1.0 Overview of Project

Renovations are currently being conducted at the Lodge School in Society St. John by the

contractors Innotech Services Ltd. The clients of this project are the Ministry of Education

Implementation and Project Unit. As part of our fulfillment of the MSc in Building and

Construction Management, we have been contracted by Innotech Services Ltd to assist with the

project management of mainly two of the processes. These are: the Schedule Management and

the Risk Management plans. The implementation of these plans will also be required during the

construction of one of the blocks in Phase 1.

1.1 Purpose of the Project Charter

This Project Charter outlines the purpose, objectives, and scope of the project. The purpose of a

Project Charter is:

1. to provide an understanding of the project, the reason it is being conducted and its

justification

2. to establish early on in the project the general scope

3. to establish the project manager/assistants role and authority level of the project

2.0 Project Goals & Objectives

2.1 Project Goal

The main focus of the project will be centred on: (1) To develop CPM/PDM baseline schedule

for construction of building (I) which will be used to perform optimizations, updates, and track

progress and output reports. (2) Develop a risk management strategy that will be utilised during

the construction of building (I) that encompass risk identification, assessment, quantifying,

tracking and mitigation strategies. These risks will be updated throughout the construction of the

buildings.

2.2 Project Objectives

At the end of the project the following will be submitted to the client:

1. A completed baseline project schedule, biweekly reports on progress and optimized

project schedules.

2. A completed project risk management plan including the risk management methodology,

risk register, risk response plan, risk response tracking and risk communication plan.

3. Recommendations highlighting improvements that could be made to the project

management process specifically relating to scheduling and risk management.

4. Lessons learned during the execution of this project are anticipated to make a meaningful

contribution to Innotech’s existing body of knowledge.

3.0 The Project Scope

In an effort to improve the schedule management and risk management processes of the Innotech

Services Ltd it was recommended that assistance be given to them during the Renovations to the

Lodge School Project. For the successful project management of these key project areas we will

develop the follow:

 Time management plan document including baseline and optimized Microsoft Project

Schedules. In addition status updated will be done and specific intervals of the project.

Various reports highlighting the company’s performance during the execution of this

project will be provided.

 Risk management plan document including risk register, risk assessment matrix, risk

response plans, risk actions and risk assignments. In order to properly conduct risk inputs

such as the communications management plan and procurement management plan will so

be documented. Risk updates will also be performed and risk register updated.

 Lesson learnt document highlighting the key aspects of this project that was realized

during its execution

 Recommendation will also be provided on areas of schedule and risks where Innotech

Services Ltd could possibly improve their success on future projects of similar nature.

Managing a construction project of this nature normally requires the utilization of the all the

project management tools and processes. However, we will not seek to look at the quality

management, cost management, scope management, human resources management, and

integration management of this project.

5.0 Assumptions & Constraints

5.1 Assumptions

In an effort to produce a CPM/PDM baseline schedule and a risk management strategy the

following assumptions have been made:

1. Key stakeholders fully understand their roles and responsibilities


2. The project manager assistants garner full access to relevant resources to complete their
task

3. The team having full cooperation from the management and staff of Innotech Services
Ltd

5.2 Constraints

There are some constraints that have been identified in the execution of this project, namely:

1. Force majeure
2. The unavailability of resources in a timely manner (financials etc.).
3. Limited availability to the management and staff of Innotech Services Ltd given their
busy schedule
