4] Is there any device requirement for participation in e-Tender : Yes, Bidder should have

4.0 General Requirements:
4.1 Wherever required, more than one loop may be used in order to cover the entire range of flow.
4.2 Filter element test shroud and Dust Chamber shall be provided with the test rig. Also there shall be
provision to fit test filters of different dimensions.

4.3 The system shall run through computer software program and should also have manual operating
provision. Software rights shall be irrespective of the system (i.e. Laptop or Computer). It should be
possible to load the software with any of the system available at the lab end (other than that supplied
with the system). There shall be the provision of online monitoring of test, automatic test flow
regulation, indication of test bench failure directly on the software.
4.4 The system shall have the user interface controls and data acquisition (with suitable sampling rate)
made available with LabView or any equivalent application/ software. Data shall be stored in PC hard
disk as defined by the operator. The final output shall be in the report format comprising of all the
necessary test parameters, output results and graphs that can be printed on local printer.
4.5 Software shall have the administrator provision with a locking key or dongle to safeguard the system
for using rights. Software shall be licensed with a validity of minimum 12 years.
4.6 The control panel shall consist of indication of air flow, ambient temperature & pressure, upstream and
downstream pressure, restriction across filter element, hour meter (HH:MM), Blower/ Exhauster drive
speed, ON/OFF switch, emergency switch, etc. All meters shall be digital LED display type.
4.7 Machine shall have necessary built in safety features like run voltage, under voltage, over voltage,
overheating, current, overload current, etc. Also the access to danger zones shall be restricted and the
equipments should be according to CE compliance or equivalent.
4.8 To reduce the effects of static charges and to improve the consistency of test results, provision of
grounding should be provided.
4.9 Power supply: Standard supply voltage as mentioned below shall be used –
415 Volts AC + 10 %, 50 Hz for Three Phase.
230 Volts AC + 10 %, 50 Hz for Single Phase.
4.10 A schedule for preventive maintenance and related guidelines shall be provided along with the list of
essential and critical spares.
4.11 All measuring devices should be calibrated and shall be supplied with calibration certificates (NABL
traceability preferred).
4.12 Documents like user manual with SOP (Standard Operating Procedures), technical manual,
configuration file with Electrical Schematics, main equipment list, main equipment manufacturer
documentation, sensor calibration certificates, test bench validation reports and other necessary
documents shall be provided.

Scope/ Purpose : To evaluate and access the air cleaners for different tests like Restriction
and Differential Pressure test, Efficiency tests, Capacity test, Collapse
pressure test and Variable Air Flow test.

Requirements of the test bench:
1) Blower/ exhauster:
i. The blower/ exhauster along with motor for inducing air flow through the system shall have adequate
flow rate and pressure characteristics for the filters to be tested throughout the test cycle.
ii. Length of the pipe shall be such that, the pulsation of flow rate shall be so low that it is not measurable
by the flow rate measuring system.
iii. Blower shall be capable of maintaining the required test flow rate for a maximum differential pressure
of 50 inches (1270 mm) of water column, which would be induced when the test filter would be
choked by feeding the test dust to it (approximately 8-10 Kgs of dust) in order to perform the capacity
test and full life efficiency test.
iv. The Drive motor shall be of suitable capacity 3 Phase, 415 V-AC 50 Hz induction motor of (Make-
Siemens/ Kirloskar/ Crompton) continuous duty controlled by AC variable frequency drive. Single-
phase prevention shall be provided to drive-motor.
v. AC variable frequency drive shall have at least 2 times the capacity of drive motor. The motor shall
be coupled to blower. Blower speed shall be continuously varied from minimum to maximum speed to
get the desired air flow as per the requirement.
vi. Blower/ exhauster should be remotely mounted or there shall be provision of sound enclosure.
2) Air flow rate measuring system working on the principle of differential pressure shall be used. The air
flow meter shall be of an acceptable design, such as a calibrated orifice and manometer conforming to
ISO 5167-1. The orifice unit, if used, shall be permanently marked such that it can be identified after
calibration. Air flow control system shall be capable of maintaining the indicated flow rate within 2% of
the selected value during steady-state and variable air flow operation.
3) The inlet & outlet tube (piezo metric tube), dust injector & heavy-duty dust injector shall strictly comply
with the requirements as per the drawings given below (also refer ISO 5011:2014 Annex B)
4) The dust injector should be capable of metering dust over the range of delivery rates required ranging
from 0.25-3 g/m3. More than one dust injector may be used to cover the range given. It should be of easily
replaceable type and shall be able to cope up with abrasive characteristics of the test dust. Material of dust
injector should be stainless steel with chrome hardened with minimum hardness of 60 HRC. The air feed
pressure shall be 100 kPa minimum. The ISO heavy-duty injector pressure shall be 280 kPa.
5) Unless otherwise specified, the test bench for all tests shall comply with above and in addition all the
requirements (applicable for automotive applications only) as per ISO 5011: 2014.

TECHNICALSPECIFICATION
1.0 SCOPE:
1.1 To supply and install Diesel Fuel Filter Test Facility for diesel fuel filters used in automotive diesel
engines.
1.2 The test facility shall be designed, manufactured erected and commissioned to perform Life,
Efficiency and other tests for diesel fuel filters.
1.3 The test facility should comply with testing of filters as per ISO 4020:2001/ IS 3351:2006.
1.4 Technical requirements for the tests shall be as per the respective Annexures which are tabulated
further.
3.0 Flow Range: Upto 200 LPH (Litres per Hour). Flow shall be available till end of the test with
differential pressure of minimum 1000 kPa.

system for using rights. Software shall be licensed with a validity of minimum 12 years.
4.7 The control panel shall consist of indication of fuel flow, fuel temperature, inlet pressure, outlet
pressure, hour meter (HH:MM), pump drive speed, ON/OFF switch, emergency switch, etc. All
meters shall be digital LED display type. Where ever required, a VFD drive of suitable capacity
(preferably twice the capacity of the motor) shall be incorporated. Single-phase prevention shall
be provided to drive-motor.
4.8 Machine shall have necessary built in safety features like run voltage, under voltage, over
voltage, overheating, current, overload current, etc. also the access to danger zones shall be
restricted and noise shall be less than 80dB at 1 m.

Scope/ Purpose : This test shall be carried out first to ascertain whether the
clean side of the filter to be tested is free from dirt and of other
loose particles which may result from production, storage and
transport.
2. All the components of the test bench should be of proven design and conforming to the
relevant standard(s) (related to environment, noise and safety) i.e. CE compliance or equivalent.
3. Pressure gauge, flowmeter shall be of digital type. All instruments with above given accuracy
and least count shall be used. Better least count & accuracy than tabulated would be an added
advantage.
4. Differential pressure gauge with a measuring range of upto 500 kPa with an accuracy of 1%
FSD and least count 1 kPa shall be used.
5. The measuring device for dust/dirt collected (test sieve with sieve head) should be strictly as
per the given diagram below. The results will be evaluated with the Millipore test.
6. Tank should be of minimum 150 litres capacity with overlapping cover.
7. Three different test head to fit the test filter shall be provided with the test rig. Also there shall
be provision to change the test head in order to test filters of different dimensions.
8. Feed pump, only pumps of plunger or diaphragm type shall be used. The flow rate of the
pump shall be approximately twice the rated flow of the filter under test at a differential
pressure of 20 kPa.
9. Unless otherwise specified, the test bench for this test shall comply with above and in
addition all the requirements as per Annexure B- B.1 of ISO 4020: 2001.

10. For separate contaminant feeding, injection tank used shall be a round tank with smooth sides,
diameter 170 mm, a cylindrical height of 220 mm, conical bottom with less than 90° included
angle, central outlet, overlapping cover, capacity (cylindrical pan of the vessel) approximately 10
1itres.
11. Recirculating pump, for the organic contaminant shall be a hose pump producing at least 5
l/min or 15 kPa; the tubes shall have 4 mm maximum internal diameter the pump outlet shall
be designed so that the flow can be clearly seen on-the liquid surface.
12. Standard graduated tubes (with float), for monitoring injected quantities (slurry) suitable sizes
shall be used to cover the given flow range and injection accordingly so as to avoid the danger
of contaminant deposits forming. The float material shall be mu-metal i.e. metal with magnetic
characteristics.
13. Injection pump, shall be hose pumps (max input of 150 W) capable to deliver up to 200
ml/min, operating forward and reverse direction, tachometer generator, accuracy ±1 %,
temperature stabilized. Provision shall be made to reduce the pulsations. Injection hose
material shall be Viton.
14. Suitable injection nozzle for inorganic contaminant (internal diameter 1.6mm, external diameter
3.2 mm and outlet diameter of 1.0 mm) shall be used.
15. Three different test head to fit the test filter shall be provided with the test rig. Also there shall
be provision to change the test head in order to test filters of different dimensions.
16. Filter holder assembly for chocking test (Annexure C of ISO 4020) shall be as per the figure
given below.
17. Unless otherwise specified, the test bench for this test shall comply with above and in addition
all other requirements as per Annexure B- B.3.2 of ISO 4020: 2001.

conforming to the relevant standard(s) (related to environment, noise and
safety) i.e. CE compliance or equivalent.
3. Pressure gauge, flowmeter shall be of digital type. All instruments with above
given accuracy and least count shall be used. Better least count & accuracy
than tabulated would be an added advantage.
4. Main tank shall be of minimum 150 litres capacity. Water tank for distilled
water shall be of minimum 5 litres with constant level device. Fuel tank
configuration shall be as per ISO & SAE both.
5. Separate flow meter for test liquid and water shall be installed with above
given measurement ranges, accuracies and least counts.
6. Fullers earth conditioning circuit shall be included in the test bench with
minimum 75 litres tank capacity.
7. Main pump shall be of diaphragm type capable of generating consistent
water droplet size distribution. It shall be of following specifications or
equivalent:
a. Static pressure (no flow): 34.5 kPa to 55.1 kPa above atmospheric
pressure.
b. Displacement per stroke: 8.5 cm3 maximum.

7. Filters overall outside diameters and height will be ranging from 60-200 mm
and from 40-400 mm respectively. Maximum weight of a test filter along with
oil filled will be around 5 to 7 kgs approximately. Test fixtures to mount the
filter shall be provided as per the schematic arrangement below.
8. Data logging shall be continuous with adjustable sampling rate.
9. There shall be provision in the software to change the sampling rate if certain
test parameter has deviation from the set values.
10. Test bench should include the provision of oil pressure source for filter. Also,
necessary fixtures to mount the filters as per the schematic diagram below
shall be provided with the test rig.
11. Three different test head to fit the test filter shall be provided with the test
rig. Also there shall be provision to change the test head in order to test
filters of different dimensions.

frequency drive shall have at least 2 times the capacity of drive motor. The motor
shall be coupled to pump. Pump speed shall be continuously varied from
minimum to maximum speed to get the desired oil flow as per the requirement
and also through P.C. Software and controllable within the accuracy of ±2 rpm.
In view of the abrasive characteristics of the contaminant, the pump should be

shall be provided to drive-motor.
5.9 The control panel shall consist of indication of oil flow, oil temperature, inlet
pressure, outlet pressure, hour meter (HH:MM:SS), pump drive speed and its
control, ON/OFF switch, emergency switch, etc. All meters shall be digital LED
display type.
5.10 Better least count & accuracy than tabulated respectively for each annexure would
be an added advantage.
5.11 Machine shall have necessary built in safety features like run voltage, under
voltage, over voltage, overheating, current, overload current, etc. also the access
to danger zones shall be restricted and noise shall be less than 80dB at 1 m.
5.12 Power supply: Standard supply voltage as mentioned below
shall be used –
415 Volts AC + 10 %, 50 Hz for Three Phase.
230 Volts AC + 10 %, 50 Hz for Single Phase.
5.13 A schedule for preventive maintenance and related guidelines shall be provided
along with the list of essential and critical spares.
5.14 All measuring devices should be calibrated and shall be supplied with calibration
certificates (NABL traceability preffered).
5.15 Documents like user manual with SOP, technical manual configuration file with
Hydraulics/ Electrical Schematics, main equipment list, main equipment
manufacturer documentation, sensor calibration certificates, test bench
validation reports and other necessary documents shall be provided.

characteristics of the contaminant (test dust grades ISO 12103- M2, M3, M4, M5 &
A2), the flow meter and other test rig parts should be able to cope with abrasive
matter without undue wear.
5. Needle valve/ diaphragm valve or equivalent valves shall be used in the test rig.
6. The slurry addition vessel shall be strictly as per the diagram given below. Suitable
dosing pump shall be incorporated so as to achieve slurry addition rate of 0 to 10
ml/min with above given accuracy and least count.

7. The equipments used for the mixing of test dust and liquid slurry i.e., ultrasonic and
stirrer equipment shall be of following specifications:
A) Ultrasonic Equipment:

1. Test rig should cover evaluation of filters having rated flow from 0.5 lpm to 100 lpm
and with an efficiency of less than 99 % at a particle size greater than 10 microns.
2. Several test flow loops built into one test rig may be used to cover the entire flow range
of 0.5 lpm and 100 lpm.
3. Spin-on filters, filter elements and flat sheet filter media (200 cm 2 Max. with maximum
pressure 10 bar) shall be able to be tested on the test bench. Maximum differential
pressure shall be 12 bar and maximum system pressure shall be 25 bar.
4. Test circuit should be as per the line diagram given below.
5. All the components of the test bench should be of proven design and conforming to the
relevant standard(s) (related to environment, noise and safety) i.e. CE compliance or
equivalent.
6. The pump (with variable frequency drive motor) while operating, should not alter the
contaminant particle size distribution and shall not exhibit excessive flow pulses.

7. Reservoir shall be constructed with a conical bottom having an included angle of not
more than 90º and where the oil entering is diffused below the fluid surface, for both,
filter test circuit and contaminant injection circuit.
8. Pressure tapping’s shall be in accordance with ISO 3968, sampling valves shall be in
accordance with ISO 4021. Pipings shall be sized so as to ensure the turbulent mixing
conditions throughout the filter test circuit.
9. System clean-up filter capable of providing an initial system concentration level of less
than 1000 particles/ml having a size greater than 10 microns OR a gravimetric level
less than 2% of the calculated level at which test is being conducted shall be provided
for contamination injection circuit. Also, for filter test circuit, system clean-up filter
capable of providing an initial system concentration level of less than 15 particles
greater than 10 microns/ ml shall be incorporated.
10. On-line dilution and particle counting system shall have a dosing pump ranging 50 to
250 ml/min, optical particle sensor connected to a counter with 16*-upstream & 16*-
downstream channels, counting particles from 1 – 150 microns. Particle counter shall
be calibrated as per ISO 11171. Modular channel provision shall be given so as to have
a provision of increasing the number of channels if future requirement(s) calls for.
11. The particle counter shall be operative in on-line and off-line mode so as to facilitate
analysis of samples separately and independently whenever required.
12. For both, on-line and offline mode, the software for particle counting and analysis shall
give the required output parameters (like particle counts, instantaneous and average
efficiency, beta ratio etc.) in a standard report format as mentioned in ISO 4548-12 and
ISO 19438.
13. The main tank, dosing tank and restore tank capacity shall be of suitable capacity
according to given flow range.
14. Three different test head to fit the test filter shall be provided with the test rig. Also
there shall be provision to change the test head in order to test filters of different
dimensions.
15. Unless otherwise specified, the test bench for this test shall comply with above and in
addition all other requirements as per ISO 4548-Part 12 and ISO 19438.

TERMS AND CONDITIONS OF TENDER:
1 Earnest Money Deposit [EMD] & Tender Document Fee will have to be paid
along with the tender by a Crossed Demand Draft drawn on any
Nationalised/Scheduled Bank in favour of the Director, CIRT, and payable at
Pune. The same should be submitted in the envelope containing Technical
Bid. Tender without EMD & Tender Document Fee will be rejected.
Request for exempting payment of Earnest Money Deposit will not be
considered. Submission of Bank Guarantee, in lieu of EMD draft will not be
accepted. In case of foreign manufacturers EMD May be paid in Indian Rupees
or in US Dollar equivalent to Indian Rupees.
2 Refund of EMD to unsuccessful Tenderers: This amount will be refunded by
cheque to the unsuccessful tenderer after decision on the acceptance of the
tender is taken or within 6 months from the date of opening of tender,
whichever is earlier.
3 Earnest Money Deposit of successful tenderer :- EMD will be refunded by
cheque to the successful tenderer only on satisfactory execution of our
Purchase Order. If the successful tenderer refuses to accept the PO with
terms and conditions of tenders and/or as mutually agreed terms, Earnest
Money Deposit will be forfeited and no further correspondence will be
entertained in the matter. In the cases, where the successful tenderer does not
convey an acceptance of order within 10 days, the order will be cancelled and
Earnest Money Deposit will be forfeited.
4 Validity of offer: The offer should be kept valid for a minimum period of 180
days from the due date of opening of the tender. In the case of successful tenderer
the approved prices shall remain valid till Purchase Order is fully executed.
5 Submission of Tender: Separate Tender should be submitted for each eg the
Filter Testing Equipment. The sealed tender should be superscribed as
“TENDER FOR :Filter Testing Equipment mention ………………. testing
facility Sr. No. 1 to 10 ) DUE DATE _______ & addressed to “The Director,
CENTRAL INSTITUTE OF ROAD TRANSPORT, BHOSARI, PUNE– 411 026.”

7 Rejection of tender due to late submission: Late / delayed and incomplete
tender will be rejected. This Institute shall not be responsible for any delays in
transit or otherwise due to postal and/or any other reason.
9 In case any of the items quoted are on D.G.S.& D or ASRTU current rate
contract, name and reference number of the rate contact along with other
details and a copy of the contract must be provided.
10 a) Price quoted should indicate “Door Delivery” at CIRT Bhosari, Pune-
411026 F.O.R. destination – ‘PIMPRI CHINCHWAD’ value. The quoted rates
are assumed to include packing, forwarding, freight and transit insurance
charges unless specifically mentioned.
Note :- a) Sales Tax Exemption form [Form ‘C’ or ‘D’ ] can not be provided,
if applicable
b) CIRT may avail Excise Duty Exemption under Excise Notification No.
19/94 being SIRO recognized R&D Institution. However, the tenderer should
quote the application rate of Excise Duty, if any, in the appropriate column.
12 Payment:-
a) Payment will be made within 30 days from the date of supply of the
equipment subject to satisfactory installation, commissioning & working of the
equipment. Performance Bank Guarantee as per warranty clause No. 13.

b) Payment to foreign suppliers will be considered through 80% Letter of Credit
against dispatch documents through Bank and balance 20% through Demand
Draft between 11 and 13 weeks after satisfactory Installation and
commissioning of the equipment at CIRT premises subject to submission of
Performance Bank Guan tee as per warranty clause No. 13.
13 Warranty :
A)The offered item/material/equipment shall strictly conform to the
specifications & must be guaranteed for satisfactory performance & against
manufacturing and other defects at least for a minimum period of 2 years.

B) Free replacement of defective spares/rectification of any defective
components of the item during warranty period should be arranged ON
FREE OF COST on DOOR DELIVERY BASIS and installation thereof. All
expenditure for door delivery such as freight, insurance, taxes, octroi/any
other duties, customs duty & clearance charges in the cases of imported
items towards replacement shall be borne by the vendor / their authorized
agents.
C) A Performance Bank Guarantee valid for 2 years to ensure the fulfillment
of warranty obligation shall be provided for 10% Value of the total cost of
equipment (10% CIF Cost in the case of foreign vendors) (A specimen
format of Bank Guarantee will be provided along with the Purchase Order)
D) .Extension of Warranty : During warranty period the service personnel
shall attend the service calls and replace / repair the equipment within 96
hours / 4 working days, warranty period will be extended by number of days
equivalent to five times the delayed days beyond allotted 4 days slot.
14 Delivery:-
(A) Equipment / Test Rigs shall be supplied to CIRT within a period of 12
weeks from a date of acceptance of P. O. The material/equipment shall be
delivered to CIRT on DOOR DELIVERY basis without any additional cost.
For Foreign Vendor – The rates shall be quoted for CIF Mumbai (India) with
transit Insurance covering all type of risks during transit from vendor’s
works to final Destination i.e. CIRT premises at Pune – 26 (India) with
Warehouse to Warehouse” ckayse. Mode of delivery shall be specifically
quoted i.e. Air / Sea freight.
(B) Penalty for delayed delivery: A penalty @ 0.5% of the total cost of the
equipment will be charged to the vendor per week or part thereof of delayed
delivery subject to a maximum 10 %.
15 Pre-Despatch Inspection may be carried out by CIRT personnel and the expenditure
towards the same shall be borne by the vendor.

18 Customer Service Support (after Warranty period )
b) Annual Maintenance Contract : CIRT may / may not enter into any Annual
Maintenance Contract for after-sales Service after warranty period.
Tenderers should be given the break – up of annual maintenance contract
charges after warranty, for 8 years as (a) labour charges (b) cost of spares
and ( c) All inclusive (i.e.) labour charges & cost of sapres ( d ) should
indicate availability of local / Indian trained service personnel (e ) should be
indicate minimum downtime from the time of intimation of breakdown.
Wherever the AMC is not entered into, the vendor should be able provide
Service on Call basis rates.
c) Service Call attendance - The vendor service personnel shall attend the
service calls and replace / repair the equipment within 96 hours. If no spares
are required to be imported. If import of spares is required, the vendors shall
supply such spares, if required and asked for by CIRT, within the delivery
period quoted there on.
d) Spares Back up – Tenderer should be given guarantee for the supply for
the next 8 years. All the spares used in the equipment shall be easily
available and replaceable.
f) Penalty for delayed delivery for such replacement items shall be stated at
14 (B) above.
