A. Introduction.
1. The Jatilihur Irrigation System. The Jatiluhur Irrigation System is the largest system in
Indonesia covering some 224,000 ha of mainly double cropped rice irrigation. Its continued
productivity in this respect is of national importance. It extends from Jakarta in the West to
Indramayu Regency in the East producing much of the rice consumed as the staple crop in Java.
2. The supply of the Jatiluhur irrigation area is regulated by the Juanda Multipurpose
Reservoir. Water is increased in the Citarum River where it is captured at Curug diversion weir
into the West Tarum Canal (WTC – 52,628 ha) and East Tarum Canal (ETC – 90,230 ha). Part
of the flow is passing Curug to be captured at Walahar Weir for the North Tarum Canal (NTC –
85,945 ha).

3. The East Tarum Canal. The East Tarum Canal starts from the right bank of the Citarum River
at Curug Weir as shown in below Photo and extends east along the highest part of the alluvial plain
for 68 km until it reaches the Cipunegara River. The Bugis canal, with a length of 5 km, is an extension
of the East Tarum canal and it runs further east for 14 km under the name of the Kandanghaur
Secondary Canal and crosses the Cilalanang River. The electric pumping station lifts water from
the Citarum River for about 4 meters and discharges into the canal at Curug Weir. The canal
crosses the district borders of Purwakarta, Karawang, Subang and Indramayu. It passes through
rather urbanized areas of Cikampek, Sukamandi, Pamanukan, Pagaden and Kandanghaur. The
total numbers of beneficiaries is more than one million. Agriculture is the main livelihood of the
beneficiaries represented by 90,000 ha of irrigation areas.
5. The electric pumping station lifts water from the Citarum River for about 4 meters and
discharges into the canal at Curug Weir. The canal crosses the district borders of Puruwakarta,
Karawang, Subang and Indramayu. It passes through rather urbanized areas of Cikampek,
Sukamandi, Pamanukan, Pegaden and Kandanghaur. The total numbers of beneficiaries is more
than one million. Agriculture is the main livelihood of the beneficiaries represented by 90,000 ha
of irrigation areas. The Canal’s general features are shown in below Table 2.
6. The East Tarum irrigation area. The East Tarum padi field area of 90,230 Ha was served
by East Tarum primary canal, secondary canals and offtakes, and a number of tertiary canals.

7. Inventory of tertiary blocks. Tertiary blocks which directly serve from East Tarum primary
canal are 6,523 Ha, consists of 87 tertiary blocks. Among tertiary blocks, some of them for 28
blocks have command area more than 100 Ha which need to be adjusted.
