SYSTEM DESCRIPTION

A distribution panel is a component of an electricity supply system that divides an


electrical power feed into subsidiary circuit, while providing a protective fuse or circuit breaker
for each circuit in a common NEMA enclosure. Comes from the name itself “distribution” this
boards deliver power supply to smaller all the way to the power outlets and the illumination
system. Normally, a main switch, and in recent boards, one or more residual-current devices
(RCD) or residual current breakers with overcurrent protection (RCBO), are also incorporated.
Panel Boards are categorized as Lighting Panel (LP) and Power Panel (PP)

The Main Distribution Panel are installed inside the Low Voltage Switch Gear (LVSG) room
located at the Ground Floor of Building B & C (Phase 1). The electrical power that was
distributed by the Low Voltage Switch Gear down to the Distribution Panel (DP) and to be
transmitted to the Lighting Panel (LP) and Power Panel (PP).

Capacity and rating of Circuit Breaker in every Panel Boards and Enclosed Circuit Breakers are
specified in the Electrical Load Schedule and Single Line Diagram.

The Brands of Circuit Breakers are also approved by the Electrical Designer based on the
specified purpose.

Enclosure was also specified as NEMA-1 for indoor usage, NEMA-3R for outdoor usage.
Location in which these Panel Boards and ECB (Enclosed Circuit Breaker) to be installed was
specified in the Electrical Plan.

Lighting System Description

Lighting fixtures installed in Filinvest Cyberzone Phase 2 was an “Owner Supplied Materials”
(OSM). Lighting fixtures are provided on the following.

Some of the lighting circuit is controlled via Building Management System (BMS) located at the
BMS Room Building C. In addition of the lighting system, selected fixture is equipped with
battery back-up for life safety.

Two (2) pad mounted transformer for Filinvest Cyberzone Phase2 rated 2.0 MVA for Building 4
and 1.5 MVA for Building 3 will bring the 34.5 kV distribution voltage to 400/230V wye grounded
system. This will be the electrical characteristics of the power distribution system for the said
building.

The big motor loads like elevators, fan and blowers, energy recovery ventilation (ERV), etc., are
connected 3-phase, 400 volts, while the lighting loads, general use receptacle (GUR), small
motors and other electrical loads will use the line-neutral connection which operates at 230
volts. Each rentable space and retails will be served by the 3-phase, 400/230 volts system.

During the normal power failure, the electrical system was back-up by the 6 units of 2500kVA
Generators which are connected to a Synchronizing Switch Gear and transferred to all LVSG’s
via Automatic Transfer Switch (ATS) of the entire Buildings during power interruption.
For reliability of the building power distribution system, redundant busway runs and served all
office floors in order to avoid long interruption of power during maintenance period and untoward
cases.

Start-up Operation

It is important to ensure that the system is operating properly. Before you start-up the system,
first consider the following procedure to maximize safety during operation time.
1. Make sure that all circuit breakers are in the “OFF” position.
2. Before switching “ON” make sure that all conductor terminals are tested for continuity
and check the main supply voltage.
3. If such test was passed, then proceed powering-up the main protective device.
4. Measure the load voltage if it coincides with the plan and specification.
5. Repeat step 2 to step 4 before switching “ON” the mains of the panels for Lighting and
Power.
6. Measure the voltage in outlet.

Shutdown Operation

During shutdown operation, it is important that we must consider safety for our equipment’s in
order to extend its life span. Before shutting down the system we must consider the following:

For Panelboards
1. Make sure that all kinds of loads are disconnected from the system (small or large
capacity loads). Inform all users of electricity in the building before shutting down the
entire system. If possible provide a memorandum stating the date, time and reason for
conducting such activity.

2. Shut down first the panel for every area/loads (lighting/power) before shutting down the
main panels.

For Lighting System


1. Before shutting down any of the lighting circuit make sure that there will be atleast one
emergency light present and nobody is in the area to be shut-off for safety purposes.

SYSTEM MANTENANCE

Distribution panels are used, together with the equipment fitted in them, to control, switch and
conduct electrical energy, so a test/maintenance is needed to be carried out periodically to
ensure the correct function of the circuits.

Adjustment, Calibration and Testing

The following Electrical Test shall be conducted prior to energization of the Distribution Panel:
1. Check for any voltage presence on the system using the Voltmeter. It should have zero
(0) volts, otherwise conduct thorough investigation.
2. Conduct continuity test and ground test.
3. Exercise all breakers.
4. Using Megger Test, check the main bus bar insulation, secondary cable insulation and
the insulation resistance of ACB’s.
5. Perform voltage measurement (Phase to Phase and Phase to Ground).
Test Equipment

Test equipment will depend on the rating and type of installation. Portable voltmeters of the
multi-scale type will be required. For larger installations, ammeters should be available in case
unexpected circumstances arise. An ohmmeter and “megger or insulation tester” will prove
invaluable in checking insulation and continuity of the circuits. A simple portable device for
“ringing” or lighting-out” circuits may be used for the continuity check and a trip test for the circuit
breakers.

Dealing with Hazards

Hazardous voltages in electrical equipment can cause severe personal injury or death,
inspection and maintenance should only be performed on panelboards to which power has been
turned off, disconnected and electrically isolated to avoid accidental contact with energized
parts. Inhalation of dust when cleaning the panelboard is possible, wearing a protective mask is
needed. Also, be sure to locate the terminals for neutral and equipment grounding conductors so
a person doesn’t have to reach beyond live parts to make connection.

Nature of Deterioration

The panelboard is alternately heated and cooled as the current is turned on and off, this causes
expansion and contraction of the parts of the panelboard that tends to loosen fuses and
connections. The connections between the panelboard unit parts and busbars, as well as
connection between wires and panelboard unit parts should be checked and tightened where
necessary. Look for rust, corrosion, subtle spots, suspect hidden damage to bus or breakers,
look for water trace marks on entering section. Also, fuse contacts should be inspected.

Periodic Maintenance Task/Troubleshooting


1. Visual inspection for signs of overheating or deterioration.
2. Look for paint work damage and signs of corrosion.
3. Clean thoroughly exterior and interior of Panelboards, this is important as the dust and
presence of foreign objects increase the possibility of flash overs.
4. Check the tightness of any fixing and fastenings especially at terminals for conductors
and joints of copper connections.
5. Check the condition of insulation.
6. Check the operation of the circuit breakers, handle mechanism.
7. Condition of weather seals and gaskets on doors.

Lighting System – Maintenance


1. During Regular maintenance, check the tightness of the screw terminals to prevent
problems caused by open circuits or sparking.

2. If a lamp fails prematurely, check the supply circuit wiring for open circuit or incorrect
connections. Refer to the wiring diagram illustrated below or refer to the diagram printed
on the ballast.
3. Check lamp socket holder for cracks, breaks or signs of oxidation (dark or black
discoloration) in terminal, replacing when necessary.
4. Deactivated lamps should be placed immediately. Flickering lamps, which show heavy
end blackening, should be replaced, even if the lamps still light. This condition is known
as lamp rectification and causes reduction in ballast life if it is allowed to persist.
5. Replaced lamp with the same wattage and specification.

Lamp Replacement

Neglected lamp outages reduce illumination. If burned-out lamps are not properly replaced,
illumination may drop to unsafe foot-candle levels in short time, due to outages alone. In some
cases, it may be satisfactory and more economical to clean lamp surfaces and fixture interiors
only at the time of re-lamping. Each activity must determine whether is to be accomplished by
electrical, self-help, or custodial service personnel.

Burn-out lamps are replaced on request. To prevent reduced illumination from lamp outages,
instruct maintenance employees to report burn-outs as they occur.

Replace blackened or discolored lamps even though they are still burning. Discoloration
indicates the lamp is nearing the end of its useful life.

Replace fluorescent lamps as soon as they begin to flicker. A burn-out lamp in a live circuit may
cause damage to starter and ballast. Blackening at the ends of the tube adjacent to the base
indicates that the lamp is near at the end of its useful life.

In general, replace with the same type, wattage and voltage as that of the lamp removed. If
frequent burn-outs occur, voltage rating of lamps may be too low. Lamps of higher wattage than
called for on lighting design plans should not be used without engineering approval.
