GB 6654 1996

Foreword

This standard is a bound volume of revisions of GB 6654 – 86 and GB 6655 – 86. The new
revised standard, compared with the original one, has following changes:
Sulfur content in steel is reduced. The sulfur content in different steels is reduced from
0.035% to 0.030%.

The size of thickness of steel plate is increased. Maximum thickness is increased from
100mm to 120mm.

Two brand numbers of steel, 13MnNiMoNbR and 15CrMoR, are added.

Impact power at ambient temperature for three brand numbers of steel, 20R, 16MnR and
15MnVR, are increased. The transverse impact power is increased from 27J to 31J.

The range of high limit and low limit of tensile strength is reduced while the criteria for
elongation, δ5 , is increased.

This standard shall be implemented from October 1, 1996. The original GB 6654 – 86 and GB
6655 – 86 shall become invalid from the date of implementation.

Appendix A and Appendix B are appendices of this Standard.

This Standard is put forth by the Ministry of Metallurgical Industry of the People’s Republic
of China.

This Standard is under the jurisdiction of the National Technical Committee for
Standardization of Steel for management.

1. Scope

This Standard specifies size, profile, technical requirements, test method, inspection rules,
packing, marks and quality certificate of steel plates for pressure vessels.

This Standard applies to steel plates with thickness of 6 ~ 120mm used for pressure elements
of pressure vessels at medium and ambient temperature.

2. Cited Standards

For cited standards, see Appendix A.

3. Method to Express Brand Number

The “R” after the brand number listed in this Standard is the first character in Chinese spelling
of the word “vessel” of “pressure vessels”

4. Size, Profile, Weight and Allowable Deviation

4.1 The size, profile and allowable deviation for steel plates shall meet what specified in GB
709.

4.2 The thickness deviation of the steel plates shall meet what specified in Table 1.

4.3 The steel plates shall be delivered according to theoretical weight. The added value listed
in Table 2 of nominal thickness shall be used as theoretical thickness to calculate the weight.

5. Technical Requirements

5.1 Brand number and chemical composition

5.1.1 The brand number and chemical composition of steel (smelting composition) shall
meet what specified in Table 3.

5.1.1.1 For 20R steel of thickness over 60mm, the upper limit of manganese content may be
increased to 1.00%.
5.1.1.2 In case the content of Cr, Ni and Copper is regarded as residual elements, they shall
not be > 0.30% and their total content shall not be > 0.60%. In case the supplier can guarantee
it, analysis may not be done.
5.1.2 Trace alloy elements may be added to improve performance of 20R and 16MnR.
5.1.3 The allowable deviation for chemical composition of final product of steel plate shall
meet what specified in GB 222.
5.2 Method of smelting
Steel is smelted in Martin furnace, oxygen converter and electric furnace. All steels of
different brand number are killed steels.
5.3 Delivery status
5.3.1 The delivery status of steel plates shall meet what specified in Table 4. The tempering
temperature for 18MnMoNbR, 13MnNiMoNbR and 15CrMoR shall not be lower than
620℃.

5.3.2 As agreed with the demand party, the steel plates of 18MnMoNbR, 13MnNiMoNbR
and 15CrMoR with thickness over 60mm may be delivered at the status of annealing and
tempering. In this case, the sample blank for test shall be heat treated in accordance with what
specified in Table 4. The size of the ample blank shall not be < 3a x 3a x a.(a is thickness of
the steel plate.)
5.3.3 Steel plates shall be sheared or flare cut for delivery. However, it may be delivered in

the state of rough edges as agreed by both parties of supplier and demander due to the
restriction of equipment capacity, and it shall be noted in the contract.
5.4 Physical and process performance
5.4.1 The results of tensile test, , Charpy (V notch) impact test and cold bend test of steel
plates shall meet what specified in Table 4. The cold bend test shall be done to steel plates
with thickness over 60mm if it is specified in the contract.
5.4.1.1 For steel plates of 6mm ~ 8mm 15MnR used for lamination plate, the tensile strength
shall be 550 ~ 690 Mpa.
5.4.1.2 As requested by the demander and specified in the contract, the V notch impact
power at ambient temperature for 20R, 16MnR, 15MnVR steels may be at 34J for delivery
while for 15MnVNR, 18MnMoNbR, at 41J.
5.4.1.3 As agreed by both parties of the supplier and the demander, the V notch impact test
may be done at - 20℃for 16MnR and the impact power shall not be <24J.
5.4.2 The , Charpy (V notch) impact power shall be calculated as arithmetic mean of 3 test
samples. It is allowable that the individual value for one of 3 samples may be lower than what
specified in Table 4, however, it shall not be lower than 70% of specified value.
5.4.3 For , Charpy (V notch) impact test to steel plates with thickness < 12mm, aided test
sample shall be used. For 6mm ~ 8mm steel plates, the size is 5mm x 10mm x 55mm. The test
result shall not be < 50% of specified value in Table 4. For >8mm ~ 11mm steel plates, the
size is 7.5 mm x 10mm x 55mm. The test result shall not be < 75% of value specified in Table
4.
5.4.4 High temperature tensile test
Specially requested by the demander and agreed by two parties, a high temperature tensile
test may be done to steel plates of thickness over 20mm and the test temperature shall be
specified in the contract. The value of yield point at high temperature shall meet what
specified in Appendix B.
5.5 Ultrasonic testing
5.5.1 Ultrasonic testing may be done to steel plates on demander’s request.
5.5.2 If requested by the demander, the class for qualification in ultrasonic testing shall be
agreed by two parties and specified in the contract.
5.6 Surface quality
5.6.1 No crack, air bubble, scar, folding or slag inclusion shall be allowable to surfaces of
steel plates.
In case above said defect exit, it is allowed to treat them. The depth to treat shall not exceed
half of tolerance for thickness of the steel plate calculated from the actual size of the steel
plate and the minimum thickness of the steel plate shall be guaranteed. The place where the
defect is treated shall be smooth without any sharp corner.

5.6.2 Other defects are allowable to exist. However, the depth shall not exceed half of
allowable tolerance for thickness of the steel plate calculated from the actual size of the steel
plate and the thickness at the place of defect shall be guaranteed that it does not exceed the
minimum allowable thickness of the steel plate.

6. Test Method
The items for inspection, the quantity of test samples and the way for sampling as well as test
method for each batch of steel plates shall meet what specified in Table 5.

7. Rules for Inspection


7.1 The inspection and acceptance of steel plates shall be done by technical supervision
department of the supplier.
7.2 Steel plates shall be inspected and accepted in batches. Steel plates of same furnace
number, same thickness and same heat treatment way shall make up one batch. For the steel
plates of thickness of 6 ~ 16mm, the weight of the steel plates in each batch shall not be > 15t
while for steel plates of thickness over 16mm, the weight in each batch shall not be > 25t.

7.3 On request of the demander and agreed by both parties, physical performance test may
be done to steel plates of thickness over 16mm piece by piece.
7.4 For steel plates of thickness over 60mm, the test sample for tensile test and impact test
shall be taken at 1/4 of thickness (the distance from the axis of the test sample and one rolled
face).
7.5 In case the sample blank is used to make test sample for physical performance, the axis
of the test sample shall be at 1/4 of the distance away from the surface of sample blank. The
distance from the location of the test sample to each side of sample blank shall not be <

thickness of the steel plate. However, the head (or holding part) of the test sample for tensile
test is not limited by this.
7.6 In case any item in the test of steel plates does not meet requirements of this Standard,
re-test shall be made.
7.6.1 In case the result of Charpy (V notch) impact test does not meet what specified in
5.4.2 or 5.4.3, another 3 test samples shall be taken for test from same steel plate ( or same
sample blank). The average value of 6 samples of first and later groups shall not be <
specified values. It is allowable that the values of 2 test samples may be < specified values,
however, in which only one sample is allowable to be < 70% of specified value.
7.6.2 The re-test of other items shall meet what specified in GB 247.

8. Packing, Marks and Quality Certificates


The packing, marks and quality certificates for steel plates shall meet what specified in GB
247.
