1 Safety Guidelines

It is required to observe the general installation and safety regulations for operations at power
system installations, e.g., IEC, EN, ISSA (International Social Security Association) with its national safety
organisations.
When operating electrical devices including protective equipment, parts of these devices may conduct
dangerous voltages.
Negligence of the relevant instructions may result into serious damages and physical injuries (possibly
death).
Therefore, only qualified personnel well acquainted with the relevant safety rules and precautions and
the warning instructions of this user's manual should operate these protective devices.

Before disconnecting the current terminals, the secondary circuits of the current trans-
formers have to be short-circuited!

2 Important Note
The two "S" - marked terminals are programming terminals that must be only equipped with a short wire
jumper (<0.1 m). Between these terminals extended EMC protection measures are not realised, there-
fore, EMC disturbances, for example, bursts or surge, must not be applied!

Applying a direct or alternating voltage according to its auxiliary voltage range resets displays and re-
lays of ERER 3. A joint reset of previous ERER and normal versions of ERER 3 units is only possible
through separate circuits!
Exception:
The special design of the ERER 3 with making deviation BA0157 can be reset like the old ERER by
means of potential-free contact.

No external supply voltage may be put to the inputs R+ and R-! In addition, the connection
should be short (<10 m) between the potential-free resetting contact and reset input of the ERER 3. This
input is provided with restricted measures for the electromagnetic compatibility.

3 Application
The ERER 3 directional earth-fault relay is used for selective registration of earth faults preferably in not
effective earthed medium and high voltage power systems. A detected earth-fault direction and an
exceeding of the operate value UNE> (displacement voltage) is indicated time delayed by tUNE> through
potential-free relay contacts. In addition LED’s displays the direction.
In isolated-neutral systems sustained earth faults and, additionally, short transient earth faults (except Pl-
Number 1739 276 0xx), can be detected by use of this device.
In compensated systems sustained earth faults and transient earth faults can be analysed.
In radial systems the ERER 3 displays earth faults as well as it interrupts them.
The various ERER 3 models differ from each other by their
• auxiliary voltage supply and
• off delay time for the displacement voltage UNE.
Models having a higher off delay time are especially suitable to detect
• transient earth faults and
• intermittent earth faults.
In this connection, intermittent earth faults are processes during which the displacement voltage and the
earth current repeatedly exceed and fall below their pickup value within a short time.
When used in a radial system besides the report of the measured direction tripping is possible in case of
a forward fault.
It is not required to use a cable-type current transformer, if the three line transformers can be connected
in a star connection including total current formation or in a Holmgreen connection (Fig. 7). In the mo-
ment of the beginning earth-fault a higher capacitive loading current compared with the steady state
exists.
In any case, a voltage transformer with earth-fault detection winding [da-dn (e-n)] is required.

Mode of Operation
The description of the functioning of ERER 3 is done by use of Fig. 5.
• Behaviour during normal operation
In general, the secondary displacement voltage UNE during normal operation amounts to a maxi-
mum of 10 V and thus, it has to be below the variable threshold value of 6 up to 36 V. Thus, the
negated output of stage T0 shows the logical 1-signal.
All memories and timers are not set and show the 0-signal at their outputs.
• Function in case of an earth fault
− In case of an earth fault, if the first current amplitude exceeds the set threshold value, either Sp1
or Sp2 stores the polarity of the first current amplitude and blocks the other memory immediately.
− The OR gate 5 is set irrespective of the current polarity so that it functions as a “general current
starting”. It starts the on-delay-operate timers T1 and T2.
− Shortly after the first current amplitude, the amplitude of the displacement voltage also exceeds
the set threshold value. About 200 μs later, the output potential of timer T0 changes from 1 to 0.
This prevents a further input of the current polarity, and the timer tUNE> (stepwise adjustable up to
3.75 s, marked tUNE>) is started.
− After it is expired (t < 200 μs), the timer T2 causes the input and storage of the instantaneous
voltage polarity in Sp3.
− If the current polarity is equivalent to that of the voltage polarity, there is an earth fault in forward
direction, gate 6 outputs 1-signal. Non-equivalence means reverse direction and comes through
gate 7 to the output circuit 8.
• Functions after the timer expired
− 10 ms after the current polarity has been stored, timer T1 expired. Until that time the displace-
ment voltage should exceed the set threshold value, otherwise the memories Sp1 to Sp3 and
gates 6 and 7 will be reset.
− The signal edge 0 to 1 occurring during the finished operation of the timer tUNE> causes the out-
put memory in circuit 8 to accept the coming decision. That means UNE> must exist for a longer
period than the operating time set to tUNE> to make the display and the output relay effective.
− LED3 and the related relay K2 with its terminals 21; 22; 24 signalise forward direction, LED4 and
relay K3 with the connections 31; 32; 34 indicate reverse direction. Relay K4, terminals 41 and
44, annunciate a still existing displacement voltage UNE>.
− For distant earth faults it is definitely possible that the first current amplitude of the transient reac-
tion does not reach the set threshold value so that no direction decision is made. This phenome-
non (sole excess of the threshold value UNE>) is indicated by the yellow LED “UNE>“. The relay K4
signals each UNE> after time delay tUNE>.
• Reset of display and relay signal
− If the displacement voltage UNE falls below the set threshold value, a general reset of the function
groups arranged before output circuit 8 will be performed. That means the internal direction
decision is cancelled.
− The visual display is maintained even after UNE is reducing. It can be cleared either by use of the
reset key accessible at the front side of the ERER 3, or by applying a voltage to (or by bridging in
case of special variant with BA0157) the remote reset input (“R+“ and “R-“). In case there is an-
other earth fault before the reset process is accomplished, the former display will be cleared
automatically due to the starting process; thus, the shown display always refers to the last proc-
ess.
− If a bridge is set between the “S“-marked terminals, the function of the output relays for the di-
rection corresponds to the associated visual display. If there is no bridge, these relays return with
the releasing of the displacement voltage.
• Transient earth faults, intermittent earth faults
− Timer T0 can be delivered with different off delay times: 0.026 s / 0.6 s / 2 s. Resetting of UNE
starting after exceeding and falling below the UNE> pickup value is prevented for the off delay
time. The different effects can be seen in connection with the adjustable timer tUNE>.
− Sustained earth faults and transient earth faults with a minimum length exceeding the set time
tUNE> can be detected by use of the standard model (off delay time 0.026 s). The advantage is
that not every short unbalanced transient process is displayed at the ERER 3.
− The types 0.6 s and 2 s "extend“ the exceeding of UNE> by the relevant time. Depending on the
set timer tUNE>, there are two basic effects.

− tUNE> < 0.6 or 2 s: Due to the off delay time of timer T0 any process that results into over-
ranging the pickup values in the current and displacement voltage paths will cause an output
at the ERER 3. As it is the case for some older transient fault relay types, very short processes
will be detected (< 1 ms).
The first transient reaction of earth faults repeatedly exceeding or falling below the pickup val-
ues (intermittent earth faults) is analysed as well. During the off delay time of T0, currently
running new startings of the ERER 3 are suppressed.
Disadvantage: short displacement voltages caused by switching transients lead to an
evaluation and display at the relay.
− tUNE> > 0.6 or 2 s: Sustained earth faults and transient earth faults the minimum length of
which overranges the set time tUNE> - 0.6 s or, respectively, 2 s can be detected.
The first transient reaction of intermittent earth faults is being analysed. During the off delay
time of T0 currently running new startings of the ERER 3 are suppressed.
• Static direction decision as start-up aid
− To make the check of the right polarity easier, the ERER 3 is equipped with an additional function
group using stationary values for the direction decision, in Fig. 5 called “Qstat”. The light-emitting
diodes LED3 or, respectively, LED4 only indicate the direction decision of this function group, as
long as the "Reset/Test“ key is pressed at the front panel.
− It must be noted that the stationary direction stage is intended only for this purpose, therefore,
it has a relatively simple circuit. It is not intended to utilise the stationary direction display for the
analysis while the "Reset/Test“ key is operated and the earth fault is still on.
• Auxiliary voltage supply and its monitoring
− The permissible auxiliary voltage UH for the ERER 3 is indicated on its rating plate. A built-in DC
(AC) / DC converter realises the electrical isolation and the internal direct voltages.
− A monitoring circuit controls the permissible tolerance zone of the internal direct voltages. In case
of deviations or failure of the supply, the green LED turns off and the associated signal relay with
the terminals 11;12;14 is released.

5 Commissioning
5.1 Assembly
The ERER 3 is mounted in a panel surface housing. It can be either be snapped onto a 35 mm mount-
ing rail according to EN 50020, or fixed by use of two M4 cylinder head studs. The appropriate sizes
can be seen in Fig. 6.

5.2 Setting

Setting of the pickup values UNE> and of the zero current IE> is done by use of the appropriately
marked rotary switches at the front panel. For the displacement voltage UNE> a slide switch can change
the range. Voltage values without brackets are valid if the slider switch is in left position; bracket values
are achieved with right position “(x3)“.
The selected setting shall guarantee that no starting is effected during any normal operating state of the
power system. On the other hand, the setting must be chosen as sensitive as possible to improve the
conditions for a correct direction decision. Smaller UNE> setting values allow direction decisions at lar-
ger fault resistances.
Timer tUNE> is set as the sum of the setting values of two rotary switches. The first rotary switch gives the
step size in seconds, whereas the second one includes steps of 0.25 seconds. If both switches are set to
“0”, the minimum time delay of 0.065 s is effective.

Considering the ESD provisions the off delay time T0 can be altered. After shorting the
current transformer output and after it removing of all external connections to the relay, remove the
bottom of the housing (four screws behind the front snap-on cover). Do not remove the central PCB
fixing pin. On the PCB with the rotary switches jumper X45 exists. Set the jumper according to Fig. 4.

5.3 Connecting
Connecting and disconnecting of the device must only be done when the system and the
supply voltage are switched off. The relevant operating and electrotechnical regulations (e.g.
! in Germany BGV A3) have to be observed.

The ERER 3 has to be connected as shown in Fig. 7. In this connection it has to be observed that the
line-end star point of the current transformer is connected to terminal S2, provided P2 also lies on line
end. The identical instrument transformers winding polarity is most important, i.e. same location of P1,
S1 as well as A and da terminals.
The snap-mounted cover frame for the terminals has to be removed for connection.
If the relays for forward or reverse direction should signalise correspondingly to the LED's until reset, a
short wire bridge has to be put in-between the “S“ terminals (see also Section 0).
To connect the remote reset to the inputs R+ (positive pole) and R- at least a twisted line should be used
to keep differential-mode interferences at a low level. The interference immunity is even more increased,
if this line is equipped with an earthed screen.
The wires to be connected must be insulated in such a way that no plain wire is visible outside the ter-
minals. After the device is connected, the terminal compartment has to be locked again by use of the
cover frame.
If the supply voltage is applied, the green LED and the make contact 11-14 signalise their readiness for
operation. The device is now ready to be commissioned after being checked according to Section 5.4.

5.4 Tests

Danger of live by work on instrument transformers / high voltages
It is required to observe the general installation and safety regulations for operations at power system
installations (particularly for working on life circuits) when checking the relay and its connections.
All required connections have to be made in the dead (switched-off) state of the circuits!

5.4.1 Testing the Correct Polarity Connection


Task of the test is feeding in a phase-defined quantity on the primary side of both the current and volt-
age transformers that has to be proved at the device.
Ways:
a) Use of an industrial produced polarity checker for transformers
b) Working with primary quantities at feeder or line is switched on
c) Primary sided feeding of 50 Hz quantities – current and voltage – with a known phase relationship

To a)
Use it according to description of the polarity checker. Is such a polarity checker not available, test can
be carried out using a DC source. A positive current pulse (e.g. battery) at P1 opposite P2 also must be
recognizable at ERER 3 terminals S1 opposite S2. Same applies with a positive pulse at voltage trans-
former input A opposite N, which must bee seen at relays inputs da – dn also.

To b)
This test is based on the following basic idea:
Due to manipulations in the transformer circuits the current and the voltage input of the ERER 3 receive
power-frequency values their phase angle to each other is known. Thereby, the direction decision sup-
plied by the directional circuit Qstat (see Fig. 5 and Section 0) effective with a proper relay connection
and with pressed “Reset/Test“ key is also known. As the polarity of Qstat is closely connected with the
dynamic polarity comparison executed as a main function, the correct connection is proven in this way.
• The example in Fig. 8 shows that the current I2+I3= -I1 is supplied to the current path by short-
circuiting the current I1. Voltage U1 is effective in the voltage path. If - at this moment - the energy
flow at the relay's mounting position is oriented to “output” and IL>0.1·In and cos ϕ>0.3, the LED3
is on with the "Reset/Test“ key pressed, i.e., forward direction is indicated. In case of “power input“
indication of the reverse direction can be expected. If the opposite indication appears, the terminals
da and dn should be exchanged preferably.

To c)
To produce a forward direction with 50 Hz quantities that can be evaluated by pressing „Reset/Test“ key
input
• a current in busbar direction (in terminal diagram this is direction P2 to P1), and
• a voltage between A and N
inphase. A crosscheck for the reverse direction has to be carried out.
After completing the test, the connections at the device's current and voltage transformers have to be
returned to their normal state.

5.4.2 Functional Test


As shown in Fig. 9 a simple functional test can be carried out at the ERER 3 using a variable transformer
and an adjustable resistor. In this connection, Rp and Up should have the following values:

− In the position of the transfer switches W in the voltage path shown in the figure, reverse direction is
caused by closing the test key P.

− With simultaneously pressing the test key P and the “Reset/Test“ key on the relay, the static direction
circuit Qstat also identifies “reverse direction“.
− After reversing the polarity of the applied voltage using the transfer switch W, the counter-check has
to be made.
The shown test circuit also allows a simple function test of the display reset as well as the bridge effect
between the “S” terminals on the reset behaviour of the relays to signalise the direction.
In case of an interrupted current path any actuation of test key P causes the yellow display UNE> irre-
spective of the poling in the voltage path.
If the values of Rp or, respectively, Up differ seriously from above recommendations, irritating displays
may occur without an error in the test object.
Numerical test equipment:
With the help of COMTRADE files and an according equipped test equipment the correct operating of
the ERER 3 is checked as described in following section under “Numerical test equipment“.

5.4.3 Checking operate values UNE> and IE>


Checking the operate value of the displacement voltage UNE> is carried out by connecting an alternat-
ing voltage to the input da-dn as usual. The yellow LED UNE> will shine at the operate value after tUNE>.
A simple proof is possible in the current path IE> by means of the wiring shown in the Fig. 9. To this is
to switch a current gauge on into the current path in addition. The values for Rp and Up have to be
chosen as follows: Up = 1.1 ⋅ U NE >

By reduction of Rp the current value is determined at which the relay shows a direction decision instead
of the LED display “UNE>“ when pressing the test-key P. The accompanying current value is then the
operate value IE>.

To simplify the complicated proof of the current IE> operate value and the direction decision there are
for each IE> operate value COMTRADE files available for registered users at the download area of
Sprecher Automation’s website ( http://www.sprecher-automation.at/en/ ).
One file each with 0,9xIE> (relay must not operate) and 1,1xIE> (relay starts).
There are files both for the forward and the backward direction, to be able prove also the correct direc-
tion decision.
They can be used with numerical test equipment, which accepts this file format and is able to process a
10 kHz sample rate.
The current operate value and the direction is given in the file name, for example “ERER-33mA-v.cfg“
with -v=forward, -r=reverse. The used displacement voltage is suitable for all UNE> settings; tUNE> must
be <1.5 s.

5.5 Sealing
To secure the set values for IE>, UNE> and tUNE> , the device may be sealed by means of the supplied
sealing cap. Screw the sealing screw into the intended opening and seal it.

6 Maintenance and Repair


The ERER 3 works free of maintenance. If the directional earth-fault relay ERER 3 is out of order, it has to
be sent to the manufacturer for repair.
