SECTION - I

NOTICE FOR EMPANELMENT OF ARCHITECTS.


Maharashtra State Road Transport Corporation has constructed 570
bus stations across the state for it's passengers since 1950. Out of them about
100 bus stations have become more than 40 years old. M.S.R.T.C. with a
view to provide decent bus station facilities with modern amenities to
passengers, intends to reconstruct pretty old bus stations and upgrade other
bus stations to meet contemporary needs of passengers.

Further, MSRTC also intends to focus on beautification of the plot and


infrastructure works like Driver Conductor's rest rooms, toilets, landscaping
of the plot, utilization of non conventional source of energy etc. and to create
the landmark impressions in the towns, semi-urban as well as rural areas.

Maharashtra State Road Transport Corporation has empanelled


Architects for comprehensive Architectural services and nowinvites
applications for empanelment of additional Architectsin sealed envelope
from reputed Architectural Firms/ & experienced Architects for various
projects to be undertaken by the M.S.R.T.Corporation in next 5 years.

The empanelment of Architect is proposed for following types of


works.:
A) Comprehensive Architectural Services for construction of modern bus
stations /reconstructions of old bus stations alongwith infrastructure.
B) Upgradation / Interior/improvements of the existing bus stations and
other buildings.
The empanelment will be based on experience & capabilities of the
Architects. The details of eligibility has been mentioned in application form
which is available on mahatender.gov.in upto 15.00 hrs from 15.07.2019 to
03.08-2019. The cost of Blank application form is Rs5000/- + 900(GST)= RS
5900/-

Duly completed & sealed envelope marked as "Empanelment of
Architect" should be submitted online on mahatender.gov.in and at the
General Manager (Constn.),M.S.R.T.Corporation, Maharashtra Vahatuk
Bhavan, Dr. Anandrao Nair Marg, Mumbai-400 008 on or before date 03.08-
2019 at 15.30 hrs. The envelope will be opened on the date 05.08.2019 at
15.00 hrs ( if possible.) in presence of representative of the firms who choose
to attend. After evaluation of the proposals a list of empanelled Architect will
be prepared.

M.S.R.T.C. reserves right to reject any or all proposals without


assigning any reason therefor. No postal correspondence will be entertained.

SECTION II

Instructions to Architects

1. M.S.R.T.Corporation with a view to construct /reconstruct modern bus


stations, depots, workshops, office buildings and upgradation/ interior/
improvement of existing old bus stations & other buildings intends to appoint
panel of Architects for planning, designing and Architectural supervision for
the projects of following Types .

Type A :
Empanelled Architect / Firm in this type will provide comprehensive
Architectural services for construction of modern bus stations with
infrastructure & reconstruction of existing old bus station & other buildings.

Type B :
Empanelled Architect / Firm in this type will provide comprehensive
Architectural services for upgradation/ interior/ improvements of existing old
bus stations & other buildings .

2. Eligibility Criteria For Empanelment:


The Architectural firm/ Architect must exhibit experience in having met
the minimum criteria laid down below.:

A) Technical Criteria.:
1. The Architectural Firm/ Architect must have registration with
Council of Architecture & have provided comprehensive
Architectural Services to any Government / Government
undertakings /reputed institutions /Industries for project costing not
less than Rs.5.00 Crores. In addition, the Firm /Architect must have
an experience of not less than 10 years. The firm must have atleast
3 qualified Architects working with his own office with support
staff and electronic machinery with softwares.

2. The Architectural Firm/Architect should have tied up with a


qualified structural design Consultant.

3. The cost of project will be derived by M.S.R.T.C. based on


standard practice.

4. Certificate from the client for successfully completed Architectural


services must be submitted.

5. Experience of Planning of Bus station for any State Transport
Undertaking or Public transportation project will be an added
advantage.

6. Price/Award winning Performance will be given additional


Weightage.

B) Financial Capabilities :

a) Minimum average annual turn over of the firm in any of the last
three years must be Rs.25.00 Lakhs.
C) Documents to be submitted

i) Attested copy of Registration Certificate from Council of


Architecture.
ii) Performance Certificate from Client with details of qualifying
projects.
iii) Audited Balance sheet/ Tax Return.
iv) Bio-Data of key technical personnel.
v) Details of firm , equipments, software.
vi) Income Tax Return & Service Tax Registration.

Document shall be properly filled signed & placed in a Envelope.


The envelope should be marked as "Empanelment of Architects for
M.S.R.T.C. "

D) General Conditions :
i) Neatly typed / printed applications in prescribed format (
Annexure B )with the signature & seal of the Architectural Firm/
Architect clearly indicating fulfillment of eligibility criteria should
be furnished.
ii) Supporting document shall be annexed.
iii) Incomplete application will be summarily rejected.

iv) After the award of project to the Architect , the Architect will
require to enter into Agreement for services with
M.S.R.T.C.(Draft Agreement Annexed herewith for the particular
project.)

The Architectural services will include site development, Architectural
Drawings, structural drawings, sanitary plumbing, drainage , water
supply & sewerage work, electrical work, fire fighting system, HVAC/
specialized services as per requirement, land scape work, itemwise
estimate for new works & interior, face lifting & upgradation of
existing old buildings etc.
v) M.S.R.T.C. reserves the right to verify the performance of the
Architect/ Firm & call for any further information.
vi) Architect/ Firm may furnish any additional information as deemed
necessary.

vii) Any information furnished by Architect/Firm found incorrect at


any stage , would render their delisting from the panel without
prejudice to any other right or remedy available in law of land.

viii) M.S.R.T.C. shall not be responsible for any delay in the process of
empanelment .M.S.R.T.C. reserved the right to accept or reject
any or all applications without assigning any reason thereof and
no correspondence in this regard will be entertained.

ix) Firm/ Architect outside Maharashtra will not be considered.


Empanelment will be done on the basis of successful qualification
submissions.

x) The empanelment will be valid for a period of five years from the
date of empanelment.

xi) If the performance of the Architect/Firm found to be below


standard during the empanelment period . M.S.R.T.C. reserves
right to terminate the Architect from empanelled list.

xii) The Architect / Firm have to submit affidavit that their


organization/ company/ firm is not debarred ,black listed, not in
litigation anywhere in the country.
xiii) Joint Venture is not allowed.
xiv) The empanelment shall not be treated as assurance for allotment
of any specific work.

3) Evaluation & Selection of Architect/Firm

Evaluation of the technical qualification will be done on the basis of


qualifying criteria as mentioned in clause No 2. Mere qualifying the
criteria shall not entitle any Architect / Firm for empanelment.

4) Award of the Work:


Award of any work will be done on the basis of predecided fee of 2.40
% for works costing less than 1.00 crore and 2.00 % for works costing
more than 1.00 crore. The fee shall be inclusive of all taxes as applicable
from time to time.

Decision of M.S.R.T.C. in this regard shall be final & binding.

After issue a letter of Award to the Architect for the work, the
Architect will have to enter into Agreement with M.S.R.T.C. for delivering
his services.
5) Scope of Work :
A) Comprehensive Architectural Services for construction of
modern bus stations /reconstructions of old bus stations
alongwith infrastructure.
i) Taking Client's instructions and preparation of design brief including
preparation of Floor Space Program Worksheets.
ii) Site evaluation, analysis and impact of existing and / or proposed
development on its immediate environs.
iii) Costs for Site Survey and geo-technical soil investigation shall be
reimbursed separately by MSRTC on actual upon request and
submission of invoices .
iv) Structural Design Services.
v) Design of site development and the support activities including the
entrances and egresses.
vi) Sanitary , plumbing, drainage, water supply and sewerage design
including STP and RO Plants.
vii) Electrical, Electronic, Communication systems design.
viii) Heating, ventilation and air conditioning design (HVAC) and other
mechanical system design.
ix) Elevators and vertical transportation planning.
x) Fire detection, Fire protection, Building Management System and
Security systems planning.
Interior Design- including space planning/ development &
volumetric study.

xi) Design & selection of fixed items of work, loose furniture & interior
related civil works.
xii) Illumination design.
xiii) Sound and acoustic design.
xiv) Graphic design and signage.
xv) Indoor plant scape
xvi) Preparation & submission of itemwise estimate.
xvii) Selection of materials, equipment and other interior related elements.
xviii) Integration and co-ordination of all Engineering Services.
xix) Landscape design.
xx) Graphic Design, Way finding and Signage.
xxi) Façade Design.
xxii) Any other related works specifically entrusted to the Architects by
employer.
xxiii) Full time site supervision shall be provided by the Architect for the
duration of the project.
xxiv) Submission of proposal for obtaining all statutory permissions,
NOCs and commencement certificates from the Development
Control Authority.
xxv) Compliances of queries raised by the Statutory Planning Authorities
& D.C. Authorities and obtaining commencement certificate.
xxvi) Preparation of as-built drawing showing all service line & obtaining
occupation certificate from D.C. Authority.
B) Upgradation / Interior/improvement of the existing bus stations
and other buildings.
i) To make site visit & understand the requirement of client.
ii) To assess the site situation and preparation of list of items to be
executed in the work alongwith concern Executive
Engineer/Divisional Engineer of M.S.R.T.C.
iii) To take necessary measurements of the building for preparation of
preliminary drawings of proposed work.
iv) To prepare preliminary drawing, sketch design & tentative estimate
for submission of approval of client.

v) To modify the drawing & design as per suggestions & requirement


of client.

vi) All approval to preliminary drawing & sketch design by client,
preparation of final drawings , designs & specifications with 3 D
views.

vii) Preparation & submission of itemwise estimate.

viii) Making available quotations of the rates from market for the
items which are not available in the P.W.D. schedule of rates.

ix) Supervision on the work at regular intervals to inspect the quality


of work & to clear any doubts in execution.

x) Preparation of patterns / designs for internal parts of the building


i.e. entrance , flooring of waiting hall, counters, cabins , ceilings,
doors, windows, wallings, Seating arrangement, internal &
external colour scheme of the building.

SECTION III
1. SCHEDULE OF SERVICES & DELIVERABLES :

The Architect/ Firms shall after taking instructions from client render
the following services.

For Type "A"


Comprehensive Architectural Services for construction of modern bus
stations /reconstructions of old bus stations alongwith infrastructure.

Stage 1 : Concept Design:

a) Visit to Site & ascertain client's requirements, site constrains &


potential & prepare concept lay-out plan for client's approval.
b) Prepare report on site valuation , existing structure on site if any,
analysis & impact of existing and / or proposed development on its
immediate environs.
c) Prepare drawing & documents to enable client to get done the detailed
survey of the site if required.
d) Furnished report on measures required to be taken to mitigate the
adverse impact if any of the existing and/ or proposed development on
its immediate environs.
e) Prepare conceptual designs with reference to requirements given and to
prepare rough estimate on cost on area basis.

Deliverable : Concept lay-out plan & sketch design……… (1)

Stage 2: Modify conceptual lay out , design & incorporating necessary


changes, amendments, revisions & prepare preliminary drawing and sketch
design alongwith preliminary estimate for client's approval on area basis.

Deliverable : Preliminary lay-out plan , sketch design & estimate on area


basis ………… ….. (2)

Stage 3: Preparation of final drawings for the work i.e. lay out plan , floor
plan, elevations, sections, ensuring building bye-laws & other
standard & legislation as applicable alongwith structural drawing &
design & submission to client.

Stage 4 : Preparation of detailed working drawing for execution, submission
of Drawings to concern D.C. Authority & other Planning
Authorities for obtaining necessary approvals , NOC &
commencement certificate including compliances with queries

Stage 5: Construction& supervision.
i) Marking out ( Line out ) on site for execution.
ii) Site supervision at various stages i.e. foundation, plinth level, sill
level, lintel level, slab level.
iii) Preparing patterns of flooring, skirting, Interior of entrance lobby
other rules , toilets, compound wall gates and internal & external
colour scheme of the building.
iv) Issue of virtual completion certificate.
Deliverable : Reports at every stage mention above ( i to iv)

Stage 6 : Completion stage.: Preparation of completion / as built drawing


showing all service lines and submission of the proposal to Development
Control Authority for obtaining completion & occupation certificate and
persue the same till obtaining occupation certificate.
Deliverable : A complete set of as built drawing and
completion/ occupation certificate.
B)Upgradation / Interior/face lifting of the existing bus stations and
other buildings.
Stage 1: Site visit to understand the requirements of client, to take necessary
measurements and making list of items to be executed alongwith concern
Executive Engineer / Divisional Engineer.

Stage 2 : Preparation & submission preliminary drawings , sketch designs &


tentative estimate of proposed work.
Stage 3: Preparation & submission of modified drawing & design of the
proposed work .

Stage 4: preparation & submission of final working drawings, designs &


specification & 3D views with itemwise estimate.

Stage 5: Preparation of drawings , designs , patterns for internal parts/
components i.e. entrance , flooring, counters, cabins, doors, windows,
wallings , seating arrangement, internal & external colour scheme of the
building.
Type B:Upgradation / Interior/face lifting of the existing bus stations
and other buildings.
Stage 1 : Site visit to understand the requirement of client, to take necessary
measurements and preparation of list of items to be executed for the
proposed work.
Deliverable : Site visit.
Stage 2 : Preparation of preliminary drawings, designs & tentative estimate
of proposed work.:
Deliverable : Submission of preliminary drawings & designs alongwith
tentative estimates.
Stage 3 : Modifications in drawing & design as per suggestions &
requirements of the client.
Deliverable: Modified drawing & design.
Stage 4: Preparation of final working drawings, designs, specification &
3D views with itemwise estimates.
Deliverable: Final working drawing & design with 3 D views.
Stage 5 : Preparation of pattern drawings for all internal components on
the work i.e. entrance floorings, counters cabins, doors , windows, wallings,
seating arrangement, internal & external colour scheme of the building.
Deliverable: Patterns drawing & design for all components.
Note: The estimated cost of work shall mean the cost arrived by
detailed estimate & for which administrative approval of the
Competent Authority is obtained. The cost of the project shall be the
cost of building works & site development work including cost of
structural, sanitary, plumbing, electrical works, landscaping, items of
interiors, upgradation,facelifting etc.i.e. on all items on which the
Architects had rendered professional services but shall exclude the cost
of site office, cost of land , supervisory staff & contractors quote.

3. Schedule of Payment: Total professional fees would be as mentioned
in clause no.4 of section II i.e. predecided fee of 2.40 % for works costing
less than 1.00 crore and 2.00 % for works costing more than 1.00 crore.
The fee shall be inclusive of all taxes as applicable from time to time &

4. Client's Role & Responsibility :The client shall discharge all his
obligations connected with the project as follows.:

i) To provide detailed requirements of the project.


ii) To provide property documents
iii) To provide site plan, to a suitable scale showing boundaries &
contour levels at suitable interval (if available), existing physical
features including any existing roads, paths, trees, structures,
service & utility lines. In case such information is not readily
available the client shall arrange for the survey /collection of
necessary information.
iv) To furnish reports on soil condition if available.
v) To furnish specific conditions/ statutory stipulation/ course of
practice desired to be followed.
vi) To pay all the fees deposits & expenses in respect of statutory
sanction.

This Agreement made between Maharashtra State Road Transport Corporation

This Agreement made on dated …….. between M.S.R.T.C. hereinafter


referred to as " client" & M/s……………………………… carrying on
business as "Architect" under the style hereinafter referred as consulting
Architect. On the second part which expression shall unless repugnant to the
context of meaning thereof include the partners of the said firm for the time
being, the survivor of them & their respective heirs, executors-
Administrators,

Whereas the Client intend to


construct……………………………………………(hereinafter referred to as
said work) and whereas the Architect agreed to design and rendered
consultancy for the said work on the terms & conditions hereinafter agreed as
follows.:

1. Fees & Re-imbursement : The client agrees to pay the total


professional fees Rs………./ ( …% on the estimated cost of said
work) to the Architect as remuneration for the professional services to
be rendered by the Architect in relation to the said work and in
particular for the services hereinafter mentioned. fees shall be paid
stage-wise as mentioned in Clause 4 of this agreement.
2. Scope of Work : The scope of workshall be as per clause No.5 of
R.F.P. document.
3. Schedule of Services & Deliverable: The Schedule of Services &
deliverables in a specific time schedule of services shall be as per
Section III of the Application form.

3.1 Tender Drawing Stage :


i) Preparation of basic working drawing & details of all aspects of
work referred under the clause scope of work including
Architectural, Structural, plumbing , sanitary, electrical,
communication system, details specification for preparation of
item-wise detailed estimate of cost.
ii) Preparation of basic working drawing for external services, site
development, roads, pathway, compound wall & landscape works.

3.2 Working Drawing Stage :

i) Preparation of detailed working drawings for all aspects of


Architectural work.
ii) Preparation of detailed working drawings for all aspects of
Structural work.
iii) Preparation of detailed working drawings for all aspects of
Sanitory , drainage & water supply work.
iv) Preparation of detailed working drawings for all aspects of
Electrical work.
v) Preparation of necessary drawings for ventilation & air
condition ( as required) .
vi) Preparation of detailed working drawings for all aspects of
Lanscape work,Interior,compound wall, Internal roads & site
development.
vii) Preparation / revision of all specific working drawings &
details as required by the client during the course of work.
viii) Preparation & submission of itemwise estimate.

3.3 Construction Stage : Visit the site of work at regular intervals & at
every stage of work i.e. foundation, plinth level, sill level, lintel level, slab
level, all superstructure work to inspect the work and to clarify any doubts or
interpretation of drawings/ specifications, attend conferences & meetings to
ensure that the project proceeds generally in accordance with the conditions
of contract. The Architect will record his observation about the work in a
register maintain at the site and render advice on actions if required. The
Architect shall have local presence in the form of local office or have resident
Architect/ structural Engineer for required co-ordination, preparation &
submission of completion report & drawings for the project as required with
the assistance of client's engineers.
Advising client on exercising cost control & economy measures to
ensure that the approved estimates are not exceeded.
On completion of work Architect will prepare & submit 3 sets of as
built drawings with one set in the form C.D.(Autocad format) of the building
& services.

4. Professional Fees Payable :

4.1 The total fees payable for all services mentioned in Clause No 3 of
section III i.e. schedule of services & deliverables, shall be on the
project cost including all taxes i.e. income tax, service tax, etc…at
present & in future.

4.2 Income tax & service tax all other taxes as applicable from time to
time would be deducted from professional fees payable.

4.3 Travelling expenses to the site including lodging , boarding , food


etc. by the Architect/ his staff shall be included in 4.1 above. No
separate payment will be done for any such requirements.

4.4 All drawing & documents will be submitted to the client free of cost
as per requirement of the office & statutory authorities.

4.5 Any delay in agreed deliverable time schedule will invite


compensation at 1% per week subject to maximum of 10% of total
fees. Failure of time line at any two levels will lead to
disqualification of Architect & Termination of Agreement.

5. Mode of payment:
A stage payment schedule shall be as per clause No.3 section III i.e.
"Schedule of Payment".

6. Clients Responsibilities:

Clients Responsibilities shall be as per clause No.4 of Section III.

Having gone through the application form and having fully understood the scope of
work for the Project as set out in this document at predecided professional fee of
2.40 % for works costing up to Rs. 1.00 crore and 2.00 % for works costing more
than Rs.1.00 crore, we are pleased to submit herewith appropriate qualification
submissions for empanelment of Architectural Services for various works of
M.S.R.T.C.
