The Hands-On Training Seminar was created to educate NHA technical staff and other
developers/contractors who will be using the technologies of the proper construction
methodologies of DPWH-approved housing models with AITECH accredited
technologies/systems/building materials for typhoon reconstruction projects and other
NHA projects. This is to ensure proper application of the said technologies/systems. The
Hands-On Training Seminar was done in coordination with the technical providers of the
said housing models.

AITECH
AITECH stands for Accreditation of Innovative Technologies for Housing. It is a system
for accrediting innovative technologies for housing. AITECH was conceived as a result
of the numerous building technologies that have been developed in the last few years
using non-traditional or alternative materials and systems. Cognizant of their potential
in reducing over-all housing costs, it has become imperative to accredit these
innovative technologies for low-cost housing.

AITECH responds to queries and requests from private manufacturers of indigenous and
innovative building materials/systems for technical and engineering evaluation leading to
accreditation of these products. The AITECH Inter-Agency Committee reviews and
accredits the technologies.

These are the proceedings of the Hands-On Training for DPWH-Approved and AITECH Accredited
Technologies held at the Housing Technology Resource and Exhibit Center Building, NHA Main
Compound, Elliptical Road, Diliman, Quezon City. The training for NHA staff was conducted last May 11 –
15, 2015. Participants were technical staff from the Visayas Management Office, Mindanao Management
Office, Southern Luzon-Bicol Office, Project Operations Support Service Office, Housing Technology
Development Office and the General Services Department.

The technology providers involved in the training, namely Ecostrong Builders Corporation, Permaforms
Incorporated, Nedsteel Construction and Development Corporation, Noellouise Custom Furniture and
Fitouts Corporation, and United Steel Technology Corporation, submitted housing design models using
their AITECH-accredited technologies for review and approval by both the NHA and the DPWH.

The following is an overview of the five days training and the highlights of the program:

Day 0: Preparation of Foundation and Slab On-Fill


Prior to the training, Permaforms Incorporated had already prepared the foundation and slab for actual
construction. A 4.00m x 4.00m module was prepared in the area between the NCL Office and the HTREX
Building where the proponents held a construction demonstration as part of the training.

Day 1: Lecture Presentation


The proponents started the Hands-On Training with presentations detailing the construction methods and
technical specifications of the technologies. The lookouts in actual construction were focused on during
the lecture.

Day 2: Actual Demonstration by Ecostrong Builders Corp. & Permaforms Inc.


The Hands-On Training had resumed on the second day with Ecostrong Builders Corporation’s and
Permaforms Incorporated’s actual board-up demo on the front and side walls of the prepared module.
Their technologies are panels that incorporate plastic spacers for the rebars, finished on each side with
fiber-cement boards that are attached by special glue on the spacers, fabricated off-site and assembled
easily on site before pouring.

Day 3: Actual Demonstration by Nedsteel Construction and Development Corp.


The third day opened with the demonstration of Nedsteel Construction and Development Corporation
installing their Light Steel Framing System for the rear wall of the mock-up. The Light Steel Frames were
clad with fiber-cement boards that were screwed and secured in place with C-channels before pouring. In
the afternoon, concrete pouring for the in-fill began. Concerns were addressed regarding the correct
pouring technique to avoid segregation of aggregates.

Day 4: Roofing Frame Installation and Presentation for the Doors and Windows
The proponents finished the concrete pouring for their walls, and NCDC simultaneously installed the roof
framing. In this case, Nedsteel has already pre-assembled the rafters and trusses prior to the actual
installation. The door and window assemblies are provided by Noellouise Custom Furniture and Fit-Outs
Corporation, together with its partner, Titan Doors.

Day 5: Roofing Installation and Wrapping-Up


The last day of the training began with a demonstration by the contractor Robig Builders and
Development Corporation, partnering with United Steel Technology Corporation in using Steeltech roofing
sheets. Robig Builders is a contractor for a project in Leyte, where they used Steeltech products with the J-
type bolts that Steeltech supplies with their roofing sheets.

Before concluding, the group of participants and proponents gathered in the HTREX Lobby to review their
findings on the past few days and address the concerns on the reporting for post-construction. The format
of the checklist report was heavily discussed for ease of checking by the project managers.

NHA LEYTE – SAMAR PROJECT OFFICE, TACLOBAN CITY, LEYTE
These are the proceedings of Phase 2 of the recently concluded Hands-On Training for DPWH-
Approved and AITECH Accredited Technologies, held in the NHA Leyte-Samar Project Office in
Calanipawan Road, Sagkahan, Tacloban City, on June 22-24, 2015.

The second phase of this training featured Nedsteel Construction and Development Corporation,
Permaforms Incorporated, United Steel Technology Corporation and Greenway Toilet Solutions. The
participants of this training consisted of technical staff from the NHA Leyte-Samar Project Office and
contractors involved in the construction of disaster-resilient housing for the victims of Typhoon
Yolanda. Nedsteel’s Light Gauge Framing System and Permaforms particularly are already being used
in the area as alternatives for conventional methods of construction, and, along with Steeltech, were
part of the previous Hands-On Training Seminar held in the NHA Main Compound last May 2015.

Below is an overview of the training:

Day 1: Introduction of the Technologies and Lecture Presentation


Nedsteel Construction and Development Corporation started the lecture presentation with the
company’s technology, Light Gauge Steel Framing System. It was followed by United Steel Technology
Corporation presenting the Steeltech colored roofing sheets and J-bolt, followed by the presentation of
Permaforms Inc. on their Permaforms panel; and lastly Green Eco-Toilet System by Greenway Toilet
Solutions, a technology that incorporates recycling of gray water. A representative from SCG, the
supplier for the fiber cement boards that are part of Permaforms Inc.’s technology was also present.
Each presenter was given an opportunity to discuss questions and clarifications from site engineers and
contractors using their technology.

Day 2: Actual Construction Demonstration by Permaforms Incorporated


The participants headed to the project site in Babatngon, Leyte, where the site of Phase 2 of the
Channel Ridge View project is located. The said project is already implementing the DPWH-approved
28.6 square meter housing design model by Permaforms Inc. The presenters from Permaforms gave
notes on the precautionary measures for installing the panels and concrete pouring, which are crucial
to the technology.

Day 3: Actual Construction Demo by Nedsteel Construction & Dev’t. Corporation, Steeltech and
Greenway
The second mock-up unit based on Nedsteel’s 26 square meter housing design model was done within
the compound of the NHA Office in Tacloban, where Nedsteel demonstrated the installation of the
framing and the rafters for the roof. Steeltech also had a small mock-up of their own, where they
showed how the J-Bolts are installed and demonstrated how to check the thickness of the roofing
sheets. Greenway Toilet Solutions also demonstrated the installation of the water recycling unit for the
toilet and bath of the 26 square-meter mock up.

The training enabled the participants to ask questions on their actual experiences in using the
technologies. For instance, it was found that site engineers had been using the wrong type of calliper
to measure the thickness of the roofing (the Vernier calliper, which was being used to check the
thickness of the roofing sheets, is more accurately used for bolts), which was afterwards clarified due
to Steeltech’s information. Steeltech also presented a roofing system design that incorporates J-Bolts
and tekscrews for quicker installation, but it is yet to be approved by the DPWH.

Likewise, Permaforms Inc. addressed concerns on the reports of segregation of aggregates in the said
technology, and thus a recommendation of laying the boards horizontally to enable pouring at the
proper height was made. The company agreed to do a study on the possible implications of this on the
cutting list and the cost. It was also agreed upon that fabrication of the panels by the contractors will
no longer be allowed to ensure that the quality of the materials will not be compromised.

The training concluded on a general discussion on the approved plans and the processes should
contractors decide to change from using conventional materials to new technologies.

NOVEMBER 24 -26, 2015
NHA BACOLOD PROJECT OFFICE, BACOLOD CITY, NEGROS OCCIDENTAL

This is the 3rd Phase of the said Hands-On Training for the Bacolod Project Office in Negros
Occidental. The said training was held from November 24 – 26, 2015.

The technologies featured in this Hands-On Training were Permaforms by Permaforms Incorporated,
Gardner Fiber Cement Boards by Central Lumber Corporation, and Steeltech Roofing Systems by
United Steel Technology Corporation. Attendees were the project engineers and architects of VMO-
Bacolod and various engineers and site supervisors from Bilrey Construction, Opus Land Inc. and A5R
Dynamics Construction Corp., contractors and developers who have been using Permaforms Panel in
their contract for the Yolanda Rehabilitation Program.
Day 1: Lecture Presentation by the Technology Providers
The training kicked-off with an introduction to the three technologies. The technical providers
presented their AITECH Accredited technologies’ features and their methodologies. The contractors
and site supervisors asked a range of questions, from the pricing to the methodology based off their
own site experience in using the featured technologies.

Day 2: Construction Demonstration at Antonino Heights, Cadiz City


The actual demo done by Bilrey Construction workers was held at the NHA project site in Brgy. Luna,
Cadiz City. The project makes use of the Permaforms Panel, with the horizontal layout of the boards.
This new layout had been an outcome of the previous training, held in Tacloban, which had been one
of the suggestions so as to guard the pouring of concrete at a correct height. Additional observations
were made by the workers in the difficulty in lifting the boards at this layout, and also with the way
they insert the vertical rebars. The site engineers brought up the solution they had come up with on-
site, and was one of the main topics tackled at the Q&A.

Day 3: Wrap up and Awarding of Certificates


The training proper ends on a review of the learning on technologies featured during the three-day
training. Attendees who managed to complete the full three days were awarded certificates to signify
that they are able to supervise over the use of the new technologies featured in NHA projects.

As with the previous trainings, this event enabled contractors and supervisors to voice out their
concerns and questions in using the AITECH Accredited technologies and again, it was a good
opportunity for the proponents also to improve upon their technology because of various
experiences on site.

HANDS-ON TRAINING FOR ECO-KEY SYSTEM BY PALIGID
DEVELOPMENT CORPORATION
DECEMBER 16, 2015; NHA MAIN COMPOUND, ELLIPTICAL RD., DILIMAN, QC
On December 16, 2015, the National Housing Authority facilitated its fourth Hands-On Training for the
new technology, Eco-Key System. Spearheaded by the Housing Technology Development Office, and in
partnership with Paligid Development Corporation, thirty-five of NHA’s technical staff participated in the
lecture presentation and the ensuing actual demonstration that showed its unique construction
methodology. A model house had been constructed in the Main Compound adopting the NHA 26 sq. m.
house model to showcase the adaptability of the technology to the Agency’s housing design.

The Eco-Key System is a fiber cement EPS (Expanded Polystyrene) foam board, a fast and green housing
technology solution to modern pre-fabricated housing. Made of high strength fibers and cement, it is
resistant to water and moisture, corrosion and acid, and pest damage. Fire tests yield that the system is
A-grade and does not produce toxic fumes.

Manufactured by pulping, shaping, cutting, pressurizing and steam-curing, the material is absolutely
free of toxic substances, such as asbestos, formaldehyde, benzene, and others. Its strength enables it to
be used for single-storey as well as multi-storey buildings. The Eco-Key System allows for ease in
construction and installation, requiring no special tools and minimizes wastage.

One of the most valuable features of this technology is that its installation is 60% faster than traditional
construction methodologies; the single storey NHA Model for 22 and 26 square meter area can be
installed within 6 days. Its smooth surface allows it to be painted without additional preparation work
before painting.

Permaforms Wall Panel is a panel composed of fiber
cement boards (accredited with the AITECH), single
component polyurethane adhesive, and its technology
“Universal Rebar Adaptor”, which holds the rebars in
place. They act as permanent formworks, which
deletes the cost of the forms. There is no need for
plastering and it ready to receive paint.

Its advantages are:


-The labor cost is fixed and paid on a per module basis
- It limits wastage on construction materials
- It is easy to manage on the construction site
- The fiber cement board used has no asbestos or
harmful chemicals (AITECH Accredited only)
- The concrete in-fill can be - load bearing, light weight
or non-load bearing wall concrete mixture

Other uses for the Universal Rebar Adaptor includes


acting as a spacer for slab-on fill and suspended slab,
as wall guide and capping. Its design and orientation
limits and eradicates honeycomb.

1. Prepare the concrete slab as per specification and details of plans.

Stage 8: Wall forms


 Forms shall be of fiber cement boards,
standard size of 1.22m x 2.44m, AITECH
Accredited.
 Install fiber cement boards for interior side
of walls first. This is to ensure that all
roughing-ins are in place.
 Install the boards for the exterior side of
the wall next. Make sure the boards are
placed up to the finished grade line to
achieve a monolithic concrete mix covering
the floor line; also to detain possible water
seepage along floor line level.
 Secure the boards by screwing on the
frames at a spacing of 0.20m both ways.
 Fix shoring on joints to prevent overflow of
concrete mix and to maintain plumbness.
 Pouring shall be done at 1.2m lifts
maximum with the design ration of 1:5,
flowable type using 1 bagger mixer in a
direct concrete placement method.

GUIDELINES FOR CONSTRUCTION USING AITECH ACCREDITED – NEW TECHNOLOGIES

In view of the need to orient and educate end-users of AITECH accredited new
technologies, there is hereby a need for the issuance of these guidelines. Specific actions
for the proper use and application of said technologies are herein provided to ensure
compliance to correct construction methodologies based on AITECH approval.

1. BACKGROUND
1.1 The AITECH Inter-Agency Committee or simply “The Committee” shall act as a
review and approving body for applications for accreditation of innovative
technologies appropriate for housing, in securing acceptance of their
products or systems in the market as well as to make these technologies
eligible for funding acceptance under government housing programs.

Functions of the Committee:


The member of the Committee shall perform the following functions:
HUDCC – shall stand as the lead agency for the Committee and as such the
HUDCC Chairman shall be the signing authority for the accreditation
certificate.

NHA – The National Housing Authority shall act or serve as the AITECH
Secretariat for the Committee, and the agency involved with the structural
and economic evaluation of new technology systems appropriate for
socialized, economic, medium, and high-end housing project with the
following specific functions:
a) To review the consistency of pertinent documents required for
accreditation before payment of the required fees;
b) To refer necessary testing/evaluation to the proper AITECH member
agencies upon payment of the required fees;
c) To coordinate regular Committee meetings and other for a;
d) To perform other administrative functions related to accreditation.

DOST – as the agency in charge of conducting material testing and evaluation


involving the physical, mechanical and other related properties and
recommend innovative materials/technologies for construction application.

HGC – as the agency concerned with the appraisal of housing models utilizing
innovative building technologies/materials.
HDMF/NHMFC – as the government financing institutions that shall accept
accredited technologies.

HLURB – as the regulatory agency tasked with the monitoring accredited


technologies on its compliance with housing standards based on the latest
IRR of BP 220 and PD 957, and PD 1096.

UP-BRS – as an alternative testing facility and evaluating agency concerned


with the overall technical feasibility of technologies.

DPWH – as an alternative evaluating agency on structural designs of low-
storey, medium to high rise housing, testing of materials pertaining to other
technologies for infrastructure (i.e. roads, bridges); and validation of
laboratory test reports from its accredited testing laboratories.

CIAP – as the agency tasked with dissemination of information; as well as the


inclusion of applicable technologies in the Modular Coordination System.

DTI-BPS – as the agency tasked with monitoring of quality production;


information dissemination on new construction materials as well as the
development of standards.

1.2 The Amended Implementing Guidelines on the Accreditation of Innovative


Technologies for Housing dated 27 August 2003 also mandates the AITECH to
act as a monitoring body to ensure that the accredited
technology/system/building materials is/are being used in accordance to the
proponent’s approved proposal.

1.3 In line with the above, two (2) hands-on training workshops and seminars
were conducted. The first one was held at the NHA Compound, Elliptical
Road, Diliman, Quezon City, from 11-15 May 2015. The second one was held
in Leyte-Samar Project Office, Calanipawan Road, Sagkahan, Tacloban City,
from 22-25 June 2015. The training included (a) lecture presentation by the
technology providers, and (b) on-site demonstration construction to
familiarize the participants on the proper application and construction
methodologies. Participants included NHA technical personnel including
project team heads, staff, contractors/developers who will be using said
technologies.

2. OBJECTIVES
The guidelines are hereby issued with the following objectives:

2.1 To ensure the quality and proper application of new technologies which are
AITECH accredited in all NHA housing projects;

2.2 To provide uniform guidelines to NHA project implementers and inspectors


on the proper use of the technologies.

2.3 To establish and maintain a reliable AITECH monitoring system.

3. COVERAGE
These guidelines shall cover all current and future NHA housing projects using AITECH
accredited technology/system/building materials. These shall also cover the three-
phases of construction.

4. PRE-CONSTRUCTION PHASE
4.1 There shall be a mandatory coordination meeting among NHA personnel,
both from HTDO and from Project Implementing Team, AITECH technology
proponent or supplier and the contractors who will use the technology prior
to actual construction.

4.2 A hands-on training seminar and workshop shall be conducted and scheduled
prior to actual construction.

The Housing Technology Development Office (HTDO), together with the


accredited technology proponent shall conduct training for the NHA
employees and the contractors before using the new technology.

Training shall highlight the proper installation and methodology of the


technology. Certificates shall be awarded to those who completed the
trainings. Contractors who are not issued certificates of training completion
will not be allowed to implement the new technology.

The site where the hands-on training will be conducted shall be identified by
the NHA project team leader.

Participants shall be identified at least two (2) weeks prior to the conduct of
the training, the list of which must be submitted to HTDO, and forwarded to
HRMD, and for approval of the General Manager.

A checklist for construction shall be provided by the technology proponent to


the NHA and the contractor for compliance and to be used as a monitoring
and inspection tool by NHA project implementors (see Annex A).

All expenses incurred in the preparation and conduct of the hands-on training
and seminar workshop shall be for the account of the proponent and
contractor as agreed between them.

5. CONSTRUCTION PHASE
5.1 The technology proponents/suppliers shall submit to NHA copies of the
certification every quarter for the project made by the
contractors/developers to authenticate that the items purchased are from
the accredited proponents. The contractor/developer shall attach said
purchase orders to the billing documents to be submitted to the NHA Project
Officer in charge of the project.

5.2 The construction checklist shall be used by the NHA project implementors
and which shall likewise include notes observation and findings on the critical
points for construction of the technology (see Annex B).

5.3 Sanctions shall be set should errors be made in actual installation of the new
technology, in the form of possible revocation of the certificate awarded to
the technology provider or non-payment of the accomplishment of the
contractor by the NHA Project Implementing Team (NPIT).

6. INSTRUCTIONS FOR COMPLIANCE DURING ACTUAL CONSTRUCTION
6.1 Execution of designs must strictly conform to the plans as approved by the
NHA and/or the DPWH as the case may be.

6.2 Tests like soil compaction tests, compression tests, etc. should strictly be
observed by the contractor and copies of the results duly submitted to the
Project Office.

6.3 Field density test shall be required per block, and costs shall be included in
the indirect cost.

6.4 Compaction is critical and should be observed prior to actual construction.

6.5 For panel technologies like Plaswall and Permaforms, starter bars should be
aligned with the spacers within the panel.

6.6 Vertical bars should be tied at the bottom of the panels to ensure non-
movement and also to avoid pilferage.

6.7 Utilities (electrical piping and plumbing) should be well secured to avoid
movement within the panel. Fixed sockets should be included in the
specifications.

6.8 On-site fabrication of panel technologies (e.g. Plaswall and Permaforms,


orsimilar) by the contractor/developer shall no longer be allowed. For the
protection of the technology and to ensure right methodology, the supplier
should strictly fabricate the panels or strictly supervise fabrication on site by
their qualified personnel.

6.9 Material specifications (e.g. thickness of the boards to be used as permanent


formworks for panels) should be uniform and in accordance to approved
plans and specifications.

6.10 A set basis for the concrete mixture where contractors can derive from shall
be established. A trial mix should be required from the contractor, to check
the mixture, strength, and slump, prior to pouring.

6.11 Concrete mixtures that need to be modified according to locally available


sand or aggregates, or any modifications made in the design mix should first
be approved by the field office before implementation. Design mix per
approved specification must be used for the project as agreed during
construction meeting.

6.12 Boards for permanent formworks with at least 4.5mm thickness should be
installed horizontally to allow pouring at the recommended height. The

pouring should only be done at a height of 0.30m. To ensure that there is no
segregation of aggregates walls should be tapped with a rubber mallet
immediately after concrete pouring.

6.13 For roofing, proper overlaps should be observed to avoid leaks. For rib-type
roofing, rib profile should follow the standard 0.30m (2 ½ corrugations)
overlaps.

6.14 A digital micrometer should be used as caliper for roofing sheets. A Vernier
caliper (for bolts) will not be able to yield the same result, thus, shall not be
used to get the thickness of the roofing sheets.

6.15 On random checking, the NHA inspector, supplier and the contractor shall
certify that the correct roofing had been delivered on site. NHA shall not
accept nor use sheets or other materials that are less than the recommended
specifications.

6.16 In the event that a contractor developer decides to change any material or
methodology and shifted to another technology, the contractor/developer
must secure prior written approval from the NHA, through the AMO/Regional
Offices. This shall be covered by a variation order. All change in technology
and plans must likewise be submitted to HTDO for review, for the final
approval by the General Manager.

7. POST-CONSTRUCTION PHASE
An accomplished final report certifying compliance to the checklist for construction shall
be attached to the billing and final acceptance of the project (see Annex B). The same
must be submitted to the Project Implementing Team and to the AITECH Secretariat of
HTDO.

8. AITECH TEAM INSPECTION


8.1 An AITECH Inspection Team is hereby created and shall be composed of
architects and engineers from the HTDO as well as members of the AITECH
Inter-Agency Committee. It shall conduct inspections on projects with critical
findings on the use of the new technologies. There shall be at least three (3)
members of the Inspection Team, two (2) from HTDO and one (1) from the
AITECH Committee.

8.2 The AITECH Inspection Team shall be undertaken at least once during pre-
construction phase and during construction phase as may be necessary.

8.3 The schedule of the AITECH Inspection Team shall be coordinated with the
CPES Team, if the concerned project is included in the CPES evaluation list.
While the CPES is concerned with the over-all performance of the contractor,
the AITECH Team shall check on the proper use and application of the
technology.

8.4 All AMOs/Regional Managers shall designate the Project Manager of the
concerned project or his/her technical representative to witness the
inspection.

8.5 The AITECH Inspection Team shall likewise submit its report supported by
photos and videos to the AITECH Inter-Agency Committee and to the General
Manager for information, within five (5) days after its inspection.

8.6 Should there be discrepancies/negative findings on the project, a


memorandum shall be issued by the HTDO Department Manager to the
General Manager thru the AMO/Regional Office Head concerned, and POSSO
recommending corrective measures. The contractor/developer may request
for another inspection after corrective measures have been made. Non-
compliance to the recommended corrective measure within the specified
time frame will result in the revocation of AITECH certificate.

8.7 The Head of the AITECH Secretariat shall submit to the AITECH Committee a
Summary Report of all NHA housing projects inspected/monitored including
its findings/recommendations for proper action.

9. OTHER PROVISIONS
9.1 The technology proponent and/or the contractor concerned shall shoulder
the costs of transportation, accommodation, and other incidental expenses
of the AITECH Inspection and Monitoring Team in the conduct of inspection.

9.2 Should there be other technologies that will be accredited and which shall be
adopted in any NHA project, the same procedures shall be applied. Likewise,
a new set of instructions for compliance during construction shall be issued
particular to the said new technology.

EFFECTIVITY
This Memorandum Circular shall take effect immediately.
