GUIDELINES FOR REGISTRATION AS A BUILDING SERVICES ENGINEERS FOR


LISTING IN THE DIRECTORY OF BUILDING SERVICES ENGINEERS MAINTAINED BY THE IESL

1. About Directory of Building Services Engineers


The Urban Development Authority (UDA) has passed regulations where Service Plans and Designs
(including plans and designs related to the supply of electricity and water, sewerage, drainage, rain
water harvesting, fire safety, air conditioning and mechanical ventilation etc.) of certain categories of
buildings shall be prepared only by Qualified Persons in the relevant field, who shall be Corporate
Members of this Institution.

Accordingly, the IESL has identified persons of such standing and prepared a list of Chartered Engineers
who fall into the category of Qualified Persons eligible to prepare plans and designs, supervise the
construction or installation of building service facilities of these buildings, and to certify building services
and Engineering aspects of these buildings.

These Qualified Persons have been categorized under seventeen (17) groups according to relevant
specialty in the field of Building Services Engineering. The Directory also identifies limitations of such
qualified personnel to certify services only to those specialties listed against their names.

2. Why be registered on the Directory of Building services Engineers?


The IESL benchmark standard of professionalism in Sri Lanka. It identifies those whose academic
qualifications, current experience, competencies, commitment to ethical conduct and continuing
professional development are the standard expected of the ordinary skilled person exercising and
professing to have that skill.

3. Benefits of being registered on the Directory of Building Services Engineers


The Directory has significant benefit for:

• government - as an alternative to government registers where areas of practice are restricted by


legislation to particular practitioners

• employers - to assist in the selection of qualified engineers

• purchasers of engineering services

• practitioners - as a marketing tool

• the profession - as a method to raise the status and recognition of engineering in the community
4. Areas of Practice (Sub Disciplines) of Building Services Engineering
The sub disciplines of Building Services Engineering are listed below where potential candidates can
apply.

1. High/Medium Voltage Power Distribution


2. Low Voltage Power Distribution
3. Extra Low Voltage Systems (MATV, CCTV, PA, Data, Telephone, Access Control, Security Systems,
BMS etc.)
4. Heating, Mechanical Ventilation, Air-conditioning and Refrigeration
5. Water Supply & Drainage and Plumbing Systems
6. Storm water Drainage
7. Rain Water Harvesting
8. Wastewater Treatment
9. Solid Waste Management
10. Day Lighting and Artificial Lighting
11. Escalators and Lifts (Vertical Transportation Systems)
12. Harnessing Solar, Wind and Biomass Energy and Renewable Energy Systems
13. Communications, Telephones and IT Networks
14. Security and Alarm Systems
15. Fire Detection
16. Fire Protection
17. Facade Engineering

5. Registration as a “Qualified Person” in the Directory of Building Services Engineers


Any Corporate Member who wishes to register himself/herself as a Qualified Person is required to
satisfy the requirements set out below.

He/she should,

1. be a Corporate Member of the Institution

2. Has to have more than 5 years’ experience after graduation in the sub disciplines (listed above) that
he/ she is applying for
6. Evaluation Criteria

Evaluation criteria to be registered as a Building Services Engineer are as follows.

NOTE:

In order to get qualified as a certified Building Services Engineer in one or more of the seventeen (17)
sub disciplines listed under point 5., an applicant has to score,

a) at least 65 out of 100 marks in total


b) while obtaining at least 25 out of 40 marks under the criteria 2.3

7. Registration as a Certified Building Services Engineer


Those who possess the required qualifications and experience have to be successful at an interview
conducted by a panel of experts appointed by IESL who are having adequate experience in the particular
sub discipline. Documentary evidences are to be provided by the candidates to prove their
competencies. The application for listing in the directory may be open during the period of January to
March every year.

IESL reserves the right to reexamine all who are recognized as and when necessary to cope up with the
advances in the discipline.

8. Publication of the Building Services Engineering Directory


The names, specialties, contact details etc. of each of the certified Building Services Engineers

are published in Directory of Building Services Engineers updated by the IESL annually.
