Safety Guidelines for Summer

25.04.2019

During summers, please Ensure:

General:
1. Clear and bold display of contact number of fire station at different locations.
2. Ensure proper segregation of scrap.
3. Housekeeping and regular cleaning of cable trays specially in boiler and CHP area.
4. Removal of dry vegetation / leaves from sites on regular basis.
5. Wide communication of summer related information like Heat stroke, Sun burn etc. and their
prevention through pep talks.
6. At erection sites, in peak summers, the temperature of structure itself is high and it is difficult
to hold staircase railings or structure itself. For this ensure proper hand gloves are provided
to the workers working on structure.
7. To keep TG hall temperature under control, ensure all TG hall exhaust fans and air-cooling
units are in service.
8. Awareness of Disaster Management Plan (especially to the control room executives) to
handle any unforeseen emergency.

Firefighting System:

9. Scheduled Fire mock drills with CISF or with agencies (in case CISF is yet to take over at
C&E sites).
10. Adequate water pressure at highest and farthest points for Hydrant and Sprinkler systems.
11. Ensure installation of permanent firefighting system as per plan in all critical areas.
12. Ensure availability of Fire Booster Pump for hydrant water availability beyond 55 meters in
boiler.
13. Ensure hydrant hoses are available at head, tail and at pent house of conveyors.
14. Healthiness of diesel fire hydrant pumps, fire tenders through scheduled trials.
15. Availability of portable fire extinguishers as per deployment plan.
16. All approaches are clear for movement of fire tender and fire fighters.
17. Availability of water in storage tanks.

Oil Leakages/Spillages

18. Check and attend Oil leakages from transformers and arrest them.
19. Ensure HP / LP bypass area, TG seal oil DPR (Differential Pressure Regulator) area, MOT
area and governing oil area is free from oil leakages / spillages.
20. Ensure that Fuel oil pump house and boiler are free from FO leakages.

Availability of facilities:
21. To take ample amount of fluids.
22. Availability of potable water at all locations including Transfer points in CHP.
23. Persons working outside the plant viz Ash dyke, ash pipelines etc. must go to site with
adequate drinking water arrangements.
24. Proper rest rooms with basic facilities for contract labours.
25. Availability of Desert coolers and drinking water coolers at required locations.

26. ELCBs are installed in ALL water coolers and desert coolers.
27. Adequate ventilation and air circulation is to be maintained.

Thermography

28. Thermography of Switchyard, Terminal boxes of critical transformers, Motors and cable
joints and address the problem if any.
29. Thermography of critical JBs , cable joints, Transformer TBs etc.
30. Compaction and Thermography of coal piles.

Coal Dust

31. Special emphasis on maintenance to avoid spillage of coal and that on Housekeeping to
avoid accumulation of coal dust which is potential fire hazard.
32. Ensure that civil and mechanical structures are free from coal dust.
33. Ensure cable galleries are free from coal dust.
34. Ensure availability of Dust suppression and Dust Extraction system to avoid fire hazard due
to coal dust accumulation at different places.
35. To avoid fire hazards, ensure that Boiler is free from coal leakages. Accumulated coal dust
(if any) is cleared on continuous basis.
35.For pithead stations, it is to be ensured that loading of smothering coal is avoided. If loaded,
then fire is to be extinguished there only.
36. Special care is to be taken for underground conveyors especially in late evening and in
night shift.
37. Ensure all dozers, pay loader and other mobile equipments are provided with 5-litre CO2
extinguisher.
38. Dozer operators are to be provided with a bottle of potable water.
39. Ensure MGR track inspection with respect to distortion / cracks to avoid any major accident.
40. At unloading area specially manual and wagon tippler area, proper dust suppression /
sprinkling arrangements are to be done on the movement path of dumpers , poclain etc.

PTW

41. Hot work PTW is to be taken if Gas Cutting and Welding is involved in the job.
42. To reduce fire hazard, ensure that equipment trial is taken after PTW is returned (specially
hot work PTW)
