AN ORDER REORGANIZING THE BARANGAY ANTI-DRUG ABUSE COMMITTEE (BADAC)

WHEREAS, the constitution mandates that the government shall promote the quality of life of the people;

WHEREAS, Section 16 of the Local Government Code of 1991 provides that Local Government Units (LGUs) shall pursue undertakings to improve public morals and
maintain peace and order;

WHEREAS, reports of existence of several drug laboratories and the increasing use of illegal drugs have significantly contributed to the rise in criminality which
necessitate a more aggressive and unified stances against illegal drugs to help ensure community peace and order;

WHEREAS, several DILG Memorandum Circulars were issued in view of achieving an integrated approach to the elimination of proliferation and use of illegal drugs
and thus promote peace and order as well as meaningful social and economic development in the country;

WHEREAS, the DILG issued a latest Memorandum Circular numbered 2012-94 dated May 21, 2012 strengthening and defining the respective responsibilities of the
PNP, PDEA and LGUs, including the barangays;

NOW, THEREFORE, I HON. ESTELITA V. ORDINAL, by virtue of the powers vested in me by law, as Punong Barangay of Barangay Dungon B. Jaro, Iloilo City, do
hereby reorganize the Barangay Anti-Drug Abuse Committee (BADAC) as follows:

This Executive Order shall take effect immediately and shall revoke all previously issued orders inconsistent with this Executive Order.

AN EXECUTIVE ORDER REORGANIZING THE BARANGAY NUTRITION COMMITTEE (BNC)

WHEREAS, pursuant to section 17 of the R.A 7160 otherwise known as the Local Government Code of 1991, provides that it is responsibility of the local government
unit to deliver basic service to its constituents;
WHEREAS, the Regional Development Council (RDC) Resolution No. 40 series of 2004 and DILG Regional Memorandum Circular No. 2008-01 dated January 16,
2008 mandates the organization and reactivation of the Barangay Nutrition Committee;
WHEREAS, local government considers nutrition program as a priority intervention in the prevention of nutritional deficiencies and health diseases;
WHEREAS, there is a need to mobilized the private sectors / NGOs and Government Agencies to actively undertake the local food and nutrition programs;
NOW THEREFORE, I, HON. ESTELITA V. ORDINAL Punong Barangay of Brgy. Dungon B., District of Jaro, Iloilo City, by virtue of the powers vested in me by
law, do hereby order to reorganize the Barangay Nutrition Committee (BNC) and to involve all non-government organization to provide technical assistance to the
said committee:

Section 1.Composition. The BNC shall be composed as follows:

Section 2. Functions
The Barangay Nutrition Committee shall perform the following functions:
1. Formulate a Barangay Nutrition Action Program;
2. Coordinate the Nutrition activities of the barangay;
3. Organize the barangay network on nutrition program;
4. Prepare a spot map of the barangay;
5. Conduct Operation Timbang (OPT) under the supervision of the city health office;
6. Organize specific group to implement nutrition intervention and assess programs;
7. Hold regular quarterly meetings to monitor program performance,

Duties of the BNC Chairperson:


1. Presides over all meetings and deliberation of the committee;
2. Appoints/ designates a barangay action officer, zone and unit leaders;
3. Prepares quarterly reports of accomplishments;
4. Keeps records of barangay nutrition activities.

Barangay Network (Zone/Unit Leader) shall:


1. Acts as the delivery system of commodities, information materials of the program;
2. Conducts surveillance of public health problems in the community and make referrals of these problems to proper agencies if necessary.

AN ORDER CREATING THE BARANGAY PEACE AND ORDER COMMITTEE (BPOC)

WHEREAS, the constitution mandates that the government shall promote the quality of life of the people. Likewise, Section 16 of the Local Government Code of
1991 provides that LGUs shall, within their territorial jurisdictions, promote health and safety, improve public morals, maintain peace and order and preserve the
comfort and convenience of their inhabitants;

WHEREAS, in support to, DILG Memorandum Circular No. 2008-101 dated June 17, 2008 that mandates the reorganization of BPOCs for the effective delivery of
peace and order and public safety services and DILG Memorandum Circular No. 2011-24 dated February 17, 2011 that prescribes the Duties and Functions at all
levels of Peace and Order Councils including the barangays;

WHEREAS, the BPOC shall serve as the implementing arm of the City in the implementation of the Integrated Area/ Community Public Safety Plan (IA/CPSP);

NOW THEREFORE, I, HON. ESTELITA V. ORDINAL, Punong Barangay of Barangay Dungon B. Jaro, Iloilo City by the powers vested in me by law, hereby
reorganize the Barangay Peace and Order Committee, as follows:

1. Formulate the Barangay Peace and Order and Public Safety Plan which shall be incorporated in the Barangay Development Plan and recommend

3. Serve as an information gathering mechanism.
4. Monitor and check the nefarious activities of criminal elements.
5. Identify barangay constituents with strong deviant behavior for referral to appropriate authorities.
6. Maintain continuing dialogue, close coordination and rapport with the higher levels of the peace and order councils and law enforcement units.
7. Maintain continuing dialogue, close coordination and rapport with the higher POC and law enforcement units.
8. Monitor, coordinate and supervise the operation of all community based anti-crime movements within the barangay.
9. Make periodic assessment of the prevailing peace and order situation in the barangay and submit a report to include an assessment and situation report
on illegal gambling with appropriate recommendations to the higher-level POC; and
10. Perform other functions that may be assigned by higher level Peace and Order Councils.

This Executive Order shall take effect immediately.

AN ORDER CREATING THE BARANGAY GAD FOCAL POINT SYSTEM (GFPS).

WHEREAS, pursuant to the provision of Section 36 of RA 9710 or the MAGNA CARTA OF WOMEN all departments, including their attached agencies, bureaus,
state universities and colleges, government-owned and controlled corporations, local government units and other government instrumentalities are mandated to
adopt gender mainstreaming as a strategy to promote women’s human rights and eliminate gender discrimination in their systems, structures, policies, programs,
processes, and procedures.

WHEREAS, the Philippine Commission on Women, Department of the Interior and Local Government, Department of Budget and Management, and the National
Economic and Development Authority issued Joint Memorandum Circular No. 2013-01, the subject of which is, “GUIDELINES ON THE LOCALIZATION OF THE
MAGNA CARTA OF WOMEN”.

WHEREAS, UNDER 4.1. A. of JMC 2013-01 LGUs are mandated to create and/or strengthen the LGU GAD Focal Point System (GFPS) or similar GAD mechanisms
to accelerate gender mainstreaming within their localities and to adhere to the structure and composition provided for in the MCW-IRR.

NOW THEREFORE, I, HON. ESTELITA V. ORDINAL, by the powers vested in me by law as Punong Barangay Dungon B, District of Jaro, Iloilo City, do hereby

Section 2. General Functions of the GFPS

Pursuant to the MCW-IRR, the GFPS is tasked to ensure and sustain the LGU’s critical consciousness in supporting gender and development, women’s
empowerment and responding to gender issues. It shall take a lead role in direction-setting, advocacy, planning, monitoring and evaluation, and technical advisory in
mainstreaming GAD perspective in the LGU programs, programs, projects, activities and process.
Section 3. Specific Functions of the GFPS

a) Lead in mainstreaming GAD perspective in Barangay policies, plans and programs. In the process, they shall ensure the assessment of the gender-
responsiveness of systems, structures, policies, programs, processes and procedures of the LGU based on the priority needs and concerns of people in the
barangay and the formulation of recommendations including their implementation;
b) Lead in the formulation of new policies in advancing women’s empowerment and gender equality;
c) Lead in setting up appropriate systems and mechanisms to ensure the generation, processing, review and updating of sex-disaggregated data or GAD
database to serve as basis in performance-based and gender-responsive planning and budgeting;
d) Coordinate efforts of different committees in the barangay and advocate for the integration of GAD perspectives in all their systems and processes;
e) Spearhead the preparation of the annual and performance-based LGU GAD Plan and Budget (GPB) in response to the gender issues and concerns of their
locality and in the context of the LGU mandate; and consolidate the same following the form and procedures prescribed in this Joint Memorandum Circular
(JMC). The GFPS shall likewise be responsible for submitting the consolidated GPBs of the Barangay;
f) Lead in monitoring the effective implementation of the annual GPB and other GAD related policies and plans;
g) Lead the preparation of the annual Barangay GAD Accomplishment Report (GAD AR) and other GAD reports that may be required under the MCW and this
JMC;
h) Strengthen linkages with other Barangays, concerned agencies or organizations working on women’s rights and gender development to harmonize and
synchronize GAD efforts at various levels of local governance;
i) Promote and actively pursue the participation of women and gender advocates, other civil society groups and groups and private organizations in the various
stages of development planning cycle, giving attention to the marginalized sectors and
j) Ensure that all appointed and elected officials of the barangay are capacitated on GAD. Along this line, the GFPS will recommend and plan and appropriate
capacity development program on GAD for its appointed and elected officials as part of and implemented under its regular human resource development
agenda.

WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the government shall establish Councils for the Ptotection of Children”;
WHEREAS, Article 87 of Presidential Decree (PD) 603, (Children and Youth Welfare Code) states that, “every barangay council shall encourage the organization of a
Local Council for the Protection of Children (LCPC).
WHEREAS, DILG MC No. 2002-121 dated August 5, 2002 enjoins all barangays to organize/recognize their respective Barangay Councils for the Ptotection of
children (BCPCs);

B. Functions
1. Foster education of every child.
2. Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems so that they can get expert advice.
3. Adopt measure for the health of children.
4. Conduct capability building projects to increase knowledge and skills in handling children’s problem.

13. Monitor situational reports on children and prepare quarterly updates including the implementation on children’s program and make recommendations in
the Municipal CPC for consideration and nationwide application; and
14. Perform such other functions and other child related laws especially in matters of child and parent education, health, entertainment, etc.

WHEREAS, it is paramount concern of the government to maintain peace and order nationwide and to effectively curb the proliferation of dangerous drugs and other
similar substances;

WHEREAS, the Dangerous Drugs Board Regulation No. 3, Series of 2017 provides for the Strengthening of the Implementation of Barangay Drug Clearing Program;

WHEREAS, there is a need to revitalize the BDAC,BADAC Committees and Auxiliary Team on their role in drug clearing operation;

NOW, THEREFORE, I Estelita V. Ordinal Punong Barangay of Barangay Dungon B, Jaro, City of Iloilo by virtues of the power vested in me by law and pursuant to
Dangerous Drug Board Regulation No. 3, Series of 2017, do hereby revitalize the BADAC, BADAC Committees and BADAC Auxiliary Team on their role in drug

Section 2. Powers and Functions. The Barangay Anti-Drug Abuse Council (BADAC) shall have the following powers and functions:

1. Plan, strategize, implement and evaluate programs on drug abuse prevention in the barangay;
2. Organize the BADAC Auxiliary Team and orient them of their roles and functions in formulating a plan of action to address the drug problem;
3. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in the campaign against street level illegal drug trade thru seminars or
trainings;
4. Coordinate and collaborate with other institutions implementing programs and projects on drug abuse prevention at the barangay level;
5. Conduct an Information Education Campaign on illegal drug demand reduction;
6. Conduct regular and consultative meetings at least once a month and call for special meetings with organizations in the barangay, such as the Parents
Teachers Community Association (PTCA), Youth Groups, Boy and Girl Scouts, religious organizations, senior citizens, home owner associations,
neighborhood associations, puroks and Tricycle Operators and Drivers Association (TODA) and other organizations existing in the community to get their
commitment to assist in curbing the drug menace in the community whenever necessary;
7. Strengthen the family in the barangay by promoting family affairs and conduct value formation on parental care and guidance in coordination with other
people’s organization and concerned agencies;
8. Determine and maintain a record of the names and other personal information of actual residents of the barangay, likewise, gather and update all drug
related incidents and ts effect on the peace and order situation in the barangay including listings of suspected drug user and pushers;
9. Identify drug affected house clusters, work places, streets, puroks and sitios where there are violations of RA 9165 and immediately report the same to
PNP or PDEA;
10. Conduct and inventory of drug personalities who were identified to be involved in illegal drug activities and identify who were brought to both Facility and
Community Based Rehabilitation Center;
11. Refer suspected drugs users to the CADAC and other institutions for corresponding counseling or rehabilitation Center;
12. Refer drug users and dependents who voluntarily surrender to appropriate officer pursuant to DDB Board Regulation No. 4 Series of 2016;
13. Conduct periodic monitoring of those undertaking Community Based Drug Treatment and Rehabilitation through the conduct of random drug testing to
patients who exhibit indication of using dangerous drugs;
14. Empower the community in reporting drug related cases through an AWARD/commendation system;
15. Extend assistance to law enforcement agencies during the conduct of anti-drug operations. The BADAC Chairman or any elected official present during
the anti-drug operation should sign the inventory of seized drugs and paraphernalia as witness;
16. Create a favorable policy environment by enacting local ordinances and other legislative measures;
17. Set quarterly targets to reduce the level of drug affection and ultimately achieved drug-cleared status and maintain the status of drug-cleared and
unaffected barangay through the ADAC Plan of Action;
18. Submit a monthly report to the CADAC copy furnished DILG City Field Office;
19. Monitor disposition and progress of drug-related cases filed;
20. Ensure the safety of the community and extend such other necessary assistance to the operating units during the conduct of anti-drug operations; and
21. Perform other related function.

Section 3. Committee on Operations. There is hereby created a Committee on Operations of the BADAC composed of the following:

Section 4. Duties and Responsibilities. The Committee on Operations shall have the following duties and responsibilities:

jurisdiction to be submitted to the City Anti-Drug Abuse Council copy furnished the PNP-Anti-Illegal Drugs Special Operations Task Force
(AIDSOTF);and

 Establish rehabilitation/referral desks and process applications for rehabilitation of drug dependents.

Section 6. Duties and Responsibilities. The BAT shall have the following duties and responsibilities;

1. Identify and report to BADAC, drug dependent cases and/or suspected pushers/illegal drug laboratories in his/her area.
2. Assist in the conduct of information campaign against illegal drugs and its negative consequences.
3. Help facilitate in the preparation and distribution materials in collaboration with the school. Neighborhood association, etc.
4. Initiate the conduct of neighborhood activities to prevent drug addiction in his area of operation especially among children and youth.

The members of the BAT shall be part of the Committee on Operations as stipulated in Section 3.
The BADAC Auxiliary Team may elect their team coordinators, assistant coordinators and other officers to make the team more functional and effective. The Punong
Barangay shall report their expanded BADAC or Auxiliary Team and individual members to CADAC copy furnished DILG City Field Office.

Section 5. Committee on Advocacy. There is hereby created the Committee on Advocacy of the BADAC composed of the following:

Section 6. Duties and Responsibilities of the Committee on Advocacy. The following shall be duties and responsibilities of the Committee on Advocacy:

1. Coordinate and collaborate with other institutions in the barangay, if any, (i.e. Barangay Intelligence Network [BIN], “The Eye in the Barangay”, Barangay
Peacekeeping Action Team [B pat]) in implementing programs and projects on anti-illegal drug abuse;
2. Conduct consultative meetings with organizations in the barangay, such as the Parents Teachers Community Association (PTCA), Youth Groups, Boy and
Girl Scouts, religious organizations, senior citizens, homeowner associations, neighborhood associations existing in the community to get their
commitment to assist in curbing the drug menace in the community;
3. Strengthen the family by promoting values, parental care and guidelines, that will prevent children from attempting to and/or use of prohibited drugs;
4. Strengthen the linkages of the Barangay Officials with the community, higher LGUs, local police and PDEA on anti-illegal drug campaign: Conduct
necessary seminars for the community on the dangers of illegal drugs in coordination with the PNP;
5. Empower the community in reporting drug-related cases through an award/commendation system; and
6. Identify and implement sustainable livelihood projects as a reintegration program to former drug pushers and drug addicts.

TEAM (MMT)

WHEREAS, Republic Act 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002”, protects the state and its individuals from the possible harm
brought by the abuse of illegal drug substance;

WHEREAS, DILG Memorandum Circular (MC) No. 2015-63, entitled “REHABILITATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND
THEIR ROLE IN DRUG CLEARING OPERATIONS” which reinforces the mandate of the barangays “adopt measures towards the prevention and eradication of drug
abuse, etc.’;

WHEREAS, Article II, Section 23, 1987 Philippine Constitution, states that “The state shall encourage nongovernmental, community-based, or sectoral organizations
that promote the welfare of the nation;

WHEREAS, Section 3 (1) of the Local Government Code of 1991 states that “The participation of the private sector in local governance, particularly in the delivery of
basic services, shall be encouraged to ensure the viability of local autonomy as an alternative strategy for sustainable development” and section 53 states that “Local
government units may enter into joint ventures and such other cooperative arrangements with people’s and non-government organizations to engage in the delivery
of certain basic services, capacity building’;

WHEREAS, DILG Secretary Ismael D. Sueno issued MC NO. 2016-116, entitled “IMPLEMENTATION OF MASA MASID (Mamamayang Ayaw Sa Anomalya,
Mamamayang Ayaw Sa Illigal na Droga) PROGRAM”;

NOW, THEREFORE, I ESTELITA V. ORDINAL Punong Barangay of barangay Dungon B, City of Iloilo by virtue of the power vested in me by law and pursuant to
MC No. 2016-116, do hereby organize the Barangay MASA MASID Team (MMT).

I. Purpose

MC. No. 2015-63 is issued to heighten community involvement by mobilizing the support of local stakeholders. Volunteers, civic organizations, faith-based
organizations and the private sectors in the fight against illegal drugs and criminality. Specifically, it aims to:

1. Intensify the advocacy and educaton campaigns in the community level;


2. Mobilize the community on gathering information by installing a reporting mechanism on illegal drug activities in the locality;
3. Mobilize support and encouarage sharing of available local resources to hasten the implementation of community-based rehabilitation program; and
4. Create an enabling environment to encourage collaboration among the community partners to effectively implement the Community-Based Rehabilitation
Program.

II. Composition and Responsibilities of MASA MASID Team (MMT)

A. Composition

 Members of UBAS Barangay Action Teams (BATs) who are representative of the following organizations:
1. Faith-Based Organizations;
2. Civil-Societay Organizations (CSOs);
3. Non-Government Organizations (NGOs);
4. People’s Organization (Pos); and

 Organize forums, seminars and related activities on prevention and demand reduction;
 Secure the support of local media such as radio, print, and on the use social media;
 Coordinate and partner with the schools for possible partnership on information drive against illegal drugs;
 Forge partnerships with local organizations whose primary mission is to fight illegal drug and illegal drug activities; and
 Encourage the support of interfaith leaders to incorporate anti-illegal drug advocacy in their services.

2. On Information Gathering and Reporting


 Encouarage the support of the community on gathering and reporting information on any incident related to illegal drug activities; and
 Institute reporting mechanism in consultation with the local PNP and church faith-based organizations.

3. On Community-Based Rehabilitation
 Monitor the progress of the Recovering Drug Dependents (RDDs);
 Work with the network of local volunteers on the implementation of interventions for community-based rehabilitation programs; and
 Assist in the reintergration of the recovering drug dependents.

III. Effectively

This Order shall take effect immediately upon approval.

AN EXECUTING ORDER ESTABLISHING THE REHABILITATION REFERRALDESK, AND DESIGNATING THE DUTY OFFICERS AND CLUSTER LEADERS IN
THE BARANGAY

WHEREAS, Section (3) (A) od DDB Regulation No. 4, Series of 2016 mandates that each LGU should provide the names and offices of Duty Officers which shall be
forwarded to the DDB and DILG for record purposes;

WHEREAS, Section 6 (A) (3) OF DDB Regulation No. 3 s 2017 provides for the organization of house cluster with designated cluster leader in each barangay who
will directly report to the BADAC Chairman all essentials facts of any illegal drug activities within his/her cluster, such as names, of pushers, users, marijuana
cultivation activities, clandestine laboratory operations and other drug related data;

WHEREAS, Section 6 (A) (7) of DDB Regulation No. 03 Series 2017 provides for the establishment of a Rehabilitation Referral Desk in every barangay to endorse
drug dependents to the duty authorized representatives of DDB pursuant to Article VIII of RA 9155 and pertinent issuance of the Board;

WHEREAS, DILG MC No. 2017-151 dated November 10, 2017 issued to mother compliance of barangays with the abovementmentioned DDB Regulation and to
ensure the Establishment of Rehabilitation Referral Desk, Designation of Duty Officer/s, Organization of House Clusters, and Designation of Cluster Leaders.

NOW, THEREFORE, I ESTELITA V. ORDINAL Punong Barangay of Barangay Dungon B, Jaro, City of Iloilo by virtue of the power vested in me by law and pursuant

Duties and Function


Designated Barangay Duty Officer (DO)
a. Man the Rehabilitation Referral Desk;
b. Conduct an interview to solicit personal information from the surrenderer (Annex “B” of DILG MC No. 2017-151);
c. Immediately inform the Punong Barangay in case the surrenderer is included in the target List, Wanted List and Watch List Personalities of law
enforcement agencies, such as but not limited to PDEA, PNP, and NBI, or has any other pending criminal case;
d. Refer or endorse drug dependents to the City Anti-Drug Abuse Council (CADAC) for screening using the alcohol, smoking and substance involvement
screening of surrenderer;
e. Monitor progress of surrenderers; and
f. Perform other duties and functions as may be deemed necessary.

Designated Cluster Leader


a. Attend BADAC meetings, upon instruction of the Punong Barangay.
b. Maintain or prepare list of individuals or residents in every household within the assigned cluster.
c. Immediately inform or report to the Punong Barangay/BADAC Chairman of any incident or event that transpired within the cluster inoling illegal drugs
personalities and/or activities; and
d. Perform other functions as may be assigned by the BADAC Chairman.
