4™ REGIONAL TIE AND TVE STEP-TECHNOLYMPICS 2016 SKILLS COMPETITION

To: Schools Division/City Superintendents


All Others Concerned

1. The Department of Education Regional Office VII, through the Curriculum and Learning
Management Division (CLMD) and to be hosted by the Division of Mandaue City, will conduct
the 4th Regional TLE/TVE STEP-Technolympics 2016 Skills Competition with the theme
"GbiK&buf. at its ffiest % MtvanoaMng-ffatenfo:Maximizing. S&tfe", on January 31 - February 2,
2016 at Mandaue City Comprehensive National High School (MCCNHS) - Main and Annex,
Division of Mandaue City, Madaue City, Cebu.

2. The activity will showcase marketable products and performances in the different skills
acquired by the students in the various specializations of TLE and TVE. It is open to all high
school students enrolled in both public and private high schools. Only one (1) participant may
join in a single event and two (2) participants in group event. The Division shall field participants
in the 7 individuals and 6 teams' events.

3. All STEP - Technolympics officials together with secretariat, contest coordinators and
technical committee must be in the MCCNHS - Main, Division of Mandaue City at 9:00 AM on
January 31, 2016 (Sunday) as advance party to prepare all the necessary materials needed in
the skills competition and other preliminary activities such as test item/contest packages. A
summary of the guidelines for each exhibition areas, lists of STEP — Technolympics officials,
contest coordinators and administrators in all contest venues and the breakdown of expenses
for the registration are contained in the enclosure.

4. A registration fee of One Thousand Five Hundred (Php 1,500.00) pesos shall be charged
to each participant to defray expenses for the supplies and materials during the activity,
transportation and honorarium of the board of judges, technical committee, contest
coordinators & administrators, food, medals and certificates, T-shirt, tight & sound services, and
physical arrangement. This shall be chargeable against Regional/Division, MOOE, SEF,
STEP/Technolympics, Local School Board and local funds and other sources of funds, while the
transportation to and from the venue and per diem of official participants shall be charged
against Regional/Division, MOOE, SEF, STEP/Technolympics, Local School Board and local funds
and sources of funds subject to the usual accounting and auditing rules and regulations.

5. This Memorandum will serve as Travel Order.

6. Immediate dissemination of this Memorandum is desired.

Mandaue City Comprehensive National High School-Main & Annex

IMPLEMENTING GUIDELINES OF THE COMPETITION

A. PARTICIPANTS

1. The 2016 Technolympics will showcase marketable products and performances in the different skills
acquired by the students in the various specializations of Technology and Livelihood Education; this is open
to all high schools students enrolled in both public and private high schools and technical vocational high
schools.

2. Official Delegation
The members of the school delegation to the 2016 Division Technolympics are as follows:
2.1 Official Students-Participants
2.2 Official TLE/TVE Teacher
2.3 School Principal/School Head
2.4 District Supervisor

Official delegates are expected to send Pre-registration at least two weeks before the scheduled event
(Please use attached form).

B. ELIGIBILITY

1. The 2016 Division Technolympics shall be participated in by bonafide students enrolled in the
Public (General or Technical Vocational) or Private High Schools during the School Year 2015-
2016, duly certified by the school heads.

2. TLE teachers must submit the following:


2.1 Certification from the principal that the teacher is a bonafide staff of the school being
represented and as the adviser of the student-participants.

Note:
All the requirements shall be placed inside the long brown envelope specifying the name of the
contestant/s, name of skill to be participated, name of school, and name of school head or
administrator.
Credentials shall be prepared by the coach and to be submitted to the Mandaue City Division
secretariat before the contest.

C. REGISTRATION

1. Solidarity Meeting of all coaches will be at MCCNHS on January 31, 2016 at 1:00 p.m.. All
participants shall be at the venue at exactly 12:30 noon.
2. The approved registration fee is Pl,500.00 per participant and it shall be in cash. No cheek will be
accepted.

D. MEALS AND SNACKS


Foods and snacks of the participants shall be provided by each delegation.

E. BILLETING
Rooms and beddings for the delegation shall be provided by the host school. Occupants of the rooms
shall maintain the cleanliness and sanitation. Please return the things after using in each proper place
before leaving.

F. JUDGING THE SKILL CONTEST


1. Judging shall be based on the criteria per skill contest
2. Before finalizing the over-all results, the members of the Board of Judges shall be given time to
review, discuss and deliberate the results.
3. Decision of the judges is final. However, judges shall be required to discuss with the contestants on the
items that need to be improved. Suggestions to improve on the weak points should be emphasized.

G. ANNOUNCEMENT/AWARDING OF WINNERS
Winners of each contest shall be announced after the results have been reviewed by the technical review
committee and approved by the judge.
Preliminary Activities:
a. Registration of trainers and participants.
b."1 Submission of required documents for the event.
c. Ocular inspection of the event/contest venue.

Daring:
1. Contestants/coaches shall come at 7:00 a.m.
2. Contestants shall wear their respective school uniform with the official school
ED.
3. Contestants/coaches shall sign in the registration form.
4. Contestants/coaches shall secure their contest number and proceed to the
contest venue.
5. Briefing of coaches and contestants with the contest administrator. (10 minutes)
6. Final instructions from the coaches. (5 minutes)
7. Inspection of materials, tools and equipment. (10 minutes)
8. Issues/questions/conceras raised during the contest shall not be entertained.
9. Coaches are not allowed to stay in the contest area while the contest is in
progress.
10. Once the contestants completed their task, and judges judged their output, they
are to proceed to the interview area.

After:
1. Outputs shall be evaluated by the judges.
2. Winners shall be chosen based on the criteria.
3. The final results shall be reviewed by the members of the Board of Judges
before affixing their signatures in the summary sheet.
4. In case of a tie, triple tie or a quadruple tie, the participant who finished first
will be declared as the "champion".
5. Decision of the Board of Judges is final and irrevocable.
6. Winners shall receive certificates.
7. Announcement and awarding of winners shall be done after the judging and
commutation of scores.
