1. What is your own definition of strategic management? How does it help in


managing the educational enterprise?

The term ‘strategic management’ is a branch of management that is


concerned with the development of strategic vision, setting out objectives,
formulating and implementing strategies to reach the organization’s prime of
success.

In managing the educational enterprise, it involves the formulation and


implementation of the educational institution’s vision mission and guiding
principles for the attainment of its common goal. It provides overall direction and
involves specifying the organization's objectives, policies and plans to achieve
those objectives, and then allocating resources to implement the plans.

2. Be able to articulate on the mission and vision of the Department of


Education. Do this by identifying/enumerating areas in school management
that contribute in the attainment of the said mission and vision of your
department.

only because they are empowered, competent and accountable, but because they
care; here the school management that needs the outmost skill of the school head
is the management of plant and facilities and continuous improvement

Where administrator exercise visionary leadership responsive to emerging


learning needs of the nation; ensure adequate resources; promote appropriate
technology; create and sustain a conducive climate to enhance learning; here the
school heads applies management of funds and resources.
…and Where the family, the community and other institutions actively
support DepEd efforts to produce lifelong learners, here the school heads need to
provide good management of stakeholders and support system.

3. Considering the context of your school district, what are the Strengths,
Weaknesses, Opportunities and Threats of your school/district/division in the
areas of Faculty and Instruction, Physical Plant and Facilities, Community

4. To take advantage of the opportunities which you have identified in Number
3, what program can you institutionalize to take advantage of them? Discuss
your answer briefly.

For faculty and Instruction, having the willingness to learn and relearn the
institution of School Based Learning Action Cell could capacitate and equip
teachers with necessary abilities and skills to combat mediocrity in teaching.

For physical plant and facilities improvement, we can tap the central office to
expedite the construction of new buildings with the support of other government
agencies like DPWH and others.

For the support of local government officials, we can encourage them to maintain
the strong relationship between school and community by strengthening
bayanihan system like brigade eskwela and adopt-a school program

5. To address the weaknesses and arrest the threats which you have identified
in number 3, what intervention program should you apply? Why? Discuss
your answer further.

For the faculty and Instruction,

For physical plant and facilities, safety awareness & disaster preparedness
program thru constant visitation and technical assistance of division NDRRMC.
By any means, everyone in the schools must be aware of the hazards, know how
to eliminate it and to prevent any harm from the disasters that may happen.

For the support of local government officials, continue coordination, cooperation


and communication to encourage them to participate and be concerned in the
development of school. We can also establish a strong adopt-a-school program to
maintain continuous support to the school.

1. Be able to define in your own words Public Administration and Fiscal


Management. What areas of your work are covered by these domains?

Public Administration is the work services provided in the area of


constituency to implement government policies and programs with proper
planning, organizing, directing, controlling and coordinating in a well-disciplined
manner. While Fiscal Management is the system of managing financial resources
and expenditures through planning and controlling.
The areas of my work covered by this domain are the curriculum and
instruction management and budget and resources management

2. Good governance has at least 8 elements: Rule of Law; Transparency;


Responsiveness; Consensus Oriented; Equity and Inclusiveness;
Effectiveness and Efficiency; Accountability and Participation. Considering
this framework as parameters to assess good governance in the school
system, will you say that your school is complying with these principles?

good governance thru school operations)
Here is how we are being assessed:

Every year the FTAD-Field Technical Assistance Division is conducting
the validation and assessment of our school performance using the
parameters set by the central office. We will be evaluated and graded if we
have reached the good level of practice under the following scoring guide:
 Beginning 0.50-1.49
 Developing 1.50-2.49
 Advance 2.50- 3.00

3. What is your definition of Personal Finance? How does it affect your


engagement in the Financial Management aspect in the school setting?

Personal finance is the financial management of individual’s income through


budgeting, saving and spending monetary resources with due considerations of
future life plans.

Financial management in school is interesting adding to the experiences of


spending, saving and investing. Since our school is funded by our government,
management is more on wise spending, assets protection and proper reporting.

4. Whom will you consider as your role model in Public Administration or


administration of the school system? What are his/her advocacies to have an
effective public school’s administration?

USEC DR. DIOSDADO M. SAN ANTONIO or popularly known as Sir Dads, he


is our former regional director and now installed as undersecretary for Curriculum
and Instruction. He authored and strengthened the implementation of the
Transparent, Ethical and Accountable (TEA) Governance.
In one of his forum dubbed as “Edukasyong K-12 Gawing Mabisa Sa
Matalinong Pamamahala” he highlighted the following as basic features of his
advocacy:
 Strengthen the merit system and support open ranking procedures.
 .Create and nurture productive partnerships with all stakeholders in
implementing various education programs, projects and activities.
 Open all channels of communication (suggestion boxes, on-line and
other media) to keep everybody updated on all policies and
opportunities for professional growth and to gather constructive
comments and feedback for enhanced delivery of services.
 Uphold the norms of conduct for public servants (commitment to
public interest, professionalism, justness and sincerity, political
neutrality, responsiveness to the public, nationalism and patriotism,
commitment to democracy, and simple living)

 Take active part in monitoring and supervising teaching-learning activities


as well as in providing technical assistance towards better outcomes.

 Enable every school-aged child and youth to benefit from high quality basic
education services.

 Recognize and scale up research-enabled best practices of exemplary


performance to sustain a culture of excellence.

 Systematically push higher levels of practice in School-Based Management.

 Render regular and accurate financial reports on MOOE and other funds
generated from other sources and keep an updated and reliable e-BEIS.

 Optimize the utilization of ICT in improving access to and quality of basic


education services.

 Conserve water, energy and other resources while performing tasks.

 Keep schools and offices safe and eco-friendly.

5. As a school administrator, how will you maximize the use of your MOOE?
Give at least five tips on how to effectively and efficiently manage these funds
downloaded to your school.

As highlighted in DepEd Order No. 13, s. 2016 (DO 13), the MOOE annually allocated
to public elementary and secondary schools ... we are hereby mandated to follow these
basic rules:
 Procure school supplies and other consumables for teachers and students deemed
necessary in the conduct of classes;
 Pay for reproduction of teacher-made activity sheets or exercises downloaded
from the Learning Resource Management and Development System (LDRMS);
 Fund minor repairs of facilities, building and grounds maintenance, and upkeep of
school;
 Fund rental and minor repairs of tools and equipment deemed necessary for the
conduct of teaching and learning activities;
 Pay for wages of full-time janitorial, transportation/mobility and security services;
 Pay for school utilities (electricity and water) and communication (telephone and
Internet connectivity) expenses;
 Support expenses for school-based training and activities selected or designed to
improve learning outcomes, such as but not limited to, Learning Action Cells
(LAC) and Continuous Improvement (CI) sessions;
 Support special curricular programs (e.g. advocacy, assessment, capacity
building, learning environment, learner development, and research);
 Fund activities as identified in the approved School Improvement Plan (SIP) for
implementation in the current year and as specifically determined in the Annual
Implementation Plan (AIP) of the school;
 Finance expenses pertaining to graduation rites, moving up or closing ceremonies
and recognition activities; and
 Procure small capital expenditure items worth P15,000 and below, as provided in
the new Government Accounting Manual issued by the Commission on Audit
(COA) and subject to separate guidelines to be issued by DepEd.

Relevant to these guidelines, I am religiously following this practice together with my


BAC-Bids And Awards Committee. And besides all the reports are posted in the
transparency board where all the stakeholders of the school can regularly monitor the
proper spending. The following are my basic tips to utilize MOOE

1. Create a budget. Track of spending and income to get an accurate picture of financial
situation
2. Plan purchases in advance so when MOOE comes reporting would be easy
3. Avoid impulse purchases not indicated in the SIP-school improvement plan
4. Prioritize teachers development and learners needs

5. Plan structural repairs during summer to maximize the budget in teaching learning
expenditures
