1. INTRODUCTION

First Balfour, Inc. was contracted by Shimizu Corporation for the Construction of Expansion
of Existing Depot at Baclaran for LRT 1, Airport Road, Pasay City. The construction of project
will be for a duration of 11 months where during the activity period, the traffic activities was
involving movements of service vehicles, hauler trucks and heavy equipment and will be
experienced along the routes where these vehicles/equipment will be travelling, not to
mention also the impact to the general public, motorists, residence company vehicles and
pedestrians alike, that may be affected by these activities.

The work will include but not be limited to; excavation works, hauling of debris/waste,
disposal of debris materials, personnel transportation and other related activities. Inherent to
these activities, anticipated disruption of normal traffic flow in and adjacent to the project site.

To mitigate the impact, a traffic management plan is hereby developed to outline, mitigate
and address the use of road lanes that is expected to impede/slow down the movement of
motorists and pedestrian traffic in the affected areas.

2. OBJECTIVES

This plan is intended to cover safety aspects on roads that would be affected by the project
during the construction works. It can be a hazardous operation for both our workforce and to
the users of the private roads. It is therefore essential to assess the various risks and
establish system of work, which are safe to both the public, residence company users and
the project site.

This plan is developed for the following, but not limited to, objectives:

a) Define, minimize and manage the interface locations between the normal traffic flow
and the vehicular / equipment traffic movement associated with the project.

b) Ensure the safety of the residence company vehicle as well as project workers by
planning / providing a safe road access at the work zone and at the road access
areas by maintaining and regulating efficient flow of traffic.

c) Serve as reference by all drivers, operators, watchmen and others in the project
involved in the control and management of traffic movements at the project site.

3. SCOPE

This Plan is applicable to all First Balfour and its Subcontractor’s vehicular, equipment and
pedestrian movement in and around the work site including journeys to/from designated
disposal sites of construction wastes/debris.

The following standards are used as references for this Plan:

4.1. Philippine Standard Traffic Rules and Regulations such as but not limited to:

a) Republic Act 4136: Land Transportation and Traffic Code

b) Republic Act 8794: Motor Vehicles User’s Charge Act 2000

c) Republic Act 8750: Seatbelts Use Act of 1999

d) Republic Act 10586: Anti-Drunk and Drug Driving Act of 2013

e) Republic Act 10193: Anti-Distracted Driving Act of 2016

f) Republic Act 10196: Road Speed Limiter Act of 2016

5. GENERAL CONSIDERATIONS

Efforts were made to make this plan comprehensive. The following parameters that would
contribute to efficient traffic management were considered in developing this Plan. These
are enumerated below.

1.1 Safety Considerations

a) Informative warning signs including danger signs, traffic signs shall be installed at
strategic locations in and around the construction site.

b) Appropriate advance warning signs such as “Construction Site Ahead”, “Slow Down”,
“Traffic Hazard Ahead” and speed limit signs shall be installed on the sidewalks along
public roads few meters before/after the project site entrance to warn motorists and the
general public, residence company users of the hazard.

c) Safety signages shall be provided at the project construction site.

d) If necessary, temporary barriers such as traffic cones, solid barriers shall be used.

e) Directional arrows shall be positioned to guide traffic past the works. Arrow will be provided
on road to ensure the smooth traffic flow at the construction areas and also to protect the
public, residence company users and personnel’s from the movement and the operation of
equipment.

f) Sufficient warning lights / beacon (flusher light) will be provided to all truck/vehicles
that being utilized at the construction site.

g) Trucks hauling construction debris / wastes shall be properly covered, equipped


with safety signs.

h) Truck haulers and heavy equipment shall travel only on the allowable timings
allowed by MMDA and local governmental regulations in accordance with the
coding scheme and truck ban periods.

i) Reversing of vehicles near the construction work site area shall be discouraged
and only allowed on designated location with the assistance of the spotter.

j) All vehicles shall be equipped with fire extinguishers and first aid kits. Drivers /
operators and helpers shall be trained on their use.

k) Contacts shall be maintained between drivers and the Journey Manager /


Dispatcher during trips and emergency contact numbers shall be posted in the
truck cabin.

l) Man / machine interface shall be planned inside the construction area. Temporary
pedestrian walkways shall; be designated and should never be less than one (1)
meter wide and, where possible, should be 1.5 meter or more in width beside the
road way at the construction area.

m) Barriers must be used to mark the temporary footway and also to protect
pedestrians from traffic, and moving equipment.

n) To avoid dusts / muds scattering on main thoroughfares, wheel wash area or


manual wheel wash shall be designated to clean outgoing trucks/vehicles from the
construction site.

5.1. Traffic Control

a) Adequate number of Traffic Flagmen or Aides will be fielded as required to ensure


the smooth flow of vehicles within the construction area and at the entrance / exit
to / from the construction site.

b) At least two (2) Traffic Controllers shall be assigned to man the affected
construction area. Additional traffic controllers shall be assigned at pre-determined
intersections and at U-turn areas adjacent to the affected of construction as may
be necessary.

c) Traffic Controllers shall wear complete protective personal equipment (PPE) as


traffic controller that include hi-visibility reflective vest.

d) Speed limit shall be set-up base on Shimizu approved speed limit (kph) inside the
construction area. STOP/GO system of traffic control shall be employed.

1.2 Driver / Operator Competency

a) Pre-employment medical examination shall be required for all drivers / equipment


operators hired for the project to ensure they are free from conditions that may
affect driving abilities.

b) All drivers shall hold a valid professional driving licence for the vehicle class and for
the load (if dangerous). 3rd party (NC2) certificates shall be required as necessary.

c) Driver should be able to show good driving record for that past 3 years and will be
required to present NBI/police/barangay clearances as proof of no involvement in
blameworthy accidents, criminal acts, etc.

d) Drivers must be assessed as being competent in driving skill, should demonstrate


knowledge of the traffic law of the Philippines.

e) Drivers hired shall have safe/defensive driving training or will be trained on


defensive driving training when hired

f) Random Drug and Alcohol Tests shall be conducted by First Balfour, Inc. to drivers /
operators at regular intervals.

g) Drivers shall attend daily toolbox talk, fortnightly driver’s forum to discuss driving
experiences, lessons learned, best practices, etc. and attend meetings called to
share driving information and knowledge.

h) Project workers including drivers / operators shall participate in the Safety


Observation Program and that driving performance shall be included in the areas
needing observation and monitoring.

i) Safe lashing and covering of truck loads shall be required to ensure safety of
general public, residence company and other motorists.

1.3 Vehicle / Equipment Road worthiness

a) Employed vehicles shall be inspected by Shimizu and submitted to the project’s


ESH Officer and Plant Coordinator for inspection and stickering. Only roadworthy
vehicles and equipment shall be allowed / employed and entry in the project.

b) Pre-use inspection of vehicles / equipment using the Shimizu or Company standard


checklist shall be conducted and deficiencies noted shall be corrected immediately.
As a minimum, the BLOWBAG requirements shall be complied.

c) Vehicle / equipment scheduled PMS shall be observed

1.4 Traffic Planning and Management

a) Coordination with Shimizu shall be made at the start of the project to agree on the
traffic management plan and as necessary when there is a change/deviation to the
plan.

b) A Traffic Management Plan (this Plan) shall be developed and submitted to Shimizu
traffic authorities.

c) Waste removal/hauling times shall be scheduled base on MMDA truck ban and or
local government wherein disposal shall be made.

d) All movement of hauler trucks and mobile heavy equipment shall be follow in
accordance with the Shimizu and First Balfour requirements.

e) Illegal parking at both sides of entrance gate or near the construction area shall be
prohibited.

f) Priority of public traffic, residence company vehicle movement over that of project.

g) The construction area shall be established will be properly scheduled and planned
to avoid congestion.

5.2. Traffic Risk Assessment and Preparatory Works

a) Internal and external areas affected by the traffic flow shall be carefully studied and
risk assessed to identify mitigating / control measures to alleviate traffic congestion.

b) Concerned drivers / operators shall be familiarized in responding to the peculiarities


and conditions prevailing during the time of travel, hauling and removal of
construction debris at the project.

c) A Journey Management Plan (JMP) shall be accomplished for each transport route
by the appointed Journey Manager / Dispatcher and discussed with the driver
before and after the trip. The JMP shall cover the following:

 Driver, vehicle and equipment documentation requirements

 Pre-use roadworthiness check of the vehicle/equipment.

 Escort requirements, if applicable

 Vehicle suitability/compatibility with load. Load securing/lashing.

 Risk assessment as to weather, road condition, security, emergency, etc.

6. COMMUNICATION AND TRAINING

This Plan shall be disseminated to all project workers including drivers / operators as part of
the project’s Safety Orientation Program. Safety Alerts and Bulletins relating to traffic
management shall be published as necessary.

Driver’s Forum shall be held to discuss concerns relating to flaws and improvements in the
TMP.

Journey specific safety precaution shall be discussed with the drivers during the JMP
briefing and post-journey review.

7. REVIEW OF THE TRAFFIC MANAGEMENT PLAN

Implementation of this TMP shall be made part of the Company’ Best in ESH Management
assessment of the project’s performance and internal ESH audit programs.

The effectiveness of the Plan shall be reviewed on a regular basis during the project’s ESH
Committee meeting, Driver’s Forum, audit finding close-outs and any enhancements shall be
documented by updating the HRIA and this Plan.
