1. Final approval of pipeline route layout from Kuril to Kanchan is yet to be obtained.

EPC

contractor was informed in the meeting on 16/06/2019 at RAJUK regarding the final route of

the pipeline. After several reminder finally EPC Contractor submitted request for obtaining

ROW clearance on 24/06/2019. POCL is yet to provide clearance for ROW from Kuril to

Kanchan.

2. Final Route approval from Railway/BBA/FDEE is yet to be obtained from concerned authority.

EPC contractor was requested to update the onsite activities of RAJUK nominated contractor

for their storm water pipeline. EPC Contractor failed to update the PMC & Client to update on

due time, even though RAJUK has changed their design and construction procedure

PMC/POCL/NKFTCL was not informed by the EPC contractor on time.

3. Land for Pitalganj Depot was handed over to EPC contractor on 02//10/2018 and drawing

design for boundary wall and retaining was approved by PMC/POCL on 02/05/19. EPC

Contractor is yet to start the construction work of boundary wall and retaining wall at Pitalganj

Depot area. No Proper schedule to start the work was not obtained from the Project Manager

even after several communication with him in this regard. No feed back on this issue and as

well as other issues was never obtained from the Project Manager of EPC Contractor.

4. EPC contractor was requested to provide estimated cost budget on different proposals for Jetty

design and construction to select the best fit option proposed by the EPC contractor, this was

agreed on last review meeting on 19/06/2019. This is yet to be provided by the EPC which lead

to delay in decision making of Jetty land acquisition and engineering basis finalization.

5. Document approval process on client side is slow and resubmission of the commented

documents by the EPC Contractor are not moving smoothly and taking more time than usual.
6. EPC Contractor is yet to finalize their HDD and CP Contractor even after several reminders

with the reasons behind the requirements from PMC and POCL.

7. EPC contractor is not prepared to carry out the construction works even after getting clearance

from the client. For Pitalganj depot, design drawing for tanks, tank foundation and pilling during

May, 2019 but procurement of tank plates, subcontractor selection and deployment for

pilling/foundation yet to be finalized.

8. After several reminders from POCL/PMC, EPC contractor didn't expediate their procurement

process for the major equipment. Whereas, most of the equipmets shall require a delivery lead

time from 4 months to 10 months. It seems EPC is not concerned about the time limitation of

executing the project.

9. However, compatibility and capacity to manage a project in terms of both technical & leadership

of the Project Manager appointed by the EPC contractor was always under a big question mark.

It seems deficiency of leadership, capacity to foresee the upcoming difficulties and technical

capacity of the Project Manager is heading the EPC Contractor towards failure to complete the

project on time. Whenever, he was asked to update any event or any activity, bypassing or

transferring the responsibility to others was always noticed by all the concerning authorities

including POCL, PMC, BPC, NKFTCL. Local partner of the EPC contractor was notified several

times about this dissatisfaction of the ultimate client, lastly Engineering Manager of the EPC

contractor was requested by the Managing Director of POCL to convey his dissatisfaction on

the deployment of the Project Manager by CMECC, the lead partner of the JV. But till now no

visible action in this regard has been taken by the concerning authorities of the EPC Contractor.
