PALAKASAN 2016 LITERARY EVENTS

CONTEST AGREEMENT

This agreement, made and entered into MSU – Iligan Institute of Technology, this 15th day of October 2016, by
and between, the Kataastaasang Sanggunian ng mga Mag-aaral – College Executive Councils organized by existing
rules and regulations of the Kataastaasang Sanggunian ng mga Mag-aaral represented herein by its Governors,
herein referred to as “FIRST PARTY”.

-AND-

Kataastaasang Sanggunian ng mga Mag-aaral Institute represented herein by its President, Jhon Alter A. Ortiz,
herein after referred to as “SECOND PARTY”.

WITNESSETH:

WHEREAS, SECOND PARTY requires approval and consultation of the Contest Agreement from the College
Executive Councils;

WHEREAS, SECOND PARTY has requested, and FIRST PARTY has agreed to the Contest Agreement
presented herein after.

NOW, THEREFORE, in consideration of the premises and the mutual covenants and promises contained herein,
both parties agree as follows:

PALAKASAN 2016: Literary Events


GENERAL GUIDELINES

1. The PALAKASAN 2016 Literary Events shall be held on October 24-30, 2016. Attached herewith are
the schedule and venue of the different events.
2. All contestants must be bona fide students of MSU-IIT and are officially enrolled for the 1st Semester A.Y.
2016-2017.
3. All contest entry forms shall be submitted on 30 minutes before the event to the KASAMA
PALAKASAN 2016 Literary Events Chairperson, Mark Francis S. Basan II (09164328395) or to the
Vice-Chairperson; Kent Paul Gealon (09354385468).
4. All participants must be at the contest venue 30 minutes before the schedule of the contest. Basis for the
time is Philippine Standard Time (PST) as synchronized among the college representatives.
5. Upon arrival, participants shall immediately report to the assigned event coordinator/ facilitator for
briefing and instructions and fill up the registration sheet provided. Participants will no longer be allowed
to leave the venue unless permitted by the authorized individuals.
6. For events that have two teams, it is highly requested that each college, as much as possible, must provide
two teams.
7. Contestants under the influence of liquor and/or prohibited drugs are not allowed to participate during
the event. Any participant or college representative displaying misdemeanour, obscenity, reckless
behaviour and the like will be sanctioned as deemed necessary by competent authority.
8. The sequence of performance shall be determined through drawing of lots during the Final Reading of the
Guidelines on October 15, 2016 at KASAMA Office, 2:00PM. Signing of Contest Agreement will be
announced later.
9. The College Literary Chairpersons must submit the list of their Event-Coordinator/s during the signing of
contest agreement.
10. Immediately after the last presenter/contestant, each college representative of the Grievance Committee
will be given only 10 minutes to raise their concerns or complaints. Failure to raise concerns/grievances
after the 10 minutes grace period forfeits the right to raise grievances. The organizers reserve the right
to modify, alter and/or amend the above-mentioned rules or waive compliance therewith at their sole
discretion to settle unforeseen disputes in accordance with the purpose of the contest scheme.
11. Deduction of points shall be made by the Chairman of the Board of Tabulators, concurred with the
members duly represented by the participating colleges.
12. Any violation of the above mentioned guidelines shall be subject to a two-point (2) deduction per judge
unless stated.
13. Ranking system shall be used in determining the winners who are rated by the judges. In case of a tie, the
judges shall convene and decide on a winner.
14. The decision of the Board of Judges, once signed by the Board of Tabulators, is final and irrevocable.
15. The sequence of performance for all Literary Competitions is as follows:

Spoken Poetry Competition (Bisaya and Filipino)
Guidelines

1. The Spoken Poetry Competition shall be held on October 27, 2016, 2-5 pm at the ____________. Call
time for participants shall be at 1:30 pm, during the Extemporaneous Speech Contest.
2. Each department shall send only one participant per category. The participants to be sent may or may not
be the same.
3. In order to check for piece originality and such, deadline for the piece will be on October 25, 2016.
4. Upon arrival, participants shall immediately report to Kent Paul Gealon, the Event Coordinator, for
briefing and instructions. They must present their Institute IDs and must fill up the attendance sheet
provided. Leaving the venue is not allowed unless permitted by the event coordinator.
5. The medium of language to be used in all compositions is Filipino (Filipino category) and Bisaya (Bisaya
category).
6. Use of foul and vulgar words during the delivery of the poems is strictly prohibited.
7. Participants are given 4 to 8 minutes to deliver their composed poems. A preparation time of 1 minute
shall be given after the green flag is raised.
8. The contestant shall start 1 minute after the Green Flag is raised. The Yellow Flag shall be raised to signal
that the participant only has 1 minute to finish his/her poem, and the Red Flag shall be raised if the
participant has reached the 8 minute time limit.
9. Participants are only allowed to deliver their composition within the allotted time. Failure to do so shall
incur a one (1) point deduction every minute.

10. The theme of the pieces shall be “Kinabuhi sa usa ka estudyante ng IIT” for the Bisaya Category and
Pagmamahal for the Filipino category.

Chain Storytelling
Guidelines

1. The event shall be on October 28, 2016 from 1:00PM to 3:00PM at the _________________. Call
time and registration will strictly start at 12:30 pm.
2. There will be five (5) representatives from each college/school.
3. Upon arrival, participants shall immediately report to Jeassa Mae Ramos, the Event Coordinator, for
briefing and instructions. They must present their Institute IDs and must fill up the registration sheet
provided. Participants must stay at the designated holding area. Leaving the venue is not allowed unless
permitted by the event coordinator.
4. Participants are not allowed to stay inside the performing area prior to their turn to deliver. There will
be a designated waiting area for the participants.
5. The core language used during the chain story telling is Bisaya. Nevertheless, there are no penalties for
using other languages, but the story-teller must be able to smoothly transition from Bisaya to another
language, as it is part of the criteria for judging under coherence.
6. The first 4 participants are given 3 minutes to deliver, while the last participant is given 4 minutes to
deliver.
7. The time keeper will raise the GREEN Flag to signal that the participant may begin his/her delivery and
only then will the timing of delivery commence. The time keeper will raise a Yellow flag to signal that
the participant has only 30 seconds left and RED Flag if time is up. No signal will be given for the under
time and overtime periods.
8. A one-point deduction per judge will be penalized for every ten-second overtime per participant.
9. The participants may wear civilian attire.
10. Participants are not allowed to bring props of any form. The KASAMA shall be providing the props. As
agreed, each college will give Php. 300.00 to aid the KASAMA with the props. Deadline of the Php.
300.00 aid is on October 21, 2016, Friday.

11. Any violation of the above mentioned guidelines shall be subject to a two-point deduction per judge.

Photo Carousel Contest
Guidelines

1. The Photo Carousel Contest (or simply, the Photo Contest) shall be an event that will span from October
24 (the first day of the HUGYAWAN) to October 30 (the last day of the PALAKASAN).
2. The objective of this event is to effectively cover the events of the PALAKASAN by telling a photo story
(photo carousel), they are free to take unlimited photos, but they will choose their ten (10) best photos
for judging. Thus, the overall theme of this event is to showcase the PALAKASAN through photos.
3. The participants (photographer and marshall) shall meet on October 22, Saturday, at the KASAMA office
for plenary session. There shall be two sessions, depending on the availability of the participant, 10 am and
4 pm. Thus, deadline for the list of participants is on October 20, 2016, Thursday. The Literary Committee
Chairpersons from each college shall provide a contact number of the participants, also.
4. On the day of the event, before 9 am, the participants shall go to the KASAMA Office and submit their
SD Cards for “re-formatting.” It is also on this day that the buddy shall be determined. The marshall is
optional, but the buddy is required.
5. Each college/school must provide two participants composed of a photographer and a buddy. Buddies will
be assigned to guard a participant of another team. The buddy is allowed to give a first warning.
6. Upon arrival, participants shall immediately report to Jhulian Klein Jao/Mark Francis Basan II the
Event Coordinators, for briefing and instructions. They must present their Institute IDs and must fill up
the attendance sheet provided.
7. The photo-session will start at 9 am and end at 5 pm (or not later than 30 minutes after the last performer
of the Nightly events) at the KASAMA Office. At the end of the photo-session, the photographers shall
meet with the Event Coordinator and their SD cards shall be stored at the cabinet of Mark Francis S.
Basan II, the Event Coordinator and be retrieved the next day. This shall be the process for each day of
the PALAKASAN. Each participant will be given the freedom to take unlimited photos in a specific area
and specified span of time given that he/she will be choosing only ten (10) best photos strictly from his/her
collection to be mounted and displayed for judging.
8. The participants may use digital cameras of any kind (point and shoot, high-end, DSLRs). Cellphone
cameras are not allowed.
9. Photos must be taken inside the campus. Buddies will check if this rule is followed.
10. The use of photo processing or editing (i.e., Photoshop, etc) is not permitted except from built-in editing
software in cameras.
11. The participants are NOT allowed to exchange photos with the other participants. Furthermore, they are
not allowed to let other people (or hire people) to take photos for them. These actions could lead to
disqualification.
12. Using people or giving them scripts for your subject and vandalism are strictly prohibited (i.e., when the
photographer tells a person to pose in a certain way). Candid/real-time shots only.
13. At the last day of the event, participants will go back at 8 am at the KASAMA Office for them to mount
their printed pictures, and shall be given only 2 hours to do so. A piece of illustration board will be
provided by the KASAMA. The participants will provide their own scissors, tapes, glue, or paste that they
will be using in assembling their pictures.
14. Only the black side of the Illustration Board can be used by the participants in mounting their printed
pictures.
15. Only the photographer and buddy (from the same college as his/her) are allowed to mount the pictures.
Interaction with people outside the competition is not allowed.
16. Members of Clique are allowed to join.
17. Any violation of the above rules is subject to a two-point deduction per judge unless otherwise stated.
18. The photographers of the submitted entries are the original owners of these photographs and shall allow
the organizers of this contest the right to use these photographs solely to promote the KASAMA and the
PALAKASAN without prior notice and approval by the photographer who took the photos. However,
photo credit shall be given to the photographers.
19. This contest shall also be held on a virtue of trust. There is no 100% method to prevent cheating, so the
event coordinators will leave it to trust.

Extemporaneous Speech
Guidelines

1. The event shall be on October 27, 2016, 1-2 pm, at the _____________. Call time and registration will
strictly start at 12:30 pm and will end at 1:00 pm.
2. There will be only one representative for each college/school.
3. Upon arrival, participants shall immediately report to Kent Paul Gealon the Event Coordinators, for
briefing and instructions. They must present their Institute IDs and must fill up the attendance sheet
provided.
4. The topic will be based on national current events concerning the country.
5. The participants must wear corporate/business attire during the event.
6. The participant will be choosing the topic on the event proper through drawing of lots. He/she will only
get to pick his/her topic after the previous contestant’s speech.
7. The contestants are given separate four (4) minutes to prepare and deliver their speech.
8. The participants may or may not bring 1/8 index cards to be signed by the KASAMA.

Canvas Story-Painting
Guidelines

1. The event shall be on October 25, 2016 from 8:00AM to 4:30 PM at _______________________.
Call time and registration will strictly start at 7:30 am and will end at 8:00 am.
2. There will be one team for each college/school consisting of three members. Those three members,
however, will be painting on a separate canvass.
3. The theme shall be announced on October 21, 2016 (Friday), 6:00PM at the KASAMA Office.
4. Upon arrival, participants shall immediately report to Kent Paul Gealon the Event Coordinator for
briefing and instructions. They must present their Institute IDs and must fill up the attendance sheet
provided.
5. The participants shall provide their own painting materials including but not limited to paint and paint
brushes. KASAMA will only paint the canvas with white as its base color.
6. Participants may only bring the following paint colors: black, white, red, yellow and blue. Participants may
mix colors once the contest commences. The brand shall be determined during a future meeting with the
participants.
7. For the entire duration of the event, only one college representative is allowed to communicate with the
participants. To ensure compliance, each college shall assign two student marshals to a competing college
to be determined by the event coordinator. The student marshals shall prevent the violation of this rule.
The student marshals are not allowed to cause unreasonable disturbances to the college/school they are
assigned to. The student marshal shall be the same buddy from the Photo Carousel Contest.
8. Participants are responsible for the security of their materials. The event organizers will not be held liable
for any lost, damaged or stolen materials.
9. Participants are not allowed to mark their work with anything that may identify their college/ school
except for their given entry number.
10. Participants are not allowed to bring any form of gadgets during the event, but they are allowed to bring
a copy or a scratch of their design/drawing, provided that it is on a piece of paper and not on any gadgets.
11. The mural shall be finished after the allotted time. Failure to do so shall incur the following point
deductions per judge:

Guidelines

1. The event shall be on October 28, 2015, from 8 AM to 12 Noon at the CSM Room 111 and 113.
Call time and registration will strictly start at 7:30 am and will end at 8:00 am.
2. There will only be one representative per category from each college/school.
3. Upon arrival, participants shall immediately report to Mark Francis S. Basan II, the Event Coordinator
for briefing and instructions. They must present their Institute IDs and must fill up the attendance sheet
provided. Leaving the venue is not allowed unless permitted by the event coordinator or a member of the
Institute Palakasan Literary Committee.
4. Before the contest proper, there shall be a one-hour seminar from 8 am to 10 am. In this seminar, a
speaker will give tips and advice on essay writing.
5. The theme shall be announced before the contest starts.
6. KASAMA will provide yellow papers and lined bond papers to each participant; they will be using the said
papers for their final draft. The participants shall bring their own black ball-point. Use of pencils are not
allowed.
7. The essay should be in English for the English category and Filipino for the Filipino category with a minimum
of 500 words and a maximum of 700 words, (written double-spaced) and on only one face of the paper.
8. Participants are not allowed to mark their work with anything that may identify their college/school. They
are also not allowed to write their given entry number, the facilitator will do so.
9. All entries will be returned to the participants after the PALAKASAN 2016. The KASAMA is allowed to
post the entries, nevertheless.
10. The participants are given two hours to draft and finalize their essays.
11. Entries shall be submitted after the allotted time. Failure to do so shall incur the following point deductions
per judge:
1 to 5 minutes 1 point
5.1 to 7 minutes 2 points
7.1 to 9 minutes 3 points
9.1 minutes and onwards 4 points

Ultimate Quiz Bowl
Guidelines

1. The event shall be on October 27, 2016 from 10 AM to 12 PM at the CON Hall. Call time and
registration will strictly start at 9:30 am and will end at 10:00 am.
2. There will be only two teams for each college/school composed of three (3) participants.
3. Upon arrival, participants shall immediately report to Anne Tadena and Paula Kristie Bisenio, the
Event Coordinator for briefing and instructions. They must present their Institute IDs and must fill up the
attendance sheet provided. Leaving the venue is not allowed unless permitted by the event coordinator
or a member of the Institute Palakasan Literary Committee.
4. Participants are not allowed to bring anything during the competition except their own pens, and scratch
paper provided by the KASAMA.
5. Use of calculators, mobile phones, and other electronic devices is strictly prohibited.
6. Refreshments are allowed provided that such are already carried by the participants when they sit at their
designated area.
7. Actual game mechanics shall be revealed and read only during the event proper.
8. Complaints shall be raised before the next question is revealed. Complaints raised after a question is
revealed will no longer be entertained.
9. Questions will be categorized into:
Mathematics (Basic Algebra, Trigonometry, and Statistics)
Science (Biology, Chemistry, and Physics)
History (National and International)
General Information (Arts, Literature and Language, Current Events both National and
International)
MSU and IIT Matters
10. CONTEST PROPER:
a. Each round is composed of 10 questions. Each question merits:
Easy Round – one (1) point
Average Round – three (3) points
Difficult Round – five (5) points
b. The question will be flashed on the screen and will be read twice. After the second reading, and once
the game master says go, the timer will automatically start, and thus, the participants shall start writing.
Easy Round – ten (10) seconds
Average Round – thirty (30) seconds
Difficult Round – one (1) minute
11. There will be no teams eliminated in the quiz bowl. All points from all three rounds will be accumulated
and the team with the highest score wins.
Ultimate Spelling Bee
Guidelines

1. The event shall be on October 27, 2016 from 8 AM to 10 AM at the CED Amphitheater. Call time and
registration will strictly start at 7:30 am and will end at 8:00 am.
2. There will be two (2) teams in each college composed of three (3) participants.
3. Upon arrival, participants shall immediately report to Jeassa Mae M. Ramos, the Event Coordinator for
briefing and instructions. They must present their Institute IDs and must fill up the attendance sheet provided.
Leaving the venue is not allowed unless permitted by the event coordinator or a member of the Institute
Palakasan Literary Committee.
4. An illustration board, chalk and an eraser will be provided for each playing team.
5. CONTEST PROPER:
a. Each round is composed of ten (10) words. Each word merits:
Easy Round – one (1) point
Average Round – three (3) points
Difficult Round – five (5) points
b. The origin and meaning of the word will be flashed on the screen and will be read twice. After the second
reading, and once the game master says go, the timer will automatically start, and thus, the participants shall
start writing.
Easy Round – ten (10) seconds
Average Round – thirty (30) seconds
Difficult Round – one (1) minute
c. When the timer stops, all the teams should raise their boards with or without an answer. Failure to do
so would mean the team’s answer to be declared null.
d. In case of a tie, the teams will proceed to the Do-or-Die Round. The team who gets the first right answer
will be declared as the winner. The questions for the Do-or-Die will be randomly picked, that is, it may be
easy, average or difficult.
e. Coaching is strictly not allowed during the competition.
6. Any violation of the above mentioned guidelines or from those stated in the general guidelines shall be subject
to a two (2)-point deduction.
7. Basis for ranking will be total raw score.
8. The team who scores the highest after the end of the game shall be declared winner.
9. Merriam-Webster dictionary shall be the dictionary for all words.
PALAKASAN DEBATE TOURNAMENT
Guidelines

 The Palakasan Debate Tournament shall consist of the Debate Workshop and Debate Proper.

Participants:
 Participants of each college shall consist of 2 teams, Team A and Team B. There will only be one category.
 Each team shall have three (3) members each, thus, there will be six (6) participants from each college.
 As much as possible, to prevent conflict, each college must be able to provide two (2) teams. Furthermore,
the MIDV allows a minimum of two (2) members per team. In addition, the team roster registered at the
start will be the roster throughout the entire duration of the tournament. Lastly, there shall be no fusing of
teams.

Debate Workshop:

 The Debate Workshop shall be on October 22, 2016. It is highly advised for the participants per college to
attend the said Seminar and Workshop.
 Participants shall register at the given venue on 7:30 – 8:00 AM.
 The Debate Workshop shall consist of debate lecture and training to ensure the quality of the tournament.
 The Asian Parliamentary format shall be introduced during the workshop as the official format to be used all
throughout the tournament.
 10 themes be released during the workshop where 4 sets shall be selected by the adjudication core for the
Debate Proper.
 Albeit optional, colleges shall register their official participants for the tournament during the workshop.

Debate Proper:
 Call time for the participants shall be 7:00 am in the morning at the CASS Lounge. The Debate Proper shall
strictly start at 8:00 am.
 Participants shall wear semi-formal attire during the elimination rounds and corporate attire during the final
series.
 The Debate Proper shall consist of 4 Elimination Rounds, Quarterfinal Rounds, Semifinal Rounds, and
Grandfinal Round.
 The Debate Proper shall use the Asian Parliamentary Debate Format with the following rules:
 The adjudication core will randomly assign houses for every team for the first round of the
elimination. The rest of the rounds will be decided through power match-up based on the teams’
number of wins or total speaker scores.
 3 motions on a specific theme will be released and shall be vetoed by the opposing teams during the
30 minute preparation time.
 Teams on the Government bench shall prepare inside their assigned room while Opposition bench
shall prepare outside their assigned rooms.
 Coaches or anyone who is not a member of the teams are prohibited to go near the debaters during
the preparation time.
 Electronic gadgets i.e. Laptop, tablet, mobile phones are strictly prohibited Mobile phones may only
be used as a timer during speeches.
 After the preparation time, adjudicators will proceed to their assigned rooms and must start the
round right away. A marshal shall be assigned to watch over during preparation time.
 Adjudicators are given 10 minutes for their oral adjudication every after round.
 There will be an evaluation for adjudicators.

Disqualification:
 Substitution of participants is not allowed all throughout the tournament. Only those who are registered by
their respective colleges during the Debate Tournament are considered official participants of the
tournament.
 The debate tournament will strictly start at 8:00 am. If a team lacks one member, the team is still allowed to
compete. Furthermore, the last team member can still register during the preparation time. Any registration
once the debate proper has started is not allowed.
 A swing team shall be provided if a team is not around or disqualified.

Adjudication:
 The adjudication core shall be composed of selected members of MSU-IIT Debate Varsity and other invited
judges for the tournament.
 Adjudicators shall not judge a round where a team from his or her college is debating.
 Adjudicators are given 10 minutes for their oral adjudication every after round.
 Once announced, adjudicators’ decision is final and irrevocable.

Conflicts and Complaints:


 Conflicts between debaters and adjudicators shall be raised to the adjudication core before a round starts.
 Only those participants who are present during the Debate Workshop have the right to raise complaints
with regards to the competition.
Video Documentary Contest
Non-bearing, open-to-all event

1. All filmmakers or production teams are eligible to join the Video Documentary Contest for Palakasan
2016 to feature the highlights of the said event. The PALAKASAN will start on October 24, 2016
(Hugyawan) and end on October 30, 2016 (Awarding Ceremony).
2. The video documentary is expected to cover the events of the PALAKASAN, or show a story regarding
the PALAKASAN.
3. Interested parties must be able to accomplish and / or submit the following, on or before October
21, 2016, Friday, 5:00 PM, to:

c. These should be placed in a brown envelope
4. Official Letter of Identification will be provided by Kasama Office and should be brought at all times by
the participants while doing the actual shoot, for the group’s convenience and proper identification.
5. The final produced-entry for the Palakasan 2016 Video documentary Contest must be submitted in any
playable format on a clean flash drive on or before November 4, 2016, Friday, 6 pm, to the event
coordinator.

Before its submission, it should be properly labeled with the following information:
i. Title of the Video Documentary or Short Film;
ii. Production company or name of group / association;
iii. Full name/s of director/s and technical / artistic crew;
iv. Full names of casts with corresponding characters;
v. full name/s of the producer/s;
vi. Contact number / s of the filmmaker/s; and
vii. Running time
6. Running time of the video documentary is maximum of fifteen (15) minutes. Every minute excess in the
duration will have an equivalent score deduction of 5 points for every one (1) minute excess.
7. Those who have submitted their finished product will be required to attend the public viewing of all
finalists and Announcement of Winners and Grand Awarding on November 4, 2016.
8. The top three videos chosen by the judges shall receive a cash prize.
9. All entries must be completely original and independently produced.
10. Due to copyright laws, the music used in the documentary or short film must be original, licensed, or in

Professional Attire for Women


Appropriate business attire for women includes: dresses, suits, and dress skirts that reach to the top of the
knee; dress pants with dress blouses. Hosiery is required with skirts at all times, along with dress shoes. As far
as dresses and skirts, there are some rules to follow as far as color and style. Select modest style dresses and
skirts. Long slits are a no, no. Colors to choose are black, gray, navy blue, and any earth-tones.

Examples of inappropriate business attire includes: anything sleeveless, denim clothing of any kind, dresses/shirts
with long slits, low-cut blouses, stirrup or spandex pants, shorts of any kind or length, crop tops, hats,
sundresses, leather pants, extremely casual shoe styles commonly worn for sports or the beach, deck/boat
shoes, sandals, and sneakers.

Professional Attire for Men


Professional business attire for men includes: suits, sports coats, dress pants, dress shirts with collars, dress
shoes (can be polished) and dark socks (matching pants or shoes), and a tie (nothing crazy).

Examples of inappropriate business attire includes: denim clothing of any kind, Dockers style pants, flight
jacket/windbreaker-style coats/jackets, shorts of any kind or length, hats, extremely casual shoe styles commonly
worn for sports or the beach, deck/boat shoes, sandals, and sneakers.
