Sub: Vetting of estimates by PWD.

Sir I Madam,
As you might be aware Public Works Department had circulated a guidelines and
procedures to be followed to get estimates vetted by PWD vide No.338/SPW/2014 dated
November, 18,2014 (copy enclosed).
PWD had also issued a memorandum on levy of vetting fee for checking of plans,
estimates, tender papers etc. vide No.78-W(C)/1M-26/15 dated March, 3, 2015 (copy
enclosed).
I am now enclosing a checklist for submission of required documents for vetting
estimates of building works. It is requested that this checklist may kindly be followed while
submitting estimates for vetting in order to expedite the vetting and ensure that requisite
documents are submitted along with the estimates. You are requested to pass instructions to
organizations under you to comply with the check list while submitting estimates of vetting.

Checklist for submission of reguired documents for vetting of Estimates of Building works by
P.W.D. Goyt. of West Bengal.

1. Site plan certified by the Concerned Engineer/Architect

(with Registration No.) on the body of the drawing with
Signature of Authority of applying organization is submitted

2. Architectural drawings such as plan, Elevation etc. certified by
the concerned Engineer/Architect (with Registration No.) on the
body of the drawings with signature of the authority of applying
D
organisation are submitted.

3. Structural Drawings including foundation certified by the

concerned Engineer of the applying organisation are submitted. D
4. Detailed calculation of quantity of items both in hard copy
as well as in soft copy (excel File format) is submitted.
The hard copy is signed by the concerned Engineer of the

5. A Report stating the necessity of the scheme / Project

authenticated by the concerned authority of the applying
organisation is submitted.

6. For Non schedule item of works (the item of works not
available in P.W.DBuilding schedule of rates/CPWD /DSR)
minimum three number supporting Quotations in original D
with clear specifications of the items authenticated of the
applying organisation are submitted.

7. Copy of soil Investigation Report is submitted (in case of

Construction of a New Building.) D
8. Estimate contained the reference page no. and item no. of the P.W.D
/CPWD/DSR Schedule of Rates for each of the item considered in it. D
9. Estimates are submitted in triplicate for each scheme.

MEMORANDUM

Sub: Guidelines and procedure to be followed to get estimates vetted by FWD

It has been observed that estimates received by Planning & Monitoring Circle
of PWD from different Government Departments for vetting could not be processed
and released in time due to lack of proper information and supportive documents. It
normally takes a lot of time to correct the deficiencies in the estimates even after
taking up the matter with the concerned Department.

2. To avoid such delays and expedite the process of vetting of estimates by

PWD, it is decided that all the Departments should follow the following guidelines
to ensure timelines:

(i) As per Finance Department, Audit Branch's Notification No. 5400-F(y) dt.
25/06/2012 "Estimated cost shall be based on PWD's Schedule of Rates for
the scheduled items of work and market rate as approved by the Head of
Engineering wing of the Agency / Organisation for the non-scheduled
items of work."

(ii) No deviation in the specification should be made in case of scheduled

items.

(ill) that for any item of work where rate is not available in the

adopted.

(iv) If any non-scheduled item is included in the estimate, proper supporting

papers alongwith rate analysis should be given.

(v) Analysis of rates of non-scheduled item may be done after taking

quotation only. For specialized work, if it is not possible to obtain a
number of quotations, single quotation may be given to justify the rates.

(vi) Derivation of lump-sum rates should be given with proper justification

and supporting authenticated documents.

3. All the Departments sending estimates to PWD for vetting are requested to
comply with the above guidelines to ensure timely vetting.

MEMORANDUM

Levy of vetting fee for checking of plans, estimates, tender papers, etc.

It has been observed that various Government departments are coming

up with proposal for waiving of vetting fee for checking of plans, estimates,
tender papers etc. framed by agencies other than FWD.

As per the extant orders of the Department no vetting fee is payable for
projects executed by State Government departments, irrespective of executing
agency involved. Vetting charges are also not payable in case of schemes to be
implemented under l\-fPLADS.

In all other cases where the vetting relates to schemes of State

Government Undertakings/ autonornous bodies and private institutions, etc.
either directly or through their respective departments, vetting charges are
applicable @ 0.5% of the estimated cost as prescribed vide letter no. 3361-WBdt.

All concerned should take necessary action accordingly.
