CREATING THE CRISIS MANAGEMENT COMMITTEE OF THE


MUNICIPALITY OF NAUJAN, ORIENTAL MINDORO

WHEREAS, Section 16 of RA 7160 otherwise known as the Local Government


Code of 1991 mandates that all local government units to exercises powers
essential to the promotion of the general welfare within their respective territorial
jurisdictions including promotion of public safety and maintenance of peace
and order within the locality;

WHEREAS, an unnumbered memorandum from the Undersecretary for Local


Government of the Department of the Interior and Local Government (DILG)
dated April 8, 2016 reminds all LGUs on the need and importance of the Crisis
Management Committee (CMC) as a governing body that takes decisive
actions to resolve crisis or emergency:

NOW THEREFORE, I, Atty. MARK N. MARCOS, Municipal Mayor of the Municipality


of Naujan, Oriental Mindoro, by virtue of the powers vested in me by law, do
hereby order the creation of the Crisis Management Committee of the
Municipality of Naujan, Oriental Mindoro.

SECTION I. Composition

SECTION II. A. POWERS AND FUNCTIONS-GENERAL

1. Exercise prior planning, decision making, and coordination at their respective


levels in accordance with the guidelines of the higher level POCs and CMCs.

2. Organize Incident Command System (ICS)

3. Set the mode of interoperability between the concerned agencies to ensure


that operational demands during crisis period are aptly met, and all
government actions are coordinated and complementary.

4. Oversee, direct and control the overall conduct of crisis management


operations.
5. Require the consensus of the majority of members present in declaring a
major or course of action.

B. POWERS AND FUNCTIONS-SPECIFIC

1. PRE-CRISIS
a. Arrange and coordinate extensive trainings in crisis intervention, refresher
trainings and other critical incident management related activities.

b. Conduct research, case studies and other initiatives targeted at expanding


the capabilities to assess, manage, anticipate, prevent or resolve a crisis.

c. Coordinate administrative and logistical matters for deployment including


transportation, assistance in sustaining filed operations.

d. Conduct inspection for accounting and operational readiness of units and


offices concerned.

e. Handle press briefing and press releases.

2. DURING-CRISIS

a. Upon receipt of report of an ongoing crisis, the Chairman or any member


who has first received information shall inform the body.

b. Chairman shall convene the Crisis Management Committee at a pre-


designed Command Post/Crisis Management Operations Center (CMOC).

c. Shall officially declare the existence of a crisis situation and order the
activation of the Incident Command System (ICS)

d. Establish the Crisis Management Operations Center (CMOC)

e. Must give and receive all communications through the Incident


Commander only.

f. Must Facilitate and provide logistical support.

3. POST-CRISIS
a. Review after-operations reports, both internally and externally
b. Facilitate management of post-traumatic stress disorder of survivor/s.

C. OTHER RELATED FUNCTIONS

1. The CMC shall not disrupt the operations of the Incident Command System/s
but instead perform the following:

a. Provide requirements of the Incident Command System (ICS);


b. Coordinate and facilitate support from higher authorities; and
c. Supervise the execution of the plan of action by members of the ICS
once established and operationalized

2. The CMC shall only intervene in operations if:

a. Actions undertaken by the ICS are not in accordance with those


approved by the CMC; or
b. The CMC finds that capabilities of committed forces or units are
inappropriate or ineffective during their assessment.
D. RESPONSIBILITIES OF THE CMC CHAIRPERSON

1. The CMC Chairperson shall designate a specific office to undertake or


monitor crisis management efforts.
2. The CMC Chairperson shall also perform responsibilities under five (5)
components: Predict, Prevent, Prepare, Perform Post-Action and
Assessment.
3. The CMC Chairperson has the prerogative to create several Incident
Command Systems with different Incident Commanders to address
specific types of crises simultaneously.

Section IV. Effectivity. This order takes effect immediately.
