INSTRUCTION NOTICE

The following instructions are steps required by the by-laws of the Federal Reserve Board to
settle this account, the attached Negotiable Instrument , Bill of Exchange is hereby presented
and the following process must be followed to the letter in order to satisfy the claimed amount
due on this account, No. , and discharge of this debt.

1. My personal Treasury Trust Account has been set up at the Department of the Treasury and
may only be accessed with my express approval through the bank account of the claimant
directly to the Secretary of the Treasury (Drawee). The original negotiable instrument must be
presented by claimants financial institution directly to the:

2. The item (bill of exchange) Processor at claimant's financial institution, with full identification
[Accounting Department, Bailee: Authorized Agent] and signature, is to present the original
Negotiable Instrument along with the instruction notice and the stamped/overlay claim to the
Secretary of Treasury, Department of Bank-Ledger Accounts.

3. Claimant's financial institution is to retain the Document copies [and send copies to the
Drawer] and request that a copy of the return receipt from the federal window be supplied to
them noting the date that the original Negotiable Instrument was recieved at the federal
window in accordance with Public and Banking Policy

4. The copy of the Negotiable Instrument is to be held at the financial institution until the
required period for the federal window [regulation J & regulation Z - Truth in lending Act 12 USC
226 et. seq.] has passed. On the 16th day, the full-face amount of the Negotiable Instrument is
to be released by the local financial institution as credit on the claimant's account [ No.
] & discharged of the claim from the Treasury Tax & Loan [TTL] Account.

5. If the Secretary of the Treasury [Drawee] sends notice in writing of some Error or Problem,
please notify the undersigned, Andrew Sanchez: Secured Party Creditor , immediately upon
receipt of such notice. "Separate Trading of Registered Interest & Principal of Securities"
[STRIPS] are financing the public debt by authority [31 USC 3102, 3121], and are government
regulated [Department Circular No. 300 (31 CFR, Part 306) Department Circular, Public Debt
Series No. 2-86 (31 CFR Part 357)].

It is expressly understood and agreed by all parties who contract with the Secured Party and
DEBTOR, that DEBTOR's bill of exchange (e.g., as included), promissory notes, letters of advice or
other instruments, shall not in any manner whatsoever be deemed or misconstrued to be a
United States Government Security, Federal reserve Note, United States Note, Bond, Treasury
Note, obligation, or any other type of public security issued under any act of Congress,
regardless of its form or how it is used as a medium of exchange. Furthermore; it is expressly
understood and agreed by all parties who contract with Secured Party and/or DEBTOR that it is
not the purpose of intent of the Secured Party of DEBTOR to knowingly or willfully defraud,
authorize, issue or use, any type of fictitious obligation, bill of exchange, draft, promissory note,
letter of advice, or other devise, for any unlawful, illegal, or fraudulent conveyance. Private
transactions created by UCC contracts are not government securities regulated by the Securities
and Exchange Commission, Regulation, or the Securities Act of 1933, and therefore do not
violate the "interstate" or "intrastate" Commerce Clause regulated by the United States Congress
or the Securities and Exchange Commission.
