All Heads of Offices are ordered to continue, if already started, or
commence, if not yet started, the implementation of Projects, Programs and Activities for the Second Semester (July-December, 2019) in two (2) phases, to wit: Phase Activities Duration I – Preparatory/ Preparation of: Within 45 days from Commencement Program of Works July 10, 2019, exclusive Activity Design of August 1-6, 2019, or Training Design on or before Procurement August 30, 2019 (including PhilGeps) II – Implementation/ Actual implementation of September 1, 2019 to Execution projects, programs and November 30, 2019 activities
In case of non-implementation of projects, programs and activities resulting to
under-utilization of the budget allocated to an office, the following will be the consequences: 1. Balances of the budget for MOOE and CO (Capital Outlay) may be re- aligned; 2. The 2020 budget ceiling of a particular office may be reduced; 3. Procurement process will be centralized (OM to handle); 4. Processing of Vouchers will be centralized (OM to handle); 5. The Productivity Enhancement Incentive or Performance-Based Bonus of each Head will be affected.
