Excel Cost of Services Spreadsheet- April 2011- Rev 2 - ( for Guidence only )

This Excel cost of Services Spreadsheet is for the assistance of Tenderers in calculating their costs. It does not form part of the Tender Documents and should
not be returned with the Tender Submission. The Contracting Authority accepts no liability for is use.

Tenderers should first enter the relevant consultancy discipline and the completed project stage (enter New Project for new commissions).

Next they should check the Project Type in the eTenders Notice/Contract Notice and enter that Type under Category [The default categories are <€500k = Type
1, <€2.5m = Type 2a,<€5.0m = Type 2b, and > €5.0m = Type 3]. The Project Type changes the number of meetings to the right.

Next they should enter the Rates for each grade and the Travel hours per site visit/meeting. Lastly they should determine the total hours (excluding meetings &
site visits, travel time and Project Management hours{DT Leader only}) necessary to complete the Schedule of Services, and enter this figure into the field for
Stage Services Hours.

From this information the spreadsheet will calculate the Cost of Stage Service hours (including Project Management if applicable) using the Average rate. [For
all consultants except the Design Team Leader the average rate is calculated as 0.1 x the Director rate + 0.4 x the Project Senior rate + 0.5 x the Support Staff
rate. For the Design Team Leader the average rate (including project Management) is calculated as 0.11 x the Director rate + 0.44 x the Project Senior rate +
0.45 x the Support Staff rate.]

[In the Excel Marking Matrix, the Average Service hours is calculated by adding the "default" Service hours of all tenderers and dividing by the total number of
tenderers.The "default" service hours for Engineers and Quantity Surveyors is the greater of the amount calculated as above or 350hrs, and for Architects the
greater of the amount calculated as above or 750hrs. Tenderers can enter a lesser number of hours but if the number of hours entered is more than 10% less
than the Average Service hours those tenderers will begin losing marks for resources.]

Lastly the spreadsheet will calculate the hours for meetings for each of the Director and the Project Senior, and from that the Cost of Meetings and Travel.
These costs are added to the Cost of Stage Services to get the total Tender Sum. This is the amount that should be entered into the Form of Tender and Tender
Proposal.
