2016-

CREATION/REORGNIZATION OF BONGABONG PUBLIC MARKET AUTHORITY

WHEREAS, Section 17 of RA 7160 otherwise known as the Local Government


Code of 1991 provides that the local government units shall endeavor to be self-reliant
and shall continue exercising the powers and discharging the duties and functions
currently vested upon them They shall also exercise such other powers and discharge
such other functions and responsibilities as are necessary, appropriate and , incidental
to efficient and effective provision of basic services and facilities including among
others, public market, slaughterhouse and other municipal enterprises;

WHEREAS it is the policy of the Municipal Government of Bongabong to


provide within its territorial jurisdiction varied business opportunities for its constituents
and to legitimate businessmen to spur the economy of the municipality and promote and
enhance the economic well-being of its inhabitants;

WHEREAS, in the effort of the municipal government to be self-reliant and


considering its strategic location, ideal for trade and commerce, this municipal
government is currently operating two (2) public markets.

WHEREAS, with the enactment of the Market Code of Bongabong, there shall
now have a unified system which shall govern the establishment, operation,
administration, classification, imposition and collection of market rental fees for
occupancy or use of market spaces in public markets in this municipality.

WHEREAS, for the attainment of the objectives enunciated by the Code, there is
a need to create a governing body which shall henceforth be known as the Bongabong
PublicMarket Authority (VPMA).

NOW THEREFORE, I, JOSELITO C. MALABANAN, Municipal Mayor of


Bongabong, by virtue of the powers vested in me by law, do hereby Create/Reorganize
the Bongabong Public Market Authority (VPMA) of this municipality:

SECTION 1. Composition: The VPMA shall be composed of the following:

SECTION 2. Power and Functions: The VPMA shall have the following powers
and functions:

1. Conduct the drawing of lots and opening of bids in connection with the
adjudication of vacant or newly constructed stalls or booths in the municipal
market and award market stalls to to qualified parties;

2. Formulate policies, rules and regulations for market operations and


administration;

3. Conduct periodic review of Municipal Market operations;

4. Determine and fix market rates and fees at levels in order to render market
operations economically viable and self-reliant;

5. Hear and settle grievances arising out of market operations and


administrations.

SECTION 3. Secretariat. The Secretariat shall be headed by the Municipal


Treasurer who shall have the following duties and responsibilities:

a. Provide technical and administrative support to VPMA;


b. Prepare the minutes of the VPMA meetings;
c. Manage and maintain the official records of the VPMA;
d. Prepare reports as required by the VPMA; and
e. Perform other duties as may be required by the VPMA.

Section 4. Term of Office. All members of the VPMA shall hold office for the
duration of the terms of the office to which they were elected of appointed. In the case
of the SB representatives, they will hold office as long as they are still the Chairpersons
of the respective SB Committees which they head.

Section 5. Meeting. The VPMA shall have its regular meeting every first
Thursday of the month. However, the Chairperson may call a special meeting anytime
for the purpose of taking-up specific matters upon request from any of its members.

Section 6. Per Diem. Each member or his/her authorized representative shall


receive an honorarium of P250.00 for every regular and special meetings attended,
subject however to the limitation of four (4) paid meetings in a month.

Section 7. Excerpts of Meetings. Result of proceedings in every meeting must


be fully documented and a copy shall be furnished to each member not later than five
(5) working days after each meeting held.

Section 8. Effectivity. This Order shall take effect immediately.

DONE in the Municipality of Bongabong, Oriental Mindoro this ____ day of

REORGANIZING THE MUNICIPAL NUTRITION COUNCIL OF THE MUNICIPALITY


OF BONGABONG

WHEREAS, the promotion of proper nutritional care among infants and children
will prevent them from suffering malnutrition which may affect their physical and mental
development;

WHEREAS, the effectiveness and efficacy of the municipality’s nutrition program


is anchored on the joint and convergent effort of the various government agencies and
non-government organizations concerned with the delivery of health, livelihood and food
production:

WHEREAS, with the changes in representation in the light of May 2016 elections,
,there is a need to reorganize the council that will formulate policies on nutrition and
monitor the implementation thereof :

NOW THEREFORE, I, JOSELITO C. MALABANAN, by the powers vested in me


by law as Municipal Mayor of Bongabong, Oriental Mindoro, do hereby order the
following:

SECTION 1. REORGANIZATION AND COMPOSITION – There is hereby


reorganize Municipal Nutrition Council to be composed of the following;

Members - SB Chair-Comm on Appropriation

Section 2.Functions .The Municipal Nutrition Council shall undertake the


following tasks:

1.Formulate policies ,plans and programs on nutrition with emphasis on five


impact nutrition programs ,namely :Food Assistance Program .Home and Community
Food Production ,Micro –Nutrient ,Supplementation ,Credit Assistance for livelihood and
Nutrition Education:

2.Monitor the implementation of the municipal nutrition program;

3. Engage in advocacy of nutrition program among various government agencies


,NGOs and private sectors in order to foster awareness and generate support for the
programs.

4. Coordinate with other government agencies engaged in food ,health and


nutrition services :and

6. Perform other functions deemed necessary to promote and implement


nutritional policies and programs.

Section 4. Funding .The Municipality shall allocate Funds from the Annual
Budget to be utilized in the implementation of plans and programs related to nutrition

Section 5. Effectivity .This Executive Order shall take effect immediately.
