BARANGAY MAINGARAN

Historical Background

The barangay’s well known history as the


place of Don Pio V. Corpuz is famous among
Masbatenos. The barangay is said to be a rich
and affluent place during the time of Don Pio and
it is considered to be the kabisera of the town.
The barangay is considered to be a place of
Barangay Maingaran Landmark
tranquility and quietness, where people lived a
very simple yet abundant life because of many different sources of livelihood.
The head of the family are usually fishermen and farmers while their wives are
engaged in cooking native delicacies, making native mats and many other things
that can be a source of income for the family. The barangay got its name as
Barangay Maingaran when a group of Spaniards arrived at the place. They were
asked by the residents where they will go and they say that they would want to
got the big house with a huge name of the owner hanging in its corridor. The
visitors usually ask for its direction and the residents would just simply say, “kitaa
nyo lang an balay na may ngaran”. So, as the years passed, the place was called
Mayngaran.

GEOGRAPHICAL PROFILE

Geographical Location

Barangay Maingaran is bounded by Barangay Batuhan in the North,


Barangay Usab in the South, Pawa in the West and Tugbo in East.

Land Area

Barangay Maingaran is a coastal


barangay with a total land area of 603.61
hectares representing 3.21% of the total land
area of the City which is 18,789.23. Of the
total land area, % is devoted to agriculture
and % comprises government use.

Political Subdivision

The barangay is divided into 4


puroks with 12 sitios. Purok 1 has two
sitios Bagalihog and Makabun-e. In Purok
2, there are 3 sitios namely Sitio Curahao,
Centro and Calpi. The barangay site and
Sitio Pandan is located in Purok 3. Purok
4 includes Sitio Mabunga, Daan Lungsod,
Villa Lucia and Tabunan.

Natural Characteristics: (Physiography and Slope)

The barangays land facets is characterized by 0-3% level to nearly level,


30-50% steep, 8-18% undulating to rolling. It presents a general terrain of a
surface configuration of undulating to gently rolling slopes and from hilly to
mountainous. The type of climate which covers Masbate Island including Brgy.
Maingaran is of third type which is characterized by one having no pronounced
maximum rain period with short dry season lasting from one to three months.

Soil

Soil type of the barangay is mostly


of Bolinao clay (153) typically embraces
the coastal areas. It has strongly sloping
to rolling and hilly topography with good
surface drainage and fair internal
drainage. A small part of the area is also
covered by Hydrosol (1).

Hydrogeology

Maingaran has a river running


along Purok 2 and 4. The source of water
came from spring development which is
located in Purok 2. There are shallow well
spread out in different puroks. This source
is considered to be unsafe for drinking
purposes because it is prone to
contamination from animal and human
activities. Community-water system shared

Natural Resources (Forest )

The barangay has no forest area,


although there is still some part which is
covered by different tree species such
as gemelina, narra, akasya and
mahogany. There are still areas
considered as woods (kadlagan) where
some wild animals can still be found.

Land Use

Agricultural area plays the dominant use of their land utilizing 591.21
hectares or 98% of their land area. Fishpond use followed with 7.5 hectares
residential use followed with 3.6 hectares.

Land Use Potentials

A large portion of land is suitable for


agricultural use and will continue to increase
because some farmers are now encouraged
increasing their coverage in farm lot for
planting vegetables and fruits because of
new farm technologies being introduced. It is
being utilized for planting vegetable crops like
eggplant, beans, squash, okra and also root
crops.There are also areas where fruit
bearing trees are planted. This provides
source of livelihood for most of the families.
Gawad Kalinga Site
Residential use is also seen to increase in the future because of
congestion and high price of land in urban areas.

The city’s housing project and Materials Recovery Facility is located in this
barangay.

INFRASTRUCTURE AND UTILITIES

Roads

Road is critical to development


since it facilitates the mobility of products
and people in the area and promotes
economic activity.

Barangay Maingaran is connected


through the asphalted national road
linking all the municipalities in the
northern part of the province. The National Road passing through the barangay
barangay can be reached via land by
passing through Barangay Kinamaligan.

Drainage and Sewerage

Drainage and sewerage are


practically non-existent. All natural drains
go directly to the sea. The potential for
contamination of marine resources is so
great that the barangay needs to be
addressed in their development agenda.

Slaughterhouse

This is a class “AA” slaughterhouse


facility. It is a one-storey building, completed
and started its operations on July 15, 2001. It
is also equipped with the most advanced
facilities and equipment like electric hoist,
scalding vat, pressure pump with pressure
tank, refrigerated van, electric hog skinner,

Other Infrastructures

Other infrastructures present are


Barangay Hall, Plaza, Elementary School,
Health Center and Day Care Center.
These are all concentrated at Purok
Centro of the barangay.

The barangay hall serves as the


seat of government in barangay level.
Barangay council sessions and meetings
are conducted here. There are two plaza
in the barangay located at Purok 3 and 4 .
Fiesta celebration, sports competition and Barangay market
dance ball are usually celebrated here. It
also serves as recreational area for the children and basketball court for the
youth.

Water

Water source of the barangay


came from deep well, accessed by Puroks
1 to 4. There is also a community water
system shared by 156 households. Other
water supply are sourced out from
artesian well owned and shared, dug and
shallow well and also rivers and streams.

In order to promote the general


well-being of the people, Level II or the
community water system-shared is being developed with spring (bukal) as its
main source. This will ensure that the populace will have a source of drinking
water that is accessible and potable. With this, the occurrence of water borne-
diseases is expected to decrease particularly among children who are vulnerable
to these kinds of diseases.

Electricity

Electricity from the barangay is served by MASELCO (Masbate Electric


Cooperative). Of 548 households, 32% or 176 have access to electricity. These
households are mainly located at Purok 3 and 4.The barangay has a total of 3
generator sets owned by private individuals.

Transportation

The barangay can be reached trough any mode of land transportation. For
the commuters, multicabs and tricycles are commonly used by the residents for
fast and easy travel. Others have their own motorcycles. Fare ranges from P 15
to P 20 pesos.

Communications

The barangays’ telecommunication is served by Globe and Smart. The


residents will have to go the urban barangays of the city in order to avail postal
and other freight services and also Internet and landline communication facilities.

Cemetery/Burial Grounds

Barangay Maingaran has no burial


grounds. Some residents prefer to bury their
dead on their vacant lots while others bury their
dead in the old or new cemetery of Masbate City,
or Barangay Malinta. The city cemetery which
will be established in Sitio Mabunga (Purok 4) of
barangay Maingaran is still being developed.

ENVIRONMENTAL PROFILE

The wastes of the barangay are primarily composed of biodegradable, non


biodegradable and agricultural wastes.
There are no establishments such as
factories that could produce hazardous
wastes. Biodegradable wastes mainly
came from domestic garbage such as
food wastes and papers. This is dumped
through burning in their backyard pits and
composting. Dumping of garbage to the
sea is very rampant especially from
households situated near the sea.

Non biodegradable wastes such as plastics, cans and bottles also came
from household consumption. The residents usually reuse the plastics from
mineral water and bottles. These are being used as water containers or other
useful materials. Cans are used as flower pots or other decorative and functional
materials.

Agricultural wastes comprises only of dried leaves, coconut and corn


husks and palay grains. Fertilizer wastes are considered very minimal.

Storage and Collection

The garbage from the barangay is being collected by the garbage collector
from the City Environment Office three times a week. Composting and recycling
is commonly practiced by the residents. Initiatives are being taken by the people
on how to manage their garbage
especially from the households near the
sea.

Rivers

Streams and creeks are also


present in the barangay.

DEMOGRAPHY

As of 2005, the total population of Barangay Maingaran stands at 2,759


with 548 total number of households. The number of household per purok is
enumerated in Table 2. Average annual population growth rate is 5.075% in
1995-2000 (CDS, 2002) and projected to decrease to 1.908% in 2010. Annual
growth rate mirrors a decreasing trend because of out-migration.

Based on the table above, age profile of the barangay shows that it has a
young population with 1894 members of the total households who are 10 years
old above with 1488 members aging 15 years old above showing an active
population.

Population Density

Population density is 457.07


persons per square kilometer in 2005. It is
expected to increase per square kilometer
in the coming years due to factors such as
urban populace shifting to rural areas due
to land constraints and high land prices,
the presence of coastal road to and from
the city that may attract small scale
businesses that may result to in-migration
and may deter the local residents to migrate to neighboring areas for greener
future.

Fertility: Child-Woman Ratio

Fertility rate refers to the number of


children that the average woman will have in
her lifetime. The fertility rate of women of
reproductive age (15-49 years old) in this
barangay is 0.89%. This data indicate that it
has a relatively higher fertility rate as
compared to other rural and even urban
barangays.

The result of CBMS showed the top five area of concern for the Minimum
Basic Needs of Barangay Maingaran comprising of: 1) 374 or 68% of the
households have income below poverty threshold level 2) 347 or 63% of the
households have no sanitary toilet facilities 3.) 154 or 58% of the children aged
13-16 years old are not in high school. 4.) 250 or 48% of the households have
income below food threshold level 5) 132 or 24% of the households have no
access to safe water.

Summary of Issues/Concerns and Challenges

1. On proportion of households with income below poverty threshold

Out of 548
households in Barangay
Pawa, 374 or 68% have
income below poverty
threshold level. Most of
them can be found in Puroks
1 and 4. Insufficient
livelihood opportunities and
attitude problem limits the
residents in improving the
quality of their liv es. Thus,
better economic alternatives are being introduced through the program of
cooperative development, livelihood assistance, pre and post harvest
facilities distribution and skills training development.

 Encourage potential product development which is abundant


in the barangay such as coconut and bamboo.
 Skills training on automotive, welding, electronics and driving
 Sessions on character development
 Promote and encourage small scale business or enterprise
 Provision of livelihood /capital assistance
 As an agricultural community, provision of pre and post
harvest facilities will of great help to the farmers.
 Introduce new farm technologies
 Encourage backyard raising of farm animals

2. On proportion of households without sanitary toilet

347 or 63% out of 362 households have no sanitary toilet. All


households in Purok 1 and 2 have no access this facility. This posts a

critical concern in the barangay as this may pose health and environment
hazard to the community because improper waste disposal will bring
several diseases to the populace. Every year the city government
distributes steel bars, cement and toilet bowls for the construction of
sanitary toilet. However, some are indifferent towards the program.

 The Barangay council together with the midwife and health


workers must intensify the monitoring of the construction of
sanitary toilet to the recipients of the materials from the city
government.
 Conduct IEC on the importance of sanitary toilet
 The barangay can also allocate funds for the construction of
common septic tanks.

3. On proportion of households
with member 13-16 years old
not in high school.

Of 264 population of
children aged 13-16 years old, 154
or 58% are not attending high
school. This is composed of 96
male and 58 female. Poverty and
accessibility are the main reasons why they are not in high school. That’s
why, the City Government has intensified its campaign on Literacy
Program under the Alternative Learning System of the City Dep Ed. The
city government provides the needs of the literacy class in all the
barangays. This includes the boo ks, pencils, papers and notebooks of the
participating class while the city Dep Ed provides the manpower and
technical assistance from teachers to conduct literacy class.

 Provide livelihood programs so that parents can afford to send their


children to school.
 Improve the accessibility to the secondary school.
 Encourage out of school youths to participate in the ALS.

4. On proportion of households who have income below food threshold


level

There are 250 or 45.6% households in the barangay who have


income below food threshold level. This may account to the number one
problem of the barangay which is poverty.

 Encourage backyard gardening for vegetables
 Provide livelihood or capital assistance to the identified
households

5. On proportion of households with no access to safe water.

Out of 548 households, 132 or 24% have no access to safe water.


Households with no access are located in Purok 2 and Purok 4 which
have a water source from dugwell and shallow well which is unsafe for
drinking purposes. Only Purok 3 has better access from communal
water system shared by 79 households and deep well by 44
households..

 Construction of Level II water project (communal faucet) that


will cover all the puroks.
 Regular chlorination of open dug wells as well as deep and
shallow wells.
 Regular monitoring of water sources

Other social concern that should be given priority:

 The health center should be equipped with health facilities and records of
the midwives must be updated to provide better health services
 Employment
 Supplemental feeding must be given to households with malnourished
member.

SOCIAL PROFILE

The programs of the city government are geared towards poverty


reduction. Developmental social programs and projects are being conceived to
provide quality education, better health care, security, and empowering all
sectors of the society.

Education

The greatest challenge of the


Department of Education with the LGU is
to provide quality education among
children in elementary and secondary
levels. It may seem elusive but it can be
achieved through provision of programs
and projects anchored on academic
excellence and education for all.

There are two elementary schools present in barangay Maingaran located


in Purok 2 and 4. It caters to children 6-12 years old. However, there are children
above 12 years old who still avail elementary education. Maingaran Elementary
School and N. Delos Reyes are both complete elementary school. Performance
indicators of the elementary schools are found on table 14.

The facilities of the school in terms of its classrooms are basically good
with some buildings that needs repair. Laboratory and school clinic which are
deemed necessary for the total educational development are lacking. Absence of
these facilities is setbacks in the educational system of the school. Thus, there is
a need to install/construct such facilities in order to provide better learning and
hands-on experience of the lessons being taught to the school children.

Out of 613 number of children ages 6-12 years old , 107 or 17% are not in
elementary. This is composed of 64 male and 43 female. Financial constraint IS
the main reason why these children are not attending school.

There is no secondary school in barangay Maingaran, students attend to


the nearest barangay like Malinta where Capitolina Legaspi High School is
located. Others are enrolled in Masbate National Comprehensive High School.
However, out of 264 population of children aged 13-16 years old, 154 or 58% are
not attending high school. This is composed of 96 male and 58 female. Poverty
and accessibility are the main reasons why they are not in high school. That’s

teachers and two Local School Board in
Maingaran elementary School. Teacher –
Pupil Ratio is 1:30 and Pupil-Textbook
Ratio is 5:1.

In N. Delos Santos Elementary


School, there are 8 teachers with Local
School Board to augment the teaching force in the school. Teacher – Pupil Ratio
is 1:1.

Literacy

Literacy Program is spearheaded by the City Government in partnership


with the City Dep Ed. The city government provides the needs of the literacy
class in all the barangays. This includes the books, pencils, papers and
notebooks of the participating class while the city Dep Ed provides the manpower
and technical assistance from teachers to conduct literacy class.

The barangay have a high literacy rate of 90.1%. This implies that most
constituents have the ability to read and write. Of the 1894 population of 10 years
old above, 173 were identified as not literate composed of 105 male and 68
female. Literacy Program is spearheaded by the City Government in partnership

Health

Barangay Maingaran has one (1)


Barangay Health Station (BHS) with one (1)
midwife and five (5) barangay health
workers assigned to monitor and conduct
health services. Barangay health personnel
are assisted by doctors, nurses and dentist
from the city once a month to carry-out
medical services and implement health
programs and projects. The health Barangay Health Center
station/center is equipped with medicines,
table and weighing scale.

With the existing facilities, some patients of the barangay with minor
medical and dental needs sought care at BHS while major cases are being
brought to any government or private hospitals at Masbate poblacion where there
are adequate facilities and equipment. One of the problems encountered by the
barangay is the insufficiency of medical supplies and other basic health
equipment and facilities such as examination table, sphygmanometer, etc.

Malnutrition rate in Barangay Maingaran is 9%. Of 510 population of 0-5


years old, 46 are considered malnourished mostly male. Though the barangay is
not in top 3 malnutrition incidence in the city, feeding program is conducted
promoting health and nutrition of the children. It is usually conducted through
mothers class and feeding spearheaded by the midwife and barangay council.

Health is likewise concerned with the use of contraceptive among couples


The barangay has approximately 473 couples. Of the said number only 78
couples are practicing family planning methods. Among the enumerated methods
below, majority or 88% the couples uses pills.

The need of advocacy for responsible parenthood, proper care for
children, etc are necessary to help parents realize their important roles to their

Sanitary Toilet Facilities

Out of 548 households 347 or 63% have no sanitary toilet. Most of the
households in Purok 1 and 2 have no access this facility. This posts a critical
concern in the barangay as this may pose health and environment hazard to the
community because improper waste disposal will bring several diseases to the
populace. Every year the city government distributes steel bars, cement and
toilet bowls for the construction of sanitary toilet. However, some are indifferent
towards the program.

Social Welfare

Improved quality of social services


is one of the major concerns of the city. It
aims to provide all the essential needs of
the people particularly to those who are
underprivileged. Social services are
geared to reach even the remotest
barangay of the city. Services such as
family counseling, gender and
development, pre marriage counseling,
day care services, senior citizens, and self
employment assistance and emergency
assistance are provided. DayCare Center

On one hand, for the children’s welfare, three (3) day care centers are
present in the barangay with three (3) day care workers. For adults, there are
three community organizations present in the barangay. These are Women’s
Organization, Senior Citizen and Youth Organization (MCYC). These
organizations remained strong and continue to help in empowering women and
youth alike and support to elders.

There are 40 identified handicapped persons in Barangay Maingaran and


most of them are located at Purok 1. There are 15 identified types of disabilities
present in the barangay and majority of the disability are Cleff Palate and
blindness. Purok 3 has the highest number of household with members having
disability.

Housing

Based on Community Based


Monitoring System, the actual count of
household that belongs to squatter areas
for this barangay is only 1% or only six (6)
of the total 548 households. It shows that
most of the residents are tenants or to
some big farms owned by prominent
families and have permission to construct Gawad Kalinga
houses from the land owner.
On the other hand, only 4 or 0.7% is the proportion of households who are
living in blighted areas or houses made from makeshift materials. It only signifies
that most houses in the barangay are durable within the next five years on any
calamity and other related causes.

The Gawad Kalinga, a community where houses are constructed for the
underprivileged people is located in this barangay. This is a housing project of a
private entity in partnership with the local government unit.

Protective Services

A Barangay Police Outpost is


located within the center of the barangay.
There are 6 barangay police personnel
(tanods) who are assigned to maintain the
peace and order situation in the area. Five
(5) Barangay Unified Force (BUF) are also
deployed for additional security against
petty crimes especially at night. These
police personnel are equipped with
paraphernalia like nightstick and flashlights
to effectively implement the peace and
Barangay Police Personnel order within the barangay.

Barangay Maingaran has an organized barangay justice system


represented by their corresponding Lupon. The table below also showed that
most victims of the crime are male and located in Purok 4. Petty crimes such as
physical injury are the usual crimes committed in the area. The presence of
barangay justice system shows that crimes committed by certain individuals in
Barangay Maingaran can be easily settled within their barangay. This is mirrored
in 1.01% crime rate of the barangay which can be considered to be low.

One of the programs of the city
government is to provide recreational
facilities in every barangay for the
development of the youth. It is also a
mechanism that will veer them away from
vices.

The most common form of sports


and recreation is basketball. Thus, there
are two basketball courts in the barangay,
one in Purok 3 where the barangay site and Sitio Pandan is located. Plaza and
basketball court is also present in Purok 4 where 4 sitios are located. It is not
only used by teenagers but also other ages that are inclined to this sports.
Barangay Plaza is also being used for
significant events of the barangay like
fiesta activities and sportsfest.

The people of barangay Maingaran is predominantly catholic. Each purok
in the barangay celebrates its own fiesta. However, the most celebrated fiesta
and considered to be the official barangay fiesta is observed every 28th and 29th
day of May in honor of Sto. Nino de Praga. It is celebrated with a festivity that
includes a week long celebration through different activities such as sports
competition, coronation nights for beauty queen and barayle or dance ball which
is popular among the residents as well as the nearby barangays. A cockfight is
commonly practiced and being joined by other barangays which makes the fiesta
more enjoyable. Purok 1 celebrates its fiesta every 4th and 5th of May in honor of
San Vicente Ferrer and Purok 4 every 10th and 11th in honor of Virgen de
Lourdes. Same festivity is observed in these puroks as the main fiesta.

ECONOMIC PROFILE

Agriculture

Barangay Maingaran is both an


agricultural and coastal community. The
barangay utilizes 591 hectares for
agricultural purposes alone comprising
98% of its total land area. The major
crops produced are rootcrops rice,
coconut. Chico, mango, banana, papaya,
star apple and guava are the fruits
harvested in the barangay. Vegetables
like eggplant, squash and okra are also Ricefield
produced in the barangay. Some of
residents are engaged in livestock and poultry production. The livestock (swine
and carabao) and poultry are provided by the city government at the start of their
raising. At present there are 72 households who are engaged in livestock and
poultry production and 135 who are engaged in farming and gardening.

Despite the industrious effort


of all farmers, many concerns and
problems still pose as their
hindrance in sustaining their
livelihood and reaping more
harvest. The problems that
emerged are 1) irrigation; 2) lack of
machineries or farm facilities to
have a better harvest; 3) far
distance of the place where they Carabao Dispersal
trade their products and related
concerns. In 2006, the City agriculture Office distributed a total of 3
knapsack sprayers, and 1 plow in selected farmers in the barangay.

Fishery

Another major livelihood of the residents is fishing. At present there are 62


households who have members engaged in fishing. The fishing ground of the
barangay covers Masbate City Bay.

The main problem of the fishermen is lack of materials and equipment


such as fishing net, banca or motorboat for fishing as well as capital. Some
residents are also engaged in fishpond as laborers. They tend the fishpond
owned by some private individuals.

Trade and Commerce

Tradable products of this barangay are copra, vegetables and root crops.
For its marine resources, the barangay has rich supply of different marine
products such as krills (local term: alamang) shrimps, crabs, fingerlings, talaba,
bakalan and other exotic sea shells and marine resources.

These products are traded to the poblacion during “saud”. Sari-sari stores
also abound within the barangay.

There are small business establishments within the barangay usually


small variety stores mostly located at Purok 2 and purok 3 and there are 101
households who have members engaged in wholesale and retail. There are also
11 households who are engaged in manufacturing.

Tourism

The barangay’s tourism prospective is


not yet fully developed. However, the
barangay’s well known history as the place of
Don Pio V. Corpuz is famous among
Masbatenos. The barangay is said to be a
rich and affluent place during the time of Don
Pio and it is considered to be the kabisera of
the town. This legendary past can be the
starting point in establishing tourism potential

Employment

Because of inadequate permanent employment opportunities within the


barangay, majority of their population depends on fishing and farming as a their
major source of livelihood. This source of income sustains their daily basic
needs. Some residents however, look for jobs in urban areas where most of them
are employed in construction, transportation, storage and personal services.
There are 5 board passers or considered as professional residents of the
barangay. Most of them are government employee such as teachers. There are
also 9 overseas foreign workers identified. The table below shows the
unemployment statistics of the barangay which constitutes for only 15 years old
and above populace.

FINANCIAL PROFILE

The total revenue of Barangay Maingaran posted an increase in 2006 as


compared to the previous year. It can be attributed to the increase of their
Internal Revenue Allocation (IRA). Nevertheless in the last three years, there is
an increase of the said IRA of the barangay.

For expenditure, personnel services cover the highest for the last three
years. It can be observed that the expenditures for 2006 is higher than its
income.
