1. INTRODUCTION

General Santos City is the hub of commerce and industry of the SOCCSKSARGEN
region. Hence, the increase in demand for a more efficient hospital health care and
management system is expected due to the exponential growth of population and economic
development that consequently necessitate optimum health care and management.

The Local Government Unit of General Santos City aims to develop the Jorge P.
Royeca Hospital (JPRH) through feasible, flexible, and effective infrastructure development
that includes the construction of a five-storey special care complex, renovation of nurse
stations and pay ward at ground floor, and construction of second deck/floor at Outpatient
Department Encoding Area. This initiative is aligned with existing city health plans and
priorities, supporting national authorities to reach people in need, saving lives and uplifting
standards of critical healthcare.

The General Santos City Jorge P. Royeca Hospital, through its improvements and
renovations, shall be set to employ a competent public security and safety service.

This will help General Santos City cope with the increasing demand of public health
care services brought upon by the progressive growth of the city, economically and
demographically. Through its improved hospital management system and additional facilities,
JPRH shall enhance and preserve long-term value, and ensure that it meets its obligations
consistently.

As an initial step in the project development process, the city will commence a
structured prequalification process to identify companies that have the capability and
experience to provide the resources required to implement the project under a Design and
Build (DB) project delivery approach following the competitive bidding procedures in RA 9184.
At a minimum, the detailed bids would include services for:

 The preparation of a detailed design of the Proposed Five-Storey Special Care


Complex of JPRH and all of its associated infrastructure and ancillary facilities in
conformity with both the specifications and performance criteria confined in the Design
and Build bid documents and international standards and sound practice.
 The supply installation, construction, and commissioning of a whole functioning system
including its associated infrastructure and utilities.
 The provision of all necessary manpower, materials and equipment required for the
project implementation.

2. BACKGROUND

The City of General Santos (a highly urbanized LGU situated in the southern tip of the
island of Mindanao in the Philippines) is a major growth area within the region. With a
population of 594,446 (2015 Philippine Statistics Office), the LGU is one of the most populous
cities in the Philippines.

In addition, the LGU registered one of the highest population growth rate in Southern
Mindanao for the period from 2000-2015. Its strategic location, typhoon-free climate and
modern infrastructure and facilities have attracted major local and foreign investments and are
expected to support continued economic and population growth in the future.

Known as the country’s “Tuna Capital,” the City of General Santos’ fishery production
has contributed significantly to the sector’s total economy and outputs. Accordingly, the City
of General Santos is largely an agro-industrial LGU and is home to a number of big agro-
based companies such as Dole Philippines (which has a wharf, corrugated box plant, banana
and pineapple plantations in the region). Pineapple products are the highest volume exported
goods of the region. The LGU also accounts for the second largest total daily fish landings in
the Philippines. Accordingly, the economy of the LGU is highly dependent on its agro-business
and tuna production. The fishing industry is estimated to generate 100,000 jobs in canneries,
fishing vessels, processing plants and other subsidiary activities in the region.

Similar to any other evolving cities, the economic development within the LGU has
resulted to increased demand in public health care services and more efficient hospital
operations. The LGU’s attempt to solve these problems, to date, accentuate its recognition of
the mounting concern about its effects on the local economy, public safety and governance.

The proposed development will be situated in a strategic location within the JPRH
compound as indicated in the conceptual plans and drawings.

3. PROJECT OBJECTIVES

The work involves developing the most cost-effective design concept to address the
requirements set by the Department of Health and based on these parameters to develop the
final designs, including design drawings, construction details, cross-sections, final quantities,
costs, technical specifications, tender documents, operating manuals, and construction safety
and health plans. The design efforts shall address the following objectives and scope of the
project within their engineering analysis and designs:

 Provide state of the art and new hospital facilities and infrastructure that will boost the
General Santos’ LGU performance in keeping the public healthcare and hospital
management system in check to provide quality service to its constituents.
 Provide measures to improve access to and availability of health services at the JPRH
by patients from all communities of General Santos City.
 Develop a design that shall be flexible enough to adapt to future demands. The Design
and Build Contractor will set the extent of the requirements of the project’s
specifications that can be met or possibly exceed expectations and offer alternative
solutions subject to a performance standard the Design and Build Contractor can
guarantee to provide.
 Assess the efficiency of the current patient-flow of JPRH and how it would fit with the
proposed improvements of JPRH.
 Identify any bottlenecks in the patient-flow and care of JPRH that cause queues and
ineffective utilizations of resources (taking into account patients’ satisfaction and
safety).
 Evaluate the patients and staffs’ safety.
 Participate in relevant meetings and coordinate with relevant stakeholders, including
at the field level.

4. DEFINITION OF TERMS

Indicated below are the terms and its corresponding abbreviations that may be used
in this document:

4.1. General Terms

 Contractor – refers to the winning Bidder.


 Design and Build – is a project delivery system used in the construction industry. It is
a method to deliver a project in which the design and construction services are
contracted by a single entity known as the design and build contractor.
 Owner – refers to the procuring entity.
 System – the equipment and facilities configuration.
 Turn-over – transfer of complete responsibility of system to the owner by the
contractor after completion and final checking of the project.

 DBC – Design-Build Contractor

4.2. Medical Terms

 Operating Room (O.R.) – is a facility that is equipped for performing surgery.


 Delivery Room (D.R.) – is a hospital room especially equipped for the delivery of
pregnant women.
 Neonatal Intensive Care Unit (N.I.C.U.) – is an intensive care unit specializing in the
care of ill or premature newborn infants.
 Intensive Care Unit (I.C.U.) – is a special department of a hospital that provides
intensive treatment medicine.
 Central Supply Room (C.S.R.) – is an integrated place in a hospital that performs
sterilization and other actions on medical devices, equipment and consumables; for
subsequent use by health workers in the operating room of the hospital and also for
other aseptic procedures, e.g. catheterization, wound stitching and bandaging in a
medical, surgical, maternity, or pediatric ward.
 Post-Anesthesia Care Unit (P.A.C.U.) – is the unit where patients are temporarily
admitted after any surgical procedures.
 Respiratory Center – is a department of a hospital that provides intermediate care for
people who have certain types of long-term breathing difficulties, such as asthma,
allergies, interstitial lung disease, respiratory failure needing domiciliary ventilatory
support and those in need of end of life care.
 Physical Therapy Rehab Center – is a department of a hospital designed to facilitate
the process of recovery from injury, illness, or disease to as normal condition as
possible.
 Cancer Center – is a department of a hospital that does cancer research and provide
services directly to cancer patients.
 Child Protection Unit – is a department of a hospital that provides service for children;
identifying child abuse, monitoring domestic violence related to children and, if
necessary, removing at-risk children and putting them in foster care.
 Newborn Screening Unit – is a department of a hospital that provides tests of
newborns for serious treatable diseases, most of which are genetic.

 Labor Room – is a hospital room where a woman in labor stays before being taken to
the delivery room.

5. SCOPE OF WORK

The following are specific tasks and activities that the Design-Build Engineer will be
expected to accomplish to achieve the goal and objectives of this assignment:

5.1. Task 1: Design

 Within two weeks of executing the Design-Build Contract and receiving a notice to
proceed from the LGU, the DBC will prepare a detailed work plan for submittal of the
LGU. At a minimum, the work plan will provide:
o Methodology by which the DBC proposes to assist the LGU in observing and
overseeing the contractor design, construction and operations activities for
implementation of the proposed Five-Storey Special Care Complex of JPRH
and to serve as the Owner’s Representative in the implementation of the said
project.
o A listing of technical and other information that should be made available to the
DBC to provide the basis for the intended technical and performance
specifications for all development phases of the proposed Five-Storey Special
Care Complex of JPRH.
o A staffing plan and schedule based on the Contractor’s draft Design-Build
Phase implementation schedule. At a minimum, this will include identification
of time periods (as defined within the Contractor’s activities schedule) when full
time inspection services will be required.
o Identification and description of recommended key inputs by the owner to the
process of overseeing the proposed Five-Storey Special Care Complex of
JPRH implementation process.
o Defining key logistical requirements for maintaining necessary communication
and reporting to the LGU concerning progress and issues associated with the
Contractor’s activities.
 If requested by the LGU, the Contractor will provide support on any issues requiring a
judgment or decision by the LGU. This will include any follow-up or research to define
and evaluate any specific issues that may result from final contract negotiations or
changes that may occur during contract execution.
 Once detailed design plans and specifications have been submitted to the LGU by the
Contractor, the City Engineer will review all submitted information and provide a
detailed design assessment report to the LGU that evaluates compliance of the
submitted design and specifications with contract performance terms and international
sound practice. If necessary, this review will identify deficiencies, issues and concerns
associated with the design and specifications that may relate to, at a minimum, project
performance output, capital and operational/maintenance costs as well as general
project or individual system longevity.

5.2. Task 2. Build

 During the Build Phase of the Contractor’s activities, the City Engineer shall serve as
the Owner’s Representative.
 A Resident Engineer from the Office of the City Engineer will be at the project site to
monitor Contractor activities during all critical construction functions.
 As may be required by the LGU on an ongoing basis, the DBC will provide further
technical assistance to the LGU in relationship to any issues that may arise during the
construction of the project that will require a formal decision by the LGU. At a minimum,
this may include the review of any modifications and variations proposed by either the
Owner or the Contractor during the Build Phase.

5.3. Task 3. Commissioning

 Once all construction is completed, the DBC will operate the facility for a period of one
(1) month and establish that the project is in full compliance with the contract terms
and the approved design plans and specifications and will provide a compliance report
to the LGU.
 During any project compliance testing, the DBC shall assist the LGU in monitoring the
integrity, accuracy and thoroughness of all project compliance testing, reviewing
performance and compliance data.
 Any unforeseen defects and/or deficiency shall be covered by the Defects Liability
clause of RA 9184.

5.4. Task 4. Technology Transfer

 The Contractor shall provide technical assistance and engineering support as needed
to the LGU for any issues that may arise during the operation/maintenance of the
project by the Contractor.
 The Contractor shall assist the LGU as requested by reviewing and commenting on
key operations and maintenance areas. At a minimum, this will include review of any
environmental compliance, asset management, and performance reports.

6. PROJECT MANAGEMENT

The project is a complex enterprise that involves a number of specialties and


professionals. It is important to note the ranges of roles to perform that are necessary needed:

 Owner – this will be referred to the city government who owns the project and is
responsible for financing the entire project. The owner is the one that initiates the
construction processes by looking out for the services of professionals.
 Contractor – the contractor will be referred herein as the design and build contractor
that has a wide range of duties and responsibilities. The primary role of the contractor
is to mobilize skilled and casual manpower to ensure that the project is put up in a
stipulated period and required standards.
 Architect – the architect develops a facility as per the design concept and the
requirements specified by the client. The architects develop design that are more
creative in aesthetics. The design evolved by the architects have to satisfy with the
building laws and the regulations of the city.

 Land Surveyor – the land surveyor’s role is to determine the boundary lines and
measurements of land. They are always needed before starting the construction work
of the project. The land surveyor will also be useful in plotting out every feature like
building, trees, electric poles, and the likes, with their accurate placement on the land.
 Civil Engineer – the structural engineer’s role is all about ensuring that a structure is
capable of standing strong and can withstand the pressures of use that the building is
subjected to. They also specialize in estimating the value of construction works. From
early design costs to final figures and prepare the Bills of Quantities.
 Professional Electronics Engineer (PECE) – the professional electronics engineer’s
role is to ensure the compatibility of the integrations of systems and subsystems
solutions. The PECE will provide assessment in security, CCTV, and associated
telecommunications/networking infrastructures designs and specifications relevant to
the standards.
 Professional Electrical Engineer (PEE) – the professional electrical engineer’s role
is to evaluate electrical systems, products, components, and applications by designing
and conducting research programs; applying knowledge of electricity and materials.
 The Contractor creates and appoints a Project Management Team that will implement
the entire project. The name of the personnel involved and a table of organization with
the team member’s respective job description and responsibility will be submitted to
the Owner, subject for review and approval of the Owner.
 A competent, skilled and full experienced Operations Manager will be named by the
Contractor, who shall serve as the single point of contact for any and every
coordination of all project works, communication and documentation between
Contractor and Owner.
 The Operations Manager will be required to submit a status report as per request by
the Owner containing a progress report covering all aspects and areas of the project
including incident reports related or cause of delay. A chart signifying current status,
remaining time of completion and forecasted completion will be developed and
presented regularly as against the original approved schedule.
 The Project Management Unit (PMU) will perform functions which are necessary to
effectively carry out and will conduct spot inspections and observe the progress of
work, in turn will coordinate and assist the Contractor’s Operations Manager.
 Weekly project meetings will be called by the Owner to review and appraise the project
status (preferably every Wednesday or the day after the Project Manager submitted
his/her weekly progress report) to ensure the fulfillment and correct interpretation of
work statement, review design and to maintain general coordination between the
Contractor’s and Owner’s project personnel.

8. SERVICE LEVEL AGREEMENT

 The Contractor must be able to respond to a service call from the Owner within eight
(8) hours.
 The Contractor must establish a local service center or an office within the city of
General Santos to ensure efficient, reliable, and quality servicing and system
maintenance.

9. TERMS OF PAYMENT

Payment terms and conditions by which the Design and Build Contractor will be
compensated in accordance with the standards terms as stipulated in the IRR of RA 9184,
otherwise known as the Government Procurement Act.

10. WARRANTIES

The Proposed Five-Stoney Special Care Complex of JPRH, including all of its
associated infrastructure and ancillary facilities, must be covered by one (1) year warranty
from the turnover date of the project.

11. DESIGN AND BUILD PERIOD

The DBC agrees and obligates itself to perform and complete all works provided under
the Contract and Contract Documents within __________________________.
