Introduction:
An inspection was carried out at to complete the requirement of NEBOSH IGC3 practical
application. It is a contracting company of __________which is involve in constructing new building
of installation of underground fuel tanks, operating of fuel dispensers and maintenance and
installation of electrical application at filling station. it has been working since 1975 and have a good
working reputation among big companies like PSO, TOTAL and SHELL.
___________ works in Lahore city and also at national level as they get contract of new
filling station construction and installation. It has professional and experienced technicians and
worker to complete its task on time.
The organisation structure is divided into five major departments. That includes, admin, civil,
electrical, mechanical and operations. Admin department complete the all document s and hand
over to operations department. Operations department forward the tasks to concern department.

Executive Summary:
The purpose of this inspection was to determine and highlight the strengths and
weaknesses of current health and safety management system. The inspection will help top
management to develop their health and safety culture in the organization. Appropriate actions can
also be taken for the improvement of health and safety management.
During inspection a number good practices were observed like pure drinking water for
employees. First aid facilities and free PPEs for employees. The overall environment was good. The
basic focus of this inspection is to highlight the substandard health and safety practices and effect of
these practices on the health and safety of workers involved. This will enable the management to
set new health and safety targets for the safe execution of all operations.
The main hazards which are identified in this report are mechanical hazards, electrical
hazards, falling hazards, fire hazards, vehicle and transportation hazards, detergent dust hazards
and manual handling hazards. These hazards need high attention of management to resolve.
Management commitment is very necessary to overcome these hazards.
Moreover, controlling of these hazards will reduce the chances of near misses and accidents.
In healthy and safe working environment the workforce will give better output. So a good health
and safety management system will earn goodwill among the competitors. Health and safety is an
integral part of any business it should comply with international standards.

Main Findings:
Many hazards were observed during the inspection. Following are main hazards which need
immediate attention to minimize or eliminate the risk arising from these hazards.
1: Mechanical Hazards
Action by Management:
Action plan should be prepared by the management to rectify these mechanical issues on
immediate basis. They should focus on the timely maintenance and inspections of all equipments
and appliance to enhance their life and safety of the workers.
Unsafe use of mechanical machinery is breach HSE 1998 ( Safe use of work equipments)
ALCOP 1.22
2: Electrical Hazards.
Electricity is like blood for many types of equipment in manufacturing industry but it is
considered as dangerous hazard. Improper use of electricity may cause a serious accident. Section 2
of observation sheet includes some unsafe conditions regarding electricity. The hazards which are
highlighted in section 2 are naked wires, improper use of dispensers and power room
housekeeping. These hazards are very risky and need immediate attention.

Action by Management:
Management should adopt the safe system of work to minimize the risk level of these
hazards. Management also should focus on the replacement of old equipments which may cause of
any harm to life and property to replace with reliable equipments.
Unsafe use of electricity is breach of HSE 2003 (HSG85-Electricity at work, safe working practices)
3: Civil Hazards.
Falling in the most common type of hazard in civil hazard in observation section 3 An Old
and improper scaffold is being used for working at height very risky and need immediate attention.
Action by Management:
Management should apply the all safety rules on the work site to avoid any mishap and also
training of workers to work at height should be given before starting work. Management also
should strict compliance on the implementation of HSE policy at work place.
4: Fire Hazards.
Section 4 of observation sheet refers to fire hazards. A number of fire hazards were
observed during inspection; smoking which may cause fire explosion. No fire detection system and
emergency escape route was observed so in case of fire people may trap in site and there is a risk of
huge loss. Fire extinguisher were observed outdated which are useless and this is very risky
condition.

Action by Management:
Management should apply all SOPs and working orders with safe work environment to the
all staff to avoid any occurrence of an outbreak of fire. Management also focuses on the timely
maintenance and serviceability of all fire fighting appliance at work site.
5: Transportation.
Section 5 of observation refers to transportation hazards. These hazards include same route
for vehicle and pedestrians, no parking area. These hazards may collisions of vehicles in parking
area which are useless and risky condition.
Action by Management:
Management should allocate fund for the facilitation of the workers and also for the safe
and secure parking of the vehicles at work site. Management also should focus on the safe custody
of the vehicle while moving one place to another.
This is breach of work place Health Safety and Welfare Regulation 1992
6: Manual Handling.
Section 6 of observation refers to manual handling. In site workers were observed to carry
heavy load. This is very dangerous and common practices which may cause disc slip or fracture.
Action by Management:
Management should focus on the physical health of the workers as they are doing manual
handling at work site. Manual handling should as per rule and regulations of the HSW Act, 1974 to
maintain the health of the workers
This is the breach of workplace Health Safety and welfare regulation 1992

7: Conclusion
The basic of this report was to highlight the workplace hazards and their effect on the health
and safety of workforce. All of the above hazards may cause an accident or ill health to employees.
So it is the responsibility of employer to provide safe working environment to their employees.
Management should adopt the proactive approach in order to provide safe and healthy
environment to its workforce. Safety committees, workplace inspection, safety meetings, tool box
talk and safety training can play a positive role to achieve health and safety goals.
In case of failure to follow health and safety standards, employer may have to face legal
action against them by govt, or any other legislation authority.
