Duly completed & sealed envelope marked as "Empanelment of
Architect" should be submitted online on mahatender.gov.in and at the
General Manager (Constn.),M.S.R.T.Corporation, Maharashtra Vahatuk
Bhavan, Dr. Anandrao Nair Marg, Mumbai-400 008 on or before date 03.08-
2019 at 15.30 hrs. The envelope will be opened on the date 05.08.2019 at
15.00 hrs ( if possible.) in presence of representative of the firms who choose
to attend. After evaluation of the proposals a list of empanelled Architect will
be prepared.

SECTION II
Instructions to Architects
Type A :
Empanelled Architect / Firm in this type will provide comprehensive
Architectural services for construction of modern bus stations with
infrastructure & reconstruction of existing old bus station & other buildings.
Type B :
Empanelled Architect / Firm in this type will provide comprehensive
Architectural services for upgradation/ interior/ improvements of existing old
bus stations & other buildings .
A) Technical Criteria.:
1. The Architectural Firm/ Architect must have registration with
Council of Architecture & have provided comprehensive
Architectural Services to any Government / Government
undertakings /reputed institutions /Industries for project costing not
less than Rs.5.00 Crores. In addition, the Firm /Architect must have
an experience of not less than 10 years. The firm must have atleast
3 qualified Architects working with his own office with support
staff and electronic machinery with softwares.

5. Experience of Planning of Bus station for any State Transport
Undertaking or Public transportation project will be an added
advantage.
B) Financial Capabilities :
a) Minimum average annual turn over of the firm in any of the last
three years must be Rs.25.00 Lakhs.
C) Documents to be submitted
D) General Conditions :
i) Neatly typed / printed applications in prescribed format (
Annexure B )with the signature & seal of the Architectural Firm/
Architect clearly indicating fulfillment of eligibility criteria should
be furnished.
ii) Supporting document shall be annexed.
iii) Incomplete application will be summarily rejected.
iv) After the award of project to the Architect , the Architect will
require to enter into Agreement for services with
M.S.R.T.C.(Draft Agreement Annexed herewith for the particular
project.)

The Architectural services will include site development, Architectural
Drawings, structural drawings, sanitary plumbing, drainage , water
supply & sewerage work, electrical work, fire fighting system, HVAC/
specialized services as per requirement, land scape work, itemwise
estimate for new works & interior, face lifting & upgradation of
existing old buildings etc.
v) M.S.R.T.C. reserves the right to verify the performance of the
Architect/ Firm & call for any further information.
vi) Architect/ Firm may furnish any additional information as deemed
necessary.
viii) M.S.R.T.C. shall not be responsible for any delay in the process of
empanelment .M.S.R.T.C. reserved the right to accept or reject
any or all applications without assigning any reason thereof and
no correspondence in this regard will be entertained.
x) The empanelment will be valid for a period of five years from the
date of empanelment.
After issue a letter of Award to the Architect for the work, the
Architect will have to enter into Agreement with M.S.R.T.C. for delivering
his services.
5) Scope of Work :
A) Comprehensive Architectural Services for construction of
modern bus stations /reconstructions of old bus stations
alongwith infrastructure.
i) Taking Client's instructions and preparation of design brief including
preparation of Floor Space Program Worksheets.
ii) Site evaluation, analysis and impact of existing and / or proposed
development on its immediate environs.
iii) Costs for Site Survey and geo-technical soil investigation shall be
reimbursed separately by MSRTC on actual upon request and
submission of invoices .
iv) Structural Design Services.
v) Design of site development and the support activities including the
entrances and egresses.
vi) Sanitary , plumbing, drainage, water supply and sewerage design
including STP and RO Plants.
vii) Electrical, Electronic, Communication systems design.
viii) Heating, ventilation and air conditioning design (HVAC) and other
mechanical system design.
ix) Elevators and vertical transportation planning.
x) Fire detection, Fire protection, Building Management System and
Security systems planning.
Interior Design- including space planning/ development &
volumetric study.

xi) Design & selection of fixed items of work, loose furniture & interior
related civil works.
xii) Illumination design.
xiii) Sound and acoustic design.
xiv) Graphic design and signage.
xv) Indoor plant scape
xvi) Preparation & submission of itemwise estimate.
xvii) Selection of materials, equipment and other interior related elements.
xviii) Integration and co-ordination of all Engineering Services.
xix) Landscape design.
xx) Graphic Design, Way finding and Signage.
xxi) Façade Design.
xxii) Any other related works specifically entrusted to the Architects by
employer.
xxiii) Full time site supervision shall be provided by the Architect for the
duration of the project.
xxiv) Submission of proposal for obtaining all statutory permissions,
NOCs and commencement certificates from the Development
Control Authority.
xxv) Compliances of queries raised by the Statutory Planning Authorities
& D.C. Authorities and obtaining commencement certificate.
xxvi) Preparation of as-built drawing showing all service line & obtaining
occupation certificate from D.C. Authority.
B) Upgradation / Interior/improvement of the existing bus stations
and other buildings.
i) To make site visit & understand the requirement of client.
ii) To assess the site situation and preparation of list of items to be
executed in the work alongwith concern Executive
Engineer/Divisional Engineer of M.S.R.T.C.
iii) To take necessary measurements of the building for preparation of
preliminary drawings of proposed work.
iv) To prepare preliminary drawing, sketch design & tentative estimate
for submission of approval of client.

vi) All approval to preliminary drawing & sketch design by client,
preparation of final drawings , designs & specifications with 3 D
views.
viii) Making available quotations of the rates from market for the
items which are not available in the P.W.D. schedule of rates.

SECTION III
1. SCHEDULE OF SERVICES & DELIVERABLES :
The Architect/ Firms shall after taking instructions from client render
the following services.
Stage 3: Preparation of final drawings for the work i.e. lay out plan , floor
plan, elevations, sections, ensuring building bye-laws & other
standard & legislation as applicable alongwith structural drawing &
design & submission to client.
Deliverable : Final Set of Architectural Drawing, Structural Drawings &
Design and itemwise estimate …………

Stage 4 : Preparation of detailed working drawing for execution, submission
of Drawings to concern D.C. Authority & other Planning
Authorities for obtaining necessary approvals , NOC &
commencement certificate including compliances with queries
raised by concern Statutory Planning authorities
Deliverable : Complete set of detailed working drawing alongwtih 3 D
views. ………… ….. (4)
Stage 5: Construction& supervision.
i) Marking out ( Line out ) on site for execution.
ii) Site supervision at various stages i.e. foundation, plinth level, sill
level, lintel level, slab level.
iii) Preparing patterns of flooring, skirting, Interior of entrance lobby
other rules , toilets, compound wall gates and internal & external
colour scheme of the building.
iv) Issue of virtual completion certificate.
Deliverable : Reports at every stage mention above ( i to iv)

3. Schedule of Payment: Total professional fees would be as mentioned
in clause no.4 of section II i.e. predecided fee of 2.40 % for works costing
less than 1.00 crore and 2.00 % for works costing more than 1.00 crore.
The fee shall be inclusive of all taxes as applicable from time to time &
actual estimated cost of projectwhichever is less.Schedule of payment
would be stage-wise as stated below.:
For Type "A"
Comprehensive Architectural Services for construction of modern bus

DRAFT AGREEMENT FOR ARCHITECTURAL SERVICES
3.3 Construction Stage : Visit the site of work at regular intervals & at
every stage of work i.e. foundation, plinth level, sill level, lintel level, slab
level, all superstructure work to inspect the work and to clarify any doubts or
interpretation of drawings/ specifications, attend conferences & meetings to
ensure that the project proceeds generally in accordance with the conditions
of contract. The Architect will record his observation about the work in a
register maintain at the site and render advice on actions if required. The
Architect shall have local presence in the form of local office or have resident
Architect/ structural Engineer for required co-ordination, preparation &
submission of completion report & drawings for the project as required with
the assistance of client's engineers.
Advising client on exercising cost control & economy measures to
ensure that the approved estimates are not exceeded.
On completion of work Architect will prepare & submit 3 sets of as
built drawings with one set in the form C.D.(Autocad format) of the building
& services.
4.1 The total fees payable for all services mentioned in Clause No 3 of
section III i.e. schedule of services & deliverables, shall be on the
project cost including all taxes i.e. income tax, service tax, etc…at
present & in future.

4.2 Income tax & service tax all other taxes as applicable from time to
time would be deducted from professional fees payable.
4.4 All drawing & documents will be submitted to the client free of cost
as per requirement of the office & statutory authorities.
5. Mode of payment:
A stage payment schedule shall be as per clause No.3 section III i.e.
"Schedule of Payment".

M.S.R.T.C.
