De Veyra, to our Honorable Sangguniang Bayan Members, my fellow
government servants, ladies and gentlemen, a pleasant morning to all!
Today marks a momentous occasion as we formalize the Public Private
Partnership Agreement between LGU Kalibo and PSMO. But before we
proceed, let us first revisit the events that transpired which led to this signing.
On September 10, 2015, Resolution No. 2015-324 was enacted adopting the
PPP Code of the Province of Aklan as the municipality desires to make use of
this innovative mechanism to augment infrastructure development. To
complement this enactment, Executive Order No. 21 Series of 2015 or the IRR
for PPP was issued on October 26, 2015.
One of the priority infrastructure projects of the LGU is the Rehabilitation of
the slaughterhouse. For years, many attempts at Double “A” accreditation was
done by the Municipality but to no avail due to lack of technical expertise. A
reliable and competent private sector partner was needed to operate and
maintain the slaughterhouse.

With the PPP legal framework in place, the opportunity to realize this dream
came in the form of the Unsolicited Proposal submitted by PSMO.

In order to act on this proposal, the PPP Selection Committee was created
through Executive Order No. 21 Series of 2015 on October 29, 2015.

The committee had their work cut out for them due to the novelty of the PPP
framework and lack of materials as guide. Fortunately, with the government’s
drive to promote the viability of PPPs to LGUs, the staff of the PPP Center of
the Philippines were more than willing to give valuable assistance to the
committee.

A public consultation with stakeholders and concerned parties was conducted


on March 10, 2016. With the project receiving a positive response, it
encouraged the committee to pursue the project further.

Working in close coordination with the PPP Center, the committee made sure
that no stone was unturned. It is admitted that the project took a long time
to be finalized, one of the reasons is the change from BOT to Joint Venture,
but being the pioneer PPP project of the LGU it was necessary to secure that
the process and outcome was transparent, competitive, and beneficial to the
LGU. As the saying goes, nothing worth having comes easy.
In my opinion, the rehabilitation of the slaughterhouse is the most fitting to
be the inaugural PPP project of the LGU because of its far reaching effect in
society as it would provide clean and healthy meat not just for Kalibonhons
but neighboring towns as well. It is in line with the DILG’s LGU P4 Program
wherein it will not only benefit the LGU, the first “P,” the private sector
proponent (PSP), the second “P,” together composing the partnership, the
third “P,” and lastly the direct and ultimate beneficiary of the PPP project is
the fourth “P”—the people or the public good.

We hope that this is a start of many more PPP projects for the LGU and that
more civic-minded private companies like PSMO take interest in the potential
of Kalibo for investment and growth. We strongly encourage the next
administration to continue the PPP program as it is a dynamic tool for
community-building for it promotes collaboration and cooperation between the
public and private sector.

And now, without much further ado, let us now proceed to the signing of the
PPP Agreement between the LGU Kalibo as represented by the Mayor William
and PSMO, Inc. as represented by Sir Peter Jessric I. De Veyra.
