Reasons of this work item

• United Nations declared that Internet Access is a human right. “given


that the Internet has become an indispensable tool for realizing a range
of human rights, combating inequality, and accelerating development
and human progress, ensuring universal access to the Internet should
be a priority for all states”.
• 1 euro invested in broadband implies 3 euros of growth in terms of GDP.
• 10% increase in broadband penetration can result in a 1-1,5 % increase
in the GDP annually and 1,5% labour productivity gains.
• Digital Agenda for Europe: by 2013, basic broadband for all Europeans,
and by 2020, (i) access to speeds of above 30 Mbps for all Europeans,
and (ii) subscription of internet connection above 100 Mbps for 50% or
more of European households.
• Development of broadband networks requires sufficient investments
which in many cases cannot be justified by the existing or even potential
demand.

• Development of broadband networks requires sufficient investments


which in many cases cannot be justified by the existing or even potential
demand.
• Expenses can be lowered by more intensive usage of existing
passive infrastructures, more cooperation on planned civil works,
streamlining permit granting procedures and by removing obstacles to
NGA-ready in-house equipment.
• EC encourages NRAs to “work with other authorities with a view to
establishing a data-base containing information on geographical
location, available capacity and other physical characteristics of all
civil engineering infrastructure which could be used for the
deployment of optical fiber networks in a given market or market
segment.

OBJECTIVE and SCOPE

• The purpose of the present work is to study aspects related to


the development of the maps on the basis of the existing
projects and experiences in CEPT countries:
• The scope of the infrastructure which should be presented
on the map;
• The obtainment of the information from the infrastructure
owners;
• Issues related to availability and formats of the information
about the controlled infrastructure;
• The technical solutions for maps and relevant functionalities;
• Funding for the development of the map.

FUNDING THE DEVELOPMENT OF THE E-MAP

• The possibility to access the EU structural funds (ESF)


should be duly investigated
• Connecting Europe Facility is aimed to support the
implementation of projects aiming at the development and
construction of new or upgrading of existing infrastructure in
the field of transport, energy and telecommunications.
