• Pre-Bid Agenda with Questions and Answers has been issued for your records.
• Copy of Open RFI #001 submitted to Design Team is being issued for reference so that
all bidders are aware of questions received by the cut off date of 3.14.19. Answers to
these have been requested by 3.19.19.
• Section 2 of Front Ends have been revised to further clarify scope- Note revisions in Red
• Revised Site Plan dated 3.15.19 has been issued to update Temporary Construction
Drives, Temp Sidewalks and tree protection.
• Attachment 1 for Dewatering Scope Clarification has been issued to facilitate bidding.

Questions/Answers

1. What is the extent of pier demolition that will be required?


Answer: 5ft Below Grade and special condition for (5) piers to be cut 10’ below
grade.
2. What is the retention system that is planned to be used for the excavation of
the Utility Tunnel?
Answer: Several systems are currently being explored, selection to be
determined.
3. Will there be ramp access for getting rigs down and spoils removal?
Answer: One end of the excavation will be ramped but it will be retained down
both sides.
4. Will there be a location for stock piling spoils?
Answer: It is currently planned for 100% removal of spoils and 100% imported
fill for the Utility Tunnel, however, Vaughn will designate a location onsite for
temporary spoils stock pile. Amount of spoils to be stock piled and length of time
stock pile will be maintained to be determined.
5. Do you plan on retaining 100% of the entire excavation?
Answer: Other than the ramp on one end of the excavation, it will be 100%
retained.
6. Will there be room in the excavation for a hoist or crane?
Answer: With the limited room available within the excavation, it is not an option
to operate that type of equipment from within the excavation. Crane/hoist
equipment will need to be operated from outside of the excavation to move/adjust
forming system or scaffolding, etc.
7. Will the construction entrance move for Phase 2?
Answer: Yes, please see the associated site logistics/phasing plan.
8. Who will be backfilling the Utility Tunnel?
Answer: The Earthwork subcontractor will be responsible for backfilling the
Utility Tunnel.
9. Will we be able to exit Harry Hines for Demo spoils removal for Phase 2?
Answer: The temporary drive for Harry Hines will be completed by the start of
Phase 2 – Yes subs should be able to exit Harry Hines by the time Phase 2
demolition is started.
10. Is there post tension cabling in the existing garage?
Answer: Question has been submitted to the structural engineer.
11. Do we have the locations of existing utilities for the excavation of the Utility
Tunnel?
Answer: There is an existing conditions drawing included in the drawing
package, however, plan to utilize hydro-excavation to prevent any interference.
12. Is the intention to have the batch plant set up for the pour of the tunnel?
Answer: The intention is to have the batch plant set up for the pour of the tunnel,
however, the process can take up to three months. For bid purposes, have delivery
of concrete figured in bid price as explained in the Section 2 Bid Packages.
13. Who will be responsible for utility demolition?
Answer: The utilities subcontractor will be responsible for make safe of existing
utility lines (cutting and capping) and the earthworks subcontractor will be
responsible for demolition. Please note this is clarification to direction given
during the Pre-Bid Conference.
14. Are there any planned penetrations of the Utility Tunnel walls?
Answer: Currently there are no sleeves planned for the tunnel walls. Any
required penetrations will be coordinated at a later date. Embeds will need to be
coordinated prior to construction of Utility Tunnel.
15. Will Demo be included in OCIP?
Answer: Vaughn to verify.

Pre-proposal RFI No. 1 – Misc.

Architectural/General

1. In review of the BP1 specifications Division 00 is not referenced on the table of contents.
Will the UGC version 2013 be issued with the bid documents to assure adherence by
bidding community?

include UGC 2013.

2. Section 003100 ‘Available Project Information’ is included within the specifications


issued with BP1. However, this section is not included in the Table of Contents. In
addition, this section indicates that the Geotechnical Report is available in the
document for bidders but will not be part of the contract documents. Due to the
numerous references within the contract documents referring to the geotechnical
report they need to be part of the actual documents and not just for reference.

3. Specification Section 013100/1.4/A/c indicates to refer to Division 15 & 16. Please

4. Specification Section 014529/1.2.B/1 indicated to refer to Specification Section 014000


‘Regulatory Requirements. However, section 014000 is not included with the BP1
documents. In addition, Specification Section 031000 ‘Concrete Forming and
Accessories Section 1.2/B refers to 014000. It is assumed that these sections are
referring to Section 014100 which was included with the BP1 Specifications.

5. Specification 072100 ‘Thermal Insulation’ specification is provided within BP1
specifications. After review of the contract documents Sheet AS103 and subsequent
Detail C6/AS103 keynotes call for drainage/composite board, but does not clearly call
thermal insulation sheeting at perimeter of utility tunnel. Please verify that the thermal
insulation sheets are not intended for the utility tunnel perimeter walls.

6. Before subs mobilize, Vaughn will hire a registered professional land surveyor (RPLS) to
verify building corners and elevations. This information will then be used by our Field
Engineers to establish primary control points, benchmarks and working control points
throughout the duration of the Project. Please confirm Site General Demolition Note S on
Sheet AS010 does not apply to every single Project related line and grade.

7. Detail A1/AS103, Civil and Structural dwgs reference below grade subsoil drainage at
Utility Tunnel. However, there is no detail on the construction of this system to indicate
if it requires geofabric, gravel type, etc. In addition, from a constructability stand point,
the 3” of gravel band running up vertical perimeter of the Utility Tunnel is not feasible.
Please review and advise on alternate detail.

8. Detail A3 on Sheet AS102 is not referenced on AS102. We believe this floor plan should
apply to ventilation shaft. Please provide callout on tunnel to avoid confusion for which
location this applies too.

9. Sheet C100.0 indicates Phase 1 and Phase 2 limits. However, this drawing refers to the
first section of the garage 11 demolition as Phase 2. Other drawings throughout BP1
refer to this as Phase 1 i.e. AS010, ES201-ES204. The preference would be for all
drawings to reference the same phasing and the phasing to be Phase 1 for the initial
demolition and Phase 2 for the later demolition.

10. Site Demolition Plan Notes #11 located on Sheet C100.0 indicate to coordinate with
UTSWMC for salvage of existing material. Is there a specific list to reference to in
regards to this note? How is bidder supposed to know what is salvaged vs. demoed?

Vaughn Response – A list of any items in which are to salvaged and turned over to owner
need to be notated on drawings or specifications. There are multiple locations with
other drawings that indicate if something is to be salvaged, is it to be assumed that
these are the only item that are required to be salvaged?

11. Site Demolition Plan Notes #16 located on Sheet C100.0 indicate all items associated
with the existing parking garage shall be removed, including but not limited to walls,
piers, columns, stair, electrical and communication vaults, etc. Is the intent to remove
piers to their fullest extent?

pricing. Design team please update note.

12. Sheet C403.3 references New Utility Tunnel Ref. C503.0. However, there is no C503.0
included with this BP1 or shown on index.

13. Sheet C500.0 has a box shown in the top left corner in which it references lineal footage
of piping; what does this note apply too?

14. On Sheet C403.1, the second trench drain west of the garage shows (2) 12" storm lines
that connect the trench to the 48" RCP. However, the north 12" storm line does not
show outbound elevation from the trench drain. Are both 12" lines required? If so,
please provide the outbound elevation of the north 12" line.

15. What is the size of the sanitary line on Sheet C500.2 that extends north of the cart

19. On Sheet C500.4, the bottom right corner of the page shows a 10" waste water line.
The manhole that it ties into states that the line is 8", not 10". On Sheet C500.5, that

20. C403.2 – The sump pumps shown, have no clarification as to size and type. Please

21. Please provide Erosion Control Plan with phasing based upon existing utilities, not new

Vaughn Response – In order to procure SWPPP permit, plan needs to strictly indicate
existing utilities. The current plan indicates as if all drainage utilities would be installed
at the beginning of the project.

Sheet AS012 Keynote #2 indicates to remove security camera coordinate


disconnects, extent of removals and relocation with low voltage documents. Low
voltage drawing TD002 doesn’t clarify any relocation. Please verify security
cameras are not to be relocated. In addition, verify if any Phase 1 demoed blue
phones are to be relocated.

Structure

22. Based upon field investigation the underside of tunnel lid running to the NTEP is
exposed concrete while the underside of tunnel lid from NL is corrugated deck. BP1
drawings also show the underside of lid to be exposed concrete for the new tunnel
extension. Due to the existing construction being corrugated deck lid is it acceptable to
use corrugated deck for the new BICC tunnel. This will also aid in constructability of the
tunnel lid.

23. Detail 1/S203 shows sloped floor at cross section of tunnel while Detail 3 and 4 show a
flat floor. Please confirm slope is only required from plan east to west thus having a flat
cross section. If cross section slope is required, details 3 & 4 need to be updated to
reflect slope (including % ) all the way through the outside of forms.

24. At detail 3/S300, it calls for a 24'-0" depth from level 1 to the bearing strata. For the
drilling of tunnel piers, are we to assume that level 1 shown on the detail is referring to
the garage finish floor called out as elevation 427.72?

25. On Sheet S300, the drilled pier schedule shows a penetration of 25'-0" and an alternate
penetration of 39'-0" into the bearing strata. What penetration will be required for
bidding purposes?

to reconcile with pier log.

26. For bidding purposes, please clarify the working grade elevation the drill pier contractor
will be working from prior to mobilization.

27. Please clarify if carton form is required under the tunnel slab and exterior grade beams

hot dipped galvanized. Hardware including nuts, bolts, washers, clips, spacers, etc. shall
be 302 stainless steel. Does this apply to valve/flange hardware?

39. Section 230529/2.3/C4 indicates poured in place concrete: where pipes and equipment
are supported under poured in place concrete construction, each hanger rod shall be
fitted with a nut at its upper end, which nut shall be set into an Underwriters’
Laboratories, Inc. The requirement is not clear in what is being asked. Can a detail and
cut sheet of UL Listed components be provided?

40. Section 232113/1,6/B indicates welders certification: in accordance with ANSI/AWS
D1.1. This is a structural steel welding code. In addition, Section 232113/1.7/C indicates
to provide welders certification with the same standards. Please clarify if this applies to
piping systems?

41. Section 232113/2.1/A1 indicates all piping: ASTM A53, Grade B, Type E or S or ASTM
A106, Grade B, standard weight, carbon steel schedule 40 black steel pipe. Standard
weight and schedule 40 are the same up to 10". 12" and above are standard weight
(0.375" wall thickness). BP-1 pricing will include sch. 40 up to 10" and standard weight
for 12" and above. We bring this up because both are referenced in this spec without
regard for pipe sizes.

42. Section 230529/2.3E indicates hanger each side of 6” larger valves. Hangers on each
side of valve are not a typical installation practice. Please confirm the intent is to have
hanger on each side over valve 6” and up. In the future will would require apply the
Brain and Cancer building as well?

43. Section 232113/2.1A3a indicates standard weight Weld-O-Lets, Thread-0-Lets and


shaped nipples may be used only when takeoff is 1/3 nominal size of main. Is 2/3 pipe
size for O-Lets acceptable?

44. Section 232113/2.2 references AHU condensate, sump pump discharge and drain
piping. Sump piping in spec calls for Type L copper with sweat joints. During field
investigation Brandt observed CPVC installed for this use in the existing tunnel. The
100% SD narrative called for this to be PVC, which is what is included in past budget
pricing. This would be a significant cost impact for tunnel scope due to the linear
footage of this piping in the tunnel. PVC would be recommended please advise.

45. Section 232113/3.5H indicates once connection to the campus loop system is made
maintain circulation in each branch to facilitate chemical treatment. This is not an issue
for BP-1, however, if all branches in future bid packages will require means for
circulation, could become an issue. We recommend the engineer specify 3 way control
valves at end-of-line equipment to maintain flow.

46. Section 232115/2.1A indicates pipe discharge to the nearest drain. Brandt assumed for
BP-1 that the nearest drain is the trench in the tunnel. This is not large cost impact for
BP-1, but could be for future bid packages. Suggest removing this requirement from the
spec.

47. Section 232113/2.1/A1 indicates All piping: ASTM A53, Grade B, Type E or S or ASTM
A106, Grade B, standard weight, carbon steel schedule 40 black steel pipe. Is Type E or
S in fact acceptable as there were comments originally provided by UTSW maintenance
that they strictly wanted Type S?

48. Section 232213/2.1/B1 indicates All piping shall be ASTM A53, Grade B, Type E or S, or
ASTM A106, Grade B, Schedule 80 black steel piping. Please confirm this is to be
schedule 80 as 100% SD narrative indicated Sch. 40. In addition, is Type E or S in fact
acceptable as there were comments originally provided by UTSW maintenance that they
strictly wanted Type S?

49. Section 232213/2.1/B2 (steam) indicates fittings shall be extra heavy seamless butt
welding type. Socket weld may be used for pipe one inch (1") and smaller. Flanges shall
be 300# welding neck type. Extra strong Weld-O-Lets, Thread-O-Lets, or shaped nipples
may be used only when take-off is 1/3 or less nominal size of main. Screwed fittings
around traps shall be 2,000 pound forged steel. In review of this spec is 150# flanges
not acceptable as the system should not be subjected to pressures over 150#?

(50) stands for areas where fence posts will be sitting on pavement.
2. Include integral woven custom color fabric that includes slots for wind.
3. Include (4) 4’ wide gates & (5) 30’ wide gates per Site Logistics Plan dated
3.15.19.
4. Include (3) mobilizations to reconfigure from Phase 1 to Phase 2.
B. Existing Parking Garage
1. Include approximately 310 LF of 8’ tall chain link post driven with integral woven
custom color fabric after Phase 1 of parking garage is removed- Refer to “Demo

2. This will be a separate mobilization from Project perimeter fence.

02.01 – Removals

A. Existing Garage
1. Include selective Demolition of existing parking garage in Phase per Sheets

will require (2) mobilizations.
2. Phase 1 demo will require saw cutting to make separation of Garage- this is to
occur over a weekend.
B. Existing Utilities & Bollards

1. Provide turnkey concrete scope for complete installation of Utility Tunnel
Extension per Contract Drawings, Division 01, 02, 03, 31 Specifications dated
2.28.19. Excavation- including backfill along with earth retention system will
be by Others. Include temp horizontal bracing until all lids are poured and

steel supports inside tunnel along with other miscellaneous for gratings, railing
and ladders.

B. Temporary Roads
1. Provide unit price to form and install temporary concrete access roads- Figure
4000 PSI, 8” thick concrete with fiber mesh- Assume 75,000 SF. Refer to Site
Logistics Plans for Phase 1 & 2 dated 3.15.19
2. Include temporary ramp for access to existing parking garage per Sheet C102.0-
Figure 4000 PSI, 8” thick concrete with fiber mesh-not asphalt.
3. Provide unit price to form and install temporary concrete 5’ wide sidewalk-
Figure 4000 PSI, 4” thick concrete with fiber mesh- Assume 120 LF. Refer to
Site Logistics Plans for Phase 1 & 2 dated 3.15.19

27.01 – Telecom/Data

A. As part of BP1 scope the intent for the low voltage/telecom subcontractor is strictly to
enable demolition of the existing parking garage 11.

2. Pull, terminate and test new cabling from new pull box PB-B to existing manhole
as shown on TD002 (note: drawing currently show PB-B to be relocated;
however, this will be a new pull box and pathway installed prior to switchover
from existing route)
