Chapter 1 CognitiV SON

Overview

Introduction
Samsung CognitiV SON supports an automatic optimization feature of 3GPP LTE
(LTE). Originally, the operator used to directly collect network information,
identify network problems and manually adjust antenna parameters. To improve
the inefficiency, CognitiV SON supports various SON features that suggest
optimal antenna parameters based on automatic analysis on problems. It
automatically collects statistics information, configuration information, alarm
information, and RF measurement information per UE in the network.
The advantages of CognitiV SON briefly listed as shown below.

Various RF Problem Analysis and Optimization Support

CognitiV SON supports the identification of various RF-related problems such as
coverage (for example, RSRP, SINR, and so on), capacity (UE throughput), cell
outage based not only on statistics, configuration, and alarm information. It also
identifies RF measurement information per UE and UE location information.
Additionally, it recommends antenna parameters (such as, Tilt and Tx Power) that
improve network performance and solve the identified RF problems at the same
time.

GUI-based SON Feature Operation

CognitiV SON supports the GUI-based SON feature. The operator creates and
optimizes through CognitiV SON Web-Client GUI access without commands.
Also, the operator can monitor optimization, search and manage the optimization
history.

Scalability
CognitiV SON consists of Manager server (MS) and Master Controller (MC). MC
manages multiple MSes, and each MS executes the SON feature for managing
cells. The advantage of the architecture is that the scale can be expanded by
considering the size of optimization area.

Chapter 1 CognitiV SON Overview

Main Functions
To optimize RF in the LTE network, Samsung CognitiV SON supports various
functions. ECCO analyses coverage and capacity problems and optimizes antenna
parameters (such as, e-tilt and/or tx power) based on actual UE measurement and
PM/CM information from CognitiV DCM.

Experiment based Coverage and Capacity Optimization (ECCO)

CognitiV SON detects whether or not any problem related to coverage (worst
RSRP, worst SINR, and so on) or capacity (UE Throughput, Average SINR).
To enhance the accuracy, ECCO uses actual RF measurements from two times of
tilt change for estimating optimal e-tilt value.

Band Harmonization
Band Harmonization function changes antenna tilt, to have similar cell coverage
for each band, while CognitiV SON recommends antenna tilt change. This
functions also supports to cover the specific condition of each cell (for example,
certain cell is locked, or certain cell is off-air, and etc.).

Overshooting Cell Detection

This function is to detect and control overshooting cells, which are not included in
the set of controlled cells for better KPI gain. CognitiV SON recommends down-
tilt for the overshooting cells in accordance with the Overshooting ratio

Antenna Azimuth Analysis

This function is that compares the site parameters provided by operator, with
passive UE measurement information to detect the wrong antenna azimuth.

UE data Filtering
This function is to sort out valid Passive UE data using specific indicator from the
data field (indoor/outdoor classification). It is also to sort from selected UE model
for better recommendation.

Chapter 2 Service and Function

CognitiV DCM
1 It periodically collects statistics information (PM) and configuration
information (CM), necessary for CognitiV SON operation from LSM.
2 It periodically collects UE measurement information (Serving/Neighbour cell
RF measurement and UE location) through interface agreed with operator.
3 It performs profiling, filtering, correlation, and formatting of the collected
statistics information (PM), configuration information (CM), UE measurement
information, and provides the results to CognitiV SON.

LSM
1 It collects statistics information (PM) and configuration information (CM), and
provides the information to CognitiV DCM.
2 It executes commands received from online interface with CognitiV SON for
the application of antenna parameters, and applies the optimization results
extracted from CognitiV SON to eNBs. Also, it provides on the results of
parameter apply to CognitiV SON.

eNB
1 It provides statistics information (PM) and configuration information (CM) to
LSM.
2 It changes e-tilt and tx power according to configuration change commands
received from LSM.
3 It receives and measures a signal from the serving cell and acquires the ECGI,
RSRP, and RSRQ information on the serving cell.
4 It receives and measures a signal from neighbour cells and acquires ECGI,
RSRP, and RSRQ information on each neighbour cell.
5 It measures the location information (latitude and longitude) of UEs through
GPS.
6 It transmits the collected information to CognitiV DCM and operator's
platform.

Interface
Interface between CognitiV SON and CognitiV DCM
1 CognitiV SON collects statistics information (PM) from CognitiV DCM
through Gigabit Ethernet (GE)-based SHH File Transfer Protocol (SFTP)
communications at the interval of 15 minutes.
2 CognitiV SON collects configuration information (CM) from CognitiV DCM
through GE-based SFTP protocol communications. Entire CM information is
retrieved once every day, while only changed CM information is provided at
the interval of 30 minutes.
3 CognitiV SON collects UE measurement information (UE App) from

Step Description
1) CognitiV SON collects statistics information (PM), configuration information (CM)
and UE measurement with site information from DCM.
(PM: 15-minute cycle, CM: 30-minute cycle, UE Measurement: predefined cycle-
default 15 minute)
2) CognitiV SON checks the validity of UE data and filters unreliable samples.
3) CognitiV SON defines the unit of area as grid (bin) which characterizes the radio
environment of the service area. And, CognitiV SON collects the location
information of UE App information and finds the matched grid whose area
includes the location of UE data.
4) Operator selects cells to be optimized or observed, and register optimization job.
5) CognitiV SON finds cells’ eTtilt/Tx power that maximize average SINR while
satisfying defined constraints.
6) ConigitiV SON reports proposed antenna parameters which are results of ATO
execution. Antenna Change Requests after ATO execution are uploaded to File
Server.

Chapter 2 Service and Function

Basic Algorithm
Coverage/Capacity Problem Detection & Cell Selection for Cell
Optimization
CognitiV SON detects whether or not any problem related to coverage (worst x %
RSRP, worst x % SINR and so on) or capacity (UE Throughput, Average SINR)
set by the operator is generated within the cluster designated for monitoring. Also,
when a problem is detected, it identifies cells that need antenna parameter
optimization to solve the problem.
Figure below depicts how a coverage/capacity problem is detected and cells to be
optimized are selected.

: UE Measurement reporting

CognitiV SON collects UE measurement and PM statistics information on cells to

detect any possible coverage/capacity problem. It dissects the cell area into square
shaped areas, and saves the RF information for each square shaped area based on
the combination of UE measurement information and UE location information,
and consists of an RF information map. Based on collected PM statistics
information and RF information map created this way, CognitiV SON decides
whether or not there is any coverage/capacity related problem according to its own
cycle. At this time, the operation cycle can be set by operator (to 1 day, 1 week, or
1 month, etc.). Below are the coverage/capacity related problems. The x and
threshold values can be set by the operator.
 Worst x % RSRP < threshold [dBm]
 Worst x % SINR < threshold [dB]
 Available UE throughput < threshold [kbps]
 Average SINR < threshold [dB]

Chapter 2 Service and Function

CognitiV SON monitors the situation and decides that optimization for Cell 1 is
necessary because the signal quality of the area where UE A connected to Cell 1 is
located is lower than the threshold value set by the operator. To optimize the Cell
1 area and solve the problem, CognitiV SON considers not only Cell 1 but also
Cell 2 and Cell 3 which are all located near the problematic area as optimization
candidates.

Antenna Parameter Optimization for Cells to Be Optimized

To avoid limitations such as the site data inaccuracy (wrong azimuth and height,
data mismatch between site info, and etc.) or passive UE data inaccuracy
(missing/invalid neighbor RF measurements, Abnormal RSRP value and GPS
location info, etc.), ECCO uses actual RF measurement from two times of tilt
changes, instead of directly estimated RSRP/SINR. Also, ECCO determines E-tilt
value change referring the result of measured gain difference.

CognitiV SON generates highly accurate recommendation based on single UE

measurement for current e-tilt value (T), T + Δ, and T - Δ. CognitiV SON
performs optimization in the following order.
 Update per-bin RF information based on the first UE measurement reports
with current tilts (T)
 Configure optimization cells/region and generate antenna tilts combination for
additional measurements with T + Δ case, T - Δ case
 Change antenna tilts for 2nd measurements and Update per-bin RF
information with the tilts for (T + Δ)
 Change antenna tilts for 3rd measurements and Update per-bin RF information
with the tilts for (T - Δ)

Chapter 2 Service and Function

 Estimate per-bin RF change for each antenna tilt set with 3 times of
measurements
 Evaluate each antenna tilt set’s estimated RF KPI
 Select the best antenna tilt set satisfying objective & constraints
The figure below depicts an example of ECCO algorithm.

When the cells to be optimized are identified as a monitoring result, CognitiV

SON calculates the optimal antenna parameters (e-tilt, tx power) of the cells to be
optimized based on the already collected PM statistics and RF information map
information, and suggests them to the operator. Figure below depicts how optimal
antenna parameters are calculated.

CognitiV SON calculates the optimal tilt/tx power values of Cell 1, Cell 2, and
Cell 3 based on RF information map of already analysed areas. At this time, the
optimal Tilt/Power combination means the Cell 1, Cell 2 and Cell 3 tilt/tx power
values that are expected to solve the Cell 1's coverage/capacity problem and
maximize the average SINR of the cell range at the same time. To get the optimal
tilt/tx power combination, ECCO virtually changes the tilt/tx power combination
and estimates the subsequently changing signal quality of respective positions. As
a result, ECCO estimates the average SINR of the optimizing cell coverages.
Figure above depicts how Cell 1 expands its coverage with an up-tilting and tx
power increase and how Cell 2 and Cell 3 get the optimal antenna parameters
(tilt/tx power) with a down-tilting and tx power drop so that their interference in
Cell 1 would decrease.
After calculating the optimal antenna parameters, CognitiV SON enables operator
to apply the parameters to antennas through communicating with LSMs. The apply
of antenna parameters can be done automatically after finishing calculation, or it
can be done based on operators' confirmation.
