TENDER NOTICE

Separate sealed offers (Technical / Financial) are invited for developing, uploading, hosting and
running web portal of Kerala Agro Machinery Corporation Limited including providing server
space, database support and complete maintenance for three years with FTP.

Interested parties with adequate competence, hardware, connectivity and server and with at least
five years of experience as evidenced by past achievements may submit the technical and
financial bids in two separate envelopes, duly super scribed “Technical Bid” or “Financial Bid”.
Both bid envelopes should be put in one common envelope superscripted “Bid for Website
Development and Hosting – Tender No. (KC/TDR/76/3 dated 05.07.2011)”

Tender document is also available at our website. This can be downloaded from KAMCO
website (www.kamcoindia.com) during the period 07.07.2011 to 14.07.2011.

The last date and time of submission of complete bids is 15.07.2011 at 2:00pm.

Technical bids will be opened first on 15.07.2011 at 3:00 pm. The financial bids of only those,
whose technical bids are selected and short listed, will be considered and opened on 19.07.2011
at 3:00 pm. Proof of earlier web development, uploading and hosting with server support should
be furnished.

Bids received late will not be entertained. Bids which are not in the prescribed format or
incomplete in any respect shall be rejected. No brokerage or commission is payable by KAMCO.
KAMCO reserves the right in its discretion to cancel or amend the entire bidding process at any
stage and to reject any or all bids without assigning any reasons thereof. There is no binding that
the lowest financial bid may be accepted.

ANNEXURE – A : General Terms & Conditions Corresponding to the Tender

1. The bidder must have at least 5 years experience in the field and should have annual turnover not
less than 10 lakhs for the last three consecutive years. The bidders must have sales tax/ service tax
registration/ income tax clearance/PAN etc as stipulated.

2. The Bids should be neatly filled/ typed. Correction, if any, should be duly authenticated with full
signature of the person signing the tender, failing which the tender is liable to be rejected.

3. Sealed/Closed Quotations are to be submitted in a two Bid System

a. Technical Bid and

b. Financial Bid, separately as per details given below:-
3.1. Technical Bid should be submitted in a separate sealed envelope super scribing thereon:
“Technical Bid for KAMCO website development & hosting Tender No.
KC/TDR/76/3 dated 05.07.2011“

3.2. Financial Bids should be submitted in a separate sealed envelope super scribing thereon:
“Financial Bid for AMOUNT_KAMCO_WEB development & Hosting Tender No.
KC/TDR/76/3 dated 05.07.2011 “

3.3. Both the envelopes should be submitted in another master envelope in sealed condition
super scribing thereon: “Tender for KAMCO WEB DEV & HOSTING Tender No.
KC/TDR/76/3 dated 05.07.2011”

4. Cost of Tender form: Tender form can be downloaded from KAMCO website
www.kamcoindia.com. In this case, a non-refundable amount of Rs.450/- (plus taxes) by
Demand Draft should be enclosed along with Bid towards Cost of Tender. Bid submitted without
Cost of Tender will be rejected.

5. EMD : The tenderer must pay Earnest Money as given in the Notice inviting Tenders failing
which the tender will be rejected and representative of such tenders will not be allowed to attend
the tender opening. The Earnest Money can be paid in crossed Demand Drafts, Bank Guarantees
of Nationalised Banks in favour of M/s. Kerala Agro Machinery Corporation Ltd., Athani,
Ernakulam, Kerala – 683 585.

6. The quotation should be submitted through Post/or Courier or personally as per tender procedure.
Under no circumstances, the quote should be sent by E-mail or Fax.

7. KAMCO will not be responsible for the quotation lost in transit or not received in time including
postal delay.

8. KAMCO reserves the right to either accept or reject the offers or split the quantities. KAMCO is
not bound to accept the lowest or any other tender. KAMCO's decision will be final and no
objections about the tender will be entertained. KAMCO reserves the right of not awarding any
contract to anyone or of awarding the contract to one or more Bidders.

9. The Bidder shall not be at liberty to withdraw or modify the tender or any terms and conditions,
thereof before expiry of aforesaid validity period of 90 days. Bidders are required to clarify such
points on which clarification is asked for by the Competent Authority. Any withdrawal or any
later modification made within the said period shall be liable for rejection of the bid. Conditional
offers, if any, are liable to be rejected at the sole discretion of KAMCO.

10. If the Financial Bid and Technical Bid are enclosed in same envelope instead of two separate
closed/sealed envelopes, the tender would be rejected.

11. On the date of opening of tender only Technical Bid would be opened first and the Financial Bid
would be kept in the sealed condition with KAMCO.

12. The Financial Bid of only those Bidders who qualify the Technical aspects would be opened, at
above mentioned date and time.

13. The Bidder should sign with date on all the papers of both the Technical Bid and Financial Bid.

14. The Technical Bid should not contain any indication of the price.

15. The price quoted should be valid for acceptance for a minimum period of 90 days from the date
of opening of the Technical Bid.

16. Responsibility of the Bidder: It is sole responsibility of the Bidder to obtain and verify any and
all information required by it for the purpose of completing the form of tender, prior to
submission of its tender.

17. Completion Time: The work to be completed in all respect within 30 days from the date of
issue of work order. Delivery schedule must be clearly indicated in the Technical Bid.

18. Payment: Payments to the successful bidder will be as per completion of the work elements
to the full satisfaction of KAMCO. Payment terms in the Financial Bid should be in compliance
with each element of work executed. 10% of the tender amount will be released after one year
from the date of final uploading of the website to the full satisfaction of KAMCO.

19. Support Warranty: Providing server space, database support and complete maintenance for
three years with FTP.

20. The required technical specifications of KAMCO_WEBSITE DEVELOPMENT & HOSTING
are as per Annexure B.

21. The following are required to be submitted with Technical Bid:-

• Proof of Income Tax Clearance/ PAN Number.

• Proof of sales tax/ service tax registration.
• Proof of executing similar work of not less than Rs 100,000/- only to a single party during the
last three years.
• Details of server space, location, capacity, connectivity etc should be furnished
• Hardware, Software, technical skill and expertise will have to be provided by the bidder for
web development, uploading, hosting, maintenance, routine operations etc.

22. The Bidder should submit the Technical Bid as per Annexure 'C'

23. The Bidder should submit the Financial Bid as per Annexure 'F'.

24. Financial Bid should clearly specify and include the taxes, levies, etc. if any.

25. If there are annual charges for hosting and maintenance, it should be shown separately in the
Financial Bid. In the absence of such details, it will be presumed that there are no annual charges.
