TUPAD PROJECT PROPOSAL

I. PROJECT PROFILE

A. Project Title: 20 Days Emergency Employment Assistance for the displaced


Farmers and farm laborers under Tulong Panghanapbuhay sa Ating
Displaced/Disadvantaged Workers (TUPAD)

C. Covered Areas: 12 barangays of Burgos, Isabela: Brgys San Antonino,
Culalabo Del Sur, Masigun, Caliguian, Malasin, Bacnor East,
Bacnor West, Dalig, San Roque, San Bonifacio, and San Miguel
D. Number of Beneficiaries: 30 displaced farmer and laborers
E. Amount of Assistance Requested: ₱ 222, 200.00
F. Source of Funds: Special Fund

II. BACKGROUND

One of the primordial concerns of government particularly Local


Governments, like the Municipality of Burgos is the efficient delivery of services
and safety of all people especially during the advent of natural calamities like
drought and typhoons.

The Municipality is classified as an agricultural town. Evidently, large part


of its total land area is devoted to agriculture, primarily utilized in rice and corn
production.

However, the occurrences of disaster like El Niño that affects the locality
brought a lot of damages to farmers/farm workers whose incomes are below the
poverty threshold and who are solely dependent on their small land holdings to
sustain their daily needs.

The Tulong Panghanap buhay sa Ating Disadvantaged/Displaced


Workers (TUPAD) is a social intervention to help the displaced farm workers and
small farmers affected by calamities by providing them with a short term
livelihood for income augmentation. The said activity aims to provide assistance
to the beneficiaries by implementing programs, projects and services that seek
to alleviate poverty and empower disadvantaged individuals, families and
communities to improve their living conditions.

Some of our small farmers and farm laborers remain helpless, but had
always tried to make all things possible. LGU Burgos has but limited funds to
augment their needs. Hence, with the national government’s program,
particularly the DOLE TUPAD program, we hope to provide them emergency
assistance to cope up with their livelihood and to at least provide them short
term employment.

The identified beneficiaries shall engage into various community works,


primarily, repair and beautification of Boulevard Park, Cleaning of drainage
canals within barangay roads, weeding and beautification of municipal

surroundings, repair of primary sheds, and planting of ornamental plants and
seeding trees.

At least thirty (30) displaced farmers and farm workers coming from
various barangays will be given the opportunity to work for twenty (20) days and
to paid not lower than the minimum wage (₱ 360.00 per day). The qualifications
of the beneficiaries were assessed by DOLE IFO in accordance with Section 14
(c) of DO 173 or the revised guidelines in the implementation of DOLE Integrated
Livelihood and Emergency Employment Program (DILEEP).

The beneficiaries are required to attend the one-day orientation on


Occupational Safety and Health and preliminary briefing regarding the
implementation of TUPAD. They will also be

 To provide emergency employment to unemployed and underemployed


displaced/disadvantaged workers who are affected by present drought by
engaging in short-term community works as temporary employment;
 To promote a clean, safe and healthy environment;
 To assist the displaced workers, unemployed and underemployed
family/household members derive an alternative and short-term source of
income
