Sub: DSM Account for the month of April, 2019 on the basis of MPERC BSC 2015.
In pursuance to MPERC Balancing & Settlement Code, 2015 (BSC), the State DSM Accounts are issued by SLDC.
After issue of fourth amendment of CERC (Deviation Settlement Mechansim and related matters) Regulations, 2014,
practical difficulties were observed in maintaining deviation sign change after every six-time block simultaneously for Intra-
state entities at Intra-state level. In view of above, SLDC has filed a petition bearing No. 16/2019 before the Hon’ble
MPERC wherein it is proposed that deviation sign change may not be made applicable for Intra-state entities. Further, it has
also been requested to amend procedure for Imbalance Settlement of Deviation Charges of Intra-state entities wherein
adjustment of cap amount and additional charges is proposed. Hon’ble MPERC is prayed that pending final adjudication of
the petition, SLDC be allowed to issue State DSM Accounts from January,2019 onwards without computation of deviation
sign change violation charges for Intra-state entities.
The State DSM Accounts for the month of April 2019 has been prepared in accordance with methodology proposed
in Petition No. 16/2019. However, final decision of Hon’ble Commission in the matter shall be binding on all concerned and
the State DSM Accounts shall be revised accordingly, if required. The DSM Accounts for all the Intra State entities including
Inter State Open Access Customers embedded in the State system are uploaded on SLDC website.
The DSM charges of Discoms are computed on the basis of block-wise implemented schedules
issued by WRLDC / Ex-Post facto revisions made by WRPC for Inter State Generating Stations (ISGS) and
implemented schedules issued by SLDC for SSGS. There is a difference of 0.07 MU in the implemented
schedules of WRLDC / Ex-Post facto revisions of WRPC and monthly REA of WRPC for the month of April,
2019.
The scheduling of power under Long Term Access (LTA) from Ratnagriri Gas & Power Pvt. Ltd. (85MW), BRBCL
(50MW), under medium term open access from M/s Jindal India Thermal Power Ltd. (144.6MW) and from MPPMCL (Upto
235MW as & when required) is being done to 47 Nos Railway TSS points in M.P. in accordance with CERC order dated 05-
11-2015 in petition no. 197/MP/2015 considering Railways as a deemed licensee. Accordingly, the deviation charges are
computed for imbalance settlement.
As per Clause 7.12 & 7.13 of the BSC, payment to the DSM Account shall be made within 10 days from the date of
issue of this statement. Payments are to be made on the basis of this account only and no further invoicing is required by
SLDC. Payment received after 12 days shall attract simple interest @ 0.04% for each day of delay. The settlement of
Deviation Charges shall be done through State Pool Account maintained by SLDC w.e.f. 1st Sept 2018 as per clause 7.11 of
BSC. General notes on DSM account for the month of April, 2019 alongwith Deviation Charges summary and Deviation
Charges bills of all the State entities are uploaded on SLDC website.
In accordance with MPERC Balancing & Settlement Code 2015 (BSC), Discom Energy Accounting Group (DEAG)
has started the deviation settlement, energy settlement of Open Access Customers including CPPs embedded in Discoms
w.e.f. July 2016. As such, the deviation charges of Discom embedded Open Access Customers including CPPs drawing /
injecting power through 33KV networks of Discoms has not been computed and uploaded on SLDC website.
The signed copy of the above DSM account alongwith block-wise details are available on SLDC website
www.sldcmpindia.com which may please be downloaded for further needful. The verification, if required, can be done at
SLDC.
All the Intra State entities are requested to check and verify the State DSM Account and intimate the
discrepancies observed if any within a period of 15 days.

1. DSM rates as per CERC (Deviation Settlement Mechanism and related matters) (Fourth Amendment)
Regulations 2018 dated 20.11.2018 applicable w.e.f. 01.01.2019.
2. Capping of Deviation rate for generators and applicability of Deviation charges and additional Deviation
charges for over drawal or under injection of electricity for each time block as per Central Electricity
Regulatory Commission (Deviation Settlement Mechanism and related matters) Regulations 2014 and
subsequent amendments.
(i) The Cap Rate for the charges for deviation for the generating stations whose tariff is
determined by the Commission shall be equal to its energy charges as billed for the previous
month. The charges for other generating stations irrespective of the fuel source shall not
exceed Cap Rate of 303.04 Paise / Kwh
(ii) The charges for deviation for the over injection by the seller or under drawal by the buyer in
a time block in excess of 48MW shall be Zero for the utilities having schedules of 400MW or
below. The charges for deviation for the over injection by the seller or under drawal by the
buyer in a time block in excess 12% of the schedule or 150 MW whichever is less shall be
Zero for the utilities having schedules above 400MW.
(iii) The additional Deviation Charge for under injection / over drawal of electricity for each time
block when grid frequency is below 49.85 Hz shall be equivalent to 100% of the charges for
deviation of 800.00 Paise/Kwh corresponding to the grid frequency of “below 49.85Hz.
Additional charges for Deviation shall also be applicable for over-drawal as well as under –
injection of electricity for each time block in excess of the following volume limits when the
grid ferquency is 49.85Hz and above.
- 48 MW for the utilities having schedule less than or equal to 400MW.
- 12% of schedule or 150MW whichever is less for the utilities having schedules
above 400MW.
(iv) The additional charges for Deviation shall also be appicable for over-injection / under drawal
of electricity for each time block by a seller/buyer as the case may be when grid frequency
is 50.05 Hz and above at the ACP rate discovered in the Day Ahead Market segment of
power exchange in accordance with the methodology specified in CERC (Deviation
Settlement Mechanism and related matters) (Fourth Amendment) Regulations 2018.
(v) The State DSM Accounts have been prepared in accordance with methodology proposed in
Petition No. 16/2019. The final decision of Hon’ble Commission in the matter shall be
binding on all concerned and the State DSM Accounts shall be revised accordingly, if
required.

6. An actual MPPTCL transmission loss for the month of February,2019 has been worked out as 2.48%.
The same has been considered for scheduling for the month of April,2019.
7. The schedule energy of chambal complex have been computed considering 50% sent out of
Gandhisagar HPS, RPS HPS, JS HPS & Excess / less drawal by MP after apportioning MP loss and
credited to each Discom as per capacity allocation. The actual ABT meter data of RPS HPS & JS HPS
was not made available to SLDC, thus, monthly sent out as per JMR data has been equally distributed
in 15 min. time blocks for complete month. As per the directive issued, the energy supplied to
Rajasthan area from 33KV Kuakheda feeder is added to West Discom drawl for issuance of energy bills
to Rajasthan w.e.f July 2017.
8. As per Clause 7.9 of the MPERC Balancing & Settlement Code 2015, DSM shall not be applied to
multipurpose Hydro Power Stations of MPPGCL. Accordingly the Generation Schedules of these Hydro
Generators have been replaced with actual meter data while computing Deviation charges.
9. Omkareshwar Sagar Project (OSP) of NHDC is not covered in the ABT regime. Therefore the Generation
Schedule of OSP has been replaced with actual meter reading while computing monthly Deviation
charges.
10. Deviation charges of Inter State Open Access Customers embedded in the State system has been
computed as per Clause 7.10 of the MPERC Balancing & Settlement Code, 2015.
11. Renewable Energy Generators (REG’s) are not governed by the ABT regime. The energy injection data
of REGs connected at 33KV level whose data is not received through AMR system is taken from the
monthly energy injection details furnished by respective SE(O&M) and distributed in 15 min. time
blocks for complete month as per actual generation pattern of wind and solar generation. The actual
ABT meter data of the REGs connected at 132KV and above has been considered after deducting MP
transmission losses for computation of DSM charges of Discoms. The energy purchased by MPPMCL is
added to drawal schedule of respective Discom, energy wheeled for own use / third party sale is added
to Discoms schedule where point of drawal is situated and energy injection by the REG’s at 33KV level
is added to Discom drawal where point of injection is situated.
12. The auxiliary consumption in the sub-stations of MPPTCL is considered as a part of transmission losses
as per MPERC (Terms & Conditions for Determination of transmission Tariff) (Revision-III) Regulations,
2016 dated 15th July 2016. Thus the monthly auxiliary consumption of sub-stations of MPPTCL is
deducted from the respective Discom’s drawal while computing the Deviation charges.
13. Assessment / adjustment have been made in the Deviation accounting due to non-availability /
discrepancies in the main meter data as given below –
13.1 Data of ABT meters of following transformers / HT Consumers not received through AMR system and
also not furnished by the concerned site officials. Therefore, the data for each 15 min. time block for
the whole month have been assessed based on the monthly consumption and load pattern of
adjoining transformers –

13.2 Data of ABT meters of following transformers / HT Consumers is partially available. Dates for which
data was not available, has been assessed based on the monthly consumption, loading pattern of
other dates for which data is available –

13.3 ABT meter / Non- ABT meter data of 33 KV feeder supplying power to CHP of Satpura TPS was not
available. Thus the monthly energy drawn as per JMR by MPPGCL on these feeder has been equally
distributed in 15 min. time blocks for complete month.
13.4 The ABT meter data of Open Access meter installed for M/s SEL, M/s Prism Cement Unit-2 & M/s
Maihar Cement was not made available to SLDC. Thus data of ABT meter installed at substation end
was taken.
13.5 The Maharastra State Electricity Distribution Co. Ltd (MSEDCL) is drawing power from 132KV Dharni
feeder through 132KV Nepanagar S/s under Short Term Open Access (Approval no.
WRLDC/FCFS/3577). Accordingly, Deviation charges of MSEDCL are computed.
