The EPC-1 Steam Cracker with Off-Site Works and Utility Packages is the largest of the four (4)
packages, and is covered by this Document
The Joint Venture which has been established between CB&I and CTCI (named CB&I-CTCI B.V. /
CCJV hereafter referred to as “Contractor”) has been awarded the LSTK EPC contract to carry out the
Engineering, Procurement, Construction and Start-up works of Package EPC-1. This Package will be
further referred to as the LPIC EPC1 SCU Project.
The EPC-2, -3 and -4 packages have interfaces with the LPIC EPC1 SCU Project.
The LPIC EPC1 SCU facilities include:

The new LPIC EPC1 SCU facilities will be integrated with the existing Sohar Refinery (SR), Sohar
Aromatics (AR) and Sohar Refinery Improvement Project (SRIP) facilities. The interfaces of these
existing Sohar facilities with the new LPIC EPC1 SCU facilities include - besides supply of feed stocks -
return of several byproducts, for value addition and/or recovery.
The Project is located in Sohar, The Sultanate of OMAN.
2.0 INTRODUCTION
2.1 Purpose
In recent years start-up and/or operation of large diameter FRP piping systems has lead in some cases
to plant shut downs and major repairs to be executed. The purpose of this Technical Specification is to
increase the focus on large diameter FRP systems by providing minimum design, engineering,
fabrication and installation requirements and a mandatory scope split between CONTRACTOR, FRP
SELLER and FRP SUB-CONTRACTOR.
The mandatory scope split with FRP SELLER and FRP SUB-CONTRACTOR does not relieve
CONTRACTOR from his contractual overall responsibility for design, engineering, fabrication,
installation and testing of the FRP piping system, but only indicates for which part of the work
CONTRACTOR must engage specialist help. FRP SELLER and FRP SUB-CONTRACTOR shall be
selected from the approved Vendors and Sub Contractors list. CONTRACTOR shall ensure a seamless
transition between his scope, the scope of the FRP SELLER and the scope of the FRP SUB-
CONTRACTOR involved in the FRP piping system.
The ultimate goal is to treat large diameter FRP systems as a major plant system (comparable to HP
process systems) and to have single point responsibility for design, engineering, fabrication, installation
and testing.
2.2 Scope
This Technical Specification contains minimum requirements for the design, engineering, fabrication,
supply, installation, testing, field supervision and documentation for underground Glass Fiber
Reinforced Plastic (FRP) piping systems for (Sea) Cooling Water and Fire Water all in accordance with
all applicable specifications, codes, standards and drawings attached to the Technical Requisition or
electronically transferred to FPR Seller and/or FRP SUB-CONTRACTOR with a transmittal letter.
All above ground cement lined piping for the (sea) cooling water system shall be supplied and installed
by others.

The design and installation of the Fire Water system is subject to review and approval by the Oman
Civil Defense (PACDA) and may include compliance with NFPA 24 requirements.
3.0 REFERENCES
The following documents are referenced herein and form part of the technical requirements. Additional
CONTRACTOR documents, when applicable, will be listed in the Requisition. The issue of
CONTRACTOR documents shall be as specified in the Requisition. Current editions of the industry
standards including all mandatory addenda in effect at the time of the order shall apply unless
otherwise indicated.

4.0 DEFINITIONS

5.1 Experience.
FRP SELLER shall prepare a document showing he has proven experience in design, engineering and
fabrication of FRP piping systems in sizes and design pressures as listed in this specification.
FRP SUB-CONTRACTOR shall prepare a document showing he has proven experience in installation
and testing of FRP piping systems in sizes and design pressures as listed in this specification.
Note that experience in these sizes, but at a lower pressure does not count as proven experience.

The document shall contain references to projects executed before and names and contact details of
persons that can be contacted for reference.
5.2 Design, engineering, qualification, fabrication, fabrication quality control and testing.
The FRP SELLER’S scope shall include but not be limited to:
Design and engineering of entire underground ground FRP piping systems all in accordance
with applicable specifications, codes, standards and drawings.
Component design qualification by execution of a 1000 hours qualification test according to
ISO 14692 and this project specification. Proof of previously executed 1000hrs tests in
accordance with the requirements of the ISO standard is acceptable.
Provide CONTRACTOR with mechanical properties to be used during engineering activities.
Provide loads from pipe on supports and equipment nozzles.
Design fire resistant system for AG portion of the FRP piping (IMO level 3)
Preparation of spool drawings.
Manufacture and supply of materials.
Qualification of lamination team and bonding team
Manufacture and supply of spools.
Full material traceability.
Deleted.
Supply of gaskets and bolting for flanged connections.
Testing and inspection of materials/spools supplied.
Transport of materials/spools to site warehouse.
Supply of documentation (design, engineering, fabrication, installation and testing) for review
by CONTRACTOR and OWNER.

5.5 Responsibilities
Any conflict between the requirements of specifications, drawings and other documents attached to the
Technical Requisition shall be referred to CONTRACTOR for clarification.
Assumptions to cover lack of information are not allowed. FRP SELLER and FRP SUB-CONTRACTOR
are obliged to obtain clarification from the CONTRACTOR.
FRP SELLER and FRP SUB-CONTRACTOR shall inform CONTRACTOR of any deviation from this
technical specification and applicable specifications and drawings for review by CONTRACTOR.
FRP SELLER and FRP SUB-CONTRACTOR shall report in a timely manner all changes to already
manufactured spools, which have an impact on cost and/or schedule.
Deviation from or failure to meet agreed milestones/priorities shall be reported immediately to
CONTRACTOR.
Coordination between CONTRACTOR, FRP SELLER and FRP SUB-CONTRACTOR is essential. To
avoid slipping of the schedule and changes being unnoticed regular progress/engineering meetings
shall be conducted.
Design, engineering, fabrication and installation will be subject to review by THIRD PARTY
CONSULTANT approved by OWNER. FRP SELLER and FRP SUB-CONTRACTOR shall provide
access to all engineering, fabrication and installation works as required.

FRP SELLER shall execute design and engineering in accordance with applicable specifications,
codes and standards as mentioned in the Technical Requisition and all contracts requirements as
defined in paragraph 2.0.
FRP SELLER shall field verify all existing dimensions for last spool pieces in each system and modify
isometric drawings and spools accordingly.
FRP SELLER shall design, manufacture and ship spools in accordance with priority areas if applicable.
Delivery of material per priority area is essential to avoid construction delays. For this purpose biweekly
(or weekly when required) progress reporting per spool shall be issued to CONTRACTOR’S expeditor.
Format for reporting shall be as agreed during execution.

FRP SELLER shall provide dimensional standards and material specification for typical gaskets for review
by CONTRACTOR.
6.2.5 Supports.
Piping system shall be designed using following types of supporting:
Underground FRP pipe shall be supported by well compacted sand. The compaction shall
achieve at least 70% relative density per ASTM D2453 or greater than 95% of the maximum
dry density per ASTM D698. FRP SELLER and CONTRACTOR shall agree what sand shall be
used (preferably native sand from excavation) for filling the trenches. Properties of native sand
can be found in the soil report. Backfill material shall as a minimum meet requirements for
class I or II as defined by AWWA M45 table 6.1. Compaction shall be executed according FRP
SELLER’S procedure until the specified compaction values have been reached. Procedure
shall contain QA/QC requirements executed by FRP SELLER to check compaction executed
by FRP SUB-CONTRACTOR. Addition of cement or other means to increase the compaction
is not allowed unless accepted in writing by CONTRACTOR.

Fire Water lines in paved areas shall be installed in a block work trench for maintenance
purposes and to prevent damage, when crossing roads they shall be installed either in a duct
bank or in a sleeve for the same purpose.
Special attention is required for valves. Due to their weight, valves may need supporting to
avoid excessive loads on FRP piping connections.
7.1 General.
Piping shall be designed and engineered in accordance with the applicable specifications, codes and
standards.

7.3.1 All shop and field FRP connections for pipe, fittings and flanges shall be adhesive or laminated
connections as defined in the applicable pipe class. Use of laminated connections for all sizes is
allowed. Other deviations are not allowed.
7.3.2 Connections FRP underground piping to Carbon Steel above ground piping.
Above ground piping shall be carbon steel piping cement lined. A smooth transition is required between
FRP piping and carbon steel cement lined piping. See appendix A for details.
The FRP SELLER shall detail design the adjusted flange shape and shall be verified by THIRD PARTY
CONSULTANT.
UG (FRP piping):
Intake: 10 bar g @ 5 degrees C/ 65 degrees C
Outlet: 10 bar g @ 5 degrees C/ 65 degrees C,
Full Vacuum @ 65 degrees C.
UG (FRP piping):
16 bar g @ 5 degrees C
16 bar g @ 65 degrees C,
Full Vacuum @ 45 degrees C (only when required by the surge analysis).
7.4.4 FRP SELLER shall select the proper pipe stiffness to meet:
Required minimum depth of lines (UG), see below paragraph 7.4.5.
Traffic loads and soil settlements, see above paragraph 7.4.3.
Vacuum conditions.
For the Fire Water System installation depth will be such that there should always be a minimum cover
of 1000 mm.

CONTRACTOR and FRP SELLER shall mutually agree which load cases shall be included in the
stress analysis
All calculations made shall be supplied to CONTRACTOR for review. Review package shall include
isometrics drawings showing all calculation points and a listing of all input parameters used to perform /
check the calculations. FRP SELLER shall draw for each system calculation five highest stress points
into the stress envelop for their material. Package shall also include an assessment of all flanged
connections to check whether external forces and bending moments do not result in to high stresses
and loss of tightness in the flanges.
In case layout or nozzle design needs to be adapted to reduce stress levels, CONTRACTOR shall
inform OWNER of the intended modifications and its impact on stress levels.

8.0 MATERIAL
8.4 Gaskets.
Gaskets shall be ethylene propylene rubber (EPDM) unless water quality requires different rubber for
chemical resistance.
FRP SELLER shall provide spare gaskets for use during testing and reinstallation as defined in the
project spare parts philosophy.
FRP SELLER shall consult with the gasket vendor and submit the maximum allowable bolting torque and
recommend bolting torque for FRP flange joint connected with the rubber gasket for its installation in field.
Joint material and bolting at GRE / steel flanged connections shall be reviewed and approved by
OWNER.
8.6 Bolting.
Bolting shall be ASTM A193-B7 /A194 –2H, Xylan coated with Xylan coated washers as per ASTM
F436.

9.0 FABRICATION

Inspection of the spools shall be done by THIRD PARTY CONSULTANT approved by OWNER.
CONSULTANT shall have access to FRP SELLERS manufacturing facility during and after fabrication.
Flange Face Alignment
As per FRP SELLER’S standard.
When branches are in the same plane and their flanges are also positioned in one (1) plane, the flange
facings shall not deviate more than 1 mm from the design plane in the same direction.
Position of Bolt Holes for Flanged Piping
The maximum deviation allowed from the "straddle to centerline" position as measured along the bolt
circle is 1.5 mm.
Unless otherwise detailed on the drawings, flange bolt holes shall straddle the north-south centreline
when the flange face is in the horizontal position and shall straddle the vertical flange centreline when
the flange is in the vertical position.
10.0 TESTING

Fire Water
At time of first ordering following components shall be qualified by 1000 hours testing:
Spool with 20” header pipe and 2” branch saddle.
Spool with 20”and 10” header pipe and concentric reducer 20”x 10”.
Spool with 10” pipe, 2” branch saddle.
For non-qualified items FRP SELLER shall provide a plan with detailed test procedures and schedules
for the 1000-hour test.
This qualification test shall fully meet all requirements as mentioned in ISO 14692 and following
additional/deviating requirements:
Not two, but only one qualification test is required for production and one for field lamination.
Should quality of production be insufficient CONTRACTOR has the right to take a random selected
production spool execute a second 1000hrs test at FRP SELLER’s cost.
Should quality of field lamination be insufficient CONTRACTOR has the right to take a random
selected field laminate and execute a second 1000hrs test at FRP SUB-CONTRACTOR’s cost.
One test is required for production of components in FRP SELLER’s shop and one additional test
for execution of laminates at site. Conditions for preparing test laminates for site spool shall be
equal to actual conditions at site during laminations.
Test spool for production test shall contain a pipe with a length of at least 3 times the diameter.
Wall thickness for this pipe shall be selected based on pressure and temperature only.
Test pressure shall be 2.4 times pipe rated design pressure.
Test temperature shall be 35 degrees (-2 degrees tolerance) for underground piping
Test temperature for aboveground FRP piping to be agreed upon OWNER and THIRD PARTY
CONSULTANT
Temperature controller shall be laminated on the outside of the spool piece tested to monitor wall
temperature of the spool.
Spool shall be located in a temperature controlled warehouse.
For preparation of laminates all personnel shall be properly qualified. Qualifications shall be part of
documentation to be checked by CONTRACTOR inspector during final inspection of goods.

10.4.1 After complete filling and closing the vents the system shall be pressurized system gradually with
maximum 2 bar per minute at the design pressure of the piping.
10.4.2 At the design pressure the piping system shall be allowed to stabilize for a period 2 to 12 hours prior to
further pressurization. Addition of water is allowed. Stabilization period may be closed when for 2 hours
no water has been added.
10.4.3 After the stabilization period a strength integrity test shall be carried out at 1.5 times the design
pressure for a period of 4 to 6 hours. When leakage is observed, either by drips on the system or the
formation of a water puddle in the soil for a buried system, the test shall be stopped and repairs shall
be executed as required.
10.4.4 After successful conclusion of the strength test a leak tightness test shall be performed by lowering the
test pressure to 1.1 times the design pressure. The system shall be held on this pressure for a period
of minimum 24 hours. Addition of water is not allowed.
10.4.5 During both the strength integrity test and leak tightness test the pressure and temperature shall be
recorded and reported in the test package documentation. The pressure reading shall be taken at the
lowest point in a system (the static load must be taken into consideration).
10.4.6 A “step” leak test shall be executed when the normal leak tightness test cannot be executed without
pressure loss. The test system shall re-pressurized to the leak tightness pressure of 1.1 times the
design pressure. In case of pressure drop, water may be added, but shall be measured and recorded in

quantity. If quantity decreases every time the system is re-pressurized, the system shall be considered
leak tight. If quantity of water added remains constant or increases then it shall be assumed that the
piping system is not leak tight. Decreasing amount of water during filling is a sign that air is trapped
somewhere in the system causing pressure loss.
10.4.7 Over torqueing of flanges to stop leaks shall not be permitted. Leaking flanges shall be remade with
new gaskets and leak tightness tested again. If leakage still occurs, flanges shall be replaced.
10.5 Certification.

There will be inspection visits at FRP SELLER’S shop during spool fabrication by CONTRACTOR,
THIRD PARTY CONSULTANT and OWNER as well.
12.0 MARKING
Marking of materials and spools shall be executed in accordance with FRP SELLER’S standard and
shall meet requirements of ISO 14692 and Technical Specification for Identification Marking of
Fabricated Spool Pieces (Doc. No. 0000-PI-SPC-00019).
In addition to these requirements marking shall include following:
All components and laminates shall be marked with a unique identification numbers to provide
direct and positive traceability to the material certificate.
All spools shall be marked with the spool number as indicated on the isometric drawings (all
drawing shall clear reference to each other and supplied material).
When cutting a pipe, each piece shall be separately marked to maintain traceability.
The unique identification shall ensure that the history of all components of all drawings remains
traceable. Marking shall be applied such that it lasts throughout shipping, installation and testing.

CONTRACTOR shall purchase required cementing kits, lamination kits and tools for field jointing and
installation single source from FRP SELLER.
Use of alternative tools, cementing and lamination kits from other suppliers are not acceptable.
Additional required tools and kits to be purchased by FRP SUB-CONTRACTOR.
Data is available with CONTRACTOR’S procurement department.
FRP SELLER shall provide at least one supervisor(s) per two teams, to supervise the storage,
handling, installation and testing. Supervisors will also have the following responsibilities, but not
limited to:
Inspection and certifying each FRP/GRE joint.
Review backfilling and soil compaction procedures and preparations of all trenches by
CONTRACTOR’S FRP SUB CONTRACTOR.
Witness excavation by FRP SUB-CONTRACTOR.
Inspection and certification that all excavations are fit for their intended purpose
Witness of start-up and dynamic load test.
Check the dewatering of the trenches during rain periods (if any)
Check the ground water control by the FRP SUB-CONTRACTOR.
Witness and check of the back fill and soil compaction by the FRP SUB-CONTRACTOR.
Report daily to CONTRACTOR.
Inform CONTRACTOR immediately when FRP SUB-CONTRACTOR has not complied with
installation instructions provided by FRP SELLER.
Participate in site business team meetings about the FRP Cooling Water and Fire Water.
Installation work shall be witnessed by and inspection of the installation laminates and adhesive
bonding shall be done by THIRD PARTY CONSULTANT approved by OWNER. THIRD PARTY
CONSULTANT shall have access to FRP SUB-CONTRACTORS manufacturing facility and site during
and after fabrication.
16.0 GUARANTEES
Notwithstanding contractual agreements made, FRP SELLER shall guarantee the following:
Hydraulic performance of the underground and above ground FRP piping systems all in
accordance with the Contract.
Successful completion of the 1000 hours test in accordance with the contract requirements.
The design of the underground and the above ground FRP piping system shall conform to and
comply with the Contract and be fit for the intended purpose.
