclosures over them
Findings during inspections conducted (in case of orange category)
