1 Introduction

1.1 About This Document


1.1.1 Product Version
The product version related to this document is the OptiX OSN 1800 V100.

1.2 Definition of and Grounds for Acceptance


Passing acceptance indicates success of contracted delivery.

Acceptance is the activity that a contractor checks the deliverables using the process, method,
and standards provided by a customer, to complete the contract between the two parties.

Acceptance is involved in the entire process from bidding based on customers' requirements,
to contract negotiation, to project delivery, and to contract completion. Therefore, acceptance
is a key milestone for ensuring contract payment.

Acceptance is performed based on the ITU-T Recommendations, IETF standard, national


standards, and the standards issued by the Information Industry Ministry, and based on the
actual conditions of Huawei equipment. An acceptance team composed of a customer,
installation personnel, and commissioning personnel perform acceptance on equipment.
Through acceptance, the customer confirms the receipt of the equipment that meets the
requirements and specified indexes.

1.3 Acceptance Process


Generally, the acceptance process is divided into four stages: factory acceptance, installation
acceptance, preliminary acceptance, and final acceptance.

The acceptance process involves the procedures from commissioning during production to the
issuance of the acceptance certificate. Following figure shows the acceptance process.

1.3.1 Factory Acceptance


As required by a customer, factory acceptance is performed at the production site of
equipment to check whether the functions and specifications of the equipment conform to
those specified in a contract.

A factory test report is a certificate of equipment quality delivered with the equipment whose
functions and specifications are strictly tested by Huawei according to the requirements of the
quality control system.

1.3.2 Acceptance Upon Arrival


Generally, acceptance upon arrival consists of two stages: inspection of the packing case
quantity and inspection of the packing list.

Inspection of the packing case quantity


Inspection of the packing case quantity refers to inspecting the delivered goods based on the
delivery list and BOQ in a contract. This aims to verify whether all equipment and materials
ordered in the contract are delivered to the delivery site specified in the contract. The
inspection method is to inspect whether the quantity of outer packing cases conforms to that

on the delivery list. If necessary, a few packing cases can be opened to inspect whether the
goods in the packing cases conform to that on the packing list. After the inspection,
representatives of a customer and Huawei sign a delivery note.
Generally, a contract regulates that arrival payment is received according to the delivery note.

Inspection of the packing list


Inspection of the packing list refers to inspecting goods after the goods arrive at the
installation site, which is also called unpacking inspection. Representatives of a customer and
Huawei inspect the unpacked equipment and materials according to the packing list. If no
error is found, both parties sign on the packing list. In case of missing or damaged goods, both
parties need to sign a memorandum of unpacking inspection. The inspection is conducted
along with the project implementation. The inspection ends after the last site is installed.
Therefore, do not receive payment according to the unpacking inspection.

1.3.3 Installation Acceptance


Installation acceptance is performed after the equipment is installed. The acceptance aims to
check the installation of the equipment, peripheral terminals, cable routing, ground cables,
power supply, and hardware, to ensure that the installation quality meets the design
requirements.

1.3.4 Preliminary Acceptance


Preliminary acceptance is performed to test the basic functions and specifications of
equipment and network services on site or in a central equipment room after the equipment is
considered deliverable for use after commissioning. This ensures that the commissioned
project quality meets the design requirements.

1.3.5 Trial Running


The operation quality of network equipment is the best criterion to inspect the equipment.
Therefore, faults that occur on hardware and software during trial running must be recorded,
to evaluate whether the performance of the network equipment is stable and reliable.
Generally, the trial running lasts three months.

1.3.6 Final Acceptance


Final acceptance is performed when the three-month trial running ends. The acceptance aims
to check whether the outstanding problems found in preliminary acceptance are solved and
whether new problems occur during the trial running. If the equipment fails to pass the final
acceptance, an agreement of extending the trial running period should be reached by both
parties, and the final acceptance should be performed again when the extended trial running
period ends. If the equipment passes the final acceptance, the final acceptance report should
be filled out and the acceptance certificate should be issued. After the final acceptance, the
equipment is put into normal operation.

2 Preliminary Acceptance

2.1 Packaging Description of Acceptance Items


Based on the characteristics of WDM products, acceptance items are classified into two
packages. To make sure that the packaging rule is consistent with that of the network product
line and the possible future expansion, extended package A is retained. Currently, the
extended package A is empty. Table 2-1 lists the packaging principles and package selection
priorities.

Basic Package
Items in the basic package are used to test the quality of manual commissioning part at project
delivery, and are accepted remotely through the network management system (NMS) or
central equipment room. Items in the basic package include power commissioning and control,
normal running of various hardware and software functions, and BER tests on end-to-end
services. The acceptance of these items ensures the quality and availability of the network that
is delivered to a customer.

Extended Packages A and B


Extended packages A and B are used to test hardware or function indexes. The acceptance of
the items in the two packages requires expensive meters or is performed on site. Therefore,
extended packages A and B are charged as services. Most items in extended packages A and B
are controlled through the production quality control system and factory acceptance during
production. The tested indexes cannot be controlled or adjusted manually during on-site
commissioning.

Therefore, do not perform on-site tests on the items in extended packages A and B. If a
customer strongly requires that the items should be tested on site, you can do as follows:
 Help the customer to recognize Huawei's quality control system and after-sales service.
 Provide the customer with the factory acceptance report and entry test report on these
items.
 Recommend the customer to accept these items independently.
 Recommend the customer to pay for the on-site acceptance of these items.

2.2 Principles for Using Acceptance Packages


The principles for using the acceptance packages are as follows:
 When selecting acceptance items, select fewer items from the basic package in priority,
ensuring that the items pass the acceptance quickly and the network and services are
basically available.

 If a customer strongly requires that items other than items in the basic package be tested,
help the customer to recognize the quality control system and after-sales service, provide
the customer with the factory report and entry test report on these items, or recommend
the customer to accept the additional items independently.
 If the preceding recommendations cannot meet the customer's requirement, select fewer
items from extended packages A and B and recommend the customer to pay for the work
hours for accepting these items and usage of meters.
Engineers are recommended to fully understand the significance and methods of acceptance
and the functions of all acceptance items. To deliver projects with high efficiency and high
quality, engineers need to fully communicate with customers and prepare proper acceptance
standards based on this document.

2.3 On-site Customization of Acceptance Manual


On-site engineers may customize acceptance manuals through the Acceptance Manual Builder
or manually.

2.3.1 Quick Customization Through the Acceptance Manual


Builder
Prerequisite
On-site engineers have the Acceptance Manual Builder that can be used to filter or select
acceptance items automatically.

Function
The Acceptance Manual Builder can be used to automatically generate operation guide
(typeset acceptance items), customer signature list, meter list, and acceptance and work hour
list. If a customer is not satisfied with the result, engineers can adjust (delete or add) the items
quickly and repeatedly through the Builder.

2.3.2 Manual Customization


Prerequisite
On-site engineers do not have the tool for filtering acceptance items automatically; or it is
easy and quick to select acceptance items manually.

Method for Customization


The method for manual customization is the same as the traditional method for manual editing.
That is, select acceptance items from the acceptance packages, manually copy and paste the
acceptance items to a destination document, renumber and typeset the acceptance items in the
destination document, and then prepare the corresponding customer signature list, meter list,
and acceptance work hour list. For the customer signature list, see the Acceptance Items and
Tables in part 3 Appendixes.

2.4 Requirements for Preliminary Acceptance


Preliminary acceptance is performed after the installation process and equipment appearance
is checked and system commissioning is performed.

The preliminary acceptance should be performed based on the plan and acceptance items in
this document. An application for preliminary acceptance must be submitted before the
preliminary acceptance.

If any item does not pass the preliminary acceptance, the item must be commiss ioned based
on actual conditions.

The final result of the preliminary acceptance must conform to the standard provided by a
customer. Both parties need to sign on the signature list of the acceptance items.

2.5 Environment for Preliminary Acceptance


Generally, preliminary acceptance is performed remotely. The environment and preset
conditions must be prepared based on the required meters and other requirements to ensure
smooth acceptance of all items. For the instruments list, see the section A of Acceptance
Tables in part 3 Appendixes.

2.6 Precautions for Preliminary Acceptance


Before the test, make sure that the required test cables are available, that the connector type is
adaptable for the test meters, and that the connector is properly connected to the test meters.

Prepare fiber cleaning box to clean connectors during the test of optical interface
characteristics, to ensure the accuracy of test data.
Do not look directly into the optical interface during the test, to prevent the laser beam from
damaging your eyes.

In the 24-hour BER test, ensure that the test is free from interference (including artific ial
factors and power failure) during the entire test process. If anomalies occur, record the
accurate time when the anomalies occur, or perform the test again.
