SPECIAL TERMS AND CONDITIONS FOR

CCTV Surveillance System Design/Project Management

1. Preamble

A. All CCTV Surveillance System Design/Project Management Service contracts

placed through GeM shall be Governed by following set of Terms and Conditions:

(i) General terms and conditions for Goods and Services;

(ii) Service STC contained in this document;

(iii) Product Specific STC of CCTV Surveillance System Design/Project

Management Service – as defined in Service Catalogue of the product
which includes SLA for the Service for that particular product;

(iv) BID / Reverse Auction specific ATC

B. The above terms and conditions are in reverse order of precedence i.e. ATC
supersedes Product Specific STC which supersedes Service STC which supersede
GTC – only in case of any conflicting provisions.

C. The above set of conditions along with Scope of supply including price as
enumerated in the Contract Document shall be construed to be part of the contract.

D. This document represents a Special Terms and Conditions (“STC”) governing the
contract between the Buyer and Service Provider. The purpose of this document is
to outline the scope of work, Stakeholder’s obligation and terms and conditions of
all services covered as mutually understood by the stakeholders.

2. STAKEHOLDERS

The main stakeholders associated with this STC are:

i. Buyer

ii. Service Provider

The responsibilities and obligations of the stakeholders have been outlined in this document.
 The document also encompasses Service Level Agreement/ penalties in case of non-
adherence to the defined terms and conditions. It is assumed that all stakeholders would
have read and understood the same before signing the document.

GENERAL OVERVIEW

a) This service is meant for getting CCTV system design by professional service
providers/consultants/system integrator(SI) of the field.

b)

SCOPE

1. Buyer/Seller pre meeting

The SP will have meeting/meetings with the buyer/user dept to understand and appreciate the
broader requirements.

Some key points which have to cover in the meeting/meetings are

• Security/ Surveillance requirement purpose

• Environment consideration

• Sociological situation

• Other conditions ( extreme conditions/obstacles)

• Generic market availability of the product. (On GeM portal only)

• Budget & payment milestones.

2. SITE SURVEY BY S.P

Based on the inputs gathered from buyer-s.p pre meeting, s.p have to carry a site survey.

He have to check the following parameters while surveying the site :

• how the site looks like and the best locations where cctv cameras may be installed
and make a layout.

• According to the environment, suggest the best type of cctv cameras(options) required.

• Verifying the lighting conditions, height,resolutions,distance to scene etc.

• checking the visual alignment, power requirement for the various locations in the
site.

• What machinery are to be installed in which locations and their pros/corns with cost.

• How long it will take for the complete installation.

• Center power stations location, screening options, connectivity from there, wiring
requirements etc.

• How many man power are needed for this system.

• SP will conduct a risk assessment to determine the risk level and

• Based on the SURVEY, S.P WILL submit various designs best for the buyers prospect
submit to the buyer.

• In all the system design , its pros/cons must be attached with them with the estimated
cost.

• Products require for the whole system design must be select from the products
available on GeM portal.

S.P PROPOSAL /SELECTION OF DESIGN

Based on the proposed designs by the S.P , buyer will check their
advantages/disadvantages or if any modification is needed. The cost for each proposal
must be quote by the S.P and finally choose the best amongst them.

• S.P will give BOQ required for this design/implementation for the whole project.

PROCUREMENT THROUGH GeM PORTAL

SP with their proposed products requirements and agreed by buyer will assit buyer to select
them from GeM portal by L1/Bid/RA.
