APPLICATION OF INTERNATIONAL CODES AND STANDARDS IN SPAIN
• Lack of national codes  Foreign codes needed.
• European standards and codes (EN)  conventional but not nuclear 
codes and standards.
• Spanish legislation accepts the use of codes from other countries. 
Applicable Codes must be:
a) In effect in Spain
b) International organisations that Spain is a member of.
c) Nuclear and internationally recognized.
d) Origin of the plant's nuclear technology.
• Spanish legislation Prevalence.
• Spanish legislation is obligatory. 
• Requirements from other countries if stricter and technically more 
conservative.

• Almaraz, Ascó, Vandellós (PWR, Westinghouse) and Cofrentes (BWR, 
General Electric), American  codes (ASME)
• Trillo NPP, Kraftwerk Union (KWU) ‐ Siemens,  German codes
• Trillo NPP is the only German‐designed nuclear power plant built in 
Spain,  every company had to become knowledgeable of German 
regulations.
• Familiarization with the German codes and standards:
a) Figuring out which German codes, standards and regulations.
b) Obtaining the documentation, making contacts and agreements with the
German agencies.
c) Detailed analysis of the implications. 
d) Capacity and willingness of Spanish industry to participate.

• The German codes and standards were applied extensively at Trillo NPP.
• CSN (the Spanish Nuclear Safety Council) also required American codes and standards

• The Directives and the EN codes are currently applicable in Spain and  the rest of EU 
members.

APPLICATION OF INTERNATIONAL CODES AND STANDARDS IN SPAIN
• No German code was similar to ASME Section III, which sets requirements for
the design, materials, manufacturing, inspection and testing of mechanical
equipment, all more or less demanding depending on their classification in 
the different nuclear classes.
• This is why the "Code Specifications" were needed at german NPP designs to 
fill this gap in the code.
• The main supplier (KWU) prepared the specifications for general plant
equipment, such as pumps, valves, tanks and heat exchangers, etc. for each
project. The TUV then revised and approved these specifications.
• The Code Specifications are compulsory
• Nowadays there is a set of KTA, for example, 3201 for reactor coolant system
and 3211 for nuclear components

CURRENT STATUS
• Abandonment of nuclear engineering in Germany , NPP decommissioning
regulatory and product and service procurement vacuum.
• This issue affects different countries with plants designed by KWU, such as:
• Switzerland (Gösgen)
• Brazil (Angra)
• Argentina (Atucha)
• Spain (Trillo)
• Holland (Borsele)

CURRENT STATUS
• If it is confirmed that the regulations applicable to German technology
are being abandoned and the number of German companies
supplying products and services to these power plants are being cut
back, a gap will need to be filled to ensure operation of the german
NPP designs throughout all these upcoming years.
• There is time to come up with alternatives and adapt them depending
on the real experiences (technical, quality, deadline and cost) that are 
obtained from the Spanish authorities (CSN) and the industry.

COMPLIANCE CONTROL
• A suggestion would be to use components designed with the ASME codes in 
substitution for equivalent German components with the same quality
classification. 
• This alternative can be used on a case by case basis for reasons of 
impossibility in supply, delivery date or non existence on the market. 
• This process is called "Compliance Control" and is accepted by the Code
Specifications and discussed and accepted by TUV.
• Compliance control has seldom been used, but it is valid and can therefore be 
used at any time.

EUROPEAN CODE RCC‐M COMPLETED WITH EN (1/2)
• The French Association for Design, Construction and In Service Inspection 
Rules for Nuclear Island Components is responsible for code RCC‐M “Règles de 
Conception et de Construction des Matériels Mécaniques”.  
• This code is part of the body of French regulations that applies to the plants 
using Framatome technology. This code has been used in the design and 
construction of the plants operated by EdF and other electrical utilities in 
France and other countries. AREVA's EPR also applies in construction in several 
different countries. The RCC‐MX is used at research reactors GEN IV and at 
ITER.
• RCC‐M is applied to nuclear equipment and is the perfect complement to 
European Directives and Regulations.

EUROPEAN CODE RCC‐M COMPLETED WITH EN (2/2)
• The design and construction of non‐nuclear equipment is basically developed 
with: EN 13445 for containers, EN 13480 for pipes and EN 1990 for supports. 
• For instance, in France all these codes shall be complemented by French codes
and standards, highly developed in the French regulatory framework by ASN, 
which has functions similar to those of the CSN.
• This body of French/European regulations is being continuously updated, 
since it is the basis for the design, construction and operation of power plants
in France and other countries that have no plans to give up on nuclear energy. 
• This approach using local regulations, has been applied in foreign countries, 
such as in Finland, Czech Republic, etc.

AMERICAN CODES AND STANDARDS. ASME CODE
• The same regulatory framework as for the mechanical area of an american
NPP design would be used, applying the whole ASME code, in compliance
with the national regulatory requirements and other American codes and 
standards.
• The document structure and contents would be simplified and yields
significant technical and economic benefits.
• It would be necessary to develop an adaptation process between the various
requirements established by german and american regulations.

Methodology for ASME Code alternative
• Presenting an equivalence between the American/European classification 
(classes 1, 2, 3 and 4) and the basic safety classification and quality levels in 
use in german desings.
• Analysing the load combinations under the various operating modes that are 
required in ASME and KTA and establishing a framework of equivalences.
• Analysing the admissible stress levels in the materials as per ASME and 
KTA/code specifications, their differences and their implications.
• Establishing an equivalence between materials that are allowed in german
designs and the corresponding materials in ASME (ASTM) for all mechanical 
components.
• Identifying the differential manufacturing and inspection requirements 
between the KTA/code specifications and those requested by ASME and 
analysing their complementarity
.
