REINFORCEMENT OF GUIDELINES AND PROCESS FLOW ON


RECLASSIFICATION OF TEACHING PERSONNEL

1. As a result of the implementation review workshop on reclassification of


teaching personnel, this office rationalizes the guidelines and processes to fast track
the implementation of reclassification and/or upgrading of teaching personnel to
improve teacher’s career pathing of profession.

2. To guide all concerned staff accountable in the process, below is the Equivalents
Record Form (ERF) and Reclassification Evaluation Application Process Flow and
Timelines:

3. Likewise, it is reiterated that the deadline for submission of all


ERF/Reclassification documents with corresponding fund requirement from the
divisions shall be the 1st week of December. Regional Office shall issue the Sub-ARO
within January and 3rd week of March shall be the submission of Plantilla Allocation
List (PAL), Sub-ARO, Certificate of Availability of Funds and approved
ERF/Reclassification.

4. A quota system on the allowable number of Master Teacher positions in


elementary and secondary schools is still enforced by level; to wit:

4.1 For elementary schools: Total Master Teacher positions shall not exceed 10%
of the total authorized teacher positions in the district, to wit:

Master Teacher I positions shall not exceed 6.6% of the total number of authorized
teaching positions.

Master Teacher II positions shall not exceed 3.4% of the number of authorized
Master Teacher I positions.

4.2 For secondary schools: One (1) Master Teacher position regardless of level may
be allowed per subject area and per subject specialization of secondary teacher with at
least 5-7 authorized teacher positions within the school.

4. For easy tracking of documents submitted per division, color coding of


applicants’ pertinent documents by folder shall be assigned by division:

TEACHING POSITIONS IN ELEMENTARY AND SECONDARY SCHOOLS (Chapter 6).

(CAV) indicated as CAR/Graduate in Masteral Degree from CHED. (1

1. Duly accomplished Evaluation Sheet for Master Teachers .(5 copies)


2. Transcript of Records with Certification, Authentication and Verification
(CAV) indicated as CAR/Graduate in Masteral Degree from CHED. (1
Certified True Copy)
3. Updated Service Record. (1 copy)
4. Duly Accomplished CSC Form 212. (1 copy)
5. Performance rating for the last three (3) school years. (1 Certified True
Copy)
6. Latest Appointment. (1 Certified True Copy)
7. Renewed PRC License. ( 1 Certified True Copy)
8. Certificate of that the applicant is actually a teacher with a regular load

five (5) school years)

last promotion.

Verification (CAV) indicated as CAR/Graduate in Masteral Degree from
CHED. (1 Certified True Copy)
3. Updated Service Record. (1 copy)
4. Duly Accomplished CSC Form 212. (1 copy)
5. Performance rating for the last three (3) school years. (1 Certified True
Copy)
6. Latest Appointment. (1 Certified True Copy)
7. Renewed PRC License. ( 1 Certified True Copy)
8. Special Order Designated as TIC or OIC signed by the head of the
agency (DepEd). (1 Certified True Copy)
9. List of permanent teachers under his/her direct supervision duly
signed by his/her immediate head and conformed by SDS. (1 copy)
10. Enrolment Data (SF 4) in the present school assignment, including the
cluster schools handled, if any.
11. Certificate of trainings, seminars and workshops for the last five (5)
school years. (1 clear copy each authenticated by AO or Head of the
Agency) not used during the last promotion.

13. Division Selection and Promotion Board’s Certification on the point
obtained in Psychological Attributes and Personality Traits Assessment.
