1. For the inter-frequency measurement, when the measurement quantity is RSCP and Ec/No, the
start threshold cannot be above the stop threshold.
2. When there are CS and PS domain services, the RNC uses the threshold that has a maximal
absolute value for the combined service.
3. When the periodical report mode is chosen, the cell which can be achieved must meet both the
min threshold of Ec/N0 and RSCP.

Example
Use this command to set the parameters in the RNC-oriented non-coverage-based inter-RAT
handover measurement algorithm.
Non-coverage-based inter-RAT handovers are triggered by any event except the 2D and 2F
event. Currently, inter-RAT measurement is required for the inter-RAT handovers based on the
following algorithms: UE speed estimation algorithm, traffic-based handover algorithm, load-
based handover algorithm, and E911 positioning algorithm.
Only the event reporting mode is available for the non-coverage-based inter-RAT handovers.
The periodical reporting mode is not available.

algorithm relation (ANR). This parameter provides the following
switch options:
Unit: None
GeranUpdateRacSwitch/UtranUpdateRacSwitch: If RAC is
not configured on a 2G/3G network, selecting this option
increases the measurement CGI delay of the UE to be handed
over to cells of this RAT. This increase the risk of service
drops. If RAC is configured on a 2G/3G network, RAC
configurations are unavailable during adding cells of this
RAT when this option is deselected. In this situation, the RIM
procedure in flash CSFB and PS handover to the inter-RAT
cells cannot be initiated. Only the redirection procedure can
be performed.

switch algorithm. This parameter does not control redirection or fast
redirection for CSFB.
Unit: None
Applicable Mode: L
MroSwitch MRO Meaning: Indicates the switches for mobility robustness
algorithm optimization (MRO) algorithms.
switch
IntraFreqMroSwitch: If this option is selected, the eNodeB
dynamically adjusts the intra-frequency handover parameters
to increase the intra-frequency handover success rate. If this
option is deselected, the adjustment is not performed. This
option applies only to LTE FDD and LTE TDD.
Unit: None
Applicable Mode: L
MacAssemblyOptSw MAC Meaning: Indicates whether to enable optimization on

Unit: None
Applicable Mode: L
LcsSwitch LCS switch Meaning: Indicates the location service (LCS) switch.
Unit: None
Applicable Mode: L
TrmSwitch TRM switch Meaning: Indicates whether to enable uplink flow control
over the air interface. UlUuFlowCtrlSwitch: If this option is
selected, the eNodeB limits the uplink rate of UEs in the case
of uplink congestion. This prevents intra-eNodeB uplink
congestion, but may affect fairness and differentiation for
combined services. If this option is deselected, the eNodeB
does not limit the uplink rate of UEs in the case of uplink

CONFUSION_DETECT_SWITCH of the
PciConflictDetectSwitch parameter in the
ENodeBAlgoSwitch MO is on and PCI confusion occurs, PCI
confusion alarms are displayed in the alarm console. If the
PciConflictAlmSwitch parameter is set to off, PCI conflict
alarms are not displayed in the alarm console.
Unit: None
Applicable Mode: L
PowerSaveSwitch Power save Meaning: Indicates whether to enable eNodeB-level energy
switch conservation. SymbolShutdownSwitch: This option applies to
LTE single-mode and multi-mode base stations. If this option
is selected, the eNodeB shuts down PAs in the RF units when
detecting that no signal is transmitted using OFDM symbols
in downlink subframes. This reduces static power
consumption and conserves energy for the eNodeB. If this
option is selected for multi-mode base stations, the base
station must use energy conservation features of other RATs
at the same time to save power. This option applies only to
LTE FDD and LTE TDD.
GUI Value Range: SymbolShutdownSwitch(Symbol
shutdown switch)
Unit: None
Applicable Mode: L
RimSwitch RIM switch Meaning: Indicates whether to enable the RAN information
management (RIM) functions.
Unit: None
Applicable Mode: L
RanSharingAnrSwitc ANR Under Meaning: Indicates whether to enable the ANR algorithm in
h RAN RAN sharing mode. This parameter provides the following
Sharing options:
Algorithm
Switch NBSLTEPLMNRoundSwitch: If this option is selected, some
neighboring eNodeBs provide cells that work in E-UTRAN
sharing mode and broadcast their PLMN lists in a round robin
(RR) manner. In this case, if the IntraRatEventAnrSwitch or
IntraRatFastAnrSwitch option of the AnrSwitch parameter is
selected for the local eNodeB, the local eNodeB obtains the
actual cell global identifier (CGI) and serving PLMN list for a
neighboring cell broadcasting PLMNs from the U2000 in an
RR manner after the UE reports the CGI of the cell during
ANR measurements. If both the
NBSLTEPLMNRoundSwitch and
NBSLTERANSharingSwitch options are selected, the
NBSLTEPLMNRoundSwitch option takes precedence over
the NBSLTERANSharingSwitch option. This option applies
only to LTE FDD and LTE TDD.
Applicable Mode: L
FreqLayerSwtich Frequency Meaning: This parameter includes the following three
Layer options: UtranFreqLayerMeasSwitch,
Switch UtranFreqLayerBlindSwitch, and UtranSrvccSteeringSwitch.

when UtranFreqLayerMeasSwitch is on.
Unit: None
Applicable Mode: L
CmasSwitch Cmas Meaning: Indicates whether to enable the eNodeB-level
Switch commercial mobile alert system (CMAS). This parameter
applies only to LTE FDD and LTE TDD.
Applicable Mode: L
VQMAlgoSwitch Voice Meaning: Indicates the switch used to enable or disable the
quality voice quality monitoring algorithm. When this parameter is
monitoring set to VQM_ALGO_SWITCH_OFF, the algorithm is not
algo switch enabled. When this parameter is set to
VQM_ALGO_SWITCH_AMR_ON, the algorithm applies to
AMR speech coding. When this parameter is set to
VQM_ALGO_SWITCH_ADAPTIVE_ON, the algorithm
applies to AMR and EVS speech coding. This parameter
applies only to LTE FDD and LTE TDD.
Unit: None

UeNumPreemptSwit UE number Meaning: Indicates whether to enable resource preemption
ch preemptio based on the number of UEs.
n switch
IntraOpUeNumPreemptSwitch: Indicates whether to enable
intra-operator resource preemption based on the number of
UEs. If this option is selected, when a UE cannot access the
network due to the UE quantity restriction, the UE can
preempt resources of other lower-priority UEs served by the
same operator. If this option is deselected, such preemption is
not allowed. This option applies only to LTE FDD and LTE
TDD.
Unit: None
Actual Value Range: IntraOpUeNumPreemptSwitch,
InterOpUeNumPreemptSwitch, NbUeNumPreemptSwitch
Applicable Mode: L
MultiOpCtrlSwitch Multi- Meaning: Indicates the switch used to control whether
