OFFICE OF THE NBP ARMORY

I. GENERAL FUNCTIONS AND DUTIES OF THE ARMORY

(THE CHIEF NBP-FOS)

A. Specific Functions:

1. Handle, manage, and supervise armory matters and


affairs.

Supervise proper distribution and issuance of


firearms and other security equipments to
custodial officers and personnel.
Supervise the proper safekeeping of documents of
government owned firearms and also security
equipments.
Conduct lectures in the Personnel Training School.
Proper issuance of Memorandum Receipts, Duty Detail
Order or Letter Order for government owned and
private-donated firearms to custodial officers and
personnel during the performance of official duties.
Check firearm if damage after using by the custodial
personnel concerned.
Deliver firearms and other security equipment to
different prison and penal farm under the Bureau of
Corrections.
Conduct semi-annual and annual inventory of all
government firearms and other security equipments.

B. Specific Objectives:
1. Handle, manage, and supervise armory matters and
affairs.

a. To help upgrade the skills of custodial officers


and personnel in the proper handling of
firearms and other security equipment.
b. See to it that all firearms and security
equipment are properly safe kept and in order.
c. Contribute knowledge and know-how to
custodial personnel the proper gun safety and
gun laws.
d. Provide the necessary documents for
government owned and private-donated
firearms.
e. To well equipped the custodial officers and
personnel in the performance of his/her official
duties.
f. To ensure that all firearms and other security
equipments are all properly taken care of.
g. To monitor the total volume of firearms and
other security equipment in custody of the
Armory.

II. PROCUREMENT OF FIREARMS:

A. Procedures:

1. Submit specifications of firearms and state in the


Particulars of Purchase Request, for approval of the
Chief, Superintendent, Chief of Supply then the chief
of Budget Division, finally the Director.
2. Bidding of firearms to be conducted by the Bids and
Awards Committee.
3. Awards of the BAC to the lowest Bidder.
4. Conduct Ballistic of every firearm by the PNP-FED
before delivery is made.
5. Licensing of firearms issued by the PNP-FED.
6. Actual delivery of firearms to the Bureau of Corrections.

III. GUIDELINES AND PROCEDURES TO BE UNDERTAKEN AS


CONTINGENCY PLAN IN THE EVENT OF VIOLENCE AND
DISTURBANCES BY THE ARMORY PERSONNEL.

A. Riots and Hostage Taking Situation:

1. Issuance of government short sidearm and long firearm


by the armorer on duty shall be limited only to the
proper team of custodial officer/s and personnel who are
authorized by the Ground Commander, when other
groups or teams are endanger.
2. In case the scenario comes into worse, the SWAT TEAM,
equipped with other security equipments and armed
with short and long firearms will be deployed.
3. Those custodial officer/s and personnel who reported
themselves available for emergency deployment by the
Command Post, but wearing type “B” uniform will be
issued firearm by signing in the “IN and OUT” logbook
of the firearm, with authorization from the Ground
Commander.
4. Only those custodial officer/s and personnel will be
allowed to withdraw firearm and ammunition from the
armory when they are wearing proper uniform and
identification card.
5. The Custodial Officer/s and personnel will be issued
other security equipment, based on their respective
assignment: The following equipment are:

a. Gas Mask
b. Tear Gas
c. Pro-baton (Nightstick)
d. Electric Baton

IV. CONDUCT LECTURES IN THE FOLLOWING VENUES:

A. During Basic Custodial Procedure Training Course


B. During the holding of Refresher Target Firearm’s
Familiarization in the Target Range.
C. During MUSTER INSPECTION of Officers and Personnel.

V. TOPICS OF LECTURES:

A. Safety Rules in Handling Firearms.


B. Essential Safety Rules to Follow at the Target Range.
C. Basic Safety Tips in Carrying and Transporting of
Firearm/s.

VI. PROCEDURES AND GUIDELINES IN ISSUING AND


WITHDRAWING OF GOVERNMENT FIREARMS,
DIFFERENT UNITS AND KIND OF FIREARMS:

A. Custodial personnel assigned in performing (8) hours duty


were issued government firearms by signing in the official
logbook from the Armory stating therein, such as:

1. Kind of firearm 5. Time of OUT


2. Round of cartridges 6. Time of IN
3. Name of personnel 7. Signature of personnel
4. Unit / Designation

B. The following units entitled for issuance of government


firearm while Performing (8) hours duties are:

1. Post Tower Sentinel from the perimeter fence.


2. Different Gates (Electronic Gate, Main Gate,
Daang Hari Gate, Gate IV, South Gate-
Medium Security, West Gate-Reception
Diagnostic Center)
3. Escorting Units.
4. Diversified Unit
5. Building Construction Unit
6. Maintenance Unit

C. Kind of Firearm issued:

1. Semi-auto, Armalite rifles M4 Cal. 5.56mm


2. Semi-auto Remington Shotgun or
3. Pistol Cal. 45
4. Pistol caliber 9mm
5. Pistol caliber 40
