EXECUTIVE ORDER ORGANIZING THE BARANGAY PEACE AND ORDER COMMITTEE

WHEREAS, Executive Order No. 309 issued by the President of the Philippines on November 11,
1987, as amended by Executive Order No. 317 series of 1988 and EO 366series of 1996,
mandated the reorganization of the Peace and Order Councils at the national, regional,
provincial, city and municipal levels of government;
WHEREAS, said executive order provides that it is the duty of the local governments, the law
enforcement agencies, the prosecution services and similar institutions of government to assist
the Local Chief Executive in the proper enforcement of the laws and the administration of
justice;
WHEREAS, Barangay ________ of Subic, Zambales, in adherence to the aforementioned laws
and objectives, is one with the National Government in ensuring the safety and welfare of its
constituents;
WHEREAS, in order to suppress criminality and maintain peace and order in the city, there is a
need for fully coordinated measures involving government officials and the citizenry;
NOW THEREFORE, by the powers vested in me by law, I, ______________, Punong Barangay of
____________, hereby order the organization of the Barangay Peace and Order Council with
the following stipulations:

SECTION. 1. Organization. Every Barangay shall organize a Peace and Order Committee to
serve as implementing arm of the City/Municipal Peace and Order Council at the Barangay level
and shall be composed of the following members:
CHAIRPERSON: Punong Barangay

Members:

 SK Chairperson
 LuponTagapamayapa Member
 Barangay Tanod
 A Public School Teacher (to be designated by the School Principal or School Head
Teacher);
 Representative of the Interfaith Group
 A Senior Citizen
 At least three (3) Members of existing Barangay-Based Anti-Crime or neighborhood
Watch Groups or an NGO Representative well-known in his community
 A PNP Officer (to be designated by the Chief of Police of the corresponding
City/Municipality)

SECTION 2. Functions of the Barangay Peace and Order Committee. The Barangay Peace
and Order Committee shall have the following functions and responsibilities:
1. Formulate a Barangay POPS Plan which shall be incorporated in the Barangay Development
Plan;
2. Recommend measures to improve or enhance peace and order and public safety in the
community;
3. Monitor and coordinate the implementation of peace and order programs and projects at
the barangay level;
4. Serve as an information-gathering mechanism;
5. Monitor and report to appropriate authorities, suspicious illegal activities and personalities
involved within their jurisdictions, including insurgent activities;
6. Maintain continuing dialogue, close coordination and rapport with the higher levels of the
peace and order councils and law enforcement units;
7. Coordinate the operation of all community-based anti-crime groups within the barangay;
8. Make periodic assessment of the prevailing peace and order situation in their respective area
of responsibility and submit report with appropriate recommendations to the higher level
Peace and Order Council;
9. Submit annual BPOC Functionality Report pursuant to DILG Memorandum Circular No.2008-
101; and
10. Perform such other functions which may be assigned by higher level peace and order
councils.

Section No. 3This order shall take effect immediately and shall remain in effect unless otherwise
repealed and/or superseded by succeeding orders.
