1.0 PROJECT INTRODUCTION


The LIWA Plastics Industrial Complex (LPIC) project involves the development of a new petrochemical
complex split into four (4) EPC Packages (see below) for Oman Oil Refineries and Petroleum
Industries Company Plastics LLC (ORPIC Plastics LLC, hereafter referred to as “Owner”).

The Joint Venture which has been established between CB&I and CTCI (named CB&I-CTCI B.V. /
CCJV hereafter referred to as “Contractor”) has been awarded the LSTK EPC contract to carry out the
Engineering, Procurement, Construction and Start-up works of Package EPC-1. This Package will be
further referred to as the LPIC EPC1 SCU Project.
The EPC-2, -3 and -4 packages have interfaces with the LPIC EPC1 SCU Project.
The LPIC EPC1 SCU facilities include:

The new LPIC EPC1 SCU facilities will be integrated with the existing Sohar Refinery (SR), Sohar
Aromatics (AR) and Sohar Refinery Improvement Project (SRIP) facilities. The interfaces of these
existing Sohar facilities with the new LPIC EPC1 SCU facilities include - besides supply of feed stocks -
return of several byproducts, for value addition and/or recovery.
The Project is located in Sohar, The Sultanate of OMAN.

2.0 INTRODUCTION

2.1 Purpose
In recent years start-up and/or operation of large diameter FRP piping systems has lead in some cases
to plant shut downs and major repairs to be executed. The purpose of this Technical Specification is to
increase the focus on large diameter FRP systems by providing minimum design, engineering,
fabrication and installation requirements and a mandatory scope split between CONTRACTOR, FRP
SELLER and FRP SUB-CONTRACTOR.

The mandatory scope split with FRP SELLER and FRP SUB-CONTRACTOR does not relieve
CONTRACTOR from his contractual overall responsibility for design, engineering, fabrication,
installation and testing of the FRP piping system, but only indicates for which part of the work
CONTRACTOR must engage specialist help. FRP SELLER and FRP SUB-CONTRACTOR shall be
selected from the approved Vendors and Sub Contractors list. CONTRACTOR shall ensure a seamless
transition between his scope, the scope of the FRP SELLER and the scope of the FRP SUB-
CONTRACTOR involved in the FRP piping system.

The ultimate goal is to treat large diameter FRP systems as a major plant system (comparable to HP
process systems) and to have single point responsibility for design, engineering, fabrication, installation
and testing.

2.2 Scope
This Technical Specification contains minimum requirements for the design, engineering, fabrication,
supply, installation, testing, field supervision and documentation for underground Glass Fiber
Reinforced Plastic (FRP) piping systems for (Sea) Cooling Water and Fire Water all in accordance with
all applicable specifications, codes, standards and drawings attached to the Technical Requisition or
electronically transferred to FPR Seller and/or FRP SUB-CONTRACTOR with a transmittal letter.

The underground (sea) cooling water system mainly consist of:


- Sea water intake line 44 inch (I.D 1100 mm minimum) to sea water cooling tower basin.
- Sea water supply and return line 36 inch to the desalination unit.
- Sea water (fire water) back up line 28 inch to fire water tank
- Sea water return line 52 inch to sea water outfall channel
- Bypass line 30 inch to sea water return line.

The aboveground (sea) cooling water system mainly consist of
- Sea water discharge piping 60 inch from sea water pumps (6x) to supply header 108 inch.
(carbon steel piping cement lined)
- Sea water supply header line 108 inch.( carbon steel piping cement lined)
- Seawater return header line 108 inch to sea water cooling tower.( carbon steel piping cement lined)
- Jump overs of underground FRP sea water intake line (carbon steel cement lined)

All above ground cement lined piping for the (sea) cooling water system shall be supplied and installed
by others.

The underground fire water system mainly consist of:


- Fire water main lines.
- Discharge line from Fire Water pump.
- Take off lines to deluge valves, hydrants and monitors.

The design and installation of the Fire Water system is subject to review and approval by the Oman
Civil Defense (PACDA) and may include compliance with NFPA 24 requirements.

3.0 REFERENCES
The following documents are referenced herein and form part of the technical requirements. Additional
CONTRACTOR documents, when applicable, will be listed in the Requisition. The issue of
CONTRACTOR documents shall be as specified in the Requisition. Current editions of the industry
standards including all mandatory addenda in effect at the time of the order shall apply unless

5.0 FRP SELLER’S AND FRP SUB-CONTRACTORS SCOPE

5.1 Experience.
FRP SELLER shall prepare a document showing he has proven experience in design, engineering and
fabrication of FRP piping systems in sizes and design pressures as listed in this specification.
FRP SUB-CONTRACTOR shall prepare a document showing he has proven experience in installation
and testing of FRP piping systems in sizes and design pressures as listed in this specification.
Note that experience in these sizes, but at a lower pressure does not count as proven experience.

The document shall contain references to projects executed before and names and contact details of
persons that can be contacted for reference.

5.2 Design, engineering, qualification, fabrication, fabrication quality control and testing.
The FRP SELLER’S scope shall include but not be limited to:
 Design and engineering of entire underground ground FRP piping systems all in accordance
with applicable specifications, codes, standards and drawings.
 Component design qualification by execution of a 1000 hours qualification test according to
ISO 14692 and this project specification. Proof of previously executed 1000hrs tests in
accordance with the requirements of the ISO standard is acceptable.
 Provide CONTRACTOR with mechanical properties to be used during engineering activities.
 Provide loads from pipe on supports and equipment nozzles.
 Design fire resistant system for AG portion of the FRP piping (IMO level 3)
 Preparation of spool drawings.
 Manufacture and supply of materials.
 Qualification of lamination team and bonding team
 Manufacture and supply of spools.
 Full material traceability.

 Supply of gaskets and bolting for flanged connections.
 Testing and inspection of materials/spools supplied.
 Transport of materials/spools to site warehouse.

5.3 Installation and testing


FRP SELLER’S scope for installation of underground and above ground FRP piping systems shall
include but not be limited to:
 Facilitate training and qualification of FRP SUB-CONTRACTOR’S lamination and adhesive
bonding team
 Quality control of field laminates and field adhesive bonded joints.
 Supervision of FRP SUB-CONTRACTOR during excavation, installation, jointing, backfill, soil
compaction and testing.
 Inspection and certification that all excavations are fit for their intended purpose by FRP SUB-
CONTRACTOR’S authorized supervisor.
 Provide dimensional working space details for excavation of trenches.
 Provide procedure for backfilling and soil compaction.
 Reporting of supervision findings to CONTRACTOR.
 Quality Control for soil compaction.
 Provide glass and resin for field laminated joints to FRP SUB-CONTRACTOR
 Provide cementing kits for field adhesive bonded joints to FRP SUB-CONTRACTOR.
 Provision of required tools for installation.
 Provide recommendation for route marking and protection of underground FRP piping.
 Witness start-up and dynamic load test by CONTRACTOR/OWNER.
FRP SUB-CONTRACTOR’S scope for installation of underground and above ground FRP piping
systems shall include but not be limited to:

 Transport of FRP piping materials/spools from site warehouse to work site.


 Costs for training and qualification of lamination and adhesive bonding team by FRP SELLER.
 Execution of field laminates and adhesive bonding.
 Temporary facilities including scaffolding, shelter etc. to provide proper field laminate
conditions.
 Erection/installation and testing of underground and above ground FRP piping systems.
 Witness start-up and dynamic load test by CONTRACTOR/OWNER.
 Storage of cementing kits, glass and resin for field joints (in accordance with FRP SELLER’S
manual).
 Provision of all required accessories for installation of FRP piping.
 Heating or air conditioning equipment to control humidity at SITE in the lamination area.
 Disposal of waste and test pieces.
 Supply and installation of concrete Pipe Supports and anchors for use at ground level.
 Excavation.
 Back filling and soil compaction.
 Water level control in trenches.
 Installation of warning tapes, route markers, protection of FRP piping

5.4 Activities NOT INCLUDED in FRP SUB CONTRACTOR’S scope


Following activities are NOT INCLUDED in FRP SELLER and FRP SUB-CONTRACTOR’S scope:
 Supply of valves, pressure gauges and other instruments.
 Supply and installation cement lined above ground piping
 Purchase of glass, resins and cementing kits for field joints by CONTRACTOR.
 Purchase of special tools to prepare laminated and adhesive bonded joints by CONTRACTOR

5.5 Responsibilities
Any conflict between the requirements of specifications, drawings and other documents attached to the
Technical Requisition shall be referred to CONTRACTOR for clarification.
Assumptions to cover lack of information are not allowed. FRP SELLER and FRP SUB-CONTRACTOR
are obliged to obtain clarification from the CONTRACTOR.
FRP SELLER and FRP SUB-CONTRACTOR shall inform CONTRACTOR of any deviation from this
technical specification and applicable specifications and drawings for review by CONTRACTOR.
FRP SELLER and FRP SUB-CONTRACTOR shall report in a timely manner all changes to already
manufactured spools, which have an impact on cost and/or schedule.
Deviation from or failure to meet agreed milestones/priorities shall be reported immediately to
CONTRACTOR.
Coordination between CONTRACTOR, FRP SELLER and FRP SUB-CONTRACTOR is essential. To
avoid slipping of the schedule and changes being unnoticed regular progress/engineering meetings
shall be conducted.
Design, engineering, fabrication and installation will be subject to review by THIRD PARTY
CONSULTANT approved by OWNER. FRP SELLER and FRP SUB-CONTRACTOR shall provide
access to all engineering, fabrication and installation works as required.

5.6 FRP SELLER responsibilities


FRP SELLER shall design, engineer, fabricate, supply and provide field supervision for underground
FRP piping systems and their connections to adjacent steel or concrete constructions designed by
CONTRACTOR or others.

FRP SELLER shall execute design and engineering in accordance with applicable specifications,
codes and standards as mentioned in the Technical Requisition and all contracts requirements as
defined in paragraph 2.0.
FRP SELLER shall field verify all existing dimensions for last spool pieces in each system and modify
isometric drawings and spools accordingly.
FRP SELLER shall design, manufacture and ship spools in accordance with priority areas if applicable.
Delivery of material per priority area is essential to avoid construction delays. For this purpose biweekly
(or weekly when required) progress reporting per spool shall be issued to CONTRACTOR’S expeditor.
Format for reporting shall be as agreed during execution.

5.7 FRP SUB-CONTRACTOR responsibilities


FRP SUB-CONTRACTOR shall install and test underground and above ground FRP piping systems
and their connections to adjacent steel or concrete constructions designed by CONTRACTOR or
others.
FRP SELLER shall field verify all existing dimensions for last spool pieces in each system and modify
isometric drawings and spools accordingly.
See Appendix B Responsibility Matrix for GRE/GRP piping systems for Sea (Cooling) Water and Fire
Water.

5.8 Contract requirements


The following contract requirements shall be incorporated into the FRP SELLERS’S design and
engineering:
 Applicable Specifications, Codes and Standards.
 Preliminary piping isometrics (Issued for Design)
 Pump curves (detailing flow capacity, operating pressure, etc.).
 Heat Exchangers ∆P and required flow capacity.
 Soil data (settlement figures and native soil quality)
 Traffic loads.
 Surge analysis scenarios.
 Mutual agreed stress analysis cases.

5.9 Systems included in FRP SELLER’S scope

5.10 Quantities included in FRP SELLER’S scope


FRP piping systems quantities are as listed in document 0000-PI-REQ-46161-02 Scope of Supply GRP
piping cooling water (UG) and 0000-PI-REQ-46162-02 Scope of Supply GRP Fire Water (UG) as
attached to the technical requisition.

6.0 FRP SELLER’S DESIGN

6.1 General for piping


CONTRACTOR will (supported by FRP SELLER) generate the preliminary piping isometrics (Issued for
design) and will supply electronic or hard copy isometric drawings to FRP SELLER. FRP SELLER shall
review, verify, edit and take full responsibility for the preliminary isometric drawings, (this shall include
but be limited to the provision of any other additional information as may be required). FRP SELLER
shall use these drawings for preparing its design, manufacture of material and as work sheets for the
documentation to be provided for the manufacturing data books.
Numbering of FRP SELLER Isometrics to be in line with the numbering of the Preliminary Isometrics
Issued for Design by CONTRACTOR.
FRP SELLER shall review, verify and take the full responsibility for including all information provided by
CONTRACTOR into the design and shall suggest modifications where deemed necessary. This
includes all connections to adjacent steel or concrete constructions. Should FRP SELLER and
CONTRACTOR agree on a revised layout or design, FRP SELLER shall take full responsibility for the
correctness of the design of the FRP piping system. CONTRACTOR will supply an updated electronic
or hard copy isometric drawing to FRP SELLER for his further use.
FRP SELLER’S scope for review of isometric drawings and preparation of spool drawings is based on
the quantities as shown in the technical requisition. In case quantities for materials are exceeded FRP
SELLER shall review / issue more drawings as may be required.
During design phase FRP SELLER shall coordinate with the CONTRACTOR’S civil and piping
departments to ensure that FRP SELLER’S design, engineering and fabrication of underground FRP
piping system does not in any way conflict with CONTRACTOR’S foundations, drain points, other
piping, equipment etc. FRP SELLER shall incorporate any changes resulting from these coordination
activities. Responsibility for clash checks remains with CONTRACTOR.
Preliminary piping isometrics generated by CONTRACTOR will be based on dimensions for pipe,
flanges and fittings as supplied by FRP SELLER. FRP SELLER shall try to maintain these dimensions
as much as possible. Only in cases where this is absolutely not possible or will increase price
considerably FRP SELLER may suggest different dimensions for review by CONTRACTOR.
FRP SUB-CONTRACTOR shall provide a sleeve around all underground riser pipes to prevent paving
to be installed against the FRP riser pipe. Sleeve can be FRP or any other suitable material.
Regular (weekly or biweekly) design review meetings shall be held between FRP SELLER and
CONTRACTOR’S engineers to review / discuss designs prepared by FRP SUB-CONTRACTORS
before they are put into production. Spool fabrication drawings prepared (or modified) by FRP SELLER
shall be sent to CONTRACTOR for review. CONTRACTOR will not approve designs as shown on
these spool fabrication drawings.

6.2 Piping design details


FRP SELLER’S design of piping shall include the following:

6.2.1 Dimensions for pipe, fittings and flanges


FRP SELLER shall provide dimensional standards for typical fittings for use by CONTRACTOR in
generating preliminary piping isometrics.

6.2.2 Flange dimensions.


Drilling : ASME B16.5 (up to and including 24”)
ASME B16.47 series A (26” to 60”)
Facing : Flat face, as per FRP SUB-CONTRACTOR’S standard (60” and smaller).
Rating: Standard: Class 150 (2” to 60”)
Heavy duty FRP flanges hub-less socket adhesive for nominal sizes up to and including 24 inch.
Full FRP flanges shall be designed to accommodate loadings and bending.
Underground flange connections in the Sea Cooling Water system shall be avoided. When
underground connections cannot be avoided place the flanges in a concrete pit. CONTRACTOR’S
preliminary piping isometric drawings will specify which flange to use. Deviation from this selection is
not allowed unless accepted in writing by CONTRACTOR.
For the Fire Water system underground flange connections are applicable to hydrants and monitors.
FRP SELLER shall provide dimensional standards for typical flanges for use by CONTRACTOR.

6.2.3 Gasket dimensions.


 Reinforced flat rubber ring with integral O-ring (2” to 60”)

FRP SELLER shall provide dimensional standards and material specification for typical gaskets for review
by CONTRACTOR.

6.2.4 Face to face dimensions for valves.


As indicated on preliminary isometric drawing.

6.2.5 Supports.
Piping system shall be designed using following types of supporting:
 Underground FRP pipe shall be supported by well compacted sand. The compaction shall
achieve at least 70% relative density per ASTM D2453 or greater than 95% of the maximum
dry density per ASTM D698. FRP SELLER and CONTRACTOR shall agree what sand shall be
used (preferably native sand from excavation) for filling the trenches. Properties of native sand
can be found in the soil report. Backfill material shall as a minimum meet requirements for
class I or II as defined by AWWA M45 table 6.1. Compaction shall be executed according FRP
SELLER’S procedure until the specified compaction values have been reached. Procedure
shall contain QA/QC requirements executed by FRP SELLER to check compaction executed
by FRP SUB-CONTRACTOR. Addition of cement or other means to increase the compaction
is not allowed unless accepted in writing by CONTRACTOR.

 Fire Water lines in paved areas shall be installed in a block work trench for maintenance
purposes and to prevent damage, when crossing roads they shall be installed either in a duct
bank or in a sleeve for the same purpose.
 Special attention is required for valves. Due to their weight, valves may need supporting to
avoid excessive loads on FRP piping connections.

6.3 Spool fabrication drawings.


FRP SELLER shall prepare spool fabrication drawings showing layout and spool location of all
complete line per system / area using CONTRACTOR’S data. FRP SELLER’S drawings shall be
sufficiently detailed to allow review by CONTRACTOR, proper fabrication by FRP SELLER and
installation by FRP SUB-CONTRACTOR.
CONTRACTOR and FRP SELLER shall agree on drawing numbering, scale, content and template for
spool fabrication drawings generated by FRP SELLER. An example of the agreed template will be
attached to the Technical Requisition.
Each document shall be completed with a bill of material listing materials required for fabrication of
spools by FRP SELLER and loose parts supplied by FRP SELLER (e.g. bolting and gaskets). All
materials supplied by CONTRACTOR will be shown on a second Bill of Material generated by
CONTRACTOR.
Each document shall show where pipe wall thickness has been increased due to stress analysis or
other engineering calculations completed with a bill of material listing materials required for fabrication
of spools by FRP SELLER.
FRP-SELLER shall prepare overall layout drawings showing location for field lamination. Field
laminates shall be made as much as possible outside the trench to avoid working in confined space.
When preparing spool drawings FRP SELLER shall make pipe spools for lines running parallel to each
other such that field laminates for spools in the trench are designed at the same location.
FRP SELLER shall prepare detail drawing of extra excavation of the trench required at location for field
laminates in the trench.

7.0 FRP SELLER’S ENGINEERING


FRP SELLER shall perform all required engineering such as (but not limited to):

7.1 General.
Piping shall be designed and engineered in accordance with the applicable specifications, codes and
standards.

7.2 Material selection.

7.2.1 Application limits.


FRP SELLER shall select the proper piping system (material, design pressure/temperature rating and
wall thickness) based on application limits specified below:

7.2.2 Chemical resistance.


Material selection also includes checking chemical resistance of resin type used. Resin types used are
in principle epoxy and vinyl-ester as shown in the applicable pipe class. FRP SELLER is free to select
different resin type if cost advantages are available, or if chemical resistance check warrants the use of
a different resin type.

7.2.2.2 Fire Water pollution
The water pumped into the fire water system may be assumed as desalinated water.
7.2.2.3 Chemical injection
The following chemicals could be added to the sea water like corrosion inhibitors, biocide, scale
inhibitor, bio dispersant:
1. Sodium hypochlorite for chlorination (at sea water intake station)
2. Antiscalant (Hypersperse MDC220) to prevent scaling in the membranes.
3. Caustic (NaOH) to control Ph value (Ph < 9) (currently not used).
If FRP SELLER is aware of any chemical, which is incompatible with his FRP, CONTRACTOR shall be
informed. That way CONTRACTOR will be able to avoid that specific chemical, in the CW treatment
program, since the chemical vendor has not been selected yet.

7.2.3 Resistance to sunlight and increased temperatures.


A part of the FRP piping is exposed to the climatic and environmental conditions. FRP SELLER
guarantees that FRP material used is not subject to aging and subsequent loss of mechanical
properties above that what has been established during determination of regression lines for subject
material. To eliminate any chance for aging to occur the above ground FRP, subject piping parts will be
provided with a suitable paint by FRP SUB-CONTRACTOR .Type of paint shall be recommended by
FRP SELLER. Color (RAL number) shall be chosen by FRP SELLER for review by CONTRACTOR
and OWNER.
In addition to the above FRP SELLER guarantees that during plant shut down periods when the cooling
water system is pressure less and empty the material temperature does not rise (due to the local
conditions) above the limits applicable for the selected material causing permanent damage to the
exposed piping.

7.3 End connection selection.

7.3.1 All shop and field FRP connections for pipe, fittings and flanges shall be adhesive or laminated
connections as defined in the applicable pipe class. Use of laminated connections for all sizes is
allowed. Other deviations are not allowed.

7.3.2 Connections FRP underground piping to Carbon Steel above ground piping.
Above ground piping shall be carbon steel piping cement lined. A smooth transition is required between
FRP piping and carbon steel cement lined piping. See appendix A for details.
The FRP SELLER shall detail design the adjusted flange shape and shall be verified by THIRD PARTY
CONSULTANT.

7.4 Wall thickness calculation.


FRP SELLER shall calculate required wall thickness for all sizes in accordance with ISO 14692 based
on the following conditions:

7.4.1 Design conditions (sea) cooling water.


AG (cement lined carbon steel piping):
 Intake: 10 bar g @ 5 degrees C/ 65 degrees C
 Outlet: 10 bar g @ 5 degrees C/ 65 degrees C,
 Full vacuum @ 65 degrees C (only when required by the surge analysis)

UG (FRP piping):
 Intake: 10 bar g @ 5 degrees C/ 65 degrees C
 Outlet: 10 bar g @ 5 degrees C/ 65 degrees C,
 Full Vacuum @ 65 degrees C.

7.4.2 Design conditions fire water.

UG (FRP piping):
 16 bar g @ 5 degrees C
 16 bar g @ 65 degrees C,
 Full Vacuum @ 45 degrees C (only when required by the surge analysis).

7.4.3 Loadings on the underground piping.


External loadings consist of:
 Soil load (see applicable Geotechnical Investigation Report for LPIC EPC-1 Project at Port of
Sohar (Doc. No. 0000-CV-RPT-00002).
 Fluctuating ground water level (see applicable Geotechnical Investigation Report for LPIC
EPC-1 Project at Port of Sohar (Doc. No. 0000-CV-RPT-00002).
 Heavy Vehicle loads (see Specification for Roads and Paving Appendix A item a, b, i, j and k).

7.4.4 FRP SELLER shall select the proper pipe stiffness to meet:
 Required minimum depth of lines (UG), see below paragraph 7.4.5.
 Traffic loads and soil settlements, see above paragraph 7.4.3.
 Vacuum conditions.

7.4.5 Minimum buried depth of piping system:


For the Sea Cooling Water System installation depth will be such that there should always be a
minimum cover similar to the pipe size.

For the Fire Water System installation depth will be such that there should always be a minimum cover
of 1000 mm.

7.5 Soil settlement.


FRP SELLER shall design, engineer, fabricate and install a flexible FRP piping system to compensate
settlement of buried piping versus fixed (piled) equipment and piping in close cooperation with
CONTRACTOR’S design engineers and stress engineers. Rubber seal lock joints and flexible joints
(steel or rubber bellows) shall be avoided.

7.6 Stress analysis.


FRP SELLER shall execute for all underground FRP lines a piping stress analysis to ensure proper
design of piping systems and connections to other systems.
The allowable design stress have to be taken from the qualification test results.
Design conditions for the stress analysis as per paragraph 7.4.
For underground lines FRP SELLER shall use CEASAR II (or equal accepted by CONTRACTOR) and
AWWA standard M45 for stress analysis.
Bending moments and axial forces from FRP piping on other systems / equipment shall not exceed
following limits:

In case maximum nozzle loads are exceeded due to lay-out, supports locations shown on preliminary
piping isometrics or soil settlement the FRP SELLER shall provide a solution, and discuss this solution
with CONTRACTOR. Possible solutions are local increase of wall thickness to reduce stresses, reduce
stresses by allowing expansion through installation of foam around the underground pipe etc.
FRP SELLER shall execute calculations taking into account all required conditions as to provide a
sound engineered system. Examples are operating temperature / pressure, design temperature /
pressure, ambient conditions during installation versus operating conditions, radiant temperature due to
exposure to direct sunlight, support locations, nozzle load limits, movements of other systems and
equipment.

Data can be retrieved from following systems/persons:


Design temperature/pressure: Preliminary piping Isometric drawings
Preliminary support locations: CONTRACTOR’s 3D model
Movements of other systems/equipment: CONTRACTOR’s stress engineer
Radiant temperature due to exposure to sunlight: By FRP SUB-CONTRACTOR, based on
experience in the same area.
Data to be retrieved from CONTRACTOR’S 3D model or stress engineer shall be gathered by FRP
SELLER’S engineer. In case FRP SELLER’S engineer has no access to the data CONTRACTOR will
provide documents containing required info. In all cases FRP SELLER’S engineer shall be in close
contact with CONTRACTOR’s engineers.
There will be three stress cases:
 sustained
 operational
 hydraulic test

CONTRACTOR and FRP SELLER shall mutually agree which load cases shall be included in the
stress analysis
All calculations made shall be supplied to CONTRACTOR for review. Review package shall include
isometrics drawings showing all calculation points and a listing of all input parameters used to perform /
check the calculations. FRP SELLER shall draw for each system calculation five highest stress points
into the stress envelop for their material. Package shall also include an assessment of all flanged
connections to check whether external forces and bending moments do not result in to high stresses
and loss of tightness in the flanges.
In case layout or nozzle design needs to be adapted to reduce stress levels, CONTRACTOR shall
inform OWNER of the intended modifications and its impact on stress levels.

7.7 Surge/water hammer calculations.

7.7.1 Steady state calculation.


FRP SELLER shall prepare a steady state hydraulic calculation, using pump data, exchanger data and
other data as detailed in the contract requirements. Result of the calculations shall confirm that during
normal pump operation each exchanger or monitor receives the amount of water as detailed in the
contract requirements and also confirm that the pressure drop over the total system is within the
capabilities of the selected pump.
The calculation shall be done for:
 The complete above ground Carbon Steel Cement lined and underground FRP Cooling Water
piping system and shall include the above ground steel Cooling Water system to the
exchangers (designed and installed by others).
 The calculation shall be done for the complete above ground and underground Fire Water
piping system and shall include the above ground carbon steel Fire Water system to the
monitors, hydrants and deluge valves (designed and installed by others).

7.7.2 Surge/water hammer calculation.


Based on the steady state analysis FRP SELLER shall execute for the total cooling water system a
surge / water hammer calculation to check whether (emergency) start-stop scenarios, as indicated by
EPC CONTACTOR do not generate forces above those that can be accommodated by the system and
whether no excess pressure or vacuum conditions can appear above those allowed for the system as
engineered. Forces as generated by these calculations shall be used for the stress analysis
calculations as described in paragraph 7.6 and in the stress calculations for steel systems by
CONTRACTOR.
FRP SELLER shall confirm and report in writing to CONTRACTOR that the design of the FRP system
is able to cope with the conditions as mentioned in the output of the report. A final surge / water
hammer calculation report shall be created by FRP SELLER and presented to the CONTRACTOR.
The use of thrust blocks at piping changes of direction shall be considered, based on the Surge/Water
Hammer calculations. Thrust blocks by Civil SUB-CONTRACTOR to FRP SELLER‘s design and
calculations.

7.8 Flow velocity.


The cooling water and fire water system is based upon a maximum allowable velocity of 3.5 m/sec.
FRP SELLER shall advise / check whether flow velocities as available in the system on current line
sizing do not exceed limits as advised by FRP SELLER.

7.9 Other actions.


FRP SELLER shall execute any other action to ensure a properly designed system. FRP SELLER shall
inform CONTRACTOR of any missing engineering activities deemed necessary to ensure a properly
designed system.

8.0 MATERIAL

8.1 Glass fiber reinforced plastic (FRP).


Materials for pipe, fittings, and flanges (integral type), in Cooling Water lines shall be GRE or GRVE as
defined in piping class MS19SW in accordance with manufacturer’s standard and shall meet the
requirements of ISO 14692.
Materials for pipe, fittings, and flanges (integral type), in Fire Water lines shall be GRE as defined in
piping class MS19FW in accordance with manufacturer’s standard and shall meet the requirements of
ISO 14692.
FRP SELLER may select other resin type when commercially attractive or when required for chemical
resistance.

8.2 Fitting materials.


Manufacturing of fittings as filament wound fittings or hand lay-up fittings in one piece shall be maximized.
Manufacturing of fittings as miter type elbows or pipe to pipe branches shall be minimized. Elbows 24
inch (DN600) and smaller shall be filament wound. Pipe to pipe branches on straight length of pipe to
avoid in-line laminates shall be acceptable. Branches shall be full encirclement laminates for all size
combinations where size is equal to or larger than half the header size.

8.3 Painting and UV inhibitor.


In order to prevent aging due to exposure to sunlight, above ground FRP piping shall be provided with
a suitable paint or UV inhibitor in the outer resin layer. Above ground piping is limited to riser pipes for
jump overs and connections to above ground carbon steel cement lined piping. FRP SELLER is free to
select a RAL number for the paint as per his standard for review by CONTRACTOR, THIRD PARTY
CONSULTANT and OWNER. Paint or UV inhibitor shall not be used in resin layers other than the outer
one.

8.4 Gaskets.
Gaskets shall be ethylene propylene rubber (EPDM) unless water quality requires different rubber for
chemical resistance.
FRP SELLER shall provide spare gaskets for use during testing and reinstallation as defined in the
project spare parts philosophy.
FRP SELLER shall consult with the gasket vendor and submit the maximum allowable bolting torque and
recommend bolting torque for FRP flange joint connected with the rubber gasket for its installation in field.
Joint material and bolting at GRE / steel flanged connections shall be reviewed and approved by
OWNER.

8.5 Lap joint flanges.


Lap joint flanges shall not be used. All flanges supplied shall be full GRE for nominal sizes <= 24” and
full GRVE for nominal sizes above 24”.

8.6 Bolting.
Bolting shall be ASTM A193-B7 /A194 –2H, Xylan coated with Xylan coated washers as per ASTM
F436.

8.7 Deleted.

9.0 FABRICATION

9.1 Component fabrication.


Fabrication shall not start until engineering activities have confirmed layout and selected wall
thicknesses are fit for purpose.
Fabrication shall not start until components qualification (1000 hrs. test to ISO 14692) has been
completed / accepted.
Fabrication shall not start until Inspection and Test Plan (ITP) for component fabrication has been
accepted by OWNER. ITP shall contain all quality control tests specified by ISO 14692. Manufacturer
shall list acceptance values for e.g. glass content etc.
Fabrication of materials and spools shall be executed in accordance with manufacturer’s standard and
shall meet requirements of ISO 14692.
All glass and resin, shavers, heating blankets and cementing kits for both shop and field fabrication of
components, spools and laminates shall be supplied by the FRP SELLER. Fabrication procedures shall
indicate who the manufacturer is and what type of glass or resin is used.
Location of equipment connected to FRP piping may deviate from coordinates mentioned on the
isometrics due to fabrication tolerances on civil foundations and the equipment itself. For this purpose
spools for above ground piping connected to underground piping shall have at least one field weld and
1 over length pipe to compensate dimensional differences.
Inspection of the components shall be done by THIRD PARTY CONSULTANT approved by OWNER.
THIRD PARTY CONSULTANT shall have access to FRP SELLERS manufacturing facility during and
after fabrication

9.2 Spool fabrication.


Spool fabrication shall not start until qualification of lamination team is completed. Lamination team
shall be qualified by preparing a laminated branch (44 inch x 44 inch) and a laminated pipe to pipe
connection (44 inch). Laminated pipe-to-pipe connection 44” only when applicable with the layout
design. FRP SELLER shall perform quality control for laminates and a burst test according ISO
requirements.
Minimum test pressure for burst test shall take into account the regression gradient from plain pipe, the
default regression gradient for pipe + joint (table 2) and the z factor (table 5) as per ISO14692.
Qualification of shop lamination team by fabricate laminates of pipe spools for the 1000 hours
qualification is an acceptable alternative.
Spool fabrication shall not start until ITP for spool fabrication has been accepted by OWNER. ITP shall
contain all quality control tests specified by ISO 14692. Manufacturer shall list acceptance values for
e.g. glass content etc.
FRP SELLER shall advise and check what working conditions shall be maintained during execution of
shop and field laminates.
Fabrication of spools for underground shall be executed so that overall dimensions of each spool are
within tolerances of ISO 14692.
FRP SELLER is not allowed to subcontract any work to others unless otherwise agreed with
CONTRACTOR.
All branch laminates shall be made as shop laminates in FRP SELLER’s manufacturing facilities. NO
tees / branch laminates shall be made on site.

Inspection of the spools shall be done by THIRD PARTY CONSULTANT approved by OWNER.
CONSULTANT shall have access to FRP SELLERS manufacturing facility during and after fabrication.
Flange Face Alignment
As per FRP SELLER’S standard.
When branches are in the same plane and their flanges are also positioned in one (1) plane, the flange
facings shall not deviate more than 1 mm from the design plane in the same direction.
Position of Bolt Holes for Flanged Piping
The maximum deviation allowed from the "straddle to centerline" position as measured along the bolt
circle is 1.5 mm.
Unless otherwise detailed on the drawings, flange bolt holes shall straddle the north-south centreline
when the flange face is in the horizontal position and shall straddle the vertical flange centreline when
the flange is in the vertical position.

9.3 Spool installation.


Spool installation and field jointing shall not start until qualification of field lamination team and
adhesive bonding team is completed.
Following the required training by FRP SELLER, qualification of field lamination and adhesive bonding
team shall include following tests.
FRP SUB-CONTRACTOR’S field lamination team shall be qualified by preparing a laminated
circumferential pipe to pipe connection (44 inch). As a minimum two persons from each field lamination
team shall participate in the fabrication of a laminate in this test piece. FRP SELLER shall perform
quality control for laminates and a burst test according ISO requirements. Minimum test pressure as
indicated in above paragraph 9.2.
A minimum of 6 persons shall participate in the qualification effort.
FRP SUB-CONTRACTOR’S field adhesive bonding team shall be qualified by preparing an adhesive
bonded circumferential pipe to pipe connection (20 inch). As a minimum two persons from each field
adhesive bonding team shall participate in the fabrication of an adhesive joint in this test piece. FRP
SELLER shall perform quality control for the adhesive joint and a burst test according ISO
requirements. Minimum test pressure as indicated in above paragraph 9.2.
A minimum of 6 persons shall participate in the qualification effort.
Installation shall be fully in accordance with FRP SELLER’S installation procedures.

10.0 TESTING

10.1 Qualification of the product line.


To qualify components by execution of a 1000hrs test following requirements shall be met.
FRP SELLER shall provide an overview of all qualified items (in accordance with ISO 14692), as per
Material Take Off attached to the Technical Requisition. Laminates shall be a part of the qualification
overview as well.
Sea Cooling Water
At time of first ordering following components shall be qualified by 1000 hours testing:
Spool with 30” header pipe, 30” fixed flange, 30” mitered elbow and 30” straight laminate joint.
Spool with 44” header pipe, 44” mitered elbow, 44” cap, reducer 44”x 36” and 44” straight laminate
joint.
Spool with 52” header pipe, 52” cap, 52” x 36”reducer and 52” straight laminate joint.

Fire Water
At time of first ordering following components shall be qualified by 1000 hours testing:
Spool with 20” header pipe and 2” branch saddle.
Spool with 20”and 10” header pipe and concentric reducer 20”x 10”.
Spool with 10” pipe, 2” branch saddle.

For non-qualified items FRP SELLER shall provide a plan with detailed test procedures and schedules
for the 1000-hour test.
This qualification test shall fully meet all requirements as mentioned in ISO 14692 and following
additional/deviating requirements:
 Not two, but only one qualification test is required for production and one for field lamination.
 Should quality of production be insufficient CONTRACTOR has the right to take a random selected
production spool execute a second 1000hrs test at FRP SELLER’s cost.
 Should quality of field lamination be insufficient CONTRACTOR has the right to take a random
selected field laminate and execute a second 1000hrs test at FRP SUB-CONTRACTOR’s cost.
 One test is required for production of components in FRP SELLER’s shop and one additional test
for execution of laminates at site. Conditions for preparing test laminates for site spool shall be
equal to actual conditions at site during laminations.
 Test spool for production test shall contain a pipe with a length of at least 3 times the diameter.
 Wall thickness for this pipe shall be selected based on pressure and temperature only.
 Test pressure shall be 2.4 times pipe rated design pressure.
 Test temperature shall be 35 degrees (-2 degrees tolerance) for underground piping
 Test temperature for aboveground FRP piping to be agreed upon OWNER and THIRD PARTY
CONSULTANT
 Temperature controller shall be laminated on the outside of the spool piece tested to monitor wall
temperature of the spool.
 Spool shall be located in a temperature controlled warehouse.
For preparation of laminates all personnel shall be properly qualified. Qualifications shall be part of
documentation to be checked by CONTRACTOR inspector during final inspection of goods.

10.2 Quality control during production.


Testing of materials shall be executed in accordance with manufacturer’s standard quality manual and
shall fully meet the minimum requirements of ISO 14692. FRP SELLER shall provide an inspection and
test plan for review by CONTRACTOR and OWNER. The ITP shall contain glass transition
temperature, degree of cure value, glass contents and Barcol hardness values and all other values
required by ISO 14692. These values shall be used for review of the material certificates.
As a minimum all pipes per nominal size shall be subjected to following tests:
 Thickness measurement (10%)
 Glass content measurement (2%)
 Tensile test (2%)
 Barcol hardness test for GRVE (10%)

 Differential Scanning Calorimetry (DSC), Modulated Differential Scanning Calorimetry (MDSC)


or Dynamic Mechanical Thermal Analysis (DMTA) for GRE (10%)
 Leak tightness test (min. 5% of all produced pipes)

10.3 Quality control during spool fabrication.


Testing of spools shall be executed in accordance with manufacturer’s standard quality manual and
shall fully meet the minimum requirements of ISO 14692. FRP SELLER shall provide an inspection and
test plan for review by CONTRACTOR. Laminates shall be a part of the spool fabrication qualification
as well
As a minimum 2% of all laminates per size shall be subjected to following tests:
 Glass content measurement
 Barcol hardness Test.

Adhesive bonded field joint:


One (1) adhesive bonded (field) joint 20”of Fire Water main header shall be selected by OWNER for
a test in accordance to ISO 8533. Test include a combined hydrostatic pressure and bending test of the
joint.

10.4 Pressure testing at site.


The Cooling Water and Fire Water system shall be hydrostatically tested at site after partial covering
the piping system by FRP SUB-CONTRACTOR at 1.5 x the system design pressure in accordance
with the requirements of the ISO standard. During the pressure test all joints shall be left exposed. If for
stress reasons joints cannot be left exposed FRP SUB-CONTRACTOR shall agree a leak test method
with CONTRACTOR and OWNER. FRP SELLER will provide test procedures prior to the test. After
the initial pressure test the test shall be continued at a lower level in accordance with ISO. Test
duration shall be 24 hours using a pressure recorder.
The site-tests may be divided into separate test areas. After each area test the underground Cooling
Water piping for that area will be buried. Finally the whole Cooling Water system shall be tested.

10.4.1 After complete filling and closing the vents the system shall be pressurized system gradually with
maximum 2 bar per minute at the design pressure of the piping.

10.4.2 At the design pressure the piping system shall be allowed to stabilize for a period 2 to 12 hours prior to
further pressurization. Addition of water is allowed. Stabilization period may be closed when for 2 hours
no water has been added.

10.4.3 After the stabilization period a strength integrity test shall be carried out at 1.5 times the design
pressure for a period of 4 to 6 hours. When leakage is observed, either by drips on the system or the
formation of a water puddle in the soil for a buried system, the test shall be stopped and repairs shall
be executed as required.

10.4.4 After successful conclusion of the strength test a leak tightness test shall be performed by lowering the
test pressure to 1.1 times the design pressure. The system shall be held on this pressure for a period
of minimum 24 hours. Addition of water is not allowed.

10.4.5 During both the strength integrity test and leak tightness test the pressure and temperature shall be
recorded and reported in the test package documentation. The pressure reading shall be taken at the
lowest point in a system (the static load must be taken into consideration).

10.4.6 A “step” leak test shall be executed when the normal leak tightness test cannot be executed without
pressure loss. The test system shall re-pressurized to the leak tightness pressure of 1.1 times the
design pressure. In case of pressure drop, water may be added, but shall be measured and recorded in

quantity. If quantity decreases every time the system is re-pressurized, the system shall be considered
leak tight. If quantity of water added remains constant or increases then it shall be assumed that the
piping system is not leak tight. Decreasing amount of water during filling is a sign that air is trapped
somewhere in the system causing pressure loss.

10.4.7 Over torqueing of flanges to stop leaks shall not be permitted. Leaking flanges shall be remade with
new gaskets and leak tightness tested again. If leakage still occurs, flanges shall be replaced.

10.5 Certification.

10.5.1 Qualification test certificate.


The 1000 hours test shall be witnessed by third party inspector Lloyd’s Register or accepted
equivalent. For this test a 3.2 certificate to EN-10204 is required. Third party shall be selected from the
approved Vendors and Sub Contractors list.

10.5.2 Material certificates.


Test and inspection results shall be reported on a type 3.1 certificate to EN-10204.
Certificates of spools and all its components (pipe, fittings, laminates, etc.) shall be made available in
the manufacturing data books. Component certificates shall contain reference to base material
certificates for glass, resin, etc. These base material certificates need not be made available in the
manufacturing data book, but shall be available at manufacturer’s location when CONTRACTOR’S
inspector wishes to make a spot review.
At least resin type and manufacturer, glass contents and manufacturer, curing system, type of glass
roving and TEX value shall be mentioned on the certificate.
Pressure rating needs to be shown on spool certificates

11.0 INSPECTION

11.1 1000 hr. qualification of the product line.


Third party inspection for the control of the Confirmation test and Survival test will be Lloyd’s Register
or accepted equivalent. The THIRD PARTY INSPECTOR shall witness the test progress twice a week.
Furthermore the third party shall witness the confirmation test, and be present during the test start-up,
and termination, and in deviation situations. There will be inspection visits by CONTRACTOR, THIRD
PARTY CONSULTANT and OWNER as well. CONTRACTOR, THIRD PARTY CONSULTANT,
OWNER and the THIRD PARTY INSPECTOR shall be promptly informed in case of any deviation. The
duration, reason and corrective actions shall be logged and accredited by the THIRD PARTY
INSPECTOR. In case the test needs to be terminated, CONTRACTOR, THIRD PARTY CONSULTANT
and OWNER shall be invited to witness release of temperature and pressure if practically possible.

11.2 Materials and spools.


Inspection shall be limited to final inspection of materials and review of documentation after spool
fabrication as listed in the "Requirements for Inspection" sheet attached to the Technical Requisition.
During final inspection visits CONTRACTOR, THIRD PARTY CONSULTANT and OWNER reserves
the right to enter fabrication shop to witness ongoing production activities.
OWNER reserves the right to execute stage wise inspections during manufacturing by OWNER’s
inspection department or OWNER’s representative.
The Inspection and Test Plan as provided in the Execution Plan will be the basis for all inspection
activities.

There will be inspection visits at FRP SELLER’S shop during spool fabrication by CONTRACTOR,
THIRD PARTY CONSULTANT and OWNER as well.

12.0 MARKING
Marking of materials and spools shall be executed in accordance with FRP SELLER’S standard and
shall meet requirements of ISO 14692 and Technical Specification for Identification Marking of
Fabricated Spool Pieces (Doc. No. 0000-PI-SPC-00019).
In addition to these requirements marking shall include following:
 All components and laminates shall be marked with a unique identification numbers to provide
direct and positive traceability to the material certificate.
 All spools shall be marked with the spool number as indicated on the isometric drawings (all
drawing shall clear reference to each other and supplied material).
When cutting a pipe, each piece shall be separately marked to maintain traceability.
The unique identification shall ensure that the history of all components of all drawings remains
traceable. Marking shall be applied such that it lasts throughout shipping, installation and testing.

13.0 PREPARATION FOR SHIPMENT


Preparation for shipment shall be executed in accordance with FRP SELLER’S standard. However as a
minimum shipment preparations shall include wooden protectors strapped to the piping to prevent
scratches, dents and other damages to the materials. In addition FRP SELLER shall use for sea freight
of materials to site rubber foil or PE bubble foil at all locations where pipe contacts wood or other FRP
material. The resin shall be shipped direct from resin manufacturer to site and glass shall be shipped
from shop to site and shall be stored by FRP SUB-CONTRACTOR following glass manufacturer’s
standard under controlled conditions following manufacturer’s standard. FRP SUB-CONTRACTOR’S
site representative shall witness unloading of materials and shall report damages to CONTRACTOR
and take care of the necessary repairs by FRP SELLER’S local shop in a controlled way.
FRP SELLER shall provide all packing details for review by CONTRACTOR.

14.0 REQUIRED DOCUMENTATION


FRP SELLER and FRP SUB-CONTRACTOR shall supply documentation as indicated in FRP SUB-
CONTRACTOR Documents Requirements sheets as attached to the Technical Requisition or Sub
Contract. All documentation submitted shall be reviewed by CONTRACTOR, THIRD PARTY
CONSULTANT and OWNER.
Project execution plan will contain as a minimum following paragraphs:
 Organization diagram
 Vendor data register (VDR) listing all vendors
 Sub-vendor list
 Roles and responsibilities
 Scope split responsibilities listing.

In addition FRP SELLER’S project execution plan will contain as a minimum:

 Dimensional drawings for all components.


 Calculation procedure for wall thickness and laminates of all components
 Document review procedure
 Engineering procedure
 Lamination procedure
 Bonder/ laminator qualification procedure
 List of qualified bonders/laminators

The lamination procedure shall contain in addition to normal things like preparation details, materials to
be used, climatic conditions etc. also a detailed description of the layup sequences, curing method,
curing time and the final thickness of the laminate.

15.0 INSTALLATION REQUIREMENTS


The installation of FRP piping on site is covered by a separate contract. The contract will describe in
detail a full scope of installation services.
This document describes the minimum technical requirements for the storage / handling / installation
and testing of FRP piping.
FRP SELLERS installation procedure shall describe in detail or refer to separate documents for the
following subjects:
 Work with the piping installation contractor.
 Advise to maximize out of the trench lamination on site.
 Use ventilators to remove resin vapors from inside the piping system.
 Application of (rain/sun) shelters and scaffolding
 Measures taken to keep working place dry during the rain period
 Availability of sufficient qualified supervisors.
 Availability of sufficient qualified QA/QC employees.
 No work subcontracted to others
 Controlled work environment during site lamination
 Measure humidity and temperature during all lamination activities
 Lamination procedures, including climate control
 Glass and resin identical to glass resin used for production of test spool and components

FRP SUB-CONTRACTORS installation procedure shall describe in detail or refer to separate


documents for the following subjects:
 No work subcontracted to others
 References to FRP SELLER’S installation procedures
 Use of FRP SELLER’S tools (shavers, heating blankets etc.) for jointing
 Use confined space procedures for working in the trench.
 Availability of sufficient qualified lamination teams and adhesive bonding teams.
 Availability of sufficient qualified QA/QC employees.
 Measures taken to keep working place dry during the rain period
 Stress analysis for spools prepared outside the trench during hoisting into the trench

CONTRACTOR shall purchase required cementing kits, lamination kits and tools for field jointing and
installation single source from FRP SELLER.
Use of alternative tools, cementing and lamination kits from other suppliers are not acceptable.
Additional required tools and kits to be purchased by FRP SUB-CONTRACTOR.
Data is available with CONTRACTOR’S procurement department.
FRP SELLER shall provide at least one supervisor(s) per two teams, to supervise the storage,
handling, installation and testing. Supervisors will also have the following responsibilities, but not
limited to:
 Inspection and certifying each FRP/GRE joint.
 Review backfilling and soil compaction procedures and preparations of all trenches by
CONTRACTOR’S FRP SUB CONTRACTOR.
 Witness excavation by FRP SUB-CONTRACTOR.
 Inspection and certification that all excavations are fit for their intended purpose
 Witness of start-up and dynamic load test.
 Check the dewatering of the trenches during rain periods (if any)
 Check the ground water control by the FRP SUB-CONTRACTOR.
 Witness and check of the back fill and soil compaction by the FRP SUB-CONTRACTOR.
 Report daily to CONTRACTOR.
 Inform CONTRACTOR immediately when FRP SUB-CONTRACTOR has not complied with
installation instructions provided by FRP SELLER.
 Participate in site business team meetings about the FRP Cooling Water and Fire Water.

Installation work shall be witnessed by and inspection of the installation laminates and adhesive
bonding shall be done by THIRD PARTY CONSULTANT approved by OWNER. THIRD PARTY
CONSULTANT shall have access to FRP SUB-CONTRACTORS manufacturing facility and site during
and after fabrication.

16.0 GUARANTEES
Notwithstanding contractual agreements made, FRP SELLER shall guarantee the following:
 Hydraulic performance of the underground and above ground FRP piping systems all in
accordance with the Contract.
 Successful completion of the 1000 hours test in accordance with the contract requirements.
 The design of the underground and the above ground FRP piping system shall conform to and
comply with the Contract and be fit for the intended purpose.
